Humans remain indispensable to targeting. What has evolved is not the elimination of human involvement, but the rapid synthesis of intelligence with target acquisition. That distinction matters because many assume there is little or no review before a strike is done. However, no systems make decisions independently. They supplement human decision-making by sorting and ranking information to generate recommended outcomes that must still meet rigid criteria. Analysts verify intelligence, legal teams conduct reviews, commanders make the final decision, and human beings remain responsible for the outcome.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Critics often point to </span><a href="https://warontherocks.com/autonomous-weapon-systems-no-human-in-the-loop-required-and-other-myths-dispelled/"><span data-contrast="none">ambiguity</span></a><span data-contrast="auto"> in strategic-level U.S. directives. The Department of War </span><a href="https://www.esd.whs.mil/portals/54/documents/dd/issuances/dodd/300009p.pdf"><span data-contrast="none">Directive 3000.09</span></a><span data-contrast="auto"> attempted to regulate certain AI-enabled systems, though the technology at the time was far less sophisticated than it is today. Military doctrine undermines the myth of autonomous targeting as well. The Army’s </span><a href="https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN39048-FM_3-60-000-WEB-1.pdf"><span data-contrast="none">FM 3-60</span></a><span data-contrast="auto"> frames targeting as an iterative command process and states that commanders remain the final approval authority for targeting activities and acceptable levels of risk. Machines may assist with detection, but they do not inherit command responsibility. The result is that humans remain in the loop because targeting is still a command process, not an autonomous one. Military doctrine frames targeting as a cycle of deciding, detecting, delivering, and assessing, but commanders retain authority over acceptable risks. AI can compress and organize the data, but it cannot make strategic or moral judgments.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">AI models remain central to identity-based targeting and advanced decision support. </span><a href="https://www.theguardian.com/technology/2026/mar/01/claude-anthropic-iran-strikes-us-military"><span data-contrast="none">Open-source reporting</span></a><span data-contrast="auto"> indicates that sophisticated models, such as </span><a href="https://claude.ai/login"><span data-contrast="none">Anthropic’s Claude</span></a><span data-contrast="auto">, integrated into systems such as </span><a href="https://www.heise.de/en/news/Palantir-US-Department-of-Defense-makes-Maven-Smart-System-the-standard-11220659.html"><span data-contrast="none">Palantir designed Maven Smart System</span></a><span data-contrast="auto">, have enabled rapid conversion of vast amounts of intelligence, surveillance, and reconnaissance (ISR), signals intelligence, and behavioral data into target packages.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Human productivity has also increased. Tasks that once required weeks and a large staff can now be completed in minutes with fewer personnel. However, speed and efficiency do not mean AI independence. It does not change what Clausewitz described as the </span><a href="https://www.militarystrategymagazine.com/article/Reconsidering-Wars-Logic-and-Grammar/"><span data-contrast="none">“grammar of war.”</span></a><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">The most consequential shift in conflict today is the compression of time within the targeting cycle and its integration into intelligence. In the past, high-value or high-payoff targets were often missed because manual processes relied heavily on human operators and overwhelming amounts of ISR data. Past conflicts reflected these limitations. During Operation Desert Storm, Iraqi mobile Scud launchers exploited delays by firing and relocating before U.S. forces could strike them. Kinetic precision still frequently exceeds intelligence fidelity. A munition could hit its coordinates perfectly while the underlying intelligence remained flawed. The use of intelligence to target enemy combatants predates modern technology. AI did not invent decapitation strategies; it made them more data-driven and less dependent on purely human intelligence sources. The Information Age once overwhelmed operators with data. AI now provides a way to navigate that environment. This is why cyber intelligence and persistent access are essential to modern targeting. Pattern-of-life targeting relies on multiple streams of surveillance and behavioral data. AI’s greatest strength is its ability to combine these streams on a scale that would overwhelm most military units. Yet the central question remains unresolved by algorithms alone: should the target be neutralized? That decision is legal, moral, political, </span><i><span data-contrast="auto">and </span></i><span data-contrast="auto">strategic.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">A clear example of AI-integrated intelligence limits came on the first day of the 2026 Iran War, when a U.S. missile </span><a href="https://www.theguardian.com/world/2026/mar/11/iran-war-missile-strike-elementary-school"><span data-contrast="none">struck an elementary school</span></a><span data-contrast="auto"> in Minab, Hormozgan province, killing civilians, including children, in one of the war’s deadliest civilian incidents. The incident underscored a basic truth: AI-enabled targeting is only as dependable as its data. Here, the system likely </span><a href="https://www.nbcnews.com/world/iran/old-intelligence-likely-led-us-strike-iran-elementary-school-rcna262967"><span data-contrast="none">relied on outdated intelligence</span></a><span data-contrast="auto"> that missed the school’s proximity to an Islamic Revolutionary Guard Corps compound.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">AI was not the likely source of failure. More likely, flawed intelligence and the fog of war were to blame. <p><span data-contrast="auto">The episode showed both the limits of AI models and the need for human review. Systems like </span><a href="https://www.palantir.com/assets/xrfr7uokpv1b/1IqzwzpemtBSm98TNCczao/49bbc30cbec4d2d4d189ab27bd07376c/Palantir_Target_Workbench___1_.pdf"><span data-contrast="none">Maven Smart System’s Target Workbench</span></a><span data-contrast="auto"> sort, correlate, and reveal intelligence, but humans still approve of final actions. <p><span data-contrast="auto">The effectiveness of any algorithm depends entirely on the intelligence architecture and data supporting it. AI does not create certainty; it produces probability. If the underlying data is manipulated, incomplete, stale, or inaccurate, the output will reflect those flaws. The greater danger is not the removal of the human in the loop, but the compression of human judgment into groupthink. AI-generated recommendations can create an aura of probabilistic certainty that encourages agreement instead of scrutiny. Human operators may still make the final call, but the risk is that they increasingly validate model logic rather than independently challenge it.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>

<p>For the geopolitics of the Middle East and North Africa (MENA), it is a time of great anxiety. With the non-Arab actors engaging in another tense series of regional infighting, coercive diplomacy and modern warfare have halted episodic interventions from the Arab counterparts. The MENA high-fliers have moved from their traditional stances of diplomatic arrangements and prioritized military readiness in the current spiraling crisis. For decades, the dominant challenge for the Arab nations has not been Israel’s aggression nor Iran’s ambitions, but their inability to sustain collective agreement in coalitions. The MENA region has seen countless alliances fracturing over the years, resulting in a region without one superpower. If the Gulf states continue to rely on the United States’ changing focus in the Middle East, it will end up losing more than its economic potency and military confidence. It will lose the ability to arrange the chessboard.</p>
<p>The inability of the Arab world to synchronize with its proximate neighbors has weakened the prospects of creating a counterintelligence structure in regional flare-ups. Is staying mutually vulnerable to modern intelligence operations a mistake worth repeating in traditional alliances?</p>
<p>To mitigate conflict spillovers, the Arab nations have prioritized active defense <a href="https://manaramagazine.org/2025/07/missile-defense-in-the-middle-east-a-smart-investment-that-must-evolve/">investments</a> and air denial <a href="https://thesvi.org/from-air-superiority-to-air-denial-the-global-turn-toward-integrated-air-defence-systems-iads/">practices</a>. Systematic <a href="https://www.defenseone.com/sponsors/2025/02/global-snapshot-middle-east-and-north-africa-defense-environment/402670/">defense</a> procurements have <a href="https://www.forbes.com/sites/pauliddon/2025/07/27/arab-gulf-states-multilayered-air-defenses-are-all-battle-tested/">streamlined</a> their multi-domain operations to prevent entanglements, but out-spying Iran’s asymmetric warfighting or Israel’s intelligence warfare remains a political test. Israel’s intelligence <a href="https://www.timesofisrael.com/report-israel-hacked-tehran-traffic-cameras-to-track-khamenei-ahead-of-assassination/">directives</a> of movement profiling and persistent surveillance of the Supreme Leader highlight the necessity to advance intelligence methodologies. MENA’s defensive architecture requires an additional protective layer over deterrence: counterintelligence. Not <a href="https://www.thedailyjagran.com/world/why-dont-arab-and-muslim-countries-unite-to-support-iran-against-israel-5-reasons-10301373">synchronizing</a> against a common enemy caused several problems: domestic fracturing, outdated doctrines, historical distrust, and interoperability gaps. Investing rapidly in modern war equipment has erased the Arab world’s warfighting inferiority. Still, the mismatch continues to exist in indigenous productions of air defenses, military intelligence, and technical expertise. Despite inter- and intra-regional strategic <a href="https://strategyinternational.org/2025/10/09/publication207/">connections</a> existing as a starting point, the underlying factors of alliance fragmentation have increased.</p>
<p>Consistent <a href="https://www.middleeastmonitor.com/20190827-the-middle-east-strategic-alliance-is-just-another-marginalised-initiative/">strategic</a> differences are fracturing the prospects of political reconciliation and strategic retrospection. Facing multiple power projectors, shared security architecture has <a href="https://mecouncil.org/blog_posts/how-the-gulf-states-can-navigate-the-middle-easts-new-alliance-politics/">reshaped</a> how the geography collaborates during political flare-ups. MENA’s high-fliers see this geography without one dominant actor. This vacuum has yet to be filled, but complete dominance requires incremental layering, which Egypt, Saudi Arabia, Turkey, the UAE, and Iran seek. The Gulf’s current strategy to <a href="https://www.jpost.com/middle-east/iran-news/article-890655">combine</a> deterrence with diplomacy has been met with historical, geopolitical tests. From Kuwait (1990) to Bahrain (2011), this geography has had its <a href="https://www.crownprince.bh/en/speech/1924/">fair share</a> of regional adventures. The fear of exposing warfighting weaknesses has halted political adventures in MENA. Aside from weak engagements in Yemen and Syria, and confused performances with Israel and Iran, the geopolitical awareness to arrange the Middle East offers a</p>
<p>complex silver lining. The ongoing crisis demands more than a <a href="https://mecouncil.org/blog_posts/to-protect-its-strategic-interests-the-gulf-must-form-a-more-cohesive-bloc/">cohesive</a> block from the Gulf. Moving in line with other MENA actors invites multidimensional risks, gambles, and prospects in managing the evolving theater.</p>
<p>Israel’s <a href="https://politicsociety.org/2025/09/24/the-evolution-of-israeli-intelligence-in-the-technological-and-military-context/?lang=en">versatile</a> intelligence alters political <a href="https://www.rferl.org/a/iran-us-israel-regional-hezbollah-huthis/33693186.html">entanglements</a> for the Gulf. It introduced a hybrid wave of <a href="https://english.aawsat.com/opinion/5165943-israel-and-iran-usher-new-era-psychological-warfare">targeted</a> psychological operations (PSYOPS). The open <a href="https://english.elpais.com/international/2026-03-25/the-war-that-israel-never-loses-its-secret-services-once-again-carry-out-assassinations-in-iran.html?outputType=amp">presence</a> of Israel’s intelligence in the Middle East has resulted in its neighbors’ doctrinal fatigue. This ‘eye in the sky’ layering impacts the susceptibility, vulnerability, and recoverability of MENA’s doctrinal postures. It pushes the Persian Gulf to <a href="https://linkdood.com/how-technology-powering-new-digital-battlefield-in-the-persian-gulf/">enhance</a> battlespace in three settings: Iran’s <a href="https://www.inbarspace.com/missiles-intelligence-and-nukes-irans-arms-race-reaches-space/">predictive</a> intelligence, the Gulf’s <a href="https://www.csis.org/analysis/security-challenges-and-threats-gulf-0">threat</a> assessment, and <a href="https://www.wired.com/story/how-each-gulf-country-is-intercepting-iranian-missiles-and-drones/">integrated</a> weapons systems. Still, the <a href="http://thestrategybridge.org/the-bridge/2020/1/7/why-doesnt-the-middle-east-have-a-nato">absence</a> of collective military intelligence and interoperability is glaring.</p>
<p>To keep a watchful eye on regional aggressors, the Gulf adopted a <a href="https://themiddleeastinsider.com/2026/02/08/analysis-gulf-defense-industry-shifts-buyer-manufacturer/">threefold</a> approach, by formalizing passive defense, security clusters, and proactive diplomacy. With multiple doctrines, MENA struggles to <a href="https://cscr.pk/explore/themes/defense-security/why-does-the-arab-world-fear-the-blue-and-white/">succeed</a> in collectively <a href="https://www.thestandard.com.hk/world/article/311619/Iran-and-Egypt-lead-push-for-NATO-style-alliance-in-Middle-East-at-emergency-Islamic-summit">preserving</a> power, let alone <a href="https://www.crisisgroup.org/cmt/middle-east-north-africa/united-arab-emirates/myth-emerging-mideast-nato">projecting</a> it. Be it Iran or Israel, a common pattern in the Gulf Cooperation Council’s (GCC) strategic behavior was observed. It preferred<a href="https://alhurra.com/en/7633"> personalized</a> military innovations and <a href="https://www.geopoliticalmonitor.com/saudi-pakistan-defense-deal-rewiring-the-kingdoms-gulf-strategy/">investments</a>, while securing inter-regional <a href="https://www.cnbc.com/2026/03/27/zelenskyy-saudi-visit-us-troops-middle-east-iran-ukraine-aid-shahed-drones.html">strategic</a> alliances. From the Levant to North Africa, the GCC to Iran, and Tukey to the broader Middle East, this reality articulated the <a href="https://www.iemed.org/publication/regional-powers-in-a-transforming-middle-east/">disconnected</a> objectives. However, the Gulf’s common direction to domestically upgrade remained constant, and it offers three scenarios for a future strategy.</p>
<p>First, to become innovative by forming a layered intelligence coalition with regional military sectors in different geographical quadrants, making <a href="https://theconversation.com/how-israels-famed-intelligence-agencies-have-always-relied-on-help-from-their-friends-264818">Five Eyes</a> a blueprint to align domains, departments, and systems. Second, to continue <a href="https://www.deloitte.com/middle-east/en/Industries/government-public/perspectives/gcc-creation-localized-defense-industry.html">investing</a> in personalized, ad-hoc <a href="https://www.aljazeera.com/news/2021/3/15/global-arms-transfers-level-off-but-middle-east-imports-grow">security</a> investments before <a href="https://www.arabnews.com/node/2632756">active</a> defense localization. In the current situation, this strategy <a href="https://english.aawsat.com/gulf/5256035-gulf-defenses-continue-confront-iranian-threats-high-efficiency">provided</a> the Gulf with ample psychological and operational confidence to fuse other arrangements together. Third, use the <a href="https://icds.ee/en/the-shifting-patterns-of-alliances-in-the-middle-east-surveying-the-fluid-geostrategic-landscape/">previous</a> geopolitical arrangements of MENA to innovate. The Middle East Strategic Alliance (MESA) was the rump administration’s <a href="https://www.heritage.org/middle-east/report/the-middle-east-strategic-alliance-uphill-struggle">idea</a> to bring the Arab states together for a joint cause: unifying against Iran. The Qatar blockade and Egypt’s <a href="https://arabcenterdc.org/resource/israels-attack-on-qatar-and-the-failure-of-gcc-defense-cooperation/">withdrawal</a> soured the idea MESA became a memory. Therefore, the prospects of coordination by cross-regional powers require a consensus.</p>
<p><a href="https://www.middleeasteye.net/opinion/why-arab-states-now-oppose-us-israel-attack-iran">Currently</a> the urgency to upgrade counterintelligence structures is neither lacking incentives nor temptations. The urgency to innovate in multiple spheres of traditional power is a matter of strategic inevitability. MENA has found a cogently balanced geostrategy to maneuver in multidirectional geopolitical dimensions. Natural resources, chokepoints, and trade passages give significant bargaining chips to MENA. It has shaped its strategic profile to constructively depend on geostrategic positioning. Using traditional elements of power with natural commonalities and conditionalities offers alliance politics. In a not-so-friendly neighborhood, finding common ground remains an Achilles &#8216; heel. Bringing elements of confidence-building from <a href="https://dergipark.org.tr/en/download/article-file/816888">inter-regional</a> coalition lessons is one go-to strategy.</p>

<p>A nation does not need to lose a battle to look weak. Sometimes it only needs to miss a paycheck.</p>
<p>Washington often treats budget shutdowns as partisan spectacle, but America’s adversaries see something far more useful: a live demonstration of self-inflicted fragility. When the federal government allows frontline security personnel to work unpaid it interrupts critical security and health functions and publicly advertises institutional dysfunction. It weakens more than morale, it weakens deterrence. That is the real national security cost of a prolonged budget lapse.</p>
<p>Deterrence rests on more than missiles, submarines, and strategic doctrine. It also depends on the visible reliability of state capacity. Allies and adversaries alike measure whether the U.S. can sustain operations under pressure, protect its population, and maintain continuity during disruption. A shutdown tells them the opposite. It signals that even absent enemy action; the U.S. is willing to degrade its own readiness through political dysfunction. <a href="https://www.csis.org/analysis/what-government-shutdown-would-mean-defense-funding-fy-2026">Even short lapses in appropriations</a> disrupt defense planning, contract execution, and the broader machinery that underwrites operational readiness.</p>
<p>The most immediate damage appears in aviation security. The Transportation Security Administration (TSA) is not simply a travel inconvenience buffer. It is part of the nation’s daily homeland defense posture. Every checkpoint, screening lane, and visible officer contributes to deterrence by signaling that attacks or probes are likely to be detected and disrupted. That visible consistency matters because deterrence at the tactical level often begins with routine friction imposed on hostile actors.</p>
<p>Friction weakens when the workforce begins to crack. <a href="https://www.reuters.com/business/world-at-work/us-says-more-than-450-tsa-officers-have-quit-since-funding-standoff-2026-03-24/">More than 460 TSA officers</a> have already quit during the current standoff, while absentee rates have climbed to 10 to 11 percent nationally. <a href="https://www.govexec.com/management/2026/02/5-things-to-watch-with-the-dhs-shutdown/411655">Repeated funding disruptions</a> are damaging morale, retention, and long-term staffing stability across the Department of Homeland Security. That is not merely a workforce problem. It is a deterrence problem.</p>
<p><a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC9240146/">Fatigue</a> measurably degrades visual search performance, which is directly relevant to screening-intensive environments such as aviation security. TSA screening is not just procedural. It is cognitive work performed under repetitive, high-stakes conditions. When officers are exhausted, financially strained, or distracted by uncertainty, the quality of that work can decline even if the checkpoint remains technically operational.</p>
<p>Equally important, deterrence at the checkpoint depends not only on actual performance but on what potential attackers believe about the system. Airport security screening is <a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC8612824/">perceived as a stronger deterrent</a> when it appears visible, universal, and credible. That matters because deterrence is partly psychological. A security system that appears chaotic, understaffed, and politically neglected may still function, but it no longer projects the same confidence.</p>
<p>This erosion has consequences beyond the checkpoint itself. Long lines spilling into terminal lobbies and pre-screening corridors create soft-target conditions that sophisticated attackers have historically exploited overseas. <a href="https://www.reuters.com/world/us/us-airports-implore-congress-end-tsa-funding-standoff-2026-03-23/">U.S. airports have warned</a> Congress that the current operational strain is serious, worsening, and potentially long-lasting. In practical terms, a shutdown does not just reduce security throughput. It redistributes risk into large, dense, unsecured public spaces and creates opportunity.</p>
<p>More troubling still is that recurring shutdowns create patterns. Adversaries watch for patterns. If hostile actors can reliably anticipate periods when U.S. aviation security is underpaid, understaffed, and politically distracted, then Washington has unintentionally handed them a calendar of vulnerability. Strategic competitors, transnational terrorist networks, and opportunistic lone actors all benefit when a defender repeatedly broadcasts when its systems are under stress.</p>
<p>The same logic applies beyond airports. Health security is often treated separately from deterrence, but that is a categorical error. In an era defined by pandemics, synthetic biology, fragile supply chains, and the weaponization of disruption, public health capacity is national security capacity. A country that cannot sustain surveillance, biodefense coordination, and health system continuity under fiscal pressure is not demonstrating resilience. It demonstrates exploitable weaknesses.</p>
<p>That is precisely why the shutdown’s impact on the Department of Health and Human Services (HHS) should concern strategists as much as its effect on TSA. HHS’s own <a href="https://www.hhs.gov/about/budget/fy-2026-hhs-contingency-staffing-plan/index.html">FY 2026 contingency staffing plan</a> states that 23,128 employees, roughly 31 percent of its workforce, would be furloughed during a lapse in appropriations. The plan further notes that numerous non-excepted functions would be paused or curtailed, including elements of grant oversight, data collection, validation, analysis, and portions of public communication. That may sound bureaucratic, but it is not.</p>
<p>Health system functions form the connective tissue of national preparedness. Surveillance, analytics, research oversight, and continuity of clinical and administrative operations are what allow the U.S. to detect biological threats early, understand cascading risks, and sustain resilience under stress. <a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC9253437/">Public health emergency management</a> is foundational to biodefense capacity, particularly in areas such as interagency coordination, situational awareness, testing, surveillance, and surge resilience. When those systems are interrupted, the country does not simply lose paperwork, it loses awareness, agility, and recovery capacity.</p>
<p>This point is reinforced by broader preparedness of scholarship. <a href="https://pmc.ncbi.nlm.nih.gov/articles/PMC5594396">Public health emergency preparedness</a> in the U.S. has long suffered from uneven and declining support, leaving critical state and local response systems more vulnerable to disruption. In deterrence terms, disruptions lower the cost for an adversary seeking to exploit a biological event, amplify public panic, or overload institutional response capacity.</p>
<p>System disruption and deterrence is where budget shutdowns become strategically self-defeating. The U.S. invests heavily in advanced military capability, but periodically undermining the civilian systems that make that capability credible is defeatist. No adversary needs to destroy American resilience if Washington is willing to suspend parts of it on its own. That contradiction sends a damaging signal to both allies and competitors.</p>
<p>For adversaries such as China and Russia, recurring shutdowns offer a useful strategic readout. They reveal domestic political brittleness, weak continuity discipline, and a governing system vulnerable to self-imposed paralysis. That does not automatically invite direct confrontation, but it does encourage gray-zone opportunism. Cyber probing, disinformation, infrastructure stress campaigns, and strategic influence operations all become more attractive when the target appears distracted and internally divided. <a href="https://www.brookings.edu/articles/avoiding-the-self-inflicted-wound-of-a-federal-shutdown-isnt-hard/">Shutdowns are self-inflicted wounds</a>. In a deterrence environment, self-inflicted wounds are still wounds.</p>
<p>For U.S. allies, the signal is quieter but equally corrosive. Extended deterrence relies not only on military capability but also in the confidence of American competence and continuity. Partners want to know that the U.S. can manage crises at home while sustaining commitments abroad. A federal government that struggles to keep airport screening and health preparedness stable during a budget fight risk is undermining that confidence at exactly the wrong moment.</p>
<p>For these reasons, shutdowns should no longer be treated as routine political leverage when they affect core homeland security and resilience institutions. Congress should establish automatic continuing resolution mechanisms for agencies and functions that are central to deterrence. This includes transportation security, emergency preparedness, biodefense, and public health surveillance. Political disagreement is unavoidable; however, institutional self-sabotage is not.</p>
<p>Deterrence is often discussed in the language of force posture, strategic messaging, and escalation dominance. This all matters. Yet, deterrence lives in the ordinary machinery of a functioning state: an airport screening lane that stays open, a health surveillance system that keeps collecting data, and a workforce that knows the government will not ask it to defend the nation for free. When that machinery stalls, deterrence does not collapse overnight. It thins. It flickers. It becomes easier to stress. That is the danger of a shutdown. It does not merely interrupt government. It advertises vulnerability.</p>

<p>The international system is undergoing a profound global power shift characterized by the resurgence of great power competition and a broad diffusion of technical capabilities. This environment is intensifying security competition across all domains. Concurrently, the proliferation of artificial intelligence (AI) and other disruptive technologies has fundamentally transformed espionage and defense. The traditional <a href="https://www.realcleardefense.com/articles/2025/10/30/artificial_intelligence_and_the_future_of_espionage_1144178.html">landscape</a> of counterintelligence (CI) is obsolete and requires rapid, systemic overhaul to address the increasingly amplified, technologically enabled threats posed by state and non-state actors.</p>
<p>Specifically, the shift to great power technological competition has expanded CI&#8217;s mandate from protecting military secrets to securing critical infrastructure, intellectual property (IP), and the integrity of the information domain. The dual-use nature of AI functions as both in support of <a href="https://www.hstoday.us/subject-matter-areas/cybersecurity/ai-driven-espionage-campaign-marks-new-phase-in-cybersecurity-researchers-say/">automated espionage</a> and a critical mechanism for preemptively anticipating and mitigating threats. The failure of the United States to strategically integrate AI into CI methodologies will result in the systemic erosion of national technological and economic advantage.</p>
<p><strong>The Expanded Mandate of Modern Counterintelligence</strong></p>
<p>CI functions to protect a nation’s secrets, personnel, and systems from foreign intelligence entities (FIEs). Yet today, CI must also confront a threat matrix dramatically enlarged in scope, sophistication, and velocity. The current geopolitical climate has necessitated a significant expansion of the traditional CI mission. In the context of great power competition, the most significant threat has shifted from the theft of classified military and diplomatic secrets to the large-scale acquisition of IP, trade secrets, and technological data, as highlighted in the recently released <a href="https://www.odni.gov/index.php/newsroom/reports-publications/reports-publications-2026/4141-2026-annual-threat-assessment">Annual Threat Assessment</a>.</p>
<p>FIEs are aggressively targeting the private sector, academia, and research institutions, the very engines of national innovation through sophisticated economic espionage. Their strategic goal is not merely to obtain information, but to erode a nation&#8217;s competitive advantage and accelerate the adversary&#8217;s technological timetable, thereby shifting the global balance of power. CI must establish robust protective mechanisms that extend deep into the non-governmental technology and research ecosystem.</p>
<p>The dissolution of a clear distinction between peacetime competition and active conflict has resulted in a continuous state of confrontation known as the &#8216;gray zone&#8217;. This strategic domain is characterized by persistent, non-lethal, yet tactically damaging activities designed to achieve political objectives without triggering traditional military responses. CI must now defend against a spectrum of subtle subversion, including large-scale cyber operations, persistent penetration of networks for reconnaissance and preparatory measures, and covert attempts to manipulate political discourse and decision-making.</p>
<p>The globalization of commerce and technology has created intricate, interconnected supply chains. These networks present significant CI risks, as adversaries seek to compromise the integrity, trustworthiness, and authenticity of products and services. By inserting &#8220;backdoors&#8221; or creating exploitable &#8220;choke points&#8221; at various nodes, adversaries establish capabilities for future exploitation. CI efforts are essential to conduct comprehensive due diligence and risk mitigation, securing these complex networks against both hardware and software compromise.</p>
<p><strong>Artificial Intelligence: The Dual-Use Catalyst</strong></p>
<p>AI and emerging technologies are not merely <em>targets</em> of modern espionage; they are simultaneously the most potent tools and the most necessary defenses in the counterintelligence battleground. This dual-use dynamic creates a challenging “AI vs. AI” scenario that demands immediate, radical adaptation. Adversaries are leveraging AI to dramatically enhance the speed, scale, and sophistication of their intelligence operations:</p>
<p><u>Automated Espionage and Big Data Analysis</u>: AI-powered tools can automate and scale the processing, translation, and analysis of vast, heterogeneous datasets (Big Data), vastly increasing the volume and velocity of intelligence collection from both open-source intelligence and classified sources.</p>
<p><u>Adaptive Cyberattacks</u>: Machine learning (ML) algorithms enable the development of more elusive and adaptive cyber threats. This includes automated exploitation of vulnerabilities, dynamic creation of polymorphic malware, and rapid penetration of defenses, operating at speeds that effectively outpace traditional, human-centric cybersecurity responses.</p>
<p><u>Generative AI for Influence</u>: Generative AI can create highly realistic deepfakes (synthetic videos and audio) and synthetic narratives at scale. This facilitates sophisticated disinformation and propaganda campaigns to manipulate public opinion and conduct advanced social engineering, severely compromising the ability of institutions to discern truth from falsehood.</p>
<p>Three interconnected factors fundamentally redefine the scope of CI responsibility: target expansion, the blurring of conflict lines, and supply chain vulnerabilities. To effectively counter these technologically enabled threats, CI must aggressively embrace and integrate these same technologies, transforming them into proactive defensive tools:</p>
<p><u>Threat Anticipation and Predictive Analysis</u>: AI can process and analyze massive amounts of threat data, identifying subtle, non-obvious patterns, trends, and anomalies. This capability allows CI to transition from merely reacting to threats toward predictive modeling, allowing one to forecast adversary actions before they materialize and enabling preemptive defense.</p>
<p><u>Enhanced Surveillance and Anomaly Detection</u>: ML algorithms are crucial for the detection of subtle anomalies in network traffic, user behavior, and physical security systems that a human operator would miss. AI-driven monitoring provides real-time, large-scale pattern-of-life analysis that significantly exceeds human cognitive capacity.</p>
<p><u>Counter-Disinformation and Integrity Checks</u>: CI requires AI-driven tools to effectively identify, analyze, and flag AI-generated propaganda, deepfakes, and synthetic media. Systems designed for content provenance and authenticity verification are essential to safeguard the <a href="https://ash.harvard.edu/articles/weaponized-ai-a-new-era-of-threats/">integrity</a> of the information domain and maintain public trust.</p>
<p><u>Insider Threat Mitigation</u>: Defensively, AI can monitor internal networks to flag anomalous user behaviors such as unusual data access attempts, large data transfers, or deviations in an employee&#8217;s digital pattern-of-life. As such they assist in identifying potential insider threats before significant compromise occurs.</p>
<p><strong>The Strategic Imperative</strong></p>
<p>The shift of global powers and the proliferation of disruptive technologies have thrust counterintelligence into an even more important aspect of national security. The stakes of this technological arms race transcend traditional security concerns, encompassing the integrity of a nation’s innovative ecosystem, its economic competitiveness, and the resilience of its democratic institutions.</p>
<p>CI must rapidly evolve its strategies to prioritize the defense of economic and technological assets, and it must integrate AI as a foundational defensive technology to achieve predictive, scalable threat mitigation. Failure to aggressively master and deploy AI defenses against technologically augmented adversaries risks the systemic erosion of national advantage in a world where technological leadership is increasingly synonymous with global power. The future success of great power competition hinges directly on the adaptive capacity and technological sophistication of CI’s function.</p>

										<content:encoded><![CDATA[<p>Greenland’s strategic importance lies not in symbolism, climate change, or future economic potential, but in its role at the center of modern deterrence. The island anchors the ability of the United States and its allies to deny Russian and Chinese forces access through critical Arctic and North Atlantic air and sea gaps. That denial mission is essential to preserving the survivability of U.S. nuclear forces and with it, the credibility of extended deterrence that underwrites security in both the Euro-Atlantic and Indo-Pacific regions.</p>
<p>Deterrence does not rest solely on possessing nuclear weapons. It also depends on the assurance that those weapons cannot be neutralized, constrained, or rendered ineffective by an adversary’s ability to maneuver, surveil, or strike first. Geography, therefore, matters. In the emerging strategic environment, Greenland occupies one of the most consequential geographic positions in the world.</p>
<p><strong>Denial as the Foundation of Nuclear Survivability</strong></p>
<p>The survivability of U.S. nuclear forces, particularly the sea-based leg of the nuclear triad, is the cornerstone of strategic stability. Ballistic missile submarines (SSBNs) provide the most secure retaliatory capability precisely because they operate undetected at sea. But stealth is not automatic. Submarines must transit known maritime corridors to reach patrol areas, and those corridors create opportunities for adversary interference.</p>
<p>For U.S. and allied forces operating in the Atlantic and Arctic, two choke points are decisive: the GIUK Gap (Greenland–Iceland–United Kingdom) and the Bear Gap between Greenland and Svalbard. These routes connect the Arctic Ocean to the North Atlantic and serve as the primary pathways for submarines moving between bastion areas and open-ocean operating zones.</p>
<p>If Russian or Chinese submarines could transit these gaps freely, they would be able to threaten NATO SSBNs, target transatlantic sea lines of communication, and position themselves for nuclear or conventional strikes against NATO territory and U.S. nuclear forces. Denying that access—rather than reacting after the fact—is what preserves nuclear survivability. Greenland makes such denial far more feasible.</p>
<p><strong>Greenland as a Strategic Gatekeeper</strong></p>
<p>Greenland’s location enables persistent surveillance, early warning, and anti-submarine warfare operations across the Arctic–Atlantic interface. Sensors, airfields, space and radar infrastructure, and command-and-control nodes associated with Greenland enable the United States and NATO to monitor adversary movements and constrain their ability to maneuver undetected.</p>
<p>This is not about tactical confrontation; it is about strategic denial. Greenland’s geography makes it exceedingly difficult for Russian or Chinese forces to move quietly from the Arctic into the Atlantic, increasing the likelihood that such efforts would be detected, tracked, and, if necessary, intercepted. When combined with American technology, Greenland adds uncertainty, constrains their options, complicates operational planning, and reduces incentives for escalation.</p>
<p><strong>Russia’s Arctic Strategy and the Olenya Complex</strong></p>
<p>Russia’s own posture reinforces Greenland’s importance. Moscow has invested heavily in the Arctic, <a href="https://www.newsweek.com/nato-russias-military-bases-arctic-map-2022961">operating 32 bases</a>, expanding air and missile defenses, and increasing submarine activity across the High North. The Kola Peninsula hosts a substantial portion of Russia’s nuclear forces, supported by infrastructure such as the Olenya nuclear weapons storage facility, which underpins long-range aviation and missile operations.</p>
<p>Russia’s objective is twofold: to shield its own nuclear forces within a protected Arctic bastion, and to enable submarines and aircraft to push outward into the Atlantic when required. Those outward movements would be designed to threaten NATO’s reinforcement routes, hold allied territory at risk, and directly threaten U.S. strategic forces and American cities.</p>
<p>By enabling the U.S. and NATO to better monitor and deny access through the Arctic gaps, Greenland limits Russia’s ability to mobilize and deploy <a href="https://interestingengineering.com/military/russia-new-24000-ton-nuclear-submarine">40 percent of its submarine force</a>. This denial mission directly strengthens Euro-Atlantic security by reducing the coercive value of Russian nuclear signalling or capacity for destruction.</p>
<p><strong>China, the Arctic, and Global Deterrence</strong></p>
<p>Although China is not an Arctic power by geography, it increasingly behaves like one strategically. Beijing’s naval expansion and interest in Arctic routes reflect its ambition to operate on a global scale. Chinese submarines operating in cooperation with Russia, or benefiting from shared intelligence and surveillance, could complicate the maritime balance in the North Atlantic.</p>
<p>Preventing Chinese submarines from accessing these waters is therefore as important as containing Russian forces. Even a limited Chinese presence would require diverting allied assets and introducing new strategic risks. Greenland helps pre-empt that outcome by reinforcing allied control over Arctic approaches and denying adversaries the ability to open a northern axis of competition.</p>
<p>This denial function links Greenland directly to Indo-Pacific security. The same U.S. nuclear forces that deter conflict in Asia depend on freedom of manoeuvre and survivability in the Atlantic and Arctic. If those forces are threatened in one theatre, credibility erodes in all others.</p>
<p><strong>Air, Missile, and Early Warning Dimensions</strong></p>
<p>The Arctic is also a critical domain for air and missile operations—America’s planned “Golden Dome.” Long-range bombers and ballistic missiles generally follow polar trajectories to maximize range and payload and minimize warning time. Greenland’s position enables early detection, tracking, and integration into broader air and missile defense architectures.</p>
<p>By denying adversaries access to Arctic airspace, Greenland reinforces strategic stability by reducing incentives for first-strike calculations over the North Pole. This capability is essential in an era of increasingly <a href="https://warontherocks.com/2019/08/america-needs-a-dead-hand/">compressed decision timelines</a>.</p>
<p><strong>Conclusion</strong></p>
<p>Greenland matters because it enables strategic denial by denying Russian and Chinese submarines, aircraft, and missiles access through the Arctic and North Atlantic gaps that connect global theatres. That denial preserves the survivability of U.S. nuclear forces, protects allied homelands, and sustains the credibility of extended deterrence across both the Euro-Atlantic and Indo-Pacific regions.</p>
<p>In an age defined by competition over access and geography, Greenland is not peripheral but essential to maintaining the balance of power and preventing great-power conflict.</p>

										<content:encoded><![CDATA[<p>For decades, intelligence agencies in developing countries, especially in South Asia, have been portrayed as all-knowing, all-seeing, and deeply involved in every part of politics and security. Pakistan’s Inter-Services Intelligence <a href="https://ciaotest.cc.columbia.edu/olj/sa/sa-feb00-2.html">(ISI)</a> and India’s Research and Analysis Wing <a href="https://www.cfr.org/backgrounder/raw-indias-external-intelligence-agency">(RAW)</a> are often mythologized as all-powerful institutions capable of shaping domestic politics and manipulating regional events. However, this description disguises a basic reality: the traditional human intelligence <a href="https://www.dhs.gov/sites/default/files/2024-09/2024aepimpactofaiontraditionalhumananalysis.pdf">(HUMINT)</a>–centered model that sustained these agencies is being fundamentally disrupted by artificial intelligence (AI), big-data surveillance, and automated analysis. The actual picture today is not the strength of these institutions but the growing mismatch between their legacy intelligence cultures and the demands of the AI era.</p>
<p>AI has improved intelligence operations in developing nations, but it has also created a new intelligence gap due to disjointed technological implementation, political exploitation of surveillance, reliance on foreign suppliers, and insufficient integration between HUMINT and AI-driven systems. Pakistan and India have large human resources and developing technological ecosystems, but institutional fragmentation and political agendas prevent the development of integrated, modern intelligence frameworks.</p>
<p>The problems that South Asian intelligence services are having are part of a larger global transformation. AI is now a segment of intelligence operation in the US, China, Israel, and some <a href="https://rejolut.com/blog/13-top-ai-countries/#:~:text=Conclusion,and%20interact%20with%20the%20world.">European countries</a>. This includes automated translation, pattern-of-life analysis, algorithmic triage of intercepted data, commercial satellite imagery analytics, and cyber-enabled anomaly detection. <a href="https://bigdatachina.csis.org/the-ai-surveillance-symbiosis-in-china/">China’s surveillance</a> state uses AI-powered facial recognition, behavior prediction, and nationwide data fusion to show what a fully integrated intelligence model looks like. <a href="https://academic.oup.com/jogss/article/8/2/ogad005/7128314?login=false">The U.S.</a> is pushing for automated signals intelligence (SIGINT) processing and predictive analysis in all its intelligence agencies in the Office of the Director of National Intelligence (ODNI). As shown in studies of its military AI systems, <a href="https://media.setav.org/en/file/2025/02/deadly-algorithms-destructive-role-of-artificial-intelligence-in-gaza-war.pdf">Israel uses</a> AI in real-time targeting and ISR fusion.</p>
<p><a href="https://www.lesswrong.com/posts/cM7sR7seBRwtxctGY/the-ai-governance-gaps-in-developing-countries">Developing countries</a> are just as vulnerable to cyber-attacks, terrorism, and false information, but they do not have the institutional frameworks that let AI grow. This global gap is what makes the changes in intelligence in Pakistan and India so important for strategy. <a href="https://www.csohate.org/2025/09/15/advanced-surveillance-in-pakistan/#:~:text=On%209%20September%2C%20Amnesty%20International,regime%20of%20surveillance%20and%20censorship.">Pakistan</a> and <a href="https://ohrh.law.ox.ac.uk/ai-surveillance-and-privacy-in-india-human-rights-in-the-age-of-technology/#:~:text=This%20permissiveness%20undermines%20the%20Supreme,on%20getting%20that%20balance%20right.">India</a> have both spent resources on AI-enabled surveillance systems like ID databases, CCTV networks, predictive policing tools, interception systems, and cyber technologies that come from other countries. <a href="https://genderit.org/articles/between-privacy-and-power-fine-line-pakistans-data-protection-bill">The NADRA</a> database and <a href="https://www.biometricupdate.com/202402/pakistan-executes-ai-powered-criminal-identification-system#:~:text=Pakistan%20is%20rapidly%20advancing%20into,biometric%20criminal%20identification%20and%20detention.">Safe City</a> projects in Pakistan give a lot of biometric and real-time data. <a href="https://compass.rauias.com/current-affairs/surveillance-india/">India has made</a> the Central Monitoring System (CMS) and the National Intelligence Grid (NATGRID) to connect databases between state agencies. The ministry, military, police, and intelligence systems are separate. Legacy bureaucracies promote compartmentalization over integration. AI needs centralized databases, clean data, agency cooperation, and agreed <a href="https://link.springer.com/chapter/10.1007/3-540-48317-9_10">analysis criteria</a>. These requirements are missing; hence, AI systems exhibit limited and inconsistent intelligence. Agencies are collecting more data than ever but lack the framework to analyze it.</p>
<p>Pakistan and India still value HUMINT for intelligence. It is crucial for counterterrorism, political spying, and regional operations. HUMINT alone can&#8217;t compete with hybrid enemies who use AI-driven processing. Strategically, China’s integrated military and civilian AI ecosystem is advantageous. <a href="https://moderndiplomacy.eu/2024/10/17/ai-adoption-in-developing-countries-opportunities-challenges-and-policy-pathways/">Developing states</a> are stuck between two sources of intelligence: First is a legacy HUMINT system with deep networks and second is an AI ecosystem that is fragmented and not fully developed, so it cannot support strategic analysis. In cross-border threat assessments, cyber invasions, and emerging non-traditional security issues like information warfare, this mismatch causes delays, blind spots, and analytical distortions.</p>
<p>In both Pakistan and India, AI-enabled surveillance has been used more for political purposes than for improving strategic intelligence. <a href="https://www.amnesty.org/en/latest/news/2023/12/india-damning-new-forensic-investigation-reveals-repeated-use-of-pegasus-spyware-to-target-high-profile-journalists/#:~:text=In%202020%2C%20Amnesty%20International%20and,us%20for%20digital%20forensics%20support.">Amnesty International</a> reported that India’s use of Pegasus spyware targeted journalists, activists, and political opponents. <a href="https://ianslive.in/pakistan-deploys-digital-technology-to-spy-on-citizens--20251002183604#:~:text=The%20authorities%20have%20also%20repeatedly,been%20prevalent%20in%20Pakistani%20politics.">Pakistan</a> has been criticized for using automated social media monitoring and political profiling, which often focuses on threats from within the country rather than threats from other countries. When surveillance tools are used to control political competition within a party, two things happen. First, institutional resources prioritize domestic control over strategic analysis. Second, technology investments strengthen policing instead of updating intelligence. This challenges national security by making it harder for the intelligence system to predict cyberattacks, regional crises, and threats from outside the country.</p>
<p>South Asia has a lot of foreign AI and cyber infrastructure. Pakistan employs Chinese surveillance equipment (<a href="https://www.dailymirror.lk/amp/international/Pakistan-adopts-Chinas-surveillance-model-Amnesty-warns/107-319168">Hikvision, Huawei</a>), while India uses <a href="https://ijhssm.org/issue_dcp/Cybersecurity%20Synergy%20How%20India%20and%20Israel%20Are%20Teaming%20Up.pdf">Israeli,</a> <a href="https://www.business-standard.com/economy/news/india-s-reliance-on-us-software-cloud-services-poses-economic-risks-gtri-125091400281_1.html">US,</a> and European and American forensics platforms. This increases structural risks, including <a href="https://www.paloaltonetworks.co.uk/cyberpedia/data-exfiltration">data exfiltration</a> and espionage due to entrenched vulnerabilities, strategic reliance on foreign updates, and weakened sovereignty over vital intelligence activities.</p>
<p>Two traditional rivals, nuclear-weapon states, are weakened by this reliance. AI-powered surveillance systems increase digital access points for assault. Big national data repositories attract attackers. Pakistan has had multiple government system hacks, and India has had large breaches that compromised critical infrastructure and government information.  Failures in the past were largely caused by human error, but in the AI era, bias in algorithms, data manipulation, hostile and automated cyberattacks, and misclassification can lead to erroneous operational decisions. These dangers make the strategy unstable.</p>
<p>Increasing intelligence gaps between <a href="https://www.cloudsek.com/blog/brief-disruptions-bold-claims-the-tactical-reality-behind-the-india-pakistan-hacktivist-surge">Pakistan</a> and <a href="https://www.cloudsek.com/blog/brief-disruptions-bold-claims-the-tactical-reality-behind-the-india-pakistan-hacktivist-surge">India</a> jeopardize national and regional security. More likely to misjudge opponents: In fast-moving crises, agencies may miss signals, misjudge threats, or misread trends without AI–HUMINT fusion. Cross-border escalation risks rise; poor intelligence integration in nuclearized environments may aggravate misperceptions during crises like the 2019 Pulwama–Balakot incident or the May 2025 standoff. Cyber attacks expose national secrets. Easy-to-get digital network intelligence can have fatal repercussions. China-asymmetric strategic competition: China is decades ahead in intelligence upgrading, and Pakistan and India may fall further. Domestic AI reduces institutional capacity: political survival trumps strategic intelligence.</p>
<p>In summary, countries that do not update their intelligence risk being caught off guard, making mistakes, and becoming more vulnerable. The myths of shadows, secrecy, and huge people networks that fueled emerging country intelligence organizations are gone. AI has highlighted bureaucratic opacity’s long-hidden structural flaws: dysfunctional systems, politicized surveillance, reliance on foreign technology, and a lack of HUMINT-AI integration. Thus, Pakistan and India’s new intelligence divide is not about data or resources. It is about institutions’ failure to transition from analogue intelligence to AI-connected ecosystems. State and non-state adversaries that accelerate this transformation will benefit.</p>
<p>In nuclearized, crisis-prone South Asia, small misunderstandings could lead to massive wars. Pakistan and India need more than AI tools to stay competitive strategically. They need data architectures that work together, technical specialists, protocols to prevent politicians from abusing their authority, and strategic AI–HUMINT fusion.</p>

<p>Although the war in Ukraine firmly established the utility of drones in warfare, the relationship between drones and nuclear deterrence is still a largely unsettled topic. Suggesting that they are relevant is unlikely to draw much disagreement, but the exact form that relevance takes is where there may be disagreement. This leads to the following discussion.</p>
<p>Nuclear deterrence is a psychological effect where the perceived costs of taking an action that is undesirable to an adversary outweigh the perceived benefits. During the Cold War, the threat of catastrophic retaliation prevented the Soviet Union and the United States from initiating a nuclear attack against the other.</p>
<p>Historically, this doctrine relied on the survivability of nuclear arsenals in the event of a first strike by the adversary. Secure second-strike and a robust early-warning system were key elements of deterrence credibility. The introduction of drones into this framework in the years ahead creates new dimensions to the deterrence dynamic. Drones may enhance surveillance, improve command and control, and/or potentially deliver nuclear weapons.</p>
<p>Drones offer several advantages that make them attractive in the context of nuclear deterrence. They can provide continuous monitoring of adversary activities, bolstering early warning systems and reducing the risk of surprise attacks. Such a capability could increase strategic stability.</p>
<p>Advanced drones equipped with artificial intelligence (AI) could execute highly accurate <a href="https://thebulletin.org/2021/04/meet-the-future-weapon-of-mass-destruction-the-drone-swarm">first strikes</a>, which could neutralize enemy nuclear assets preemptively. This would likely prove destabilizing.</p>
<p>Fielding drones capable of ensuring the survivability of nuclear forces by serving as mobile and/or concealed platforms could ensure a state maintains a credible second-strike capability. Again, this would likely prove stabilizing.</p>
<p>Drones could also serve as command-and-control platforms in a degraded environment when, for example, space assets are lost early in a conflict. Such a capability could serve as a deterrent to attack.</p>
<p>The integration of artificial intelligence (AI) into drones has significantly expanded their operational capability. AI-enabled drones can autonomously navigate complex environments, identify targets, and execute missions with minimal human intervention. This autonomy is particularly valuable in nuclear scenarios, where rapid decision-making and precision are critical.</p>
<p>Moreover, drones are being developed to carry nuclear payloads, although this remains a controversial and largely theoretical capability. The miniaturization of warheads and improvements in drone propulsion systems make this possibility increasingly plausible. If realized, nuclear-armed drones could offer stealthier and more flexible delivery options compared to traditional ballistic missiles.</p>
<p>Recent conflicts demonstrate the strategic value of drones. In Ukraine, for instance, drones are used extensively for reconnaissance and precision strikes, prompting global powers to accelerate their investment in drone technologies. While these applications are conventional, they underscore the potential for drones to play a role in strategic deterrence.</p>
<p>In the United States, China, and Russia, military doctrines are certain to evolve and incorporate drones into nuclear command-and-control systems. These developments reflect a broader trend toward automation and digitization in defense strategies, raising questions about the future of human oversight in nuclear decisionmaking.</p>
<p>Despite their strategic benefits, drones introduce several risks that could undermine nuclear stability. Autonomous drones conducting reconnaissance near sensitive sites could be <a href="https://carnegieendowment.org/2018/08/08/escalation-through-entanglement-how-vulnerability-of-command-and-control-systems-raises-risks-of-inadvertent-nuclear-war-pub-77028">misinterpreted</a> as precursors to a nuclear strike, triggering unintended escalation. Increased autonomy in drone operations may reduce human oversight, heightening the risk of accidental or unauthorized use of nuclear weapons. The accessibility and affordability of drone technology could lead to its proliferation among non-nuclear states or rogue actors, complicating global arms control efforts. None of the challenges are guaranteed, but they are possibilities.</p>
<p>To mitigate the risks associated with drones in nuclear deterrence, the following policy measures are recommended. First, nuclear-armed states should develop treaties and agreements that define acceptable uses of drones in strategic scenarios, including restrictions on nuclear payloads. Second, there is a need for information-sharing among nuclear weapons states, designed to reduce misinterpretation of actions and build trust. Third, ensuring that critical decisions involving nuclear weapons remain under human control, even in automated systems, is an important component of any international agreement. Fourth, developing tools to monitor drone deployments and verify compliance with international agreements is also needed.</p>
<p>The potential for drones to enhance surveillance, improve targeting, and support second-strike capabilities makes them valuable assets in maintaining strategic stability. On the other hand, their autonomy, the potential to misinterpret their use, and the proliferation risks of some drones pose a significant challenge. As drone technology continues to evolve, it is imperative that policymakers and military experts work collaboratively to understand its benefits while safeguarding against its dangers. The future of nuclear deterrence stability may be influenced in significant ways by how well or poorly we adapt to drone technologies.</p>

										<content:encoded><![CDATA[<p>With the recent war in the Middle East seemingly at an end, Greeks may think that they are at a safe distance from this crisis and rest easy. It is, however, important to remember that Turkey, Greece’s neighbor and long-standing adversary, played or continues to play a role in the varying crises across the region.</p>
<p>Turkey provides advanced military equipment to Pakistan and financial support when necessary. The success of Turkey’s Bayraktar drones in Ukraine are but one example of Turkey’s push to build a technologically sophisticated military force.</p>
<p>Greece, however, is focused on domestic programs and is developing a military capable of effectively deterring Turkey, should the desire to seize further Greek territory arise. Greeks are complacent and too willing to view membership in the North Atlantic Treaty Organization (NATO) as a guarantee against Turkish aggression.</p>
<p>Indian Prime Minister Narendra Modi made a diplomatic visit to Cyprus on June 15, 2025. This was a fortuitous visit because India has long dealt with the kind of challenges Turkey poses to Greece. The country has also undertaken an effort to modernize its forces, which offers lessons for Greece.</p>
<p>The United States, China, Russia, Germany, and India accounted for 60 percent of the world’s total military spending, with their total expenditure amounting to $1.6 trillion. The Stockholm International Peace Research Institute’s (SIPRI) most recent data highlights that India is consistently investing more in defense, as security issues increasingly dominate national priorities.</p>
<p>India is among the top five military spenders in the world, according to new SIPRI data. India’s defense spending increased by 1.6 percent in 2024, reaching $86.1 billion, making it the fifth largest military power in the world.</p>
<p>India’s first domestically produced hydrogen-powered drones are ready for use. Sharad Shah, Managing Director of Paras Defense Space Technologies, says his company is able to support India’s immediate security needs following the recent attacks. And just as India was preparing to launch deadly strikes on terrorist camps in Pakistan, Paras announced a strategic joint venture with Haven Drowns in Israel, a US-based global company recognized for its autonomous, hydrogen-powered, and mission-specific drones.</p>
<p>The joint venture with Haven Drones will create a new capability in India for the design, manufacture, and supply of next generation drone systems tailored to India’s defense and internal security. These drones serve long-term plans to address global crises.</p>
<p>Paras is a defense engineering company specializing in advanced cutting-edge optical systems, optoelectronic systems, and defense solutions—not originally a drone manufacturer. The drones that emerged from this Indian-Israeli collaboration were tested on the highly volatile border of Israel. What makes them a game changer for India is their resilience and autonomy. These are hydrogen-powered unmanned aircraft that can stay in the air five times longer than current systems and are virtually silent, making them ideal for round-the-clock surveillance. One model can hover 500 meters above the ground, maintaining continuous surveillance of vast areas.</p>
<p>The recent escalation of tensions between India and Pakistan in the Pahalgam region of Kashmir underlines a harsh reality; persistent surveillance and rapid response are no longer optional—they are urgent. Paras is focused on providing real-time intelligence and countermeasures through surveillance technologies that can be deployed without delay and is working with India’s Ministry of Defense to ensure border security.</p>
<p>Both India and Greece must give maximum effort to protect their borders with state-of-the-art drones that can both prevent entry of illegal aliens and detect enemy movements. Greece can benefit greatly from drones in the Evros, which borders Turkey by land and sea. India has similar challenges in the Kashmir region, which borders Pakistan, and in Arunachal Pradesh, which China illegally claims by calling it South Tibet. These common challenges make India a natural partner.</p>
<p>India’s defense sector has experienced strong growth in recent years, driven by the government’s strong emphasis on innovation and increased defense spending. Rising border tensions and global geopolitical challenges spurred both domestic and international orders of Indian defense hardware, demonstrating increased confidence in the capabilities of Indian defense manufacturers.</p>
<p>The domestic defense industry grew to Rs 1.27 lakh crore (over $18 billion) in 2024, registering a remarkable growth of 174 percent since 2015. This impressive growth is supported by government efforts along with foreign military sales that include more than 17,000 items, which encourages domestic production for the international market.</p>
<p>It is time for Greece to start developing its own heavy industry sector and to stop relying on tourism as its source of revenue. In the 1980s, Greece even stopped making automobiles and started depending on loans from European organizations. Given Greece’s central location as the buffer between Europe and the Middle East, it is time to start investing in its own domestic arms manufacturing industry which is exactly what the “Made in India” movement is all about.</p>
<p>Of course, Greece does not have a domestic arms industry, but it understands the complexity of the simultaneous crises that impact the country. It is because of worsening conditions that the Greek Air Force is strengthening air defenses on Crete.</p>
<p>There is, however, positive news. Minister for National Defense Nikos Dendias proposed the creation of a defense dome, Achilles’ Shield, for the country. This effort is already underway as part of the Agenda 2030 effort. This follows the approval of the New Force Structure and the 12-year Armament Program by parliament and the Kysea. These efforts are a good start.</p>
<p>If Greece follows India’s example and invests in an indigenous arms industry that serves both Greece’s needs and an international market, the endeavor can prove successful. Restoring domestic industrial production is also an important undertaking for a country that has largely seen its domestic manufacturing industry perish. Greece has too long rested on its laurels while Turkey modernized its military and grew its domestic defense industry. Taking the positive elements of India’s efforts and avoiding their mistakes can serve as a path forward for Greece.</p>

										<content:encoded><![CDATA[<p>Religious, ethnic, and tribal affiliations often fuel identity-based disputes. The current conflict in South Sudan is a prime example. These hostilities are deadly and challenge <a href="https://psycnet.apa.org/record/2012-33890-000">the ability to live in peace</a>. What makes them nearly impossible to resolve is an unchecked arms supply.</p>
<p>The availability of arms exacerbates the length and severity of identity-based strife. <a href="https://press.un.org/en/2021/sc14656.doc.htm">The United Nations High Representative for Disarmament Affairs</a> pointed out that the illicit transfer of small arms and light weapons undermine peace and security at the national, regional, and global levels.</p>
<p>Conflict often revolves around identity politics, where one group views another group with hatred, resulting in conflict. Violence often stems from perceptions of who is inside or outside the group, especially when survival is at stake. When a group of people attaches meaning to political and economic forces and considers compromise and disagreement unbearable, it erupts into violence, making conflict resolution a formidable challenge.</p>
<p>In this volatile situation, the presence of light arms and small weapons only worsens the situation. One of the main reasons for having guns is that they bring safety. The existing relationship between safety, survival, and weapons, especially in developing states, makes the differences deadly. <a href="https://www.nature.com/articles/s41599-019-0373-z">According to “The Psychology of Guns</a>,” the availability of weapons can drive aggressive behavior, leading to violence. In this regard, the proliferation of small arms and light weaponry needs to be checked.</p>
<p>Armed conflicts are ubiquitous, and those based on ethnic and tribal lines are often the most brutal. One estimate suggests <a href="https://ourworldindata.org/conflict-deaths-breakdown">that around 3.8 million people</a> died in such conflicts between 1989 and 2023.</p>
<p>For instance, in South Sudan, two groups, Dinka and Nuer, felt threatened by each other and launched into a violent war. It is important to understand the identity-borne roots of this dispute. Land and cattle hold significant prestige in South Sudanese society. With limited resources, achieving political power becomes a top priority.</p>
<p>In a bid to maintain political power and control over resources for one ethnic group, a <a href=".%20https:/www.cfr.org/global-conflict-tracker/conflict/civil-war-south-sudan">political conflict between two leaders</a> turned into an ethnic war, which resulted in the killing of nearly 400,000 people. It is important to note the destructive impacts of the proliferation of small arms and light weapons on the civil war in South Sudan.</p>
<p>Likewise, the ethnic unrest of the Kurds in the Middle East illustrates how the combination of small arms proliferation and ethnic grievances can burst into conflict. <a href="https://uow.edu.pk/ORIC/MDSRIC/Publications/8th%20MDSRIC-147.pdf">The struggle for autonomy</a>, a free Kurdistan, is driving a war against Türkiye, Iraq, Iran, and Syria.</p>
<p>The region has witnessed chaos, with over <a href="https://www.bbc.com/news/articles/czel3ry9x1do">40,000 deaths</a> in an insurgency against Türkiye. The presence of <a href="https://www.aljazeera.com/gallery/2017/8/29/a-dangerous-smuggling-route-across-iraq-iran-border">smuggling routes </a>across the Iran-Iraq and Türkiye -Iraq borders aids in weapon proliferation. <a href="https://www.bbc.com/news/articles/czel3ry9x1do">The recent decision</a> to lay down arms by the Kurdish insurgents in Türkiye is a welcome step towards conflict resolution. The warring parties realised the economic and human cost of the conflict.</p>
<p>Hiruni Alwishewa notes that <a href="https://academic.oup.com/jcsl/article/29/3/331/7909057">the international regime to control the proliferation of small arms exhibits serious dichotomies</a>. For example, the Firearms Protocol and the European Union’s Programme of Action lack regulatory distinction between legal arms exports and illegal transfer of arms, so even legal transfers end up as illicit ones.</p>
<p>Likewise, the <a href="https://www.wassenaar.org/about-us/">Wassenaar Arrangement</a> and the Convention on Small Arms and Light Weapons of the West African States failed to address the proliferation of small arms. It is because both agreements do not scrutinise military aid, which flows undetected, causing arms proliferation. Similarly, the Arms Trade Treaty and United Nations Register of Conventional Arms (UNROCA) lack definitional clarity between small arms and firearms, thus hampering any substantial effort to curb the proliferation of small arms.</p>
<p>In resolving identity-based conflicts, a needs-based approach is an important tool because it works to build trust. It focuses on accepting needs, based on ethnic, religious, and resource-related issues that parties in conflict believe essential to their survival. Repression and tyranny only worsen a conflict.</p>
<p>Unlike other disputes, conflicts sparked by ethnic and religious differences cannot be settled by contractual arrangements. <a href="https://erlanbakiev.weebly.com/uploads/1/0/8/3/10833829/ho-won_jeong-conflict_management_and_resolution___an_introduction-routledge_2010.pdf">They rest on bringing structural reforms that involve</a> either power redistribution or changing the political and economic systems to benefit all parties. Such efforts ensure that understanding and accepting diverse cultures run in tandem with each other.</p>
<p><a href="https://www.britannica.com/topic/new-regionalism">After the fall of the Soviet Union</a>, regionalism received significant attention in the form of trade agreements, economic integration, and increasing interdependence. Regional initiatives such as coordinating between border states to curb illicit arms transfer, strengthening national laws, and promoting transparency were useful in controlling the proliferation of small and light weapons.</p>
<p>Understandably, effectively controlling small arms is a challenging task. In this regard, significant attention must be given to improving the international structure of arms control. Theoretically, arms control agreements cover all weapons, but, practically, nuclear weapons are the primary focus. In this regard, these agreements must be revisited to fill the existing gaps. This includes removing definitional gaps and bringing military aid under scrutiny.</p>
<p>Similarly, artificial intelligence (AI) can be utilized to effectively trace and detect light weapons. AI’s utility in data analysis, detection, and surveillance makes it useful in controlling arms proliferation.</p>
<p>For example, AI-based weapon detection software combines video analysis, learning, and object recognition. This software can be used to identify and track weapons, which will be useful in controlling the proliferation of small arms.</p>
<p>In the end, the goal is to reduce needless casualties in needless conflicts. It is possible to undertake intelligent measures that deter arms traffickers from providing the weapons sowing so much death in the world today.</p>

However, this artificial intelligence and technological revolution also exacerbates existing competitions, creating a stark divide between states that are AI haves and AI have-nots.</p>
<p>This digital divide is not just about access to technology but also about the ability to harness AI’s potential for economic, social, and global political empowerment. The implications of the AI divide are leading to a tech race that impact geopolitical power dynamics, exacerbating competition major powers like the US, China, France, and India. Depending on how the race ends, it could swing the balance of power in a negative direction.</p>
<p><strong>AI Paris Summit</strong></p>
<p>The recent <a href="https://www.elysee.fr/en/sommet-pour-l-action-sur-l-ia">AI Action Summit</a> held in Paris emerged as a pivotal event that highlights both the opportunities and challenges associated with this evolving AI tech race. This summit serves as a beacon of innovation, encouraging <a href="https://tribune.com.pk/story/2527932/frances-macron-calls-for-equal-access-to-ai-for-all-nations">France</a> and India to collaborate more closely, while also exposing the complex interplay of international reactions, particularly from major powers like the United States, United Kingdom (UK), and China.</p>
<p>The summit focused on expanding AI’s boundaries while respecting environmental and ethical obligations. France’s President Emmanuel <a href="https://www.elysee.fr/en/emmanuel-macron/2025/02/11/statement-on-inclusive-and-sustainable-artificial-intelligence-for-people-and-the-planet">Macron</a> reaffirmed his nation’s commitment to AI innovation, while maintaining high regulatory standards that draw parallels to Notre Dame Cathedral’s restoration. Such a strategy will likely accelerate AI ventures and foster innovation.</p>
<p>However, the regulation proposed was also a noose around the neck of the summit’s emphasis—deregulation. It is worth considering whether drastic deregulation will lead to genuine advances or the weakening of certain crucial safety nets as the world grapples with how to handle ever expanding data and the fragmentation that result from the intersection of geopolitical interests and the private ownership of data and capability. The US and China approach the issue differently than Europe, whose <a href="https://digital-strategy.ec.europa.eu/en/policies/regulatory-framework-ai">adoption of the AI Act</a> (2023) will see the first comprehensive AI regulation in the world.</p>
<p>Many wondered how agentic AI will impact the balance of power. Whether AI will have a net positive or negative effect is uncertain. The rate at which agentic AI is developed and adopted in the three main economic blocs of China, Europe, and the United States will determine much.</p>
<p><strong>India-France AI Alliance </strong></p>
<p>India and France are forming a partnership to leverage AI’s full potential globally, sharing knowledge, resources, and best practices to create a robust framework for AI initiatives and global dialogue. <a href="https://www.csis.org/analysis/frances-ai-action-summit">During the summit</a>, leaders from both countries addressed how their alliance could facilitate joint ventures, research collaborations, and talent exchange programs. <a href="https://in.ambafrance.org/India-France-will-harness-AI-s-potential-for-global-good">Prime Minister Narendra Modi and President Macron foresaw</a> great potential for future cooperation in 2019 when they endorsed the <em>Indo-French Roadmap on Cybersecurity and Digital Technology</em>. India and France, founding members of the Global Partnership on Artificial Intelligence, aim to develop a safe, open, secure, and ethical AI for human development and global commons.</p>
<p><strong>Global Reactions</strong></p>
<p>As the world watches the developments in Paris, reactions from other global powers, notably <a href="https://www.newamerica.org/cybersecurity-initiative/reports/essay-reframing-the-us-china-ai-arms-race/why-us-china-ai-competition-matters/">China and the United States</a>, added another layer of complexity to the conversation around AI regulation and collaboration. In recent years, both states have invested heavily in AI research and development, seeing it as critical to their national security and economic competitiveness.</p>
<p>China’s approach to AI governance contrasts significantly with that of France and India. While the <a href="http://fi.china-embassy.gov.cn/eng/kxjs/201710/P020210628714286134479.pdf">Chinese government</a> prioritizes rapid innovation with minimal regulatory oversight, this led to concerns about privacy, surveillance, and ethical implications. The US, on the other hand, grapples with debates around data privacy, corporate responsibility, and the potential for AI misuse. As a result, the responses from these two states illustrate differing philosophies about how best to harness AI’s potential while safeguarding public interests.</p>
<p><a href="https://www.theguardian.com/technology/2025/feb/11/us-uk-paris-ai-summit-artificial-intelligence-declaration">The US and UK declined</a> to sign a declaration on “inclusive and sustainable” artificial intelligence at the Paris summit, in a blow to hopes for a concerted approach to developing and regulating the technology. The document was backed by 60 other signatories on February 11, 2025, including France, <a href="https://www.theguardian.com/world/china">China</a>, India, Japan, Australia, and Canada.</p>
<p>The reactions from the relevant stakeholders highlight the urgent need for international cooperation and dialogue. As AI transcends borders, creating harmonized standards and frameworks could mitigate risks associated with its deployment.</p>
<p><strong>Opportunities and Challenges Ahead</strong></p>
<p>The summit concluded by emphasizing the need for proactive state engagement in AI regulation, prioritizing innovation while protecting individual rights and societal values. This, participants believed, would allow the world to fully capitalize on AI’s benefits.</p>
<p>As the world grapples with the realities of increasingly AI-driven technology, <a href="https://www.innovationaus.com/is-the-paris-ai-declaration-as-vulnerable-as-the-climate-accord/">the voices of diverse stakeholders</a>, including technologists, ethicists, policymakers, and civil society must be heard in shaping the future of AI. Under the flag of the AI Paris Summit, the India-France AI alliance is entering into a new and more unpredictable phase. By defying red tape and cultivating a spirit of cooperation, states are setting the pace for unlocking unprecedented opportunities while highlighting the inherent challenges of this transformative technology.</p>

They facilitate the legitime flow of trade and the transfer of goods between ships and shore. Ports have the requisite infrastructure to run routine operations, such as handling the docking of ships and cranes and management of storage facilities and warehouses. Ports not only link the sea lines of communication (SLOC) but also connect to land transportation, such as highways, railroads, and airports, enabling the smooth movement of goods to and from the ports.</p>
<p>Maritime ports authorize customs clearance and are involved in regulatory checks, ensuring compliance with national and international law. Ports perform most of these functions digitally. Maritime ports are now under serious threat of malicious cyberattacks that can disrupt and compromise port operations worldwide.</p>
<p>Industry is deeply interconnected, and a cyberattack on one major port can send shockwaves through global trade networks. Consider a scenario where a major port, responsible for handling millions of cargo containers, suddenly halts operations due to a cyberattack. Cranes freeze, logistics systems collapse, and cargo ships are left stranded at sea. This is not a hypothetical scenario; it is a real and escalating threat to global trade.</p>
<p>The maritime industry, long seen as the backbone of international commerce, now faces an urgent cybersecurity crisis. Ports are no longer just about cranes and cargo; they have evolved into digital ecosystems reliant on interconnected networks, automation, and artificial intelligence. As ports become smarter, they are also becoming more vulnerable. Cybercriminals are increasingly exploiting these vulnerabilities, causing financial losses, operational disruptions, and even national security risks.</p>
<p>Maritime cyberattacks are no longer rare occurrences, they are becoming alarmingly frequent. In 2023, a ransomware attack crippled more than 1,000 vessels by targeting a software provider used across the shipping industry. The attack forced the shipping industry to shut down its ShipManager system, affecting global supply chains. A year earlier, the Port of Lisbon suffered a cyberattack that took its website offline for days, with the ransomware group LockBit claiming responsibility and alleging that it had stolen financial reports, contracts, and ship logs.</p>
<p>In Germany, a 2022 cyberattack on two oil companies disrupted fuel shipments, forcing Shell to reroute supplies and exposing the vulnerabilities of critical maritime infrastructure. The 2017 NotPetya ransomware attack, which paralyzed Maersk and caused an estimated $300 million in damage, remains one of the most devastating cyberattacks in shipping history.</p>
<p>Ports are among the most attractive targets for cybercriminals. The motives behind these attacks vary as some hackers seek financial gain, while others aim to steal sensitive trade-related data, and some may even use cyberattacks as part of hybrid warfare.</p>
<p>The economic consequences are staggering, from ransom payments and insurance hikes to delays that can ripple across global supply chains. Beyond financial losses, cyber threats to ports pose serious security risks. For example, a well-coordinated cyberattack on a major port could disrupt military logistics, cripple trade networks, or even manipulate cargo data to facilitate smuggling and illicit trade.</p>
<p>Hackers carry the potential for unauthorized intrusion into ports’ digital networks and interrupt ports’ routine operation through malicious software attacks. The workforce involved in port management may be trapped into revealing sensitive data by clicking on malicious links. The hackers can also disrupt digital networks that regulate critical port infrastructure, such as cranes, pumps, and valves. Supervisory control and data acquisition (SCADA) systems can come under cyber threats disrupting routine functions. N<em>onstandard computing hardware</em> like sensors, actuators, or appliances that transmit data from the network wirelessly are vulnerable to data theft.</p>
<p>Hackers can steal data such as cargo manifests, crew information, and financial records. They can also manipulate data, such as altering cargo manifests, or manipulate navigation systems. Hackers can also steal intellectual property, such as trade secrets or proprietary software.</p>
<p>Another pressing issue is supply-chain security. Ports rely on a complex web of third-party vendors for logistics, software, and cargo management. If one vendor is compromised, the entire port system could be at risk.</p>
<p>Hackers can also use unmanned aerial vehicles (UAVs) for surveillance means or to attack port infrastructure, such as damaging equipment or disrupting power supplies. Ports may be exposed to cyberattacks through third-party suppliers, such as logistics providers or maintenance contractors. Ports may be exposed to cyberattacks through cargo and containers, which may contain malicious devices or software.</p>
<p>Cybersecurity in the maritime sector is often treated as an afterthought. Many ports still operate with outdated software and weak security protocols, making them easy targets. Given the critical role of ports in the global economy, the widening cybersecurity gap is a growing challenge. Strengthening port security necessitates urgent regulatory mechanisms, some of which are proposed below.</p>
<p><strong>Regulatory Mechanisms</strong></p>
<p>To mitigate the growing cyber threat, ports should adopt internationally recognized cybersecurity frameworks. First, ports should adhere to the rules and protocols of the International Maritime Organization’s (IMO) Maritime Cyber Risk Management Guidelines, the National Institute of Standards and Technology (NIST) Cybersecurity Framework, and ISO 27001 standards. Implementing these frameworks will help establish clear security protocols and ensure that ports are prepared to defend against cyberattacks.</p>
<p>Second, network security should be reinforced by segmenting information technology (IT) and operational technology (OT) systems, preventing malware from spreading across critical infrastructure. Regular penetration testing and vulnerability assessments can further identify weak points before attackers do.</p>
<p>Third, investing in cybersecurity training for port workers is equally crucial. Many cyberattacks exploit human error—phishing e-mails, weak passwords, and social engineering attacks remain among the most common entry points for hackers. A well-trained workforce can serve as the first line of defense against these threats.</p>
<p>Fourth, leveraging artificial intelligence and machine learning for threat detection can enhance ports’ ability to identify cyber risks before they escalate into full-scale attacks. Artificial intelligence (AI)–led systems can monitor network activity in real time, flagging suspicious behavior and predicting potential breaches before they happen. In this regard, the strict security assessments of third-party vendors and blockchain-based cargo tracking can enhance transparency and reduce the risk of supply-chain cyberattacks.</p>
<p>Fifth, beyond prevention, ports should also be prepared to respond effectively to cyber incidents. For this, establishing cyber incident response teams (CIRT) can ensure that ports have trained professionals ready to mitigate and recover from cyberattacks swiftly.</p>
<p>Sixth, regular cyber drills and crisis simulations should be conducted to test response plans. This ensures that when an attack occurs, the damage is minimized, and recovery is swift.</p>
<p>Seventh, international collaboration to deal with these threats is essential. Governments, port authorities, and private stakeholders should work together to share intelligence, standardize security protocols, and invest in collective defense mechanisms.</p>
<p>Public-private partnerships can play a key role in funding advanced cybersecurity infrastructure, while international regulatory bodies like the IMO must enforce stricter cybersecurity mandates across the industry. Finally, as ports transition into smart ports, powered by the internet of things (IoT), AI, and automation, cybersecurity should be at the forefront of maritime security strategies. Emerging technologies like quantum computing and zero trust architecture will play a crucial role in strengthening digital defenses, but ports should remain vigilant. The very technologies designed to enhance security could also introduce new vulnerabilities if not properly managed.</p>
<p>Cybersecurity is no longer just a technical issue; it is a fundamental pillar of modern port management. If cybersecurity continues to be treated as an afterthought, the next major cyberattack could bring global trade to a standstill. Ports are the lifelines of the world economy, and securing them is not just about protecting data, it is about safeguarding the stability of international commerce and national security.</p>

										<content:encoded><![CDATA[<p>On the surface, the subject matters of drones and nuclear deterrence seem far apart.  Drones and other autonomous vehicle technologies already influence the conduct of war in a significant way. So far, drones’ impact is <a href="https://www.19fortyfive.com/2025/01/1200000-drones-ukraines-unmanned-weapons-are-transforming-warfare/">discussed</a> in the context of conventional war. They may also have potential impact on nuclear deterrence, altering nuclear strategy by undermining stable deterrence. This possibility has implications for future decisions concerning American nuclear modernization and for setting priorities in future arms control negotiations.</p>
<p>Their low cost, flexibility, and ability to operate without putting human pilots at risk make drones increasingly valuable in conventional military conflicts. Their capabilities already include reconnaissance and surveillance, long-range strike missions, electronic warfare, and precision killing.</p>
<p>With their precision-targeting ability, drones can be integrated into nuclear deterrence strategies. For instance, they could be used to ensure the survivability of a country’s nuclear forces by providing continuous surveillance and early warning against potential nuclear threats. Drones could also support a more viable second-strike capability, potentially increasing the credibility of nuclear deterrence by ensuring that a country retains a means to retaliate even after a nuclear first strike.</p>
<p>The use of drones in situations where nuclear escalation is a possibility could lead to unintended consequences. The increasing autonomy of drones raises the risk of misinterpretation, as drones could be perceived as a precursor to a larger attack, even when they are only conducting reconnaissance. This could trigger a preemptive nuclear strike by an adversary, leading to an inadvertent escalation into full-scale nuclear war. Cold War and subsequent histories show that the danger of inadvertent nuclear escalation is not trivial.</p>
<p>The possibility that expansion of the war in Ukraine from conventional weapons into nuclear first use could occur from Russian views of Ukrainian deep strikes into Russian territory, with NATO ballistic and cruise missiles, provides one example of concerns in this category.  Lewis A. Dunn <a href="https://www.foreignaffairs.com/united-states/last-chance-prevent-nuclear-anarchy">suggests</a> that President Donald Trump is faced with a world sliding into nuclear anarchy. He writes:</p>
<p>Brinkmanship among major nuclear powers is rising. China is relentlessly expanding its nuclear forces but rejecting serious engagement with the United States on arms control. US–Russia cooperation on nuclear matters, already in a dire state, has deteriorated further with President Vladimir Putin’s repeated nuclear threats in the course of Russia’s war in Ukraine. Recent reports based on information from senior US officials indicate that the United States, too, could modify its posture and expand its arsenal to strengthen deterrence of coordinated Russian, Chinese, and North Korean nuclear adventurism. All these developments have eroded critical pillars of nuclear order and raised the risk of nuclear warfare.</p>
<p>Drones are relatively fast, low-cost, and difficult to detect, which makes them ideal for preemptive strikes against high-value targets. In theory, a nation could deploy a drone strike against an adversary’s nuclear command-and-control infrastructure or missile silos, aiming to disrupt or neutralize a potential nuclear retaliation before it can be launched. In addition, drones equipped with nuclear payloads or advanced conventional weapons could be used as part of a disarming strike. The ability to carry out such strikes could shift the strategic calculations of nations, as adversaries might feel more vulnerable to a preemptive attack, especially if they believe their nuclear retaliation capabilities could be neutralized by <a href="https://thebulletin.org/2021/04/meet-the-future-weapon-of-mass-destruction-the-drone-swarm">fast-moving drone strikes</a>.</p>
<p>As drones become more autonomous, the risk of them making decisions without human oversight increases. In a nuclear context, where the consequences of any action are catastrophic, the delegation of decision-making to machines is highly controversial. The potential for autonomous drones to trigger a nuclear response or make fatal miscalculations due to algorithmic errors presents a <a href="https://www.nytimes.com/2025/01/27/opinion/ai-trump-military-national-security.html">possible threat to strategic stability</a>.</p>
<p>Given that drones can operate autonomously, one challenge is ensuring that their actions do not trigger unintended escalation. <p>Future generations of drones will interact with artificial intelligence that also supports other elements in the matrix of deterrence and defense. AI will privilege deterrence by denial compared to deterrence by credible threat of unacceptable retaliation. It will do so because states will have to quickly manage the deterrence and/or conduct conflicts in multiple domains: land, sea, air, space, cyberspace, and the information or knowledge domain. The knowledge domain wraps around all the others. It is the “gnostic center” that controls, connects, and prioritizes among the component parts of the various domains in order to provide for the correct response to threats or attacks.</p>
<p>AI-assisted attacks on the gnostic center will require immediate responses by AI-assisted defenses that can defeat or diminish the cost of those attacks. Absorbing the first blow and then retaliating may not be a choice that is available to beleaguered and time-pressed decision-makers. This situation poses an especially concerning challenge for nuclear deterrence. Decisions for or against nuclear war should allow policymakers sufficient time to deliberate alternatives with their advisors and to select the most appropriate option for the exigent circumstances. But the potential speed of AI-boosted attacks against space and cyber assets, together with the rising speed of kinetic strikes from hypersonic weapons, may leave leaders fearful of an enemy nuclear first strike to choose preemption instead of retaliation.</p>
<p>Just as we can conceive of drones as reconnaissance and strike platforms for offenses, it is also possible that drones can be part of any state’s comprehensive antimissile and air defense plan. One illustration is the use of drone swarms to defeat attacking drones tasked with reconnaissance or strike missions. Another example would be the use of drones for electromagnetic “hit to kill” within the atmosphere or, even more ambitiously, in midcourse intercept against attacking ballistic missile forces. Drones based on one or more lunar spaceports could protect American interests in cislunar space.</p>
<p>Futuristic drones with embedded AI and space-to-space weapons could defend orbital satellites against attack (so-called DSATs) or engage another state’s satellites that appear threatening (ASATs). Priority DSATs and ASATs would deter or defend against any threat to the viability of American satellites for warning and assessment; command, control, and communications; geolocation; and other missions.</p>
<p>Comparatively inexpensive drones could thus take over some of the strategic defense burden, otherwise requiring both upgraded terrestrial missile launchers and kill vehicles or, eventually, sophisticated ballistic missile defenses based on space-to-earth weapons such as lasers or particle beams. Future planners should expect a more crowded space domain, including newer generations of orbital satellites with diverse missions, space stations, and additional reconnaissance and strike weapons along with smarter drones and larger swarms.</p>
<p>The preceding discussion about drones and their possible relationship to nuclear deterrence has implications for nuclear arms control. It is important for a peace agreement to terminate the war in Ukraine for many reasons. One reason is so that the United States and Russia can resume negotiations about an arms control regime to succeed the New START agreement, due to expire in 2026.</p>
<p>The “beyond New START” consultations should include discussions about the two states’ arsenals of non-strategic nuclear weapons and protocols for nuclear first use. Vladimir Putin’s repeated warnings about the possibility of Russian nuclear first use in Ukraine is dismissed by some as bluffing for effect, a form of coercive diplomacy. On the other hand, Russia’s doctrinal shifts appear to move toward a more permissive standard as the war continues. In addition to clarifying this matter, the United States and Russia must acknowledge that China is an aspiring nuclear peer and include China in discussions about nuclear policy issues, including transparency about force structures and military doctrines. China is unlikely to be interested in arms reductions per se, but dialogue should be initiated at the expert level to clarify China’s thinking about strategy, arms control, and related issues.</p>
<p>The character of war changes with the advent of new technologies and strategic thinking.  But the nature of war is perennially the environment of competition and conflict, uncertainty, chance, and friction. The relationship between drones and nuclear deterrence represents a mixed blessing for military planners and arms control. Drones have the potential to enhance nuclear deterrence, but they also introduce significant risks in terms of escalation control and first-strike stability. As drone technology advances, it will be critical for policymakers to develop strategies that account for the unique challenges drones pose in nuclear deterrence and, as well, their future roles in space and cyber wars.</p>

										<content:encoded><![CDATA[<p>The international security environment is deteriorating rapidly and becoming increasingly dangerous and uncertain. China, Iran, North Korea, and Russia pose a threat to Western interests in multiple domains. Among them are economic, conventional, and nuclear, as well as emerging domains such as cyber and space. The Arctic and the deep sea are also areas where they are challenging the West.</p>
<p>These domains and areas are being weaponized for strategic purposes, as adversaries target cross-domain North Atlantic Treaty Organization (NATO) interests with the intent of weakening the Western security architecture and fragmenting alliance cohesion. The Trump administration must work closely with NATO allies to confront the many challenges that face them.</p>
<p>Strategic challenges, such as the Arctic, deep sea, and space, and the threats they pose require improved joint military readiness, enhanced deterrence by denial capabilities, and improved intelligence, surveillance, and reconnaissance.</p>
<p>“Over the last 15 years,” <a href="https://euro-sd.com/wp-content/uploads/2022/10/ESD_MDM_Combined-Issue_October-2022.pdf">writes</a> Scott Savits, “the Arctic has become a renewed theatre of military competition…. [T]op Russian officials have referred to the Arctic as Russia’s ‘Mecca,’ and a large fraction of Russia’s economy is based on Arctic fossil fuels and minerals.” Frustrating Russian efforts to gain a strategic advantage in the Arctic is of paramount importance to NATO’s deterrence mission.</p>
<p>Russia gaining an advantage in the Arctic will enhance its ability to establish escalation dominance against NATO in the event of a conflict with the alliance. Deterring Russia from broadening the scope of conflict, by threatening NATO’s vital interests in the Arctic, remains critical in dissuading other adversaries, such as China, from seeking to gain similar advantage.</p>
<p>With China developing and deploying new detection technologies in anti-submarine warfare, American nuclear submarine capabilities are becoming increasingly vulnerable to detection and targeting. China’s “Death Star” satellite claims to possess detection capabilities that renders the <a href="https://www.youtube.com/watch?v=5CEKV6SOYdY&amp;t=2264s">ocean transparent</a> for up to 500 meters beneath the surface, putting American submarines at risk.</p>
<p>In the space domain, it is estimated that loss of access to space would come at a cost of roughly <a href="https://www.gov.uk/government/publications/the-case-for-space">One billion pounds</a> per day to the British economy. The reported deployment of Russian <a href="https://www.armscontrol.org/act/2024-03/news/us-warns-new-russian-asat-program">anti-satellite weapons systems</a> (ASAT) in space are clearly coercive moves designed to threaten NATO’s space assets.</p>
<p>Russia’s weaponization of space is especially concerning as NATO depends on space to conduct an array of operations across the spectrum of deterrence and defence. Most notably, NATO airpower relies on space-based and space-dependent systems to fulfil a series of critical security functions. Leveraging robust deterrence capabilities in orbit, through targeting Russian and Chinese space-based military and non-military assets, is critical to securing NATO’s vital interests in space.</p>
<p>Beyond seeking strategic advantage, China is also expanding and modernising its nuclear arsenal at an unprecedented rate since the end of the Cold War. The Pentagon forecasts that China will be a <a href="https://www.tandfonline.com/doi/full/10.1080/00963402.2023.2295206">nuclear peer</a> of the United States by 2035. The latest figures published by the Federation of American Scientists show that China now possesses at least <a href="https://fas.org/initiative/status-world-nuclear-forces/">500 operationally deployed nuclear weapons</a>—up 43 percent from <a href="https://thebulletin.org/premium/2020-12/nuclear-notebook-chinese-nuclear-forces-2020/">2020</a>.</p>
<p>Russian President Vladimir Putin continues to undermine international norms by persisting in threats to use battlefield nuclear weapons in Ukraine. Russia also deploys dual-use satellite technologies in space, capable of carrying nuclear warheads into orbit, in direct contravention of long-standing international treaties such as the <a href="https://www.unoosa.org/oosa/en/ourwork/spacelaw/treaties/outerspacetreaty.html">Outer Space Treaty</a> (1967), which prohibits the weaponization and nuclearization of space.</p>
<p>Meanwhile, Iran, a latent nuclear state, coerces the West by threatening the weaponization of its nuclear program. Iran also infiltrated the West by creating <a href="https://blogs.timesofisrael.com/the-role-of-terrorism-in-iranian-foreign-policy/">extremist networks</a> through community centers, <a href="https://www.iranintl.com/en/202301317124">laundering money</a> in major European and American cities that is used by <a href="https://blogs.timesofisrael.com/foxtrot-rumba-and-iran-who-are-the-criminal-gangs-hired-by-the-irgc/">criminal gangs</a> to plot and execute terrorist attacks.</p>
<p>Proxies supported by Iran, such as Hamas and Hezbollah, can also launch increasingly devastating attacks. Furthermore, attacks like October 7, 2024, or September 11, 2001, do not warrant nuclear retaliation. A nuclear response to a terrorist attack, depending on the attack, is likely a disproportionate response.</p>
<p>China and Russia also engage in subversive activities within the cyber domain, sowing discord by using <a href="https://www.cfr.org/expert-brief/how-us-can-counter-disinformation-russia-and-china">disinformation</a>, <a href="https://www.fbi.gov/investigate/counterintelligence/the-china-threat">intellectual property theft</a>, and <a href="https://www.csis.org/programs/europe-russia-and-eurasia-program/projects/russia-and-eurasia/countering-russian-chinese">malign interference</a> to destabilize NATO member states. Cyberattacks on critical national infrastructure can also inflict severe levels of damage. The appropriateness of cross-domain responses is yet to be decided.</p>
<p>The <a href="https://ccdcoe.org/uploads/2018/10/Ottis2008_AnalysisOf2007FromTheInformationWarfarePerspective.pdf">cyber attacks against Estonia</a> in 2007, which lasted for 22 days, did not result in the triggering of NATO’s Article 5 collective defense clause. Yet, it was an attack on a NATO member state. The character of the attack complicated the process by which a viable and appropriate retaliatory response could be devised. In a multidomain threat landscape, hostile state actors conducting their operations in the grey zone can claim plausible deniability.</p>
<p>China, Iran, Russia, and North Korea also hold joint exercises, share intelligence, exchange military capabilities, and share a diplomatic and political kinship. This axis of Western adversaries shares the same geopolitical and economic objectives. They seek to replace the international rules-based order and establish alternative institutional frameworks to global order that undermine concepts such as democracy, human rights, rule of law, and national sovereignty.</p>
<p>Militarily, nowhere is this more apparent than in Russia, where <a href="https://www.reuters.com/world/europe/ukraine-says-russia-launched-8060-iran-developed-drones-during-war-2024-09-13/">Iranian drones</a> and <a href="https://www.reuters.com/world/europe/zelenskiy-says-russia-is-deploying-more-north-korean-troops-repel-kursk-2024-12-14/">North Korean soldiers</a> were provided to aid Putin’s war in Ukraine. Politically, emerging international blocs such as the BRICS demonstrate the extent to which countries like China and Russia are gaining traction in driving alternatives to the current order.</p>
<p>“As hybrid threats evolve to encompass the whole of digital and networked societies,” <a href="https://www.hybridcoe.fi/wp-content/uploads/2022/03/20220331-Hybrid-CoE-Paper-12-Fifth-wave-of-deterrence-WEB.pdf">wrote</a> Sean Monaghan, “so too will the capabilities required to deter them. A more complex threat environment will make predicting attacks and vulnerabilities more difficult, so nations may rely more on resilience.”</p>
<p>Hence, for deterrence to be effective today, credibility must incorporate more than hard power capabilities. Red lines must be communicated effectively across different channels. Resolve must be demonstrated through a force posture that includes a willingness to establish escalation dominance in a crisis scenario. The art of deterrence is also about determining and holding at risk what an adversary values.</p>
<p>As the outgoing US Secretary of Defence General (Ret.) Lloyd Austin <a href="https://sites.duke.edu/lawfire/2022/01/08/guest-post-dr-frank-hoffman-on-conceptualizing-integrated-deterrence/">said</a> in 2022, cross-domain deterrence “is the right mix of technology, operational concepts, and capabilities—all woven together and networked in a way that is credible, flexible and so formidable that it will give any adversary pause…. [It is] multidomain, spans numerous geographic areas of responsibility, is united with allies and partners, and is fortified by all instruments of national power.”</p>
<p>Ultimately, deterrence is about credibly threatening to impose unacceptable costs, by denial or punishment, on a would-be aggressor. Those costs must convince the would-be aggressor that they outweigh any potential gains made.</p>
<p>Therefore, it is imperative for the US and NATO to increase cross-domain capabilities to match those of adversaries. Adopting a combination of different violent and non-violent means, to conduct deterrence credibly across multiple domains and at various levels of intensity, will enhance NATO’s ability to secure its vital interests in an increasingly volatile era of global strategic competition.</p>

<p><strong>Disadvantages of Standoff Warfare</strong></p>

<p>Standoff warfare allows the US and its allies to engage Chinese assets from a distance, mitigating the risk posed by China’s A2/AD systems. The ability to strike from afar can disrupt Chinese operations, degrade critical infrastructure, and maintain freedom of navigation in contested areas.</p>
<p>China’s advancements in electronic warfare, cyber capabilities, and counter-space operations could undermine the effectiveness of standoff warfare. Additionally, the vast expanse of the Indo-Pacific region presents logistical challenges for sustaining long-range operations.</p>
<p><strong>Russia</strong></p>
<p>Russia’s military doctrine emphasizes hybrid warfare, combining conventional and unconventional tactics. Its integrated air defense systems, long-range missile capabilities, and electronic warfare proficiency make it a formidable adversary.</p>
<p>Standoff warfare enables NATO forces to counter Russian aggression by targeting key military installations, command-and-control centers, and logistical hubs from a safe distance. Precision strikes can degrade Russia’s offensive capabilities and hinder its operational tempo.</p>
<p>Russia’s integrated air defenses and advanced electronic warfare capabilities pose significant challenges to standoff operations. The risk of miscalculation and escalation is also high, given the proximity of NATO forces to Russian borders and the potential for rapid conflict escalation.</p>

<p>Iran’s strategic posture relies on asymmetric tactics, including the use of proxy forces, ballistic missiles, and naval assets in the Persian Gulf. Its ability to disrupt critical waterways and target regional adversaries necessitates a nuanced approach.</p>
<p>Standoff warfare allows the US and its allies to target Iranian missile launch sites, naval assets, and command structures with minimal risk to their forces. This approach can help deter Iranian aggression and protect vital shipping lanes in the region.</p>
<p>Iran’s use of underground facilities, mobile missile launchers, and dispersed assets presents challenges for effective targeting. Additionally, the potential for retaliatory actions against regional allies and American interests necessitates careful consideration of the broader geopolitical implications.</p>

<p>Standoff warfare continues to offer significant advantages in terms of force protection, precision, and operational flexibility. 										<content:encoded><![CDATA[<p>The Space Defense and Security Summit​, that took place in parallel to the September 2024 World Space Business Week conference in Paris, announced positive developments for European space defense. France has the second largest defense export industry in the world and is the fourth-largest military space spender—albeit far behind the US, China, and Russia. The country, emphasizing space deterrence and surveillance, decided to double down on space defense tech. By leveraging improved cooperation with its commercial space sector, France’s space defense also joins in a <a href="https://globalsecurityreview.com/japans-ministry-of-defense-opening-space-security-to-the-commercial-sector/">global trend</a> that started with the US and Japan.</p>
<p>In planning to strengthen space defense capabilities, the French military procurement agency, Directorate General of the Armament (DGA) focuses on surveillance, security, and cooperation. France aims to have a full space defense capability by 2030, built on military space capabilities such as Earth observation, communications, positioning, and navigation. The country is also expanding its space situational awareness capability to monitor, classify, and better understand space activities and threats.</p>
<p>France unveiled <em>Toutatis</em>, a new space surveillance program to protect low-Earth orbit assets, focusing on satellite detection, characterization, and targeting. <em>Toutatis</em> works with two satellites. A “spotter” cubesat detects targets and a smaller target satellite—developed by French <a href="https://www.linkedin.com/company/u-space-nanosats/">start-up</a> U-space in partnership with defense industry major MBDA.</p>
<p>France also works on geosynchronous orbit surveillance through the <em>Yoda</em> program of small satellites with cameras to monitor space threats. The annual military space exercise, <em>AsterX</em>, highlights the need for enhanced situational awareness in low-Earth orbit. Within two years, the <em>Toutatis</em> program will test capabilities with planned launches of maneuverable satellites.</p>
<p>Rather than kinetic weapons against weaponized space assets, France deploys non-destructive measures like dazzling adversaries with lasers to neutralize threats—without creating debris. The country also seeks to balance autonomy with international cooperation. For example, an envoy from Ukraine recently discussed space defense in Paris. Pawan Kumar, Director of the Indian Defense Space Agency, recently provided the French space command with an update on military space cooperation between the two countries.</p>
<p>The French view is that enhanced situational awareness in space, through programs like <em>Toutatis</em>, is a cornerstone of its space defense strategies. Nations should prioritize investments in monitoring technology to observe potential threats and signal their deterrence capabilities.</p>
<p>France’s focus on space start-ups indicates a shift towards commercial and civilian involvement in space security. A timely joint-announcement made by two rising space ventures, <a href="https://www.linkedin.com/company/cailabs/">Cailabs</a> and <a href="https://www.linkedin.com/company/unseenlabs/">Unseenlabs</a>, revealed they successfully tested space <a href="https://www.c4isrnet.com/global/europe/2024/09/13/france-tests-space-lasers-for-secure-satellite-downlink-in-world-first/">laser</a> transmission for satellite downlink in a world first. While Cailabs supplied the optical ground station, Unseenlabs deployed a low-Earth orbit nano-satellite with a laser payload. The pair established a stable link for several minutes. France’s Ministry of Armed Forces called the successful test a world first. It was a first for the commercial sector, but a few other experiments remain confined to American government attempts.</p>
<p>The French Defense Innovation Agency funded the test with €5.5 million ($6.1 million). The Cailabs/Unseenlabs system will be integrated on France’s future military satellites. Laser technology is hard to intercept or hack, compared with radio antennas.</p>
<p>Such a capability would be useful for expanding battlefield data transmissions. France’s optical communications satellite project, dubbed <em>Keraunos </em>(thunderbolt in Greek), helps mitigate the effects of atmospheric turbulence, making space-Earth liaisons handy on mobile, land-based, naval, and airborne platforms.</p>
<p>The European Space Agency Director, General Josef Aschbacher, rightly noted that a gap in space spending between Europe and the United States (a ratio of 1 to 6) is complicated further by spending in Europe that is spread among a wider range of national space agencies. <a href="https://spacenews.com/esa-seeks-better-coordination-of-european-space-spending/">Streamlining</a> European defense and space governance is thornier than in the US since it <a href="https://globalsecurityreview.com/congressional-haggling-jeopardizes-the-us-space-force-fy-2025-budget/">involves structural reforms</a> on technological gaps, fragmented capital markets, and strategic spending.</p>
<p>A rather disappointing report on European <a href="https://commission.europa.eu/topics/strengthening-european-competitiveness/eu-competitiveness-looking-ahead_en">competitiveness</a> by Mario Draghi, former Italian Prime Minister and president of the European Central Bank, generated immediate push-back from Ludwig Moeller, director of the <a href="https://www.espi.or.at/perspectives/draghi-report/">European Space Policy Institute</a> (ESPI). ESPI methodically reviewed the Draghi Report’s <a href="https://www.espi.or.at/briefs/brief-70%20/">shortcomings</a> when it came to European Defense and Space. ESPI suggested the report lacked an impulse for the needed market reforms.</p>
<p>As stated by Eva Portier, space deputy in France&#8217;s military procurement agency, Directorate General of the Armament (DGA), &#8220;Access to space is an essential element of our national sovereignty, our capacity to use space to launch our satellites and conduct operations.&#8221; While greater Europe is struggling to fundamentally unite in its efforts to counter future malicious space efforts by China and Russia, France is stepping forward in a more limited way. It is not lost on observers that French satellite names harken to a past where France needed protection. For example, <em>Toutatis</em>, discussed above, was a divinity once worshipped in ancient Gaul and Britain, and was considered a protector of Gallic and Celtic tribes. The annual military space exercise, <em>AsterX</em>, led by the French Air and Space Force and involving 15 partners countries, is a wink to Asterix and Obelix, leading characters of a comic book series describing the adventures of a small village resisting the Roman invaders. Legend has it the Gauls feared only “that the sky would fall on their head.”</p>
<p>French efforts are moving in the right direction, but unless Europe reforms and consolidates space defense efforts across the continent, Europe will be unprepared when a crisis occurs. Major space reforms take time. Thus, it is important those reforms begin now. France simply cannot accomplish what is needed on its own.</p>

Whoever can achieve on-orbit military superiority has the potential to surround their adversary. Earth’s orbit is already littered with too much <a href="https://www.youtube.com/watch?v=eeQnv_IWttw">debris</a> from a handful of <a href="https://www.kslaw.com/news-and-insights/anti-satellite-tests-and-the-growing-demand-for-space-debris-mitigation#:~:text=ASAT%20tests%20are%20used%20by%20countries%20to%20destroy,space%20objects%2C%20compromising%20the%20safety%20of%20space%20assets.">anti-satellite tests</a> and debris-generating events and has the potential to become close to unusable if Russia or China were to employ offensive capabilities against American and allied satellites.</p>
<p>Russia’s <a href="https://www.cnn.com/2024/02/16/politics/russia-nuclear-space-weapon-intelligence/index.html">coercive but indiscriminate</a> “Sputnuke” concept lies at one end of a spectrum of potential space-based nuclear weapons. The remainder of the spectrum also offers significant offensive capabilities that could make space a very difficult place for the United States.</p>
<p>Prepositioning nuclear weapons in space would violate the <a href="https://www.unoosa.org/oosa/en/ourwork/spacelaw/treaties/introouterspacetreaty.html">Outer Space Treaty</a> (1967). However, Moscow or Beijing gain significant coercive capability against the United States should they move forward with such a capability.</p>
<p>At least three classes of nuclear weapons could, potentially, be based in orbit. Any such weapon is likely to be disguised as some non-military type of spacecraft.</p>
<p>The first class of nuclear weapons in space are those in low Earth orbit. They are detonated from a position where they can disable adversary satellites. One or a small number of devices could create a wide-ranging electromagnetic pulse, which, by disabling satellites, could also cause an immense zone of debris along with a longer-lasting cloud of high-energy charged particles.</p>
<p>The combined effects would likely degrade this region of space for an extended duration. Spacecraft transiting low Earth orbit would also face the risk of a collision with orbiting debris.</p>
<p>Moscow or Beijing, if at a serious disadvantage to the United States during a conflict, may “escalate to win,” setting off nuclear weapons to wreak as much havoc in space as possible. This “scorched space” tactic would seek to level the playing field and slow American efforts to both mobilize force and command and control those forces.</p>
<p>The second class of nuclear weapons in space are those used for ground attacks. If, for example, intercontinental ballistic missile reentry vehicle-like weapons were covertly stationed on-orbit, their launch would be difficult to track. Such a weapon placed in low Earth orbit would strike a ground target in a matter of minutes.</p>
<p>Third are fission reactors based in orbit to power directed-energy weapons firing microwave, infrared, or optical laser beams. These travel at the speed of light, simplifying fire control. Out in the vacuum of space, a directed-energy beam would not suffer blocking or bending due to smoke, clouds, or atmospheric refraction.</p>
<p>With their reactors generating power, they do not need conspicuous and vulnerable solar panels. Firing energy pulses, they do not use chemical propellants or kinetic projectiles, and so do not run out of ammunition. Their fissionable fuel can last decades.</p>
<p>Their pinpoint, medium-power beams could at least temporarily blind or cripple soft or semi-hardened satellites over tremendous engagement ranges, and with much less collateral damage than a nuclear blast or conventional anti-satellite weapon. A small constellation of these systems could give Russia or China offensive and defensive coverage. Fortunately, there is no evidence either adversary is developing such a weapon at present.</p>
<p>Current and future American presidents are unwise to dismiss the dangers posed by these different classes of space-based nuclear weapons. To deter adversaries, in some cases, rough parity via on-orbit basing may be required.</p>
<p>For spaced-based nuclear weapons targeting American and allied satellites, the United States’ dominance in space-based surveillance, reconnaissance, and communications make space-attack attractive. Should the United States perfect ballistic missile defenses and integrated air and missile, launching nuclear weapons from space toward ground targets may also prove an attractive option.</p>
<p>In many respects, the above discussion is prospective in contemplating how Russia and/or China might use nuclear weapons in space, but it is far from science fiction. For Western defense analysts, playing the part of futurist is a proactive approach to protecting American vital interests. Congressman Mike Turner’s <a href="https://www.ft.com/content/6e80aebb-7ff2-4ac4-853c-95431ce447e1">open concern</a> over intelligence suggesting that Russia may place nuclear weapons in space is only one example of Russian interest in weaponizing the domain.</p>
<p>The United States understands Chinese capabilities less well than those of Russia and their plans are even more difficult to predict. This leaves President Biden and his successors in a difficult position in the years ahead. Space is certainly a domain that will see weaponization sooner rather than later. For Americans, the question remains, who will dominate space?</p>

										<content:encoded><![CDATA[<p>The employment of nuclear weapons by adversaries of the United States is, logically, not only a possibility, but a likelihood. Americans want deterrence to hold. Decision-makers are obligated to seek ways to sustain stability without the employment of strategic weapons. Yet, malevolent powers are a fact and given the presence of nuclear weapons, it is only prudent that American decision-makers think as creatively as any adversary about how nuclear weapons may be employed by those who are hostile to peace and the interests of the United States and its allies.</p>
<p>It is straightforward to see that beyond the deterrent or “last defense” aspect of possessing a nuclear arsenal these weapons are one tool among other strategic options. It is the duty of a military planner to plan for outcomes with the instruments that adversaries possess, however distasteful those weapons (nuclear weapons). It does not require reams of classified intelligence nor deep policy experience to recognize the appeal of a nuclear weapon to achieve winning outcomes. Even the technical specifications of specific weapons, their delivery method, and the effects achieved by their use can take a second seat to the appealing utility of their use in the mind of a foe.</p>
<p>A brief look at two kinds of adversary is instructive. First, there is the ideologically driven actor who seeks to remake the international state system and its associated norms, behaviors, and morals. Second, there is a leader or state-party that seeks to climb politically, economically, and cultural-informationally within the extant Western-built international system.</p>
<p>For the antagonist motivated by an ideology whose primary ambition is the destruction of contemporary norms or who desires to trigger a millenarian kind of resorting, whether secular or religious, a nuclear weapon heralds to fellow adherents the breaking of the status quo by the offer of a new, radicalized future. To achieve such an outcome a nuclear weapon targeted at a populated area, especially a political capital or major religious center, would offer the radical damage and chaos sought.</p>
<p>The size of the nuclear device need not be large. The purpose is to tear down a targeted society by inflicting as many casualties as possible and to wreck the symbols and sinews that symbolized the victims’ way of life and station in the international order. There is no doubt many terrorist organizations that would leap at the chance to exploit a nuclear weapon in this fashion. And there are state challengers who no doubt see the same appeal. The only risk to such leaders is the repercussions they may face. But to the radicalized actor, the repercussions are just another aspect of martyrdom—religious or ideological. One imagines that such a scenario has not occurred more due to lack of opportunity than to a lack of desire.</p>
<p>A nuclear weapon fired by a state’s armed forces is even more likely to occur if for no other reason than governments possess the world’s nuclear arms. State arsenals and their delivery systems continue to proliferate in both number and capability, thus expanding the scenarios for weapons use. The danger of the “mutually assured destruction” problem that occupied many deterrence thinkers during the Cold War is still a threat, but the logic of employment success points towards battlefield use.</p>
<p>A nuclear weapon that struck a key military target could decisively alter the course of a battle and a campaign by inflicting damage at a scale that conventional weapons can only achieve over much longer periods of time. The historical record informs us that winning quickly is a tremendous advantage for an adversary.</p>
<p>The one sure way to suffer a military defeat by the US and any American-led coalition is to wait for American joint and combined forces to deploy, assemble, and wage a maneuver campaign. If the Normandy landings of World War II are too distant, then the overwhelming success of the United States in the Gulf War (1991) is a more recent reminder of the fate of any adversary that simply waits for the United States to come to them. The war in Ukraine is an ongoing example of the grinding, almost interminable, result of fighting when early wins do not occur. Despite the many technological advances that modern armed forces possess, speed in multi-domain operations is still decisive, and elusive.</p>
<p>America’s adversaries are certainly aware that speed matters. Alongside the imperatives of increasing range and the convergence of lethal effects, the rapid way a nuclear weapon can alter battlefield geometries and the correlation of forces gives so called “battlefield nukes” tremendous appeal. There are many creative ways to benefit from a nuclear weapon, not just on land, but also in the maritime and air domains. Sealing an area off from maneuver; denying communications, targeting, and surveillance systems; destroying logistical nodes and stockpiles; damaging vehicles and equipment; and inflicting casualties on the adversary are all additional ways nuclear weapons are useful. This is not to mention the escalatory advantage of skipping rungs on the escalation ladder, thereby intimidating America’s partners and neutral states—foreclosing incremental steps from American policymakers.</p>
<p>Simply put, nuclear weapons present an urgent operational challenge to the joint force of the United States and its military partners. Whether the scenario is in Asia, Eastern Europe, the Middle East, or globally, the United States must imagine that adversaries are thinking about, and at least gaming if not planning, nuclear weapons use to achieve their objectives.</p>
<p>Americans must admit that there is a problem and stop hiding behind sincere wishes that nuclear weapons are never used again. The logic of their employment demands that the nation act on the facts as they are. Nuclear weapons are present. They are plentiful. It is also almost certainly only a matter of time before an adversary exploits American reticence to prepare for their use. It is time to prepare for that day.</p>
