This is not a diplomatic setback; it is the transition from a fragile de-escalation phase into a more volatile period defined by coercive pressure, military signaling, and elevated risk of miscalculation. This risk is driven by the threat Iran continues to pose to freedom of navigation in the Strait of Hormuz and by its remaining ballistic capabilities, which allow it to erratically target neighboring Arab states and regional U.S. allies.</p>
<p>Furthermore, the announcement of a U.S.-led maritime <a href="https://gulfnews.com/world/mena/us-blockade-iran-threatens-gulf-shutdown-ceasefire-on-brink-despite-trumps-war-nearly-over-claim-1.500508304">blockade</a> over Iranian ports fundamentally alters the operational and strategic landscape aimed at confining the Iranian threat. The main question now is no longer whether tensions will rise, they already have, but whether the current trajectory leads toward controlled escalation, negotiated recalibration, or systemic full-scale conflict.</p>
<p><strong>Structural Drivers of Escalation</strong></p>
<p>At the core of the U.S.-Iran negotiations lies a set of structural but irreconcilable objectives. The U.S. continues to frame its demands around three pillars: curtailment of Iran’s nuclear development program, limitations on ballistic missile capabilities development, and the rollback of Iran’s regional proxy networks. Iran, on the opposite side, views these elements as essential to regime survival and sovereign deterrence. Accordingly, this is not a negotiation gap; it is a strategic contradiction.</p>
<p>Iran’s nuclear posture has evolved from a bargaining chip into a core pillar of the Iran’s Islamic Revolutionary Guard Corps’ (IRGC) and the regime’s survival. Any perceived concession risks undermining internal legitimacy and external deterrence credibility. Accordingly, ongoing diplomatic negotiations are performative rather than transformative, thus aimed at managing escalation rather than resolving underlying disputes. Additionally, the U.S. decision to impose a maritime blockade represents a calibrated escalation designed to exert economic and psychological pressure without the need to immediately resort back to kinetic operations. However, the strategic implications are profound.</p>
<p>Iran’s economy relies mainly on maritime oil exports. A blockade directly targets this vulnerability, threatening <a href="https://www.youtube.com/watch?v=sAXGoXDQ19Q">revenue</a> streams, which then impacts the domestic stability, in addition to regional influence operations funded through such revenues. From Tehran’s perspective, failure to respond would signal weakness not only to the U.S. but also to its network of non-state groups across the region. This creates a classic escalation dilemma for Iran. On one hand, not responding risks strategic erosion of the IRGC and the current regime’s image. On the other hand, the response risks triggering military confrontation, which Iran cannot withstand. In such conditions, even any Iranian action such as harassment of commercial shipping, or proxy attacks carry a high probability of escalation.</p>
<p>Another key driver for the escalation is the pre-positioned military capabilities. Unlike previous crises, the current environment is characterized by pre-positioned military assets and operational readiness on both sides. U.S. naval, air, and ground forces in the Middle East are already <a href="https://www.aljazeera.com/news/2026/4/15/us-sending-10000-more-troops-to-middle-east-despite-iran-ceasefire">configured</a> for rapid response operations, while Iran’s IRGC maintains asymmetric capabilities are carefully tailored for maritime disruption, drone attacks, ballistic missile launches, and regional proxy warfare.</p>
<p><strong>Regional Spillover Risks</strong></p>
<p>The Strait of Hormuz remains the most critical geographic variable in this confrontational equation given that one-fifth of global oil trade passes through this narrow waterway. Iran has long signaled its capability and strategic <a href="https://www.lemonde.fr/en/international/article/2026/04/16/military-advisor-to-iran-s-supreme-leader-threatens-to-sink-us-ships-in-the-strait-of-hormuz_6752475_4.html">intent</a> to disrupt traffic through asymmetric means, including naval mines, drones, and anti-ship missiles. While full closure remains unlikely due to the overwhelming U.S. response it would provoke, disruption has already been taking place via targeted attacks on passing vessels, which is more than enough to deter commercial liners. Even limited interference could generate outsized economic and political effects, particularly for energy-dependent economies. All that said, the Houthis in Yemen remain on <a href="https://globalsecurityreview.com/red-sea-uncertainty-a-2026-forecast-for-the-houthis-actions/">standby</a> mode to disrupt the maritime flow via resumption of attacks on vessels passing via Bab-el Mandeb to and from the Red Sea.</p>
<p>Iran’s strategic depth lies not in conventional military parity but in its network of regional proxies. Groups aligned with Tehran, including those in Iraq, Syria, Lebanon, and Yemen, provide Iran with operational flexibility. Given Israel’s successful campaign in Lebanon against Hezbollah as well as the Iran-backed Iraqi militias preoccupied with the deterrence posed by the U.S. forces, the <a href="https://globalsecurityreview.com/red-sea-uncertainty-a-2026-forecast-for-the-houthis-actions/">Houthis</a> in Yemen remain the final card for Tehran. Intensified maritime threats from Houthi forces in the Red Sea are likely to <a href="https://www.militarytimes.com/news/pentagon-congress/2026/04/14/amid-focus-on-strait-of-hormuz-experts-sound-warning-on-yemens-houthis-and-red-sea/">reemerge</a> at any moment. This allows Iran to impose costs on U.S. and allied interests without triggering immediate large-scale retaliation. However, the cumulative effect of a multi-chokepoint pressure strategy could compel a broader and internationally supported response.</p>
<p><strong>Strategic Calculus: War vs. Controlled Escalation</strong></p>
<p>Some believe that neither the U.S. nor Iran appears to seek full-scale war given that the costs (military, economic, and political) would be immense and unpredictable. For the U.S., a major conflict with Iran would disrupt global energy markets, divert resources from strategic competition with China, and risk regional destabilization affecting key allies in the Gulf Corporation Council (GCC). For Iran, a continuation of a direct war would expose critical infrastructure to sustained strikes and threaten regime survivability.</p>
<p>The most probable scenario over the next 2–3 weeks is a phase of controlled escalation characterized by maritime harassment incidents in the Gulf, limited proxy attacks, and intensified rhetoric and signaling. This scenario allows both sides to demonstrate resolve while avoiding irreversible steps toward war. However, it is susceptible to disruption by unforeseen incidents at any moment.</p>
<p>An increasingly possible scenario would be one that involves targeted military actions, such as U.S. strikes on IRGC assets or critical infrastructure vs. Iranian retaliatory indiscriminate strikes on U.S. regional allies. Such exchanges would likely be calibrated to avoid full-scale war but could easily escalate if casualties or strategic assets are impacted.</p>
<p>Lastly, a less likely but still possible scenario is the return to productive negotiations, driven by economic pressures including oil market volatility, as well as diplomatic intervention by third parties, including the Gulf states, China, or European actors.</p>
<p>The highest-impact and most consequential scenarios involve a rapid escalation into full-scale conflict, potentially triggered by Iran’s full refusal to give up on its nuclear program or ballistic missile development program. Other triggers for a full-scale conflict would include any major incident in the Strait of Hormuz, high-casualty attacks on U.S. forces, or a direct confrontation between U.S. and Iranian military assets. Such a conflict would likely expand beyond bilateral engagement, drawing in regional actors and severely disrupting global economic systems.</p>
<p><strong>Key Indicators to Watch</strong></p>
<p>Several indicators are going to be crucial in assessing the trajectory of the ongoing conflict. This includes maritime activity where increased Iranian harassment of shipping continues to take place. Proxy operations are also a critical indicator where the frequency and intensity of proxy attacks, and the Red Sea specifically start to rise. Finally, force posture changes remain one of the key indicators, as they are mostly based on advanced intelligence assessments, which are not available to the public or markets. That said, deployment of additional U.S. and allied assets to the region remains the clearest indicator of how the situation will move forward and provides early signs of shifts from controlled escalation to broader conflict.</p>
<p>For defense strategists, the imperative is clear: preparing for escalation, planning for contingencies across multiple theaters, and achieving consensus that in the current environment, the most dangerous outcomes are not those that are intended but those unintended.</p>

It is characterized by expanding nuclear arsenals, diminishing arms control agreements, and technological developments that have made it increasingly difficult to distinguish between war and catastrophic disasters. These changes necessitate not only an examination of the weapons being developed, but also of the disintegrating global rules-based order they reveal. The <a href="https://www.armscontrol.org/factsheets/us-modernization-2024-update">modernization</a> of existing stockpiles and the <a href="https://www.sipri.org/media/press-release/2025/nuclear-risks-grow-new-arms-race-looms-new-sipri-yearbook-out-now">expansion</a> of nuclear weapons capabilities by emerging nations will require bold diplomatic steps, rather than aggressive actions, if the world is to move forward.</p>
<p><strong>What Is the Third Nuclear Age?</strong></p>
<p>The world can be divided into three eras of nuclear weapons history, each defined by distinct weapons dynamics and geopolitical relationships, and distinguished by major proliferation or treaty events of its time.</p>
<p>The first nuclear era was characterized by a bipolar rivalry between the United States and the Soviet Union during the Cold War, from 1945 to the late 1980s. At its peak, the number of warheads held by both countries is <a href="https://ourworldindata.org/nuclear-weapons">estimated</a> to have reached around 60,000 in 1986. This era was marked by limited arms control agreements and significant arms racing.</p>
<p>The second nuclear era, spanning from 1991 to 2013, saw significant disarmament through bilateral U.S.–Russia treaties such as <a href="https://www.armscontrol.org/factsheets/start-i-glance">START I</a> and <a href="https://www.state.gov/new-start-treaty">New START</a>, which reduced global warhead numbers by a considerable amount. However, this period was also marked by nuclear proliferation efforts by regional actors, including the <a href="https://tdhj.org/blog/post/nuclear-southern-asia/">nuclearization</a> of South Asia, particularly India, followed by Pakistan, and then North Korea’s <a href="https://kls.law.columbia.edu/content/north-koreas-nuclear-program-history">decision</a> to pursue nuclear weapons.</p>
<p>Beginning in 2014, the third nuclear era emerged, typified by the current, chaotic, multipolar environment. Russia has unilaterally suspended participation in New START monitoring and verification, a treaty that expired on February 5<sup>th</sup>, 2026. Both the <a href="https://www.tandfonline.com/doi/full/10.1080/00963402.2024.2420550">United Kingdom</a> and <a href="https://thebulletin.org/premium/2025-07/french-nuclear-weapons-2025/">France</a> have commenced modernization and expansion of their nuclear forces. <a href="https://thebulletin.org/premium/2025-03/chinese-nuclear-weapons-2025/">China</a> is rapidly nearing an estimated 600 warheads, <a href="https://www.armscontrol.org/factsheets/arms-control-and-proliferation-profile-north-korea">North Korea</a> continues to test intercontinental ballistic missiles (ICBMs), and <a href="https://www.armscontrol.org/factsheets/nuclear-weapons-who-has-what-glance">Russia</a> has modernized its weapons systems and deployed short-range nuclear weapons in Belarus. <a href="https://www.cfr.org/articles/what-are-irans-nuclear-and-missile-capabilities">Iran</a> continues to signal that it is nearing the nuclear threshold, opacity persists regarding <a href="https://armscontrolcenter.org/countries/israel/">Israel</a>’s nuclear capabilities, and the <a href="https://www.stimson.org/2025/four-days-in-may-the-india-pakistan-crisis-of-2025/">May 2025 conflict</a> between India and Pakistan has created multiple additional flashpoints, all of which underscore the need for new international multilateral guardrails.</p>
<p><strong>Current Global Nuclear Trends</strong></p>
<p>The United States has <a href="https://www.armscontrol.org/act/2024-12/features/trump-united-states-and-new-nuclear-arms-race">initiated</a> a $1.7 trillion nuclear triad modernization plan, which includes submarines, bombers, and land-based missiles. Russia has been testing nuclear-powered cruise missiles such as <a href="https://www.iiss.org/online-analysis/missile-dialogue-initiative/2025/11/russias-burevestnik-and-poseidon-tests/#:~:text=Burevestnik%20flew,running%20for%20a%20sustained%20period.">Burevestnik</a>, while China is expanding its nuclear weapons capability at a rapid pace amid rising tensions over Taiwan.</p>
<p>In addition, strategic non-nuclear weapons, including hypersonic systems, AI-driven command structures, and missile defense, are contributing to an escalatory environment in which the nuclear ladder has become increasingly slippery to climb and equally difficult to descend. The <a href="https://thebulletin.org/doomsday-clock/">Bulletin of the Atomic Scientists</a> has set its “Doomsday Clock” at 89 seconds to midnight, the closest it has ever been since 1947, reflecting its assessment that the erosion of arms control, the expansion of nuclear capabilities, and the persistence of conflict have significantly increased the risk of nuclear catastrophe.</p>
<p><strong>Escalating Global Nuclear Challenges</strong></p>
<p>The U.S.-Russia arms control negotiations have ceased over Ukraine, and President Putin has <a href="https://www.nytimes.com/2024/11/19/world/europe/putin-russia-nuclear-weapons-missiles.html">reduced</a> stated nuclear use thresholds. At the same time, U.S. military <a href="https://www.aljazeera.com/news/2026/1/29/how-does-us-military-build-up-off-iran-compare-to-the-june-2025-strikes">strikes</a> against Iran have alarmed some observers who argue that such actions undermine norms governing sovereignty. NATO countries are increasingly <a href="https://www.nato.int/en/what-we-do/deterrence-and-defence/natos-nuclear-deterrence-policy-and-forces">exploring</a> their own European deterrence capabilities.</p>
<p>A defining feature of the third nuclear age is the growing complexity of the strategic environment and the inability to manage global risks through simple bilateral frameworks.</p>
<p>Technological advancements that accelerate escalation risks include <a href="https://armscontrolcenter.org/fact-sheet-hypersonic-weapons/">hypersonic weapons</a> that challenge missile defense systems, <a href="https://gjia.georgetown.edu/2024/07/12/war-artificial-intelligence-and-the-future-of-conflict/">artificial intelligence</a> that may misinterpret launch indicators, and <a href="https://digitalfrontlines.io/2023/05/25/the-evolution-of-cyber-operations-in-armed-conflict/">cyber operations</a> that could inadvertently contribute to nuclear escalation—echoing historical false-alarm incidents in <a href="https://armscontrolcenter.org/the-soviet-false-alarm-incident-and-able-archer-83/">1983</a>. Meanwhile, China’s evolving relationship with Russia further complicates U.S. efforts to deter aggression across both Europe and the Asia-Pacific.</p>
<p><strong>The Way Forward</strong></p>
<p>With New START having expired, significant future limits on the number of nuclear weapons possessed by major powers appear unlikely, accelerating competition and instability. By the mid-2030s, the convergence of nuclear and advanced conventional capabilities may become normalized as tools of coercion rather than deterrence, while additional states may seek nuclear weapons should nonproliferation barriers erode. The <a href="https://thebulletin.org/doomsday-clock/2026-statement/">Bulletin of the Atomic Scientists</a> has identified the emergence of the “third nuclear age” as the top global risk in 2026.</p>
<p>Accordingly, new mechanisms for arms control and nuclear disarmament consistent with commitments made by major nuclear-weapon states under the <a href="http://disarmament.unoda.org/en/our-work/weapons-mass-destruction/nuclear-weapons/treaty-non-proliferation-nuclear-weapons">NPT framework</a> are urgently required. These include enhanced verification technologies, AI-assisted monitoring, restraints on the development of destabilizing new weapons, and sustained strategic-stability dialogue aimed at separating and disentangling nuclear and conventional escalation pathways. Additional measures to promote norms of responsible nuclear behavior are also necessary, although <a href="https://banmonitor.org/tpnw-status">opposition</a> from the five permanent members of the UN Security Council remains a significant barrier to progress. Ensuring the global security of radioactive materials must remain a priority.</p>
<p>The third nuclear age has placed humanity in unprecedented danger. Existing disarmament mechanisms have proven ineffective as new rivalries emerge, and technological changes accelerate. History demonstrates that diplomacy can work: New START reduced nuclear arsenals to their lowest levels since the early years of the first nuclear era. Today’s leaders must again prioritize cooperation and restraint, or risk allowing miscalculation to turn expanding arsenals into catastrophe. The alternative is too terrible to ignore.</p>

Fourteen GBU-57 massive ordnance penetrator (MOP) bombs and around 75 precision-guided munitions <a href="https://www.axios.com/2025/06/22/iran-nuclear-midnight-hammer-bunker-buster">were used</a> in operation Midnight Hammer, targeting nuclear facilities in Fordow and Natanz. In the wake of this precision operation, future proliferators are now on notice; if you plan to join the nuclear club, prepare to take a hit before you even cross the threshold.</p>
<p>Historically, states pursued nuclear weapons under the protective assumption that deterrence begins once a program reaches maturity; that is, when nuclear devices are assembled, tested, or deployed. To some extent all nine nuclear weapon states achieved that level of deterrent threshold during their proliferation stages. Iran had not achieved such maturity. Furthermore, when looking at the region historically the <a href="https://dornsife.usc.edu/news/stories/israel-bombed-an-iraqi-nuclear-reactor-and-pushed-program-underground/">Israeli attack</a> on Iraq’s Osirak reactor in 1981 and the <a href="https://www.bbc.com/news/world-middle-east-43481803">2007 strike</a> on Syria’s Al-Kibar site both hinted at a willingness on the Israelis’ part to act preemptively to stop regional proliferators.</p>
<p>But the scale and coordination of this most recent strike go further. It sends a global message that enrichment facilities themselves, when capable of being targeted and penetrated by American GBU-57 bombs, inherently means that once you are closing in on enrichment, your facilities are fair game. This will be the truest when referring to adversaries of the US and its alliance network. It remains to be seen what would take place if an ally of the US were to proliferate nuclear weapons in this modern era without its consent.</p>
<p>This shift has profound implications for the future of proliferation. Any adversarial state aspiring to build nuclear weapons will now face a new strategic prerequisite: it must first develop the defensive capability to withstand a preemptive strike before it can even hope to proliferate successfully. That means constructing extensive, deeply buried underground facilities, tunnel networks, and hardened bunkers. They must be capable of surviving the US military’s most sophisticated bunker-busting munitions. It also means investing in robust air defenses, redundancy, deception, and a level of operational secrecy that rivals the most advanced intelligence agencies in the world.</p>
<p>Not every state can afford this. Proliferation is already an expensive and politically risky endeavor. The need to develop advanced passive defenses only compounds those challenges. Most would-be proliferators simply will not have the financial or technical wherewithal to defend their nuclear infrastructure at such a level, especially in the early, vulnerable stages of enrichment.</p>
<p>Iran, of course, will likely try again. The Islamic Republic has proven resilient, adaptive, and committed to achieving strategic parity with its adversaries. Unless it develops an indigenous system of defenses that can shield its critical infrastructure from aerial bombardment, future attempts will likely meet the same fate as the current one. Even if Iran builds bunkers and tunnel systems deep enough to shield its centrifuges, it will still face challenges of concealment, resource constraints, and foreign intelligence penetration.</p>
<p>The broader lesson here is stark; the window of opportunity for slow, open, or vulnerable proliferation may be closing. In the post Iran–strike era, nuclear aspirants will have to prepare for war before they prepare for the bomb. The cost of entry into the nuclear club has just gone up, not only in material terms but in strategic risk. Any state hoping to proliferate must now assume it will be struck before it succeeds.</p>
<p>This may serve to slow the pace of proliferation, but it could also make it more dangerous. Proliferators who internalize the lessons of the Iran strike may respond with greater urgency, opacity, and desperation. They may forgo the traditional step-by-step approach in favor of crash programs hidden deep underground or even move toward asymmetric hedging strategies that involve acquiring key technologies without crossing visible red lines. In such an environment, the risk of miscalculation on all sides grows.</p>
<p>The strike on Iran may therefore reduce the number of proliferators in the long run. But for those that do try, the game has certainly changed. As Stephen Cimbala <a href="https://globalsecurityreview.com/midnight-hammer-and-after/">recently argued</a>, the precedent set by the Midnight Hammer strike on Iran should not be viewed in isolation. It marks a return to kinetic counter-proliferation under conditions of rising global instability, where deterrence is increasingly challenged by uncertainty and misperception.</p>
<p>In parallel, Peter Huessy <a href="https://globalsecurityreview.com/restoring-deterrence/">emphasizes</a> that restoring deterrence requires more than just missile defense or military strikes; it demands clarity of will and credible commitment to prevent nuclear breakout by adversaries.</p>
<p>Together, their analyses suggest that the US-Israel strike was not just about denying Iran the bomb, but it was also about reestablishing the normative firebreak against nuclear proliferation. The broader message is unambiguous: in an era where deterrence is fraying, those who wish to proliferate must now calculate not only how to build a bomb, but also how to survive the storm that will precede it.</p>
<p>If Iran is the test case, the future of proliferation will be shaped as much by preemption as by prevention, and only those with the means to withstand a midnight hammer will have any chance at joining the nuclear club. From now on, the path to the bomb runs through the rubble of facilities like Natanz and Fordow, and only the most prepared will make it out the other side.</p>

										<content:encoded><![CDATA[<p>There are escalating tensions between India and Pakistan in the Indian Ocean region (IOR), which underscores the need for maritime confidence-building measures (CBM) and risk-reduction strategies to avoid any probability of future conflict. Power projection by the United States, China, and India is visible in the Indian Ocean region (IOR) as they seek to assert control over sea lines of communications (SLOC), navigate vital trade routes, and regulate energy transportation networks and natural resources, including fisheries, oil, and gas.</p>
<p>These states are modernizing their naval deterrence capabilities, thus weaponizing the waters of the IOR. The growing competition between US-led alliances, China and India, as well as India and Pakistan intensified, particularly with US support for India to counter China’s influence in the IOR.</p>
<p>Pakistan views these developments as a security threat, as they challenge its maritime mobility and increase the risk of entanglement between Indian and Pakistani forces at sea. The escalating tensions between India and Pakistan underscore the need for maritime confidence-building measures (CBM) and risk-reduction strategies to avoid conflict. What are the evolving dynamics between India and Pakistan in the IOR and how can maritime CBMs be realized and institutionalized to prevent prospects for any dangers?</p>
<p><strong>Maritime Entanglement in the IOR</strong></p>
<p>Maritime entanglement refers to the complex and potentially dangerous situations where naval forces from different states, often adversaries, come into proximity or engage in activities that can lead to unintended confrontations, miscalculations, or escalations. The IOR is a center point for states’ contestation where forces of India and Pakistan can interface anytime.</p>
<p>India is modernizing its naval capabilities to assert its regional dominance through advanced technologies such as <a href="https://www.thehindu.com/news/national/commissioning-of-indias-second-nuclear-submarine-ins-arighat/article68579761.ece"><em>Arihant</em>-class nuclear-powered ballistic missile submarines</a>, aircraft carriers, uncrewed systems, and sensors, thereby expanding its naval presence.</p>
<p>India has also approved the purchase of MQ-9B high-altitude, long-endurance drones, which will enhance the intelligence, surveillance, and reconnaissance (ISR) capabilities of its armed forces in the IOR.</p>
<p>India is also inclined to procure high endurance unmanned underwater vehicles (UUV) to further enhance its ISR, anti-submarine warfare (ASW), and <a href="https://forceindia.net/feature-report/mean-machines/">mine-counter measures (MCM)</a>. India is using China’s looming threat as leverage to procure <a href="https://www.ussc.edu.au/engaging-with-reality-in-the-indian-ocean">26 Rafale-M fighters to serve as the new carrier, Vikrant’s, air wing, and three additional Kalvari-class submarines</a>.</p>
<p>Pakistan, in turn, is also improving its deterrence survivability. Pakistan’s capability is mainly based on conventional platforms with heavy reliance on cruise missiles. Its sea-based force consists of nuclear-armed sea-launched cruise missiles, deployed on <em>Agosta</em>-class submarines or on-surface ships.</p>
<p>India’s acquisition of autonomous underwater vehicles (AUV) adds new complexities to Indian Ocean security. These stealthy, autonomous systems enhance India’s naval capabilities in surveillance and anti-submarine warfare and increase the risk of unintended encounters with other countries’ forces, especially Pakistan, as the autonomous nature of AUVs makes them less predictable and harder to monitor.</p>
<p>Furthermore, a cyberattack on surveillance or intelligence systems can create monitoring “blind spots,” leading to potential misinterpretations of naval activities. If one country’s radar is disabled, it might incorrectly assess the other’s movements, prompting a more aggressive stance. This risk escalates if command and control communications are also affected, as either side could misinterpret a blackout as a threat, potentially deploying additional naval assets and leading to unintended confrontations.</p>
<p>The presence of a nuclear-powered ballistic missile submarine near another state’s naval assets might be perceived as a prelude to an act of aggression, especially during times of heightened tensions. A stark example of this occurred during the <a href="https://www.deccanherald.com/opinion/post-balakot-navy-on-the-prowl-722932.html">2019 Pulwama-Balakot</a> crisis between India and Pakistan. In the milieu of the Pulwama crisis, the Indian Navy declared that its carrier battle group, including the Indian nuclear-powered ballistic missile submarine, the INS Arihant, was on a deterrence patrol, which was “<a href="https://www.jstage.jst.go.jp/article/asiajapan/4/0/4_55/_pdf">swiftly shifted from exercise to operational disposition</a>” amid the crisis.</p>
<p>After the crisis, Pakistan reportedly detected an Indian submarine, suspected of being armed with nuclear weapons, within its maritime zone. The lack of transparency surrounding nuclear-powered ballistic missile submarine movements makes it difficult for states to distinguish between routine operations and potential threats, increasing the risk of miscalculation.</p>
<p>This is particularly noteworthy in the IOR where numerous states assert their interests in strategically significant areas as well as crucial chokepoints for trade routes, namely the Strait of Hormuz and the Strait of Malacca. Thus, misinterpretation of naval maneuvers, especially involving nuclear-armed submarines, heightens the risk of maritime entanglement between India and Pakistan, which will create challenges for all the players involved and disrupt the SLOCs and transportation. These developments demand the opening of effective CBMs between India and Pakistan to prevent any risks in the maritime domain.<strong> </strong></p>
<p><strong>Proposed Confidence-Building Measures </strong></p>
<p>In the context of India and Pakistan, several CBMs are applicable. First, establishing a mutual notification and data-sharing mechanism on cybersecurity threats between India and Pakistan is essential, given the growing reliance on digital systems for naval and maritime operations. This mechanism would help reduce misunderstandings and prevent the misattribution of cyber incidents to state actors.</p>
<p>Second, an agreement on prior notifications of naval activities such as naval exercises or critical movements of submarines is needed. This will enhance transparency and trust by ensuring that routine movements, such as those involving nuclear submarines, are not misinterpreted as hostile actions.</p>
<p>Third, an agreement on managing incidents at sea can also be formalized by setting up clear protocols for their behavior during unintended or unexpected encounters at sea. This would help both countries to turn dangerous eventualities into normal situations. The two states can create standardized rules of engagement for naval forces operating nearby and develop crisis-management protocols to handle maritime incidents.</p>
<p>Fourth, another risk-reduction initiative could be a submarine rescue agreement, enabling cooperation in case of climate-prone or any natural crisis-led accidents involving rescuing crew and sunk submarines, and sheltering the survivors on board.</p>
<p>Fifth, the ballistic missile submarine (SSBN) deployment notification and safety protocol CBM proposes that India notify Pakistan, via a neutral third party or direct hotline, about routine SSBN deployments near Pakistan’s exclusive economic zone (EEZ) in the Arabian Sea. It includes communication protocols to prevent accidental encounters from escalating, with India providing limited, non-sensitive information on SSBN timing and location near shared maritime boundaries.</p>
<p>Sixth, an agreement on the non-deployment of AUVs between India and Pakistan is essential to mitigate risks associated with autonomous systems in sensitive maritime areas. Establishing no-deployment zones, particularly near nuclear sites, disputed areas, and key naval bases, would reduce the chances of misinterpretation and accidental confrontations, offering a safety buffer in shared waters.</p>
<p>Seventh, India and Pakistan could establish a code of conduct (CoC) for the Arabian Sea to manage maritime interactions, reduce confrontation risks, and promote peaceful sea use amid regional tensions. Modeled after the South China Sea CoC. This CBM would provide a framework of rules for behavior in contested areas, particularly near disputed zones like Sir Creek and along shared maritime boundaries.</p>
<p>Eighth, direct bilateral maritime cooperation and conflict resolution between India and Pakistan would ideally be the most effective approach. Given the current state of relations between the two countries, this option remains politically challenging.</p>
<p>Therefore, a more feasible path to promote bilateral trust would come through multilateral forums.
