Retired General Gericke's article is an impressively concise and pithy precis of how and why America's adversaries can (and do) consider their many low-yield nukes to be eminently useable (if not essential) battlefield weapons -- i.e., just really huge artillery rounds in a war against the US, when speed is of the essence in achieving decisive destructive/disruptive effect along with an immense shock-and-awe bonus. As the good general states in conclusion, the US and NATO and our other allies around the globe must wake up and prepare to meet this threat 1 on 1 if we are to have a hope of deterring war or prevailing in case deterrence fails. Nuclear terrorism is a separate issue he also addresses, a nuke-armed terrorist would feel no constraints to first use, so an absolute priority must be given to nuclear counterterrorism and counterproliferation!
