<p><span data-contrast="auto">The Strait of Hormuz crisis and the continuing crisis in the Bab al-Mandab Strait have </span><a href="https://www.lowyinstitute.org/the-interpreter/contributors/articles/r-n-prasher"><span data-contrast="none">shown</span></a><span data-contrast="auto"> that narrow maritime passages can and will be used as political weapons in future conflicts. The state actors in Tehran and the non-state actors in Sanaa, however, may not be the only ones that may leverage these choke points in future. For example, Oman’s ports could present an </span><a href="https://www.argusmedia.com/en/news-and-insights/latest-market-news/2798301-drone-attacks-test-oman-s-bid-as-hormuz-bypass"><span data-contrast="none">essential part</span></a><span data-contrast="auto"> of any land route alternatives like the India-Middle East-Europe Economic Corridor (IMEC) that avoid both the Gulf of Aden and the Strait of Hormuz. However, they have also faced drone </span><a href="https://koreacentre.org/2025/04/07/the-arctic-and-northern-sea-route-a-new-frontier-for-india-south-korea-cooperation/"><span data-contrast="none">attacks</span></a><span data-contrast="auto"> in the current war and will likely face political </span><a href="https://bti-project.org/en/reports/country-report/OMN"><span data-contrast="none">instabilities</span></a><span data-contrast="auto"> in future. An </span><a href="https://www.orfonline.org/research/the-andaman-and-nicobar-islands-a-fulcrum-of-india-s-pivot-to-the-east"><span data-contrast="none">alternative</span></a><span data-contrast="auto"> that has come into greater focus is the North Sea Route (NSR) or the Arctic route. Surprisingly, recent reductions in Arctic ice levels have increased the feasibility of using the NSR, now potentially facilitating the movement of goods.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Iran </span><a href="https://rsisinternational.org/journals/ijriss/articles/the-strait-of-hormuz-and-the-law-of-the-sea-the-strait-of-hormuz-between-sovereignty-diplomacy-and-international-maritime-law/"><span data-contrast="none">asserts</span></a><span data-contrast="auto"> its right to regulate shipping in the Strait of Hormuz. Under its 1993 law, innocent passage is subject to prior authorization based on Iran’s national security. The present crisis created by the Iran war has highlighted how the food security of many countries is connected to oil through fertilizer prices, which have witnessed a price surge. Before the war, around 30% of global fertilizers were </span><a href="https://www.orfonline.org/expert-speak/understanding-the-potential-of-the-northern-sea-route"><span data-contrast="none">exported</span></a><span data-contrast="auto"> by gulf countries through the Strait of Hormuz. Additionally, 20% of global liquified natural gas is used as the feedstock for making fertilizers and much traveled through the Suez Canal before the Houthis disrupted trade. While the rest of the world will </span><a href="https://www.bloomberg.com/news/articles/2026-03-03/asia-scrambles-for-oil-and-gas-alternatives-as-iran-war-drags-on"><span data-contrast="none">face</span></a><span data-contrast="auto"> higher food prices, the Gulf countries, which import up to 85% of their food, are still affected. Asian countries like China, India, Philippines, Thailand, Vietnam, and Singapore are highly dependent on oil imports from the Middle East and must now find </span><a href="https://www.consultant.ru/document/cons_doc_LAW_19643/"><span data-contrast="none">alternatives</span></a><span data-contrast="auto">. In the present crisis, increased imports from the </span><a href="https://www.consultant.ru/document/cons_doc_LAW_22916/"><span data-contrast="none">U.S.</span></a><span data-contrast="auto"> have provided relief to these countries, but the Cape of Good Hope </span><a href="https://science.nasa.gov/earth/earth-observatory/the-cape-of-good-hope-145476/"><span data-contrast="none">route</span></a><span data-contrast="auto">, needed for this transport, is time-consuming and increases costs. </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">The NSR is also not without its share of complex legal </span><a href="https://www.clustercollaboration.eu/content/china-and-russia-france-and-belgium-arctic-route"><span data-contrast="none">matters</span></a><span data-contrast="auto">. </span><span data-contrast="auto">Russia has established </span><a href="https://www.mid.ru/en/foreign_policy/aktual_nyye_voprosy_mezhdunarodnogo_prava_pozitsiya_rossii/2048391/"><span data-contrast="none">laws and codes</span></a><span data-contrast="auto"> for regulating passage through NSR. Russia </span><a href="https://usnwc.edu/_images/portals/0/NWCDepartments/Russia-Maritime-Studies-Institute/1998Law_Amendments_ENG_RUS_FINAL180d.pdf"><span data-contrast="none">classifies</span></a><span data-contrast="auto"> the NSR as its internal waters and does not recognize the international right of innocent passage through it. All ships need prior authorization while foreign warships must notify their intended passage 90 days in advance. Ships may be required to use the services of Russian icebreaker escorts and pilots. Russia justifies its claim under article </span><a href="https://www.un.org/depts/los/convention_agreements/texts/unclos/unclos_e.pdf"><span data-contrast="none">234</span></a><span data-contrast="auto"> of the United Nations Convention on the Law of the Sea (UNCLOS). Known as the “Arctic Exception,” it applies to all “Ice-covered areas.” It grants coastal states the right to enforce non-discriminatory laws in their Exclusive Economic Zones (EEZ) to prevent marine pollution in the ice-covered areas. The U.S. and other countries </span><a href="https://www.clustercollaboration.eu/content/china-and-russia-france-and-belgium-arctic-route"><span data-contrast="none">argue</span></a><span data-contrast="auto"> that UNCLOS protects innocent passage through territorial seas and hence the Russian law is contrary to the provisions of UNCLOS.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Unlike the Middle East shipping passages, however, the NSR has been in conflict and has not had any kinetic combat or active armed conflict. The free navigation </span><a href="https://www.sciencedirect.com/science/article/abs/pii/S0308597X22000677"><span data-contrast="none">operations</span></a><span data-contrast="auto"> may operate here because the U.S. may be reluctant to indulge in hostilities against and may not be </span><a href="https://www.democracylab.uwo.ca/Archives/2018_2019_research/shipping_in_the_arctic/territorial_disputes_over_the_northern_sea_route_.html"><span data-contrast="none">equipped</span></a><span data-contrast="auto"> to do so. Simultaneously, there may be U.S. interest in selling its oil to East, Southeast, and South Asia through this route. Russia may also find advantage in developing this route and is </span><a href="https://timesofindia.indiatimes.com/world/us/nuclear-powered-icebreakers-submarines-how-russia-china-aim-to-topple-us-controlled-global-trade-order/articleshow/129979658.cms"><span data-contrast="none">seeking</span></a><span data-contrast="auto"> partners to develop it. Several countries have already reached </span><a href="https://www.sciencedirect.com/science/article/pii/S2211467X23001244"><span data-contrast="none">agreements</span></a><span data-contrast="auto"> with Russia to take advantage of the NSR.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Russia is already using its Arctic coast seasonally to </span><a href="https://www.cnbc.com/2026/03/28/china-russia-arctic-polar-icebreaker-ships.html"><span data-contrast="none">deliver</span></a><span data-contrast="auto"> LNG from its Yamal project to Europe and Asia. With increasing arctic warming and higher investment in icebreakers, this may change to round-the-year operations. The present bonhomie between Putin and Xi Jinping had already led to the October 2025 </span><a href="https://asiatimes.com/author/rn-prasher/"><span data-contrast="none">Harbin agreement</span></a><span data-contrast="auto"> to make NSR a strategic Arctic trade corridor. NSR suits China for another reason. It reduces heavy Chinese </span><a href="https://moderndiplomacy.eu/2025/07/08/the-malacca-dilemma-chinas-achilles-heel/"><span data-contrast="none">dependence</span></a><span data-contrast="auto"> on transit through the Malacca Strait, where India is </span><a href="https://www.weforum.org/stories/2026/03/war-middle-east-vulnerability-global-choke-points/"><span data-contrast="none">developing</span></a><span data-contrast="auto"> an island base with potential to choke that passage.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">India is diplomatically very heavily </span><a href="https://jamestown.org/russia-and-india-formalize-arctic-partnership/"><span data-contrast="none">invested</span></a><span data-contrast="auto"> in the Middle East and has been seeking a route to Europe through </span><a href="https://www.arctictoday.com/rosatom-fosters-collaboration-with-china-on-the-northern-sea-route/"><span data-contrast="none">Iran</span></a><span data-contrast="auto"> and through </span><a href="https://www.theguardian.com/business/2026/mar/05/big-burden-for-farmers-gulf-shipping-crisis-threatens-food-price-shock"><span data-contrast="none">IMEC</span></a><span data-contrast="auto">. If India were to shift to oil and gas imports through NSR it could face strong pushback and heavy geopolitical pressure. The shift will come with another risk; the conflict zone in the Middle East will be </span><a href="https://www.orfonline.org/research/india-s-strategic-balancing-in-the-middle-east"><span data-contrast="none">swapped</span></a><span data-contrast="auto"> for the possible U.S.-Russian tensions in the narrow Bering Strait and make India dependent on a Sino-Russian architecture beyond its control. Even so, that scenario may still be a long way off. A positive aspect is India’s long-standing trade and military engagement with Russia that has proved its strength in crises. In December 2025, Russia and India signed an </span><a href="https://www.moneycontrol.com/news/business/india-likely-to-shift-focus-to-india-middle-east-europe-corridor-but-will-not-abandon-chabahar-after-us-israel-attack-on-iran-say-experts-13846774.html"><span data-contrast="none">agreement</span></a><span data-contrast="auto"> formalizing Indian military access to Russia’s Arctic naval ports. Long-term contracts for oil and gas and equity participation in the Arctic infrastructure and shipping capacity may follow.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">For India and Southeast Asian countries, the year-round availability of the NSR will increase overall energy resilience by creating an alternative route that will dampen price surges during the frequent Middle East crises. It will make it more feasible for these countries to tap into multiple oil and gas sources including Russia and the U.S. and, in addition, provide a faster sea route to Europe. There is also the feasibility of </span><a href="https://www.ifpri.org/blog/the-iran-wars-impacts-on-global-fertilizer-markets-and-food-production/"><span data-contrast="none">synergy</span></a><span data-contrast="auto"> between the energy needs of India, the ship-building capacity of South Korea, and the NSR. While the Arctic route will not be a silver bullet for Asian countries to have risk-free access to oil and gas, the shift of focus from the tropics to the North Pole shall reduce the historic leverage by the Middle East and will help keep prices and access stable even during the recurring Middle East flare-ups.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>

<p>President Donald Trump has repeatedly criticized U.S. European allies for their alleged failure to assume a larger share of the responsibility for NATO deterrence and defense. Although most U.S. angst about European burden sharing concerns preparedness for a larger conventional war on the continent, the sharing of risk with respect to nuclear escalation has received less attention. Past practice suggested that the American nuclear umbrella would suffice to deter Russian threats of nuclear escalation. On the other hand, Europe’s indigenous nuclear forces may have the potential to serve as a sufficient deterrent against Russian nuclear first use.</p>
<p><strong>French “Forwardism”</strong></p>
<p>In March 2026, French President Emmanuel Macron announced a doctrine of “forward deterrence” regarding the future of French nuclear declaratory and employment policy. His statements amounted to the most important shift in French nuclear posture in decades. The more important components of this policy change are as follows: First, France will increase the size of its nuclear deterrent force (<em>force de dissuasion</em>) for the first time since 1992. The assumption behind this move is that the current nuclear force is too small to deter aggression beyond France&#8217;s borders. Second, France would permit the temporary deployment of nuclear-armed aircraft to allied countries. However, France will not delegate nuclear employment authority to other countries. Stationing nuclear forces outside France will reinforce France’s commitment to its European partners. Third, France would work more closely with allies to develop shared understandings of the nature of the Russian threat and to coordinate on the management of escalation control in the context of a conventional war. The first stage of this collaboration <a href="https://www.atlanticcouncil.org/dispatches/what-macrons-changes-to-french-nuclear-policy-mean-for-european-security/">will include</a> visits to strategic sites and/or <a href="https://thebulletin.org/2026/03/france-has-a-new-nuclear-doctrine-of-forward-deterrence-for-europe-what-does-it-mean/">joint exercises</a> with Germany, the UK, and other NATO countries.</p>
<p><strong>Trump’s Frustrations</strong></p>
<p>The decision taken by Macron reflects a perceived need for upgrading the proficiency of France’s nuclear deterrent. It also represents a political statement about his doubts regarding the U.S. commitment to NATO. Despite improvements in European defense readiness and preparedness, President Trump has continued to disparage NATO as weak and “free riding” on the backs of the U.S. military. Trump has <a href="https://www.nytimes.com/2026/05/07/opinion/trump-europe-nato.html">announced</a> that he plans to remove 5,000 American troops from Germany and has suggested that the <a href="https://www.cnn.com/2026/04/01/middleeast/trump-nato-us-withdrawal-intl">U.S. should leave</a> the alliance despite being <a href="https://www.congress.gov/crs_external_products/R/PDF/R48868/R48868.3.pdf">prohibited by Congress</a> from unilaterally doing so.</p>
<p>There are several prompts for this continuing cold shoulder from Washington to Brussels. First, Trump is frustrated by Putin and Zelensky and their inability to negotiate a cease-fire and peace agreement between Russia and Ukraine. Second, the U.S. President launched a pre-emptive combat operation against Iran on February 28, 2026, without either consulting or informing NATO allies before the fact. Understandably, in this regard, European leaders have been hesitant to provide military support, and some <a href="https://www.newsweek.com/list-countries-denying-us-israeli-military-access-11762423">have refused to grant access to American bases or airspace</a> for Operation Epic Fury, further frustrating President Trump. Third, the stalemate in the Strait of Hormuz has disrupted global supply chains and driven up the prices of fossil fuels and fertilizer worldwide.</p>
<p><strong>European and U.S. Support for Ukraine</strong></p>
<p>Despite distractions, NATO members remain committed to supporting Ukraine as long as needed. An agreement allows U.S. allies in Europe to buy weapons from the U.S. and pass them to Ukraine. The U.S. <a href="https://www.war.gov/News/News-Stories/Article/Article/4474675/war-departments-15-trillion-budget-proposal-includes-sizable-nuclear-triad-inve/">continues to upgrade</a> its nuclear deterrent, especially the strategic nuclear triad, with a <a href="https://www.israeldefense.co.il/en/node/68837">$71.4 billion FY27 plan</a> for next-generation intercontinental ballistic missiles, ballistic missile submarines, strategic bombers with new Long Range Stand-Off (LRSO) missiles, and improved nuclear command and control.</p>
<p>It is doubtful that France&#8217;s nuclear force, which includes several hundred warheads with delivery systems such as submarine-launched ballistic missiles and both land- and sea-based aircraft, can replace the U.S. nuclear extended deterrent – nor was it meant to. Instead, France’s independent nuclear deterrence, designed to defend its own interests and sovereignty, along with the United Kingdom’s small ballistic missile submarine force, offers a minimal deterrent against nuclear threats from Russia at a level below strategic nuclear weapons.</p>
<p>Since the beginning of Russia’s war against Ukraine, Russian President Vladimir Putin has repeatedly reminded international audiences that Russia, under certain conditions of adversity in conventional war, might resort to nuclear first use of non-strategic or theater nuclear weapons (NSNW). These weapons, having shorter ranges and lower yields than strategic weapons, can be launched from land, sea, and airborne platforms and could number as many as 2,000 in Russia’s <a href="https://thebulletin.org/premium/2026-05/russian-nuclear-weapons-2026/">available inventory</a>. In comparison, the U.S. deploys some 200 available NSNWs at several NATO bases.</p>
<p><strong>U.S. Nuclear War Planning and NATO</strong></p>
<p>This disparity in the number of NSNWs is not as alarming as it might seem because the nature of U.S. nuclear war planning has changed since the Cold War. Current U.S. operational plans include the full spectrum of nuclear and conventional kinetic and non-kinetic capabilities within one comprehensive plan. U.S. nuclear forces are expected to provide options for graduated escalation and flexible response. Toward that end, U.S. bomber deployments and military exercises provide additional support to U.S. European Command, bolstering NATO deterrence. In addition to the increased bomber presence, the Trump administration wants to add the flexibility of the nuclear sea-launched cruise missile (SLCM-N) for the deployment of weapons with variable yields. The purpose of SLCM-N is to deter limited nuclear use by adversaries and to provide reassurance to U.S. European and Asian allies.</p>
<p>France recognizes that deterrence is not only about the size of military forces, including nuclear arms, despite Macron’s plan to <a href="https://www.nytimes.com/2026/03/02/world/europe/france-nuclear-arsenal-macron.html">increase the number of French nuclear weapons</a>. It also depends on perceived resolve among allies and potential adversaries. In Macron’s view, Russia should not expect that democratic Europe can be intimidated by threats of limited nuclear war because (in Russia’s mind) that threat is more realistic compared to strategic nuclear war. Nor should Russia expect that French support for NATO excludes the possibility of deploying French nuclear-capable launchers outside French national territory. French training exercises with NATO countries closer to Russia’s border will help send that message.</p>
<p><strong>Conclusion</strong></p>
<p>A more forward-leaning French military doctrine does not mean abandoning France’s commitment to European security. Nor does it replace the U.S. nuclear deterrent. Macron recognizes that, in defense matters, truth counts more than words: the United States cannot completely detach itself from NATO, nor can NATO sever its ties with America. NATO without the U.S. invites nuclear coercion upon Western Europe, while the U.S. without NATO risks political and military isolation instead of credible deterrence. The American and European pillars of NATO, as the French might say, are &#8220;condemned to succeed” together.</p>

This is not a diplomatic setback; it is the transition from a fragile de-escalation phase into a more volatile period defined by coercive pressure, military signaling, and elevated risk of miscalculation. This risk is driven by the threat Iran continues to pose to freedom of navigation in the Strait of Hormuz and by its remaining ballistic capabilities, which allow it to erratically target neighboring Arab states and regional U.S. allies.</p>
<p>Furthermore, the announcement of a U.S.-led maritime <a href="https://gulfnews.com/world/mena/us-blockade-iran-threatens-gulf-shutdown-ceasefire-on-brink-despite-trumps-war-nearly-over-claim-1.500508304">blockade</a> over Iranian ports fundamentally alters the operational and strategic landscape aimed at confining the Iranian threat. The U.S. continues to frame its demands around three pillars: curtailment of Iran’s nuclear development program, limitations on ballistic missile capabilities development, and the rollback of Iran’s regional proxy networks. Iran, on the opposite side, views these elements as essential to regime survival and sovereign deterrence. Accordingly, this is not a negotiation gap; it is a strategic contradiction.</p>
<p>Iran’s nuclear posture has evolved from a bargaining chip into a core pillar of the Iran’s Islamic Revolutionary Guard Corps’ (IRGC) and the regime’s survival. Any perceived concession risks undermining internal legitimacy and external deterrence credibility. Accordingly, ongoing diplomatic negotiations are performative rather than transformative, thus aimed at managing escalation rather than resolving underlying disputes. Additionally, the U.S. decision to impose a maritime blockade represents a calibrated escalation designed to exert economic and psychological pressure without the need to immediately resort back to kinetic operations. However, the strategic implications are profound.</p>
<p>Iran’s economy relies mainly on maritime oil exports. A blockade directly targets this vulnerability, threatening <a href="https://www.youtube.com/watch?v=sAXGoXDQ19Q">revenue</a> streams, which then impacts the domestic stability, in addition to regional influence operations funded through such revenues. From Tehran’s perspective, failure to respond would signal weakness not only to the U.S. but also to its network of non-state groups across the region. This creates a classic escalation dilemma for Iran. On one hand, not responding risks strategic erosion of the IRGC and the current regime’s image. On the other hand, the response risks triggering military confrontation, which Iran cannot withstand. In such conditions, even any Iranian action such as harassment of commercial shipping, or proxy attacks carry a high probability of escalation.</p>
<p>Another key driver for the escalation is the pre-positioned military capabilities. Unlike previous crises, the current environment is characterized by pre-positioned military assets and operational readiness on both sides. U.S. naval, air, and ground forces in the Middle East are already <a href="https://www.aljazeera.com/news/2026/4/15/us-sending-10000-more-troops-to-middle-east-despite-iran-ceasefire">configured</a> for rapid response operations, while Iran’s IRGC maintains asymmetric capabilities are carefully tailored for maritime disruption, drone attacks, ballistic missile launches, and regional proxy warfare.</p>
<p><strong>Regional Spillover Risks</strong></p>
<p>The Strait of Hormuz remains the most critical geographic variable in this confrontational equation given that one-fifth of global oil trade passes through this narrow waterway. Iran has long signaled its capability and strategic <a href="https://www.lemonde.fr/en/international/article/2026/04/16/military-advisor-to-iran-s-supreme-leader-threatens-to-sink-us-ships-in-the-strait-of-hormuz_6752475_4.html">intent</a> to disrupt traffic through asymmetric means, including naval mines, drones, and anti-ship missiles. Even limited interference could generate outsized economic and political effects, particularly for energy-dependent economies. All that said, the Houthis in Yemen remain on <a href="https://globalsecurityreview.com/red-sea-uncertainty-a-2026-forecast-for-the-houthis-actions/">standby</a> mode to disrupt the maritime flow via resumption of attacks on vessels passing via Bab-el Mandeb to and from the Red Sea.</p>
<p>Iran’s strategic depth lies not in conventional military parity but in its network of regional proxies. Groups aligned with Tehran, including those in Iraq, Syria, Lebanon, and Yemen, provide Iran with operational flexibility. Given Israel’s successful campaign in Lebanon against Hezbollah as well as the Iran-backed Iraqi militias preoccupied with the deterrence posed by the U.S. forces, the <a href="https://globalsecurityreview.com/red-sea-uncertainty-a-2026-forecast-for-the-houthis-actions/">Houthis</a> in Yemen remain the final card for Tehran. Intensified maritime threats from Houthi forces in the Red Sea are likely to <a href="https://www.militarytimes.com/news/pentagon-congress/2026/04/14/amid-focus-on-strait-of-hormuz-experts-sound-warning-on-yemens-houthis-and-red-sea/">reemerge</a> at any moment. This allows Iran to impose costs on U.S. and allied interests without triggering immediate large-scale retaliation. However, the cumulative effect of a multi-chokepoint pressure strategy could compel a broader and internationally supported response.</p>
<p><strong>Strategic Calculus: War vs. Controlled Escalation</strong></p>
<p>Some believe that neither the U.S. nor Iran appears to seek full-scale war given that the costs (military, economic, and political) would be immense and unpredictable. For the U.S., a major conflict with Iran would disrupt global energy markets, divert resources from strategic competition with China, and risk regional destabilization affecting key allies in the Gulf Corporation Council (GCC). For Iran, a continuation of a direct war would expose critical infrastructure to sustained strikes and threaten regime survivability.</p>
<p>The most probable scenario over the next 2–3 weeks is a phase of controlled escalation characterized by maritime harassment incidents in the Gulf, limited proxy attacks, and intensified rhetoric and signaling. This scenario allows both sides to demonstrate resolve while avoiding irreversible steps toward war. However, it is susceptible to disruption by unforeseen incidents at any moment.</p>
<p>An increasingly possible scenario would be one that involves targeted military actions, such as U.S. strikes on IRGC assets or critical infrastructure vs. Iranian retaliatory indiscriminate strikes on U.S. regional allies. Such exchanges would likely be calibrated to avoid full-scale war but could easily escalate if casualties or strategic assets are impacted.</p>
<p>Lastly, a less likely but still possible scenario is the return to productive negotiations, driven by economic pressures including oil market volatility, as well as diplomatic intervention by third parties, including the Gulf states, China, or European actors.</p>
<p>The highest-impact and most consequential scenarios involve a rapid escalation into full-scale conflict, potentially triggered by Iran’s full refusal to give up on its nuclear program or ballistic missile development program. Other triggers for a full-scale conflict would include any major incident in the Strait of Hormuz, high-casualty attacks on U.S. forces, or a direct confrontation between U.S. and Iranian military assets. Such a conflict would likely expand beyond bilateral engagement, drawing in regional actors and severely disrupting global economic systems.</p>
<p><strong>Key Indicators to Watch</strong></p>
<p>Several indicators are going to be crucial in assessing the trajectory of the ongoing conflict. This includes maritime activity where increased Iranian harassment of shipping continues to take place. Proxy operations are also a critical indicator where the frequency and intensity of proxy attacks, and the Red Sea specifically start to rise. Finally, force posture changes remain one of the key indicators, as they are mostly based on advanced intelligence assessments, which are not available to the public or markets. That said, deployment of additional U.S. and allied assets to the region remains the clearest indicator of how the situation will move forward and provides early signs of shifts from controlled escalation to broader conflict.</p>
<p>For defense strategists, the imperative is clear: preparing for escalation, planning for contingencies across multiple theaters, and achieving consensus that in the current environment, the most dangerous outcomes are not those that are intended but those unintended.</p>

<p>Amid U.S. involvement in a war against Iran, President Donald J. Trump has decided to double down on previous public expressions of disregard and distrust toward NATO. President Trump has threatened to withdraw the United States from NATO several times since his reelection. His repeated jibes at the alliance have raised concern among European defense experts and government officials. Former U.S. Ambassador to NATO Ivo Daalder recently noted that “It’s hard to see how any European country will now be able and willing to trust the United States to come to its defense.” And French President Macron <a href="https://www.euronews.com/2026/04/02/trump-undermining-nato-by-creating-doubt-about-us-commitment-macron-says">indicated on April 2nd</a> that, in his view, U.S. President Trump was undermining NATO through his repeated threats to withdraw from the alliance. Raising new fears of American abandonment on the part of European leaders, Trump, in various interviews and social media posts within a few days, said that the United States “will remember” France’s refusal to assist in the war against Iran; that <a href="https://www.cnbc.com/2026/04/01/trump-says-hes-considering-pulling-us-out-of-paper-tiger-nato.html?msockid=1510934c8249606b0f658525835f61ab">NATO was a “paper tiger”</a>; and that “Putin knows that, too, by the way.”</p>
<p>The most recent Presidential broadsides against NATO reflected Trump’s frustration with European allies who chose not to involve themselves in the war against Iran and/or denied their political and military support for the actions taken under Operation EPIC FURY—an effort that Secretary of War, Hegseth <a href="https://www.war.gov/Spotlights/Operation-Epic-Fury/">describes as</a> “laser-focused [to] destroy Iranian offensive missiles, destroy Iranian missile production, destroy their navy and other security infrastructure – and they will never have nuclear weapons.&#8221; But this hesitancy among European allies should not have surprised U.S. leadership. Neither NATO as an alliance nor individual European governments were consulted before the decision to go to war, nor were they fully informed until the operation was already in progress. Further to the issue of NATO support, Trump’s address to the nation on April 1st simply assumed that the United States would wind up its military operations within several weeks and would turn the problem of unblocking shipping in the Strait of Hormuz over to European countries and others. In addition, Western European governments have strong public support for putting distance between themselves and the war in Iran. Popular majorities in every country oppose the U.S. and Israeli campaign, and European opposition to the war is enhanced by Trump’s personal unpopularity on that side of the Atlantic.</p>
<p>An additional element in the split between Trump and NATO was the Russian interpretation of its implications for the war in Ukraine, and more broadly, for Russia’s national security strategy writ large. Prolonged U.S. commitment to war in the Middle East could deplete the availability of military assets that would otherwise be available to sustain Ukrainian forces in their fight against Russia. The global spike in gas and oil prices was an obvious boon to the Russian economy and, from the standpoint of Ukrainian President Volodymyr Zelensky, an unwelcome distraction for European leaders from the priority of supporting Ukraine. Russia also took advantage of Epic Fury to reinforce its support for Iran by providing targeting information for Iranian missile attacks against Israel and other regional states. Russia and Iran had already been sharing technology and knowledge with respect to drone warfare even prior to the launch of military operations against Tehran.</p>
<p>To some extent, the volatility in the Trump administration’s approach to NATO reflected the President’s frustration at his inability to broker a peace agreement between Ukraine and Russia. Vladimir Putin viewed Russia’s war as existential and refused to acknowledge that there was any distinction between Ukrainian and Russian civilizations, let alone sovereignties. The Ukrainians responded in kind, resisting Russia’s invasion and occupation of Ukrainian territory with creative use of drone technology and edgy defensive strategizing that put at risk a variety of targets in Russian territory, including bomber bases and critical infrastructure. Worse for Putin, his invasion in 2022, preceded by Russia’s annexation of Crimea in 2014, refocused NATO on its primary mission of deterrence and defense in Europe as opposed to “out of the area” operations such as Iraq and Afghanistan. Even the formerly Cold War neutral states, Sweden and Finland, were added to NATO’s membership because of Russia’s attempted coup de main against Kiev that turned into the longest and most destructive war in Europe since World War II. Caught in a trap of his own making, Putin continued to pour troops and material into the battlefields of Donbas and elsewhere in eastern Ukraine to support a more favorable negotiating position, should productive negotiations ever materialize.</p>
<p>Given Trump’s propensity for rearranging the deck chairs on foreign policy via Truth Social memoranda, it is conceivable that he will tone down the anti–NATO rhetoric once he has decided on a strategy for winding down the U.S. military campaign in Iran. The process of deconflicting the Strait of Hormuz will likely involve participation from European nations and other countries. Almost nobody benefits from continued bottlenecks in global shipping of oil and other vital commodities. Regardless of the outcome in Iran, the United States needs NATO, and NATO needs the United States. Without the U.S. as the indispensable leading partner, NATO Europe has insufficient nuclear or conventional deterrence against further Russian aggression. This assertion implies no disregard for the steps that the U.S. European allies have already taken since 2022 to improve the quality of their armed forces and military–industrial complexes. It is instead a recognition that the unique American nuclear deterrent and conventional war-fighting capabilities, supported by European determination to resist further Russian aggression, create a global as well as a regional deterrent for Russia and its partners (The CRINKs – China, Russia, Iran, and North Korea) that benefits not only NATO but also world peace. On the other hand, a divided and internally fractious NATO invites further aggression within and beyond Europe.</p>

										<content:encoded><![CDATA[<p>On Saturday, the 14th of March 2026, President Donald Trump <a href="https://thehill.com/homenews/administration/5784610-trump-truthsocial-iran-war/">stated</a> that the United States had destroyed ‘100% of Iran’s military capability’. If there is one thing that the war in Ukraine has taught, it is that when properly motivated, a state can scale its wartime arms production with serious speed. President Trump may have dealt a series of painful blows to Iran’s toolkit, but it will not take much for the regime to sustain a war effort or continue to choke world trade.</p>
<p>In 2022, when Russia first invaded Ukraine, it did not domestically produce any Geran-2 (Shahed-136) drones. They initially purchased a small quantity (<a href="https://c4ads.org/wp-content/uploads/2025/05/SaharaThunder-FinalLayout.pdf">up to around 6000</a>) from Iran and quickly set their sights on building manufacturing plants. By 2023 they had the Alabuga drone factory where they were able to produce around <a href="https://kyivindependent.com/russia-ramps-up-production-of-shahed-drones-decoys-at-tatarstan-plant-cnn-reports/?utm_source=chatgpt.com">200 Geran-2 drones per month</a>. In 2024, they saw a major increase in production and by December of that year it was reported that they were able to produce <a href="https://en.defence-ua.com/news/serial_numbers_of_shaheds_have_reached_nearly_12000_about_10000_produced_in_russia_over_the_year-12959.html?utm_source=chatgpt.com">up to 2000 Geran-2 drones per month</a>. By May of last year, Russia’s production capacity was up to around <a href="https://english.nv.ua/russian-war/russia-produces-2-500-shahed-drones-each-month-hur-50520725.html">2700 Geran-2 drones and another 2500 ‘simulator’ drones</a> used to overwhelm air defenses in a single month (according to Ukrainian intelligence), and production is likely to increase further.</p>
<p>Mass production of these drones has changed what it means to be ‘war ready.’ A massive reduction in Iran’s arsenal of missiles, air capabilities, and ground capabilities would weaken the regime but Trump’s pronouncement should not convince anyone they are no longer a threat. If Iran follows Russia’s blueprint, even heavy losses today are unlikely to prevent them from sustaining a long campaign of drone attacks tomorrow.</p>
<p>Besides, Iran’s strategy is to delay. They retain the ability to threaten American bases in the Gulf, as well as Gulf allies, with their current stockpile of drones and missiles. From almost anywhere in Southern or Central Iran they can launch a Shahed which could reach the Strait of Hormuz, meaning that even if missile and naval drone production slows, they will continue to threaten global trade flows, should the status quo continue.</p>
<p>Russia’s continuation of the war against Ukraine should have shown to the United States what modern war looks like, and how a state can remain a threat at a low cost. Iran is more than capable of continuing this conflict, and their recent statements reaffirming their lack of interest in diplomacy a makes that clear.</p>
<p>Iran’s current stockpile of Shahed-136 drones has not been made public. Before the war started, estimates indicated it could be up to around 80,000 drones. Considering Russia’s demonstrated ability to create and grow a drone industry whilst at war, there is no reason Iran’s drone industry will not grow similarly. Between 2023 and 2025 Russia’s Geran-2 drone production grew by 1250%. Iran will not require this level of growth and is in a better placed position to start having produced a significant quantity of these drones.</p>
<p>The significance of this threat lies in the unique importance of the Strait of Hormuz to the global economy. A sizable portion (<a href="https://www.weforum.org/stories/2026/03/where-in-the-world-does-our-oil-come-from/#:~:text=Around%20a%20quarter%20of%20the,it%20a%20key%20geopolitical%20chokepoint.">around 25%</a>) of the world’s oil supply passes through the Strait, so even limited disruptions can have huge consequences for energy prices. Crucially, Iran does not need to secure a complete shutdown of the Strait to achieve its aims, as even the threat of attacking merchant ships drives insurance premiums and forces ships to reroute. By demonstrating that the Strait can be reached, Iran has created an atmosphere of uncertainty and can maintain this very atmosphere without their arsenal of long-range missiles by building Shahed-136 drones. In this instance, drones are not strictly a military asset, but a way of exerting economic pressure on adversaries.</p>
<p>Securing the Strait of Hormuz to a point of trade continuation will prove to be almost impossible without either a negotiated settlement or a complete capitulation from the Iranian regime. If during this conflict Iran retains even a small portion of their current Shahed-136 stockpile, or the ability to manufacture them, then ships passing through the Strait cannot be guaranteed safe travel.</p>
<p>In short, claims that the Iranian threat has been significantly reduced are short sighted and ignore many of their existing capabilities. Their existing missile stockpile, combined with their production capacity, means that even heavy strikes will not eliminate their ability to project their power across the region. Just as Russia’s war in Ukraine has demonstrated, modern warfare requires cheap and easily mass-produced systems and Iran is very well positioned to meet these requirements. Until a diplomatic solution is reached, or the Iranian regime is somehow forced to end their war efforts, the threat to world trade and to the world energy market will persist.</p>

<p>After successful US regime-change operations in Venezuela, Washington is aiming for similar endeavor again, this time in Middle East against Iran. Mass mobilization of US military assets—most notably the deployment of naval armada in the Arabia Sea, the forward deployment of Patriot air-defense system and THAAD missile defense systems, and the sudden evacuation of non-essential personnel from regional military bases, were among advanced preparatory measures by Washington for kinetic action against Iran. Amid heightening tension, few incidents preceded US military actions. Iran <a href="https://wfin.com/fox-world-news/iran-seizes-oil-tankers-threatens-massacre-in-strait-of-hormuz-hours-before-us-talks/">seized two foreign oil-tankers</a> allegedly smuggling oil and had <a href="https://www.cbsnews.com/news/us-tanker-stena-imperative-approached-iran-gunboats-strait-of-hormuz/#:~:text=Dubai%20%E2%80%94%20British%20maritime%20security%20firm,CENTCOM%20spokesman%20Capt.">attempted to approach</a> US flagged tankers. And a US Navy F-35C shot down a <a href="https://www.forbes.com/sites/petersuciu/2026/02/05/the-abraham-lincoln-carrier-strike-group-is-operating-near-iran/">Shahed-139 MALE UAV</a> in the Arabian Sea.</p>
<p>Amid growing tensions, <a href="../../01_Drafts/bloomberg.com/news/articles/2026-02-06/tankers-speed-through-hormuz-chokepoint-on-rising-iran-tensions#:~:text=Takeaways%20by%20Bloomberg%20AI,long%20and%20cumbersome%20to%20maneuver.">hurried</a> to leave the Persian Gulf. The US Department of Transportation Maritime Administration <a href="https://www.maritime.dot.gov/msci/2026-001-persian-gulf-strait-hormuz-and-gulf-oman-iranian-illegal-boarding-detention-seizure">issued guidelines</a> to US flagged commercial ships to keep distance from Iran’s territorial waters and reject Iranian forces permission to board ship.</p>
<p>It is apparent that Trump Administration does not want a prolonged war, rather a quick precise and decisive operation to facilitate regime change. The US Navy was expected to take the lead using carrier-based airpower and cruise-missile strikes from guided missile destroyers (DDGs) and nuclear guided missile attack submarines (SSGNs), followed by bombardment by US Air Force bombers flying from US mainland or from Diego Garcia.</p>
<p>But unlike the Venezuela operation, which was conducted in American backyard, Washington has limited territorial room available for military action against Tehran given limited territorial support by Gulf nations. Therefore, it is likely kinetic operations will be highly dependent on naval forces.</p>
<p>This makes complete sense. At sea, the US enjoys overwhelming technological superiority. The US Navy has an estimated <a href="https://www.youtube.com/watch?v=1xowraSeCkY">nine warships in the region</a>. Three Independence class Littoral Combat Ships (LCS) stationed in the Persian Gulf but of limited value as these vessels have little  offensive capability.</p>
<p>The Most prominent formation is the Carrier Battle Group led by the nuclear-powered aircraft carrier <a href="https://www.forbes.com/sites/petersuciu/2026/02/05/the-abraham-lincoln-carrier-strike-group-is-operating-near-iran/">USS Abraham Lincoln</a> (CVN-72), with embarked <a href="https://www.seaforces.org/usnair/CVW/Carrier-Air-Wing-9.htm">Carrier Air-Wing Nine</a> (CVW-9). CVW-9 boasts F-35C Lightening-II stealth fighters, F/A-18 E/F Super Hornets attack aircraft, E/A-18G “Growler” electronic warfare jets, E-2D “Hawkeye” Airborne Early Warning Aircraft and MH-60R Sea Hawk Anti-Submarine Warfare helicopters. The Lincoln is accompanied by three Aegis-equipped Arleigh Burke class DDGs &#8211; each armed with Tomahawk cruise missiles for offensive missions and an arsenal of air-defense missiles for multi-layer defense.</p>
<p>Two additional Arleigh Burke class DDGs are deployed in Strait of Hormuz. Besides surface combatants, an unknown number of Ohio class SSGNs –equipped with a formidable payload of <a href="https://www.csp.navy.mil/SUBPAC-Commands/Submarines/Guided-Missile-Submarines/">154 land attack Tomahawk cruise missiles</a> – are also patrolling in the area.</p>
<p>In theory, this naval armada is an instrument of coercion at sea, capable of projecting power against Iran and establishing local sea-control in the Arabian Sea. The employment of force through the maritime domain against various types of targets including: military targets like air-defense systems, nuclear enrichment facilities, and missile sites; high visibility targets like economic infrastructure; and high value targets like Iran’s political leadership itself, complicate Iran’s defensive measures as US Navy can launch from multiple vectors and over vast oceanic distances.</p>
<p>Any Iranian retaliation will mirror this logic. In a low-level response, Tehran has in the past attempted assertive signaling in the maritime domain, i.e., harassing merchant shipping and <a href="https://www.aljazeera.com/news/liveblog/2026/1/31/live-iran-announces-live-fire-naval-drills-near-us-warships-amid-tensions">conducting naval exercises</a> with Russian and Chinese partners.</p>
<p>A mid-level escalation includes counterstrikes on military assets of US and its allies in the Gulf. Facing an existential threat Iran is attempting maritime escalation, such as closing the Strait of Hormuz. Such a move represents a strategic gamble with global consequences and risks overwhelming US retaliation.</p>
<p>Iran, for its part, understands this asymmetry well. Iranian Navy, with obsolete surface and sub-surface fleet, stands no chance against US Navy in a traditional conflict. However, Iran has structured its naval strategy on sea denial rather than sea control. Iranian Revolutionary Guard Corps Navy (IRGC-N) operates hundreds of fast-attack crafts (FACs) equipped with missiles and rockets for saturated strikes against surface vessels. In addition, hundreds of coastal missiles and suicide drones have been dispersed and concealed along the Iranian coast.</p>
<p>Additionally, Iran has commissioned rudimentary specialized vessels, like <a href="https://en.wikipedia.org/wiki/IRIS_Shahid_Bagheri"><em>Shahid Bagheri</em></a>, <a href="https://en.wikipedia.org/wiki/IRIS_Shahid_Roudaki"><em>Shahid Roudaki</em></a> and <a href="https://en.wikipedia.org/wiki/IRIS_Shahid_Mahdavi"><em>Shahid Mahdavi</em></a>, which have the capability to launch swarms of drones and containerized missiles at floating targets. Together, these assets manifest Iran’s <a href="https://www.frstrategie.org/en/publications/notes/irgc-navy-s-long-term-strategy-asymmetrical-warfare-2024">asymmetrical warfare strategy</a> in the maritime domain through which it seeks to overcome US defenses through overwhelming numbers.</p>
<p>Geography facilitates Iran’s strategy. The Strait of Hormuz remains Tehran’s most potent political leverage. At its narrowest point between the Omani Musandam Peninsula and Iran, merely <a href="https://www.reuters.com/world/middle-east/what-is-strait-hormuz-why-is-it-so-important-oil-2026-01-23/">33 kms wide</a> with the shipping lane just 3 kms wide in either direction. Iran’s ability to block this channel using coastal missile batteries, FACs, naval mines, midget submarines, and unmanned systems provide its greatest capability to counter any major aggression.</p>
<p>The US understands this very well. Therefore, instead of venturing in close waters, the US Navy is likely to operate mostly outside the Persian Gulf while relying on Over-The-Horizon (OTH) precision strikes using distance as a buffer.</p>
<p>A blockade of Strait of Hormuz, by Iran will have immediate ramifications at the global scale. Oil tankers carry more than <a href="https://www.strausscenter.org/strait-of-hormuz-about-the-strait/">17 million barrels of oil</a> each day through this strait which accounts for approximately 20% of global net oil consumption.  Saudi Arabia and UAE have alterative pipelines operational which can transit about <a href="https://www.eia.gov/todayinenergy/detail.php?id=65504">2.6 million barrels per day</a>. However, compared to the net volume passing through Start of Hormuz, these pipelines can carry 15.29% at maximum capacity and cannot overcome the economic spillover of any disruption at the Strait of Hormuz.</p>
<p>Yet, for Iran this leverage of Strait of Hormuz is fragile and unsustainable in longer run. Israel’s comprehensive air-campaign against Iranian high value assets and subsequent <a href="https://www.bbc.com/news/articles/cvg9r4q99g4o">Operations Epic Fury and Midnight Hammer</a> have already exposed major capability voids in Iranian air-defense capability. The Iranian Air Force is obsolete, and its air-defense systems – including domestic as well as Russian and Chinese systems – are mediocre at best.</p>
<p>Against a well-coordinated multi-domain offense, Iran lacks a credible and workable retaliatory option at its disposal. Yes, a large stockpile of short-range ballistic missiles and drones pose a threat, but again, Israel’s precise targeting of Iran’s ballistic missile launchers during Iran-Israel conflict indicates that US can also undertake a similar campaign at a much greater scale employing far more robust options.</p>
<p>But the central question remains: what is Washington’s endgame with Iran? Can limited air strikes realistically cripple the Iranian political regime or permanently degrade its nuclear ambitions, or are they more likely to reinforce the regime’s ideological narrative and deepen Tehran’s perceived necessity for a nuclear deterrent? There are no clear answers.</p>

										<content:encoded><![CDATA[<p>American military strikes against Iran’s nuclear enrichment facilities on June 22 present a tableau of military-operational excellence that surprised Iran and much of the international community. The joint operation featured the most extensive use of the B2 Spirit bombers in any single operation. Seven bombers attacked Iranian targets at Fordow and Natanz with highly accurate GBU-57 Massive Ordnance Penetrator (MOP) bombs.</p>
<p>An American submarine also fired thirty Tomahawk Land Attack Missiles (TLAM) against surface infrastructure targets at Isfahan. As Chairman of the Joint Chiefs of Staff General Dan Caine described it, the entire operation was a complex timed maneuver requiring exact synchronization across multiple platforms in a narrow piece of airspace.</p>
<p>American deception tactics contributed to surprise as neither Iraqi fighters nor their surface-to-air missile defenses attempted to interdict the American bombers and their supporting fighter aircraft, all of which returned safely.</p>
<p>According to General Caine, Operation Midnight Hammer involved more than 125 aircraft, including the seven B2 stealth bombers, numerous fourth- and fifth-generation fighters, and dozens of refueling tankers. Some 75 precision-guided munitions were used in Midnight Hammer, including fourteen GBU-57 MOPs, which were used for the first time in combat.</p>
<p>The operational excellence of Midnight Hammer doubtless constituted a setback to Iran’s nuclear enrichment programs, although exactly how much of a setback remains to be determined.  Battle damage assessment is dependent on overhead photography unless and until further information is obtained from intelligence sources near or at the affected sites.</p>
<p>There also remained unsettled issues relative to American and allied strategy going forward. The Trump administration’s declaratory policy wants to draw a line between going to war with Iran, on one hand, and neutralizing its nuclear capabilities and potential, on the other.  This is a fine line to draw and Iran response, and follow-on condemnations, suggest they see the American position as a distinction without a difference.</p>
<p>Ater the strikes, President Trump indicated that Iran should come to the diplomatic table and negotiate the status of its nuclear future. Iran rejected further negotiations. This left the American and Israeli defense communities to await whatever diplomatic or military response the Iranians offered, including possible military attacks against American forces deployed in the Middle East.</p>
<p>Based on experience, Iran would likely respond with continuing missile strikes against Israel and asymmetrical warfare against the United States. With regard to the latter, Iran’s options included: (1) disrupting the flow of maritime traffic in the Strait of Hormuz; (2) committing cyberattacks against American military or societal targets; (3) committing missile or insurgent attacks against American military personnel in Iraq or elsewhere in the region; (4) supporting protest demonstrations or terrorism in the American homeland, perhaps making use of prepositioned cells made up of illegal aliens; and/or (5) encouraging Iranian proxies in Gaza, Lebanon, and Yemen to further harass American, Israeli, and allied interests.</p>
<p>Thus far, Iran limited its response to employing a small number of missiles against Al Udeid Air Base in Qatar, even giving the Americans advance warning of the strike. For the Trump administration, this is the best possible outcome. Already, imagery intelligence suggests Iran is digging out its capabilities at Fordow and Esfahan. What the future may hold is uncertain. Whether Iran is simply buying time and learning lessons for future success or whether the regime truly desires peace is up in the air.</p>
<p>Future options for Iran have their positives and negatives. Disruptions in the Strait of Hormuz would harm Iran’s own economy, which needs the infusion of cash from oil sales to China.</p>
<p>Cyberattacks are a low-risk, low-cost option that may appeal to Iran in the near term, but they present a more serious potential threat to civilian targets compared to more heavily defended military ones. They will also draw severe reprisals from very competent American and Israeli cyber forces.</p>
<p>Additional attacks against American military personnel and facilities in Iraq are an option, as are missile or unconventional warfare against other regional states hosting American military bases. However, this path was not successful the first time.</p>
<p>Support for antiwar demonstrations or outright terrorism in the American homeland, including “lone wolf” terrorists recruited online, are still a possibility. New stories of Iranian illegal aliens arrested by Immigration and Customs Enforcement are almost a daily occurrence.</p>
<p>As for Iranian proxies, Hamas and Hezbollah are on the ropes, momentarily, due to prior engagements with Israel, but the Houthis declared their intention to plus-up their disruptions of commerce in the Red Sea in the wake of Midnight Hammer. Whether this is possible is yet to be seen.</p>
<p>With respect to Iran’s future nuclear options and American responses, they may proceed in one of three ways: (1) a continuing “whack-a-mole” competition in which Iran continues surreptitious enrichment and the US and Israel continue to monitor its progress and, if necessary, repeat Midnight Hammer, or worse; (2) Iran undergoes a change of regime due to domestic opposition, leaving uncertain for a time exactly who is in charge and who controls the supplies of enriched uranium and nuclear infrastructure, never mind the armed forces and security police; or (3) Iran agrees to negotiate with the US and representatives of the international community another deal to limit its stockpiles of fissile material and its levels of enrichment.</p>
<p>These are possible options, but by no means the only options. Iran may pursue an unexpected path in an effort to outthink the United States and Israel. Whatever the future holds, President Trump and Israeli Prime Minister Benjamin Netanyahu must keep a close eye on a regime that is built on destroying both countries. Hope is critical to human perseverance, but it is not a strategy.</p>

										<content:encoded><![CDATA[<p>The geographical position and long-standing ambitions for regional influence are long-time influences of Iran’s geostrategic thinking. As a state that controls a critical part of the Strait of Hormuz, a key global oil shipping passage, Iran’s focus is on securing dominance in the Gulf. However, Iran’s aspirations extend far beyond this region. The regime developed a broader strategy to assert power across the Middle East, utilizing a complex network of alliances and proxy forces to influence regional dynamics along with a specific focus on the eastern Mediterranean as well as the southern Red Sea.</p>
<p>The core of Iran’s strategy is its desire to build two major corridors of influence. The first stretches west to the Mediterranean via Iraq, Syria, and Lebanon, where Iran’s alliance with Hezbollah plays a central role. This “Shia Crescent” provides Tehran with a direct line of influence and military capability near Israel’s borders.</p>
<p>The second strategic corridor runs through Yemen to the southern Red Sea, where Iran’s support for the Houthi rebels positions it to disrupt maritime traffic and challenge Saudi Arabia’s influence in the region. Both corridors are critical to Iran’s broader objective of positioning itself as a dominant power in the region, capable of challenging Israel, the Kingdom of Saudi Arabia (KSA), and Western interests.</p>
<p>In the current conflict with Israel, both the West Bank, bordering Jordan, and Gaza, bordering Egypt, serve as crucial strategic pressure points for Israel. Iran views Gaza as a key element in its wider strategy to surround Israel with hostile forces. Although Iran does not directly control the armed Palestinian groups in Gaza, their shared objectives make them natural allies.</p>
<p>This presents Iran with the opportunity to capitalize on such a situation and continue to provide support to groups like Hamas, despite their current ineffectiveness and only increasing the likelihood of a wider-scale war in the region. For years, Egypt, with an emphasis on regional stability and peace, indirectly managed Gaza’s political agenda. However, in recent years, Hamas increasingly aligned itself with Iran, a country primarily focused on regional destabilization and triggering armed confrontations.</p>
<p>Iran’s increased backing for Hamas in Gaza in recent years reflects a comprehensive strategy aimed at surrounding Israel from multiple fronts. Hezbollah, supported by Iran, projects influence from both Lebanon and Syria. Iran’s engagement in Yemen strategically places it adjacent the Red Sea, positioning Iran as a potential threat to international maritime routes as well as to most of the nations in Yemen’s vicinity.</p>
<p>Gaza, situated along Israel’s southwestern border, forms a crucial point in this intricate web of tension. While Egypt exercises stringent oversight of its border with Gaza and consistently opposes Iranian influence, Tehran’s backing of Palestinian groups aligns with its overarching strategy to apply pressure on Israel from multiple fronts. However, the relationship between Egypt and Iran is strained—since the 1970s—particularly given the enduring peace treaty between Egypt and Israel.</p>
<p>The current conflict between Israel and Palestinian factions illustrates a significant shift in the behavior of non-state armed groups. In Syria, various rebel factions fought against the government, which is supported by Iran, but often harboured animosity toward one another, as their objectives and alliances are/were not unified. By contrast, in the context of the Israeli-Palestinian conflict, the non-state actors—Hamas, Islamic Jihad, and other factions—share a common enemy (Israel) and a broadly unified goal: weakening of Israeli military and political control.</p>
<p>This alignment of interests made Iran’s role in supporting these groups more influential and effective, even if Tehran does not have direct command over them. However, the regional threat posed by this situation stems from Iran’s lack of genuine concern for the Palestinian cause and its failure to support the Palestinians in achieving a peaceful resolution with Israel, including the two-state solution that most Western and Arab nations proposed over the past decades. This further supports the claim that Iran’s main objective is to disseminate its ideology and expand its regional power through persistent destabilization tactics.</p>
<p>While the current Palestinian factions in Gaza and the West Bank share common goals with Iran, they were neither previously nor currently formal proxies to it, unlike Hezbollah in Lebanon or the Houthis in Yemen. However, Iran’s ability to support and influence these groups through financial and military aid allows it to project power in the region indirectly. For Iran, Gaza serves as a crucial point in its strategy of regional influence, even though the Palestinian factions maintain their independence from direct Iranian control.</p>
<p>Egypt, on the other hand, is a strategically more complicated case for Iran given the fact that Cairo has always perceived any Iranian presence near its borders as a direct threat to its national security. This has led to a long-standing Egyptian policy of limiting Iranian influence in Gaza and rejecting any Iranian foothold in its immediate vicinity.</p>
<p>However, Iran has sought to circumvent this by expanding its influence in Libya and Sudan. By supporting and arming militias and armed groups present in Egypt’s neighbouring countries, Iran would ultimately aim to surround Egypt with allies or proxies, potentially allowing it to exert pressure on Cairo from multiple fronts. This strategy could eventually create openings for Iran to influence Egypt’s policies regarding Gaza and its relations with Israel.</p>
<p>Despite that Iran’s regional ambitions have always been clear to Egypt, the unprecedented level of war risk presented to the Middle East region further presents Egypt with increasing challenges concerning Iran’s regionally backed groups.</p>
<p>Iran’s possible sway in Libya and Sudan places Tehran in a strategic position to constrict Egypt from the west and south, resulting in a geopolitical pressure point. Nevertheless, the circumstances in Sudan demand greater attention. While Egypt and Iran back the Sudanese Armed Forces (SAF), Iran’s unrestrained backing of the SAF presents a potential risk to Egypt, as it may result in a rise in Iranian influence and connections within Sudan, ultimately advancing Tehran’s objectives.</p>
<p>The recent attacks by Yemen’s Houthis in the Red Sea have profoundly affected Egypt’s revenue from the Suez Canal over the past 10 months, presenting an ongoing danger to global shipping routes that traverse the Bab al-Mandeb Strait followed by the Red Sea then the Suez Canal. Consequently, Tehran has the potential to exert greater control or cause disturbances in maritime traffic through this vital passage, particularly during periods of increased tension, due to Iran’s expanding presence in Sudan, which is also situated close to the southern gateway of the Red Sea.</p>
<p>In parallel, Iran has pursued diplomatic engagement with Egypt, recognizing the potential benefits of normalized relations. Iran’s foreign minister recently <a href="https://www.ft.com/content/f6ffa8c9-229a-4d9a-a54b-52397edac8ab">visited</a> Egypt to discuss Gaza-related regional tensions. Tehran apparently hopes to use soft power tools to build ties with Egypt.</p>
<p>A clear goal for Iran would be to create a network of influence with Egypt that complements its broader regional strategy in the Middle East. Should Iran succeed in building a stronger relationship with Egypt, it would be better positioned to influence events in Gaza, Libya, and Sudan, further consolidating its regional presence.</p>
<p>In contrast, Iran’s prospects of success in Jordan appears to be more limited. The Jordanian government’s strong ties with the United States and its historical enmity with Iran make Amman a more difficult target for Iranian influence. However, Iran may still view the sizable Palestinian population in Jordan as a potential pressure point.</p>
<p>By appealing to Palestinian nationalist sentiments and leveraging its support for Palestinian groups in Gaza and the West Bank, Iran could attempt to destabilize Jordan or at least pressure its government into altering its policies regarding Israel and the Palestinians. While this is a more challenging front for Iran, it remains a part of its broader geostrategic calculus.</p>
<p>Iran’s regional strategy capitalizes on building and supporting a complex web of alliances, proxy forces, non-state actors, and soft power tools, all aimed at expanding its influence and challenging its adversaries. Through direct military backing for entities such as Hezbollah and the Houthis, as well as indirect sway over Palestinian groups and diplomatic interactions with regional players like Egypt and the KSA, Iran persistently seeks to establish itself as a pivotal force in the geopolitics of the Middle East, while simultaneously exacerbating regional tensions and engaging in destabilizing activities.</p>

										<content:encoded><![CDATA[<p>There are escalating tensions between India and Pakistan in the Indian Ocean region (IOR), which underscores the need for maritime confidence-building measures (CBM) and risk-reduction strategies to avoid any probability of future conflict. Power projection by the United States, China, and India is visible in the Indian Ocean region (IOR) as they seek to assert control over sea lines of communications (SLOC), navigate vital trade routes, and regulate energy transportation networks and natural resources, including fisheries, oil, and gas.</p>
<p>These states are modernizing their naval deterrence capabilities, thus weaponizing the waters of the IOR. The growing competition between US-led alliances, China and India, as well as India and Pakistan intensified, particularly with US support for India to counter China’s influence in the IOR.</p>
<p>Pakistan views these developments as a security threat, as they challenge its maritime mobility and increase the risk of entanglement between Indian and Pakistani forces at sea. The escalating tensions between India and Pakistan underscore the need for maritime confidence-building measures (CBM) and risk-reduction strategies to avoid conflict. What are the evolving dynamics between India and Pakistan in the IOR and how can maritime CBMs be realized and institutionalized to prevent prospects for any dangers?</p>
<p><strong>Maritime Entanglement in the IOR</strong></p>
<p>Maritime entanglement refers to the complex and potentially dangerous situations where naval forces from different states, often adversaries, come into proximity or engage in activities that can lead to unintended confrontations, miscalculations, or escalations. The IOR is a center point for states’ contestation where forces of India and Pakistan can interface anytime.</p>
<p>India is modernizing its naval capabilities to assert its regional dominance through advanced technologies such as <a href="https://www.thehindu.com/news/national/commissioning-of-indias-second-nuclear-submarine-ins-arighat/article68579761.ece"><em>Arihant</em>-class nuclear-powered ballistic missile submarines</a>, aircraft carriers, uncrewed systems, and sensors, thereby expanding its naval presence.</p>
<p>India has also approved the purchase of MQ-9B high-altitude, long-endurance drones, which will enhance the intelligence, surveillance, and reconnaissance (ISR) capabilities of its armed forces in the IOR.</p>
<p>India is also inclined to procure high endurance unmanned underwater vehicles (UUV) to further enhance its ISR, anti-submarine warfare (ASW), and <a href="https://forceindia.net/feature-report/mean-machines/">mine-counter measures (MCM)</a>. India is using China’s looming threat as leverage to procure <a href="https://www.ussc.edu.au/engaging-with-reality-in-the-indian-ocean">26 Rafale-M fighters to serve as the new carrier, Vikrant’s, air wing, and three additional Kalvari-class submarines</a>.</p>
<p>Pakistan, in turn, is also improving its deterrence survivability. Pakistan’s capability is mainly based on conventional platforms with heavy reliance on cruise missiles. Its sea-based force consists of nuclear-armed sea-launched cruise missiles, deployed on <em>Agosta</em>-class submarines or on-surface ships.</p>
<p>India’s acquisition of autonomous underwater vehicles (AUV) adds new complexities to Indian Ocean security. These stealthy, autonomous systems enhance India’s naval capabilities in surveillance and anti-submarine warfare and increase the risk of unintended encounters with other countries’ forces, especially Pakistan, as the autonomous nature of AUVs makes them less predictable and harder to monitor.</p>
<p>Furthermore, a cyberattack on surveillance or intelligence systems can create monitoring “blind spots,” leading to potential misinterpretations of naval activities. If one country’s radar is disabled, it might incorrectly assess the other’s movements, prompting a more aggressive stance. This risk escalates if command and control communications are also affected, as either side could misinterpret a blackout as a threat, potentially deploying additional naval assets and leading to unintended confrontations.</p>
<p>The presence of a nuclear-powered ballistic missile submarine near another state’s naval assets might be perceived as a prelude to an act of aggression, especially during times of heightened tensions. A stark example of this occurred during the <a href="https://www.deccanherald.com/opinion/post-balakot-navy-on-the-prowl-722932.html">2019 Pulwama-Balakot</a> crisis between India and Pakistan. In the milieu of the Pulwama crisis, the Indian Navy declared that its carrier battle group, including the Indian nuclear-powered ballistic missile submarine, the INS Arihant, was on a deterrence patrol, which was “<a href="https://www.jstage.jst.go.jp/article/asiajapan/4/0/4_55/_pdf">swiftly shifted from exercise to operational disposition</a>” amid the crisis.</p>
<p>After the crisis, Pakistan reportedly detected an Indian submarine, suspected of being armed with nuclear weapons, within its maritime zone. The lack of transparency surrounding nuclear-powered ballistic missile submarine movements makes it difficult for states to distinguish between routine operations and potential threats, increasing the risk of miscalculation.</p>
<p>This is particularly noteworthy in the IOR where numerous states assert their interests in strategically significant areas as well as crucial chokepoints for trade routes, namely the Strait of Hormuz and the Strait of Malacca. Thus, misinterpretation of naval maneuvers, especially involving nuclear-armed submarines, heightens the risk of maritime entanglement between India and Pakistan, which will create challenges for all the players involved and disrupt the SLOCs and transportation. These developments demand the opening of effective CBMs between India and Pakistan to prevent any risks in the maritime domain.<strong> </strong></p>
<p><strong>Proposed Confidence-Building Measures </strong></p>
<p>In the context of India and Pakistan, several CBMs are applicable. First, establishing a mutual notification and data-sharing mechanism on cybersecurity threats between India and Pakistan is essential, given the growing reliance on digital systems for naval and maritime operations. This mechanism would help reduce misunderstandings and prevent the misattribution of cyber incidents to state actors.</p>
<p>Second, an agreement on prior notifications of naval activities such as naval exercises or critical movements of submarines is needed. This will enhance transparency and trust by ensuring that routine movements, such as those involving nuclear submarines, are not misinterpreted as hostile actions.</p>
<p>Third, an agreement on managing incidents at sea can also be formalized by setting up clear protocols for their behavior during unintended or unexpected encounters at sea. This would help both countries to turn dangerous eventualities into normal situations. The two states can create standardized rules of engagement for naval forces operating nearby and develop crisis-management protocols to handle maritime incidents.</p>
<p>Fourth, another risk-reduction initiative could be a submarine rescue agreement, enabling cooperation in case of climate-prone or any natural crisis-led accidents involving rescuing crew and sunk submarines, and sheltering the survivors on board.</p>
<p>Fifth, the ballistic missile submarine (SSBN) deployment notification and safety protocol CBM proposes that India notify Pakistan, via a neutral third party or direct hotline, about routine SSBN deployments near Pakistan’s exclusive economic zone (EEZ) in the Arabian Sea. It includes communication protocols to prevent accidental encounters from escalating, with India providing limited, non-sensitive information on SSBN timing and location near shared maritime boundaries.</p>
<p>Sixth, an agreement on the non-deployment of AUVs between India and Pakistan is essential to mitigate risks associated with autonomous systems in sensitive maritime areas. Establishing no-deployment zones, particularly near nuclear sites, disputed areas, and key naval bases, would reduce the chances of misinterpretation and accidental confrontations, offering a safety buffer in shared waters.</p>
<p>Seventh, India and Pakistan could establish a code of conduct (CoC) for the Arabian Sea to manage maritime interactions, reduce confrontation risks, and promote peaceful sea use amid regional tensions. Modeled after the South China Sea CoC. This CBM would provide a framework of rules for behavior in contested areas, particularly near disputed zones like Sir Creek and along shared maritime boundaries.</p>
<p>Eighth, direct bilateral maritime cooperation and conflict resolution between India and Pakistan would ideally be the most effective approach. Given the current state of relations between the two countries, this option remains politically challenging.</p>
<p>Therefore, a more feasible path to promote bilateral trust would come through multilateral forums. For example, the Indian Ocean Rim Association can be a valuable avenue to which both nations are already members. This forum provides a platform for indirect cooperation on shared maritime issues such as security, trade, and disaster-related risk management.</p>
<p>Expanding their collaboration within this multilateral forum, particularly on non-sensitive issues like anti-piracy efforts and environmental protection, could help build trust between them. As multilateral engagement deepens, it could serve as a steppingstone toward more focused and issue-specific dialogues between India and Pakistan at a bilateral level.</p>
<p>Implementation of the above agreements would provide a structured approach to promote a more secure and stable maritime environment in the IOR preventing miscommunication or misunderstandings and ensuring safety during maritime operations, contributing to greater stability in the IOR.</p>
