										<content:encoded><![CDATA[<p>On June 22, the United States <a href="https://www.nytimes.com/live/2025/06/21/world/iran-israel-trump">struck</a> multiple Iranian nuclear sites, marking a tipping point in its deterrence of the Islamic Republic’s nuclear ambitions. It was no longer enough to institute unilateral or multilateral sanctions against the regime, carry out strikes against its proxies, or support Israel’s own military action; direct American military power was needed against Iran itself. After all, Iran was <a href="https://www.timesofisrael.com/mossad-says-iran-15-days-from-bomb-us-agencies-still-say-up-to-a-year-report/">dangerously close</a> to producing a nuclear weapon.</p>
<p>The near completion of Iran’s nuclear weapon brings to mind another rogue state’s activities. In 2006, after years of global efforts aimed at preventing the Kim regime from obtaining nuclear weapons, North Korea (DPRK) conducted its first nuclear test. Today, the DPRK has an <a href="https://www.armscontrol.org/factsheets/arms-control-and-proliferation-profile-north-korea">estimated</a> 50 nuclear weapons and fissile material for 6 or 7 more.</p>
<p>An in-depth comparison of US engagement with Iran and the DPRK’s nuclear programs requires a much longer paper. However, a brief comparative analysis of American deterrence of these adversaries is possible. Applying national interests, objectives, and activities, a methodology employed by decision analysis experts yields interesting results.</p>
<p>Globally, the United States has an enduring interest in safeguarding its national security and sovereignty. Underneath this enduring interest, it has a core objective of defending allies and partners, including through credible deterrence (e.g., preventing conventional and/or nuclear attacks on allies and partners by the DPRK, China, Russia, and Iran). Other <a href="https://www.mei.edu/publications/us-policy-middle-east-second-quarter-2025-report-card">major American objectives</a> include <a href="https://nationalinterest.org/feature/the-five-keys-of-donald-trumps-grand-strategy">safeguarding</a> the free flow of commerce, countering <a href="https://www.dni.gov/files/ODNI/documents/assessments/ATA-2025-Unclassified-Report.pdf">transnational threats</a>, preventing <a href="https://armedservices.house.gov/uploadedfiles/indopacom_posture_statement_2025.pdf">regional domination or aggression</a>, and <a href="https://breakingdefense.com/2025/08/trump-wants-to-stop-nuclear-proliferation-stratcom-could-play-a-major-role/">advancing nonproliferation</a>.</p>
<p>The United States advances deterrence through a range of activities, including the presence of its own military assets and security cooperation with allies and partners. In the Indo-Pacific, this includes mutual defense treaties with Australia, the Philippines; South Korea, and Japan (the latter two of which are explicitly covered by the US nuclear umbrella); <a href="https://www.taipeitimes.com/News/front/archives/2025/05/31/2003837800#:~:text=The%20US%20plans%20to%20ramp%20up%20weapons%20sales,two%20US%20officials%20said%20on%20condition%20of%20anonymity.">arms</a> sales to Taiwan; and <a href="https://www.army.mil/article/286395/exercise_talisman_sabre_2025_to_showcase_us_australia_alliance">military exercises</a> with allies.</p>
<p>More recently, the Trump administration emphasized <a href="https://uscnpm.org/2025/06/24/the-trump-administrations-indo-pacific-strategy/">increased allied defense spending</a> to support “burden-sharing.” Given the limitations of the American industrial base, this is necessary even as the US <a href="https://www.koreatimes.co.kr/foreignaffairs/20250131/hegseth-reaffirms-strong-alliance-with-s-korea-during-1st-phone-talks-with-seouls-defense-chief">maintains</a> efforts to prevent Chinese and North Korean aggression.</p>
<p>Deterrence against North Korea is successful insofar as it keeps the North from invading the South or launching nuclear strikes on US Indo-Pacific allies. However, this deterrence is increasingly complicated by Chinese and Russian <a href="https://www.fpri.org/article/2025/03/russia-china-north-korea-relations-obstacles-to-a-trilateral-axis/">protection</a> of the DPRK through mutual defense treaties.</p>
<p>This lends greater urgency to the American call for allies to increase defense spending, as there is a real risk of <a href="https://www.atlanticcouncil.org/in-depth-research-reports/report/the-united-states-and-its-allies-must-be-ready-to-deter-a-two-front-war-and-nuclear-attacks-in-east-asia/">simultaneous conflict</a> with China and North Korea, a scenario requiring substantial military assets in the region. Fulfilling the objective of regional deterrence also requires containing aggression from adversaries and bolstering security cooperation with allies and partners.</p>
<p>The United States supports deterrence in the Middle East by deploying its military forces and cooperating with allies and partners. However, regional deterrence, which <a href="https://cgsr.llnl.gov/sites/cgsr/files/2025-05/Extended%20Deterrence%20in%20a%20Multipolar-Nuclear-World-Workshop-Summary.pdf">does not</a> formally extend the US nuclear umbrella to regional allies and partners (including Israel), often manifests as kinetic operations against adversaries, whether through security assistance or direct attacks. Thus, in the Middle East, deterrence also means advancing the goals of counter proliferation and degrading terror groups who threaten allies.</p>
<p>Unlike in the Indo-Pacific, where the United States <a href="https://www.war.gov/News/News-Stories/Article/Article/4202504/hegseth-outlines-us-vision-for-indo-pacific-addresses-china-threat/">prefers</a> to contain aggression and expansion from nuclear-armed adversaries without firing a shot, in the Middle East, it will <a href="https://instituteofgeoeconomics.org/en/research/2025040904/">employ</a> kinetic means to fulfill its objectives. For decades, the United States deterred Iran through sanctions, negotiations, and the threat of military action. It was when President Trump believed Iran’s uranium enrichment program was “<a href="https://www.politifact.com/article/2025/jun/23/Tulsi-Gabbard-Iran-nuclear-weapon-Donald-Trump/">at its highest levels and…unprecedented for a state without nuclear weapons</a>” that the US conducted kinetic attack.</p>
<p>The deep rifts in Middle East politics complicates the activities needed to maintain deterrence in the region. Prospects for security cooperation between Israel and the Gulf states, for example, are <a href="https://theconversation.com/israeli-strike-in-doha-crosses-a-new-line-from-which-relations-with-gulf-may-not-recover-264954">challenging</a> given the history of the Arab-Israeli conflict, including Israel’s recent strike against Hamas in Qatar.</p>
<p>Deterrence must also account for energy security concerns, given that US attempts to contain a nuclear-armed Iran may lead the regime to weaponize its <a href="https://www.atlanticcouncil.org/blogs/new-atlanticist/four-questions-and-expert-answers-about-irans-threats-to-close-the-strait-of-hormuz/">control</a> over the Straits of Hormuz. It is also <a href="https://www.cfr.org/article/assessing-effect-us-strikes-iran">unclear</a> how far back American strikes set Iran’s nuclear program. If Iran’s proxy network <a href="https://www.fdd.org/analysis/2025/06/28/iran-is-severely-weakened-but-remains-a-regional-threat/">persists</a>, they can also commit further violence against the United States, its allies, and partners through attacks on military, commercial, and civilian targets.</p>
<p>None of these challenges are simple. In the coming years American deterrence guarantees to allies and partners may look very different as the nation <a href="https://www.fdd.org/analysis/policy_briefs/2025/02/14/stark-strategic-realities-hegseth-tells-nato-u-s-must-prioritize-pacific-deterrence/">shifts focus</a> to the homeland and the Indo-Pacific. It remains to be seen how this imperative is realized in the forthcoming <em>National Defense Strategy</em>. Some critics <a href="https://breakingdefense.com/2025/09/analysts-await-forthcoming-nds-to-clear-up-defense-policy-contradictions/">note</a> that, in practice, the United States remains heavily focused on the Middle East and Europe. Much of the ability to deter Iran and North Korea will be determined by these larger strategic shifts.</p>
<p>As American decision-makers face questions about effectively deploying American power across the globe, analyzing national interests, objectives, and activities can provide a helpful framework. Assessing the requirements needed to advance larger regional goals brings trade-offs into focus, better preparing the American warfighter for multiple threat scenarios. In short, this approach can yield meaningful results for those in the decision-making chair at critical moments when faced with complex problems, including maintaining credible deterrence.</p>

										<content:encoded><![CDATA[<p>“You can always count on Americans to do the right thing,” Churchill is credited with saying, “after they’ve tried everything else.” It seems that wry observation may now apply to President Donald Trump’s Ukraine policy. Though nothing is certain with the mercurial Trump, there are indications that he is finally ready to do something close to the right thing vis-à-vis Ukraine.</p>
<p>Consider his transformation since February’s Oval Office <a href="https://foreignpolicy.com/2025/02/28/trump-zelensky-meeting-transcript-full-text-video-oval-office/">meeting</a> with Ukrainian President Volodymyr Zelensky. Trump and Vice President JD Vance chastised Zelensky for being “disrespectful,” admonished Zelensky’s efforts to rally international support as “propaganda,” suggested it was Zelensky’s responsibility “to end the destruction of your country,” and described Zelensky as “buried.” Six months later, <a href="https://www.polskieradio.pl/395/9766/Artykul/3567457,analysis-good-vibes-at-the-white-house%C2%A0relief-in%C2%A0kyiv%C2%A0after-trumpzelensky-summit">Trump</a> is <a href="https://abcnews.go.com/International/russia-hits-ukraine-drones-kyiv-celebrates-independence-day/story?id=124929154">praising</a> Ukraine’s “unbreakable spirit,” supports its “future as an independent nation,” and appears to realize that Zelensky is not to blame for Vladimir Putin’s war. It is clear that Putin is not entranced by “the art of the deal,” and that America must play a role in securing any postwar peace. The outlines of that peace are starting to come into focus.</p>
<p><strong>Lurching</strong></p>
<p>In early 2025, French military commanders floated the <a href="https://www.yahoo.com/news/emmanuel-macron-urges-europe-not-141359392.html">possibility</a> of forming a “coalition of the willing” to send troops to Ukraine. Other North Atlantic Treaty Organization (NATO) <a href="https://uk.news.yahoo.com/latvia-leader-backs-nato-troop-205919633.html?guccounter=1&amp;guce_referrer=aHR0cHM6Ly93d3cuZ29vZ2xlLmNvbS8&amp;guce_referrer_sig=AQAAAInVdVB8_YxoFQ9km98l6BfTsBZn1e09m2QboeYUi2F35C82B7CuqxgYtUqjzHPP_oIUVVIC80qz0ADGC8oY1U6M_vchiNUidg7VVAW8UVJm6amw_UmhRh2217Livzi7nyJoRGRO7soVlIyfRgwVw0_nCQiLZtP_c5RvCXqe3USK">members</a> expressed <a href="https://apnews.com/article/poland-nato-russia-france-abd144aee256a72388c196dae8acaf7f">support</a> for the idea. By summer, <a href="https://united24media.com/latest-news/10-nations-poised-to-deploy-forces-to-ukraine-in-security-pact-bloomberg-reports-10902">10 European nations</a> offered to contribute troops to a <a href="https://www.theguardian.com/world/2025/feb/19/britain-and-france-working-on-plans-for-reassurance-force-to-protect-ukraine">30,000-man</a> “reassurance force” in postwar Ukraine. However, the Europeans emphasized they would need the US to provide “backstop” <a href="https://www.reuters.com/world/europe/uks-starmer-says-only-us-backstop-can-secure-lasting-ukraine-peace-2025-02-26/">capabilities</a>.</p>
<p>That was a nonstarter for Trump—at least until the hastily-arranged summit that brought the leaders of Britain, France, Italy, Germany, Finland, Ukraine, NATO, and the EU to the White House on August 18. Whether they came out of panic over the <a href="https://www.project-syndicate.org/onpoint/trump-s-botched-ukrainian-peace">unsettling</a> Trump-Putin Alaska meeting or in solidarity with Zelensky, or both, the result of the White House summit was positive.</p>
<p>For example, while Trump <a href="https://www.twz.com/air/no-u-s-peacekeeping-forces-on-the-ground-in-ukraine-air-support-possible-trump">emphasized</a> that he would not deploy American ground forces and explained that “European nations are going to take a lot of the burden,” he added, “We’re going to help them&#8230;we’ll be involved” in any peacekeeping mission.</p>
<p>Toward that end, he <a href="https://www.wsj.com/world/ukraine-us-security-guarantees-b87d2091?mod=mhp">ordered</a> Chairman of the Joint Chiefs of Staff General Dan Caine to work with allied militaries on the specifics of a European-led peacekeeping force. Perhaps with the US shouldering <a href="https://www.reuters.com/world/europe/us-nato-planners-start-craft-ukraine-security-guarantee-options-2025-08-19/">command-and-control responsibilities</a>; <a href="https://thehill.com/policy/international/5459890-trump-air-support-ukraine/">offering</a> American airpower and other enabling capabilities; and signaling <a href="https://www.politico.com/news/2025/08/13/trump-european-leaders-security-ukraine-00508598">support</a> for a <a href="https://www.wsj.com/world/europe/trump-tells-europeans-he-is-open-to-u-s-security-guarantees-in-ukraine-347892f6?mod=breakingnews">security guarantee</a> for postwar Ukraine, peace may prevail. Predictably, administration officials then <a href="https://www.politico.com/news/2025/08/20/pentagon-minimal-security-guarantees-ukraine-00516856">hedged</a> on Trump’s promise to support the postwar peacekeeping mission in Ukraine—prompting a NATO diplomat to conclude, “The US is not fully committed to anything.”</p>
<p>What Trump’s transatlantic counterparts and those of us who are critical of Trump’s policies need to keep in mind is that this lurching, two-steps-forward-one-step-back approach to Ukraine’s security is better than what Ukraine endured between January and July. There was the Oval Office <a href="https://www.politico.com/news/2025/02/28/trump-vance-zelenskyy-oval-office-exchange-00206727">meeting</a>, the <a href="https://www.cnn.com/2025/03/03/politics/trump-administration-ukraine-aid">suspension</a> of military aid and <a href="https://apnews.com/article/ukraine-russia-putin-trump-cia-zelenskyy-5eb2c8025f6bb4b616c86e1fe89bba0f">intelligence-sharing</a>, the <a href="https://www.telegraph.co.uk/business/2025/02/17/revealed-trump-confidential-plan-ukraine-stranglehold/">mineral deal</a>, the moral <a href="https://thehill.com/homenews/administration/5141716-trump-ukraine-war-negotiations/amp/">relativism</a>, outright moral <a href="https://www.nbcnews.com/news/amp/rcna192710">inversion</a>, and the inexplicable <a href="https://www.politico.eu/article/donald-trump-vladimir-putin-volodymyr-zelenskyy-united-states-russia-policy/">deference</a> to Putin. Trump now appears to be moving in the right direction.</p>
<p><strong>Lessons</strong></p>
<p>Zelensky made clear that Ukraine cannot sign a peace deal without concrete security guarantees—given Putin’s brazen violation of the <a href="https://treaties.un.org/doc/Publication/UNTS/Volume%203007/Part/volume-3007-I-52241.pdf">Budapest Memorandum</a> in 2014 and 2022. Eleven years of occupation and war have taught Ukrainians that words are not enough to ensure their security. A genuine security guarantee, bolstered by multinational peacekeepers and sustained military aid, is what Ukraine needs going forward—not to roll back Putin’s army to pre-2014 borders, but to deter it from another landgrab. The rest of Europe needs this too. A strong, stable, secure Ukraine will only enhance NATO’s ability to deter Moscow.</p>
<p>Such a guarantee will not be embodied by Ukraine’s accession to NATO—at least <a href="https://www.bbc.com/news/articles/cm21j1ve817o">not anytime soon</a>—but instead will be a thatch of <a href="https://carnegieendowment.org/research/2024/07/getting-ukraines-security-agreements-right?lang=en">bilateral commitments</a> from individual NATO members and partners. “A group of now 30 countries, including Japan and Australia, are working on this concept of security guarantees,” NATO Secretary General Mark Rutte recently revealed.</p>
<p>To be sure, an American contingent on the ground in postwar Ukraine—working alongside partners that collaborated in other warzones under acronyms such as <a href="https://mfo.org/about-us">MFO</a>, <a href="https://www.nato.int/cps/en/natohq/news_125737.htm">IFOR</a>, <a href="https://www.nato.int/sfor/docu/d981116a.htm">SFOR</a>, <a href="https://jfcnaples.nato.int/kfor">KFOR</a>, and <a href="https://www.nato.int/cps/en/natohq/topics_69366.htm">ISAF</a>—would be preferable to what Trump is offering.</p>
<p>After all, American boots on the ground send an unmistakable message to aggressor nations. However, given where Trump was in February, it is important to look at the bright side; rather than taking an ambivalent or even antagonistic position towards Ukraine, Trump appears willing to support America’s closest allies as they secure a postwar peace. The Ukrainian people can then harden their territory against another Russian invasion. There are also two important historical realities.</p>
<p>First, American airpower has a proven track record of making a positive impact on the ground—whether in humanitarian, peacekeeping, deterrent, or combat-support missions. Consider the Berlin Airlift, which sustained a besieged city for 15 months and dealt Stalin a humbling blow. Operations Northern Watch and Southern Watch, which protected Iraqi civilians from Saddam Hussein’s vengeance for 12 years and allowed Iraq’s Kurds to build an all-but-sovereign state is another. Operations Deliberate Force and Allied Force, which, in coordination with partners on the ground, brought Serb paramilitaries to heel in Bosnia, pushed Serb regulars out of Kosovo, and hastened the end of Slobodan Milosevic’s genocidal rule. The toppling of the Taliban after 9/11, which saw the US use airpower as a force-multiplier for indigenous fighters on the ground is but one more example. Finally, Operation Inherent Resolve leveraged airpower to assist ground units in rolling back ISIS in Iraq and Syria.</p>
<p>Of course, no one wants American warplanes directly engaging the Russian military. But it pays to recall that it is already happening on a routine basis—near <a href="https://abcnews.go.com/International/us-fighters-intercept-russian-aircraft-off-alaska-time/story?id=124943654">Alaskan</a> <a href="https://abcnews.go.com/International/us-fighters-intercept-russian-aircraft-off-alaska-time/story?id=124943654">airspace</a>, over the <a href="https://ac.nato.int/archive/2022/nato-fighters-intercept-russian-aircraft-over-the-baltic-sea-and-in-the-high-north-">Baltic Sea</a>, across <a href="https://www.newsweek.com/us-news-jets-intercept-russia-military-plane-carl-vinson-sea-japan-2051209">Pacific Ocean</a>, and in the <a href="https://apnews.com/article/syria-russia-us-aircraft-intercept-unsafe-3a88593f3e051286424b2262d18a22af">Middle East</a>. Moreover, given recent encounters between American and Russian <a href="https://thewarhorse.org/special-forces-soldiers-reveal-first-details-of-battle-with-russian-mercenaries-in-syria/">forces</a>—and American and Russian <a href="https://www.newsweek.com/us-air-weapons-show-dominance-israels-strike-iran-2085074">hardware</a>—it seems unlikely Putin’s high command will want to challenge American airpower along or above a future Ukraine-Russia DMZ.</p>
<p>That brings to light a second set of historical lessons. Neither lingering territorial disputes nor simmering hostilities are dealbreakers when it comes to providing security guarantees to allies and partners in the crosshairs. Consider post–World War II Germany. After a period of disarmament and occupation, the country’s western half was rearmed and invited into NATO as a full member, despite massive Soviet bloc armies ringing West Berlin and despite West Germany facing an overwhelming military disadvantage across a heavily armed border.</p>
<p>In fact, the US did not formally recognize the post–World War II <a href="https://history.state.gov/milestones/1969-1976/helsinki">territorial-political settlement</a> in Germany or across Europe until <a href="https://www.britannica.com/event/Helsinki-Accords">1975</a>. The people of West Germany never abandoned their hopes for German reunification. Those hopes were not realized until 1990.</p>
<p>Next, consider post–World War II Japan. The Red Army seized Japanese islands at the end of the war. To this day, Tokyo <a href="https://www.mofa.go.jp/region/europe/russia/territory/overview.html">does not recognize</a> Russian control over those islands. Despite this territorial dispute, the United States guaranteed Japan’s security in <a href="https://avalon.law.yale.edu/20th_century/japan001.asp">1951</a> and entered into a full-fledged mutual-defense treaty in <a href="https://www.mofa.go.jp/region/europe/russia/territory/overview.html">1960</a>. That treaty is still in force today.</p>
<p>Last, consider the Korean Peninsula. Despite territorial disagreements; despite the absence of a peace treaty; and despite, or perhaps because of, the threat posed by a massive hostile army north of the 38th Parallel, the US provided open-ended security guarantees to South Korea in the autumn of <a href="https://avalon.law.yale.edu/20th_century/kor001.asp">1953</a>. Those security guarantees are still in force. The people of South Korea still look forward to unification of the two Koreas under the banner of freedom. South Korea even has a <a href="https://www.korea.net/Government/Administration/Cabinet">cabinet-level</a> government <a href="https://unikorea.go.kr/eng_unikorea/about/ministers/minister/biography/">ministry</a> focused on unification.</p>
<p><strong>Predator</strong></p>
<p>In none of these examples did the US or its allies agree to the permanent ceding of territory. Rather, they recognized the difficulty of liberating occupied territory and they envisioned the future prospect of the return of that territory. That is how Ukraine and its partners should view the imperfect peace that will emerge in the coming months—a peace that will leave some of Ukraine’s territory under Putin’s control.</p>
<p>It is also worth emphasizing that a European-led, US-supported peacekeeping force in Ukraine is necessary given Putin’s policies and plans: Moscow occupies swaths of Georgia, Moldova, and Ukraine; threatens <a href="https://notesfrompoland.com/2023/07/21/poland-must-be-reminded-its-western-territories-were-gift-from-stalin-says-putin/">Poland</a>; is conducting a campaign of <a href="https://www.iiss.org/research-paper/2025/08/the-scale-of-russian--sabotage-operations--against-europes-critical--infrastructure/">sabotage operations</a> across NATO’s footprint; has moved nuclear weapons into Belarus; is firing off intermediate-range <a href="https://www.lemonde.fr/en/international/article/2025/01/10/the-threat-of-intermediate-range-missiles-returns-to-europe_6736893_4.html">missiles</a>; and is diverting 35 percent of government spending into its war machine. As French President Emmanuel Macron concluded, Putin is “a predator…at our doorstep.” Putin will not stop until he is stopped. Securing Ukraine—while continuing the <a href="https://www.nato.int/cps/en/natohq/topics_136388.htm">build-up</a> of deterrent forces on NATO’s eastern flank—is key to stopping Putin.</p>

										<content:encoded><![CDATA[<p>The American approach to deterrence has undergone a significant transformation during the initial months of President Donald Trump’s second administration. Where President Joe Biden’s national security strategy was premised on the concept of integrated deterrence, Trump’s approach lacks coordination across the United States government and with key partners and allies. This is resulting in a state of disintegrated deterrence. Consequently, Australia and other allies of the United States will be compelled to adopt a distinct approach to their own deterrence and engagement with the United States.</p>
<p>The primary objective of Biden’s integrated deterrence strategy was to harmonize and unify the efforts of various government agencies and allied nations to deter aggression from China and other hostile actors. To achieve this objective, the strategy aimed to maximise the utilisation of all available tools of American power, encompassing diplomacy, intelligence, economic assistance, and force posture decisions. Integration with allies and partners was an integral component of Biden’s deterrence strategy and would be achieved by enhancing the interoperability of allied military forces and coordinating the diplomatic and economic initiatives of friendly nations.</p>
<p>While the goals of integrated deterrence appear sensible, many expressed <a href="https://www.tandfonline.com/doi/full/10.1080/14751798.2024.2352943#abstract">concerns about the concept</a>. Some claimed the term was not new or unique. It simply described the implementation of any effective, tailored deterrence strategy that leverage various organisations to prevent hostile actions.</p>
<p>American deterrence was executed in an integrated fashion throughout the Cold War by necessity, thanks to the size and significance of the Soviet threat. Concerns were also expressed that proponents of integrated deterrence overstated the ability of sanctions, diplomacy, and other non-military tools to prevent conflict. History shows that the threat of major military action has a unique strength in deterring an enemy, especially when that threat comes from a nation with a nuclear arsenal.</p>
<p>Regardless of one’s stance on integrated deterrence and its implementation, a coordinated US strategy that leverages the strengths of its allies should be preferred to the alternative currently being pursued in Washington. A lack of integration in deterrence matters is evident both within the US government and in its interactions with partners and allies.</p>
<p>Within the United States government, there are several reported disconnects between President Trump and senior members of his administration. For example, Secretary of State Marco Rubio was <a href="https://www.usnews.com/news/u-s-news-decision-points/articles/2025-02-06/trumps-gaza-gambit-puts-top-aides-in-tough-spot">first informed of Trump’s proposal</a> to take Gaza by military force and evict Palestinians while watching a press conference held by Trump and Israeli Prime Minister Benjamin Netanyahu. Furthermore, it was <a href="https://www.vanityfair.com/news/story/trump-ukraine-and-the-meme-ing-of-marco-rubio?srsltid=AfmBOoo3S5gOZmISSbM-oSOqE1sBQSVA-PumDiYwlQSFEkvae2H8fkt5">recently reported</a> that Rubio is “privately frustrated that Trump has effectively sidelined him.” More recently, Signal messages disclosed <a href="https://www.wsj.com/politics/national-security/trump-signal-chat-journalist-foreign-policy-e91cb838">highlight significant differences</a> between Vice President Vance and President Trump on the timing and signaling associated with strikes on Houthi targets.</p>
<p>This lack of vertical integration diminishes the authority that the secretary holds in meetings with both allies and adversaries. Additionally, it eliminates the potential for any exchange of ideas that could transpire within the Department of State to develop more effective policy options to present to the president.</p>
<p>Horizontal integration of deterrence across various departments was also weakened, partially by budgetary cuts and eliminations of entire organizations. Foreign assistance and development resources were pivotal components of the 2022 <a href="https://bidenwhitehouse.archives.gov/wp-content/uploads/2022/02/U.S.-Indo-Pacific-Strategy.pdf"><em>Indo-Pacific Strategy</em></a>. However, extensive cuts made to the United States Agency for International Development and other government agencies by the Department of Government Efficiency did not fully consider or comprehend the regional implications or potential negative impacts on deterrence.</p>
<p>To date, much of Trump’s foreign policy is focused on addressing conflicts in Europe and the Middle East. A strategy for dealing with China, beyond the use of tariffs and other economic measures, is yet to be revealed. There are lessons to be learned from what has transpired with allies facing a menacing Russian threat in Europe.</p>
<p>President Trump consistently urges the North Atlantic Treaty Organization’s (NATO) member-states to <a href="https://www.yahoo.com/news/trump-effect-nato-spending-staggering-192052080.html">significantly enhance their defence expenditures</a>, even suggesting that 5 percent of their gross domestic product (GDP) may be an appropriate threshold. For those nations that fail to meet NATO’s spending guidelines, Trump stated that US military support under Article 5 may not be available. While NATO nations were increasing defense spending prior to Trump taking office (a <a href="https://www.reuters.com/world/europe/europe-canada-increased-defence-spending-by-20-2024-nato-says-2025-02-07/">20 percent increase in 2024</a>), <a href="https://www.abc.net.au/news/2025-03-19/germany-greenlights-major-defence-spending/105069076">Germany</a> and the <a href="https://www.gov.uk/government/news/prime-minister-sets-out-biggest-sustained-increase-in-defence-spending-since-the-cold-war-protecting-british-people-in-new-era-for-national-security">United Kingdom</a> (UK) recently announced plans to further bolster defense budgets.</p>
<p>While additional insights into Trump’s approach to allies in the Indo-Pacific are anticipated in the coming weeks and months, Australia should draw upon several valuable early lessons. The first pertains to the long-standing Canberra tradition of analyzing and dissecting the statements and writings of senior officials within an American administration to comprehend policy. Maintaining cordial relations with officials at all levels of the US government remains prudent, but it is uncertain whether statements from senior administration officials can be relied upon to fully reflect Trump’s perspectives.</p>
<p>Furthermore, the current level of Australian defense spending, which accounts for 2 percent of GDP, will not meet Trump’s expectations for allies. A pre-emptive move to increase defense spending to 2.5 percent of GDP by 2027, similar to what was announced in February by the UK, would demonstrate Australia’s national commitment to addressing its deteriorating strategic circumstances and to contributing more towards its share of the alliance. If President Trump has made one thing clear to allies, it is that if they do not value their own defense neither will he.</p>

										<content:encoded><![CDATA[<p>In a recent White House <a href="https://globalsecurityreview.com/decoding-the-language-of-precision-warfare/">press conference</a>, President Donald Trump expressed his desire to renew arms control negotiations with both China and Russia. This move seeks to cut the military spending of all countries involved <a href="https://apnews.com/article/trump-china-russia-nuclear-bbc1c75920297f1e5ba5556d084da4de">in half</a>. If successful, it could ease the competitive nature that has characterized US-China-Russia relationships. Still, Trump’s overall foreign policy could actually lead to the opposite outcome, a new era of missile and nuclear proliferation among first-, second-, and third-world countries.</p>
<p>Nonproliferation has been the goal of America’s foreign policy since the end of the Cold War more than three decades ago. At that time, the biggest concern was the possibility of the crumbling Soviet military apparatus being captured by rogue states, terrorist organizations, and other non-friendly entities that could use Soviet expertise and technological prowess to develop means to attack the United States. The <a href="https://sgp.fas.org/crs/nuke/R43143.pdf">Cooperative Threat Reduction Program</a> (CTR), for instance, was started in 1991 to assist the Soviet Union and its “successor entities” to “destroy nuclear, chemical, and other weapons; transport, store, disable, and safeguard weapons in connection with their destruction; and establish verifiable safeguards against the proliferation of such weapons.”</p>
<p>Since then, many more programs have been created to control exports of sensitive and dual-use materials. Regardless of the effectiveness of these programs, it might seem that the world has entered a new era of proliferation as allies and partners, among others, start to question the security commitments of the United States and the possible prospect of developing their own nuclear programs.</p>
<p>Whether the US would actively defend its allies and partners if attacked, thousands of miles away from American territory, has long stimulated debate. Now, more than ever, Ukraine and the Middle East are important centers of attention following their years-long conflicts and the involvement of the United States. In Ukraine, for instance, President Trump called for peace negotiations, allegedly, without the consent of <a href="https://www.bbc.com/news/articles/cm292319gr2o">Ukraine</a>.</p>
<p>Amid these decisions, conflicting messages were shared by American officials on the issue. On the one hand, <a href="https://www.atlanticcouncil.org/content-series/fastthinking/what-munich-means-for-ukraine-peace-talks/">President Trump</a> stated that “Ukraine may be Russian one day, or not,” and that there were discussions on the possibility of a deal to provide the United States with part of Ukraine’s mineral deposits in exchange for American weapons. On the other hand, Secretary of Defense <a href="https://www.the-independent.com/news/world/europe/ukraine-pre-2014-borders-pete-hegseth-trump-b2697407.html">Pete Hegseth</a> stated that North Atlantic Treaty Organization (NATO) membership for Ukraine is unrealistic and that the country should abandon its hopes of a return to its pre-2014 borders.</p>
<p>The fears running among Ukrainians and other European partners are shared. What if the US withdraws its assistance from Ukraine? What about the rest of the continent? On Monday, February 17, 2025, European leaders met to form a united front during an <a href="https://apnews.com/article/eu-europe-ukraine-nato-security-summit-trump-060c8661c59f8f75b96711d3889ce559">emergency meeting</a> in Paris to discuss Trump’s plans for Ukraine and the continent. In this meeting, the reliability of Europe’s key transatlantic partner might be questioned. As this situation and the negotiations continue, many possible outcomes are certain to receive attention.</p>
<p>One of them includes the possibility of developing or expanding European nuclear programs, which is an <a href="https://www.politico.com/news/magazine/2024/07/04/europe-us-nuclear-weapons-00166070">idea</a> floated for some time. For instance, Elena Davlikanova, from the Center for European Policy Analysis, <a href="https://cepa.org/article/ukraine-can-go-nuclear-should-it/">reported</a> that “[d]uring his speech in Brussels on October 17, Ukrainian President Zelenskyy voiced what many Ukrainians are thinking, that in the war for its existence, Ukraine now has a choice between NATO membership or manufacturing nuclear weapons.” If, according to the US Secretary of Defense, Ukraine’s membership in NATO is dismissed, then the other viable option for Kyiv is clear. And so might be for other US partners and allies.</p>
<p>In the Middle East, furthermore, a similar situation could be addressed. Since the last violent exchanges between Israel and Iran, concerns were raised about the possibility that Iran may now finally develop its own <a href="https://www.economist.com/briefing/2024/09/30/iran-could-race-for-the-bomb-after-the-decapitation-of-hizbullah">nuclear program</a> with the assistance of Russia. Moreover, President Trump’s <a href="https://www.nytimes.com/2025/02/04/us/politics/trump-gaza-strip-netanyahu.html">plans</a> to expel ethnic Palestinians from Gaza and turn it into the “Riviera of the Middle East” could fuel concerns among Arab partners.</p>
<p>Along these lines, Arab states, friend or foe of the US, may acquire nuclear capabilities if they perceive their interests (regime survival, national integrity, sovereignty, etc.) are at stake and if they consider the growing US-Israel alliance a security risk. Iran could definitely see it this way, but what about the newly established Syrian government? The historical competition between Israel and Syria could now further expand as Islamist organizations now control <a href="https://www.lowyinstitute.org/the-interpreter/two-faces-syria-s-interim-government">the country</a>.</p>
<p>Overall, two roads seem to be ahead of us. If the Trump administration’s goal is to partially denuclearize China and Russia, then concessions (“sacrifices”) will need to be made, which might include surrendering Ukraine to Moscow and, perhaps, Taiwan to Beijing—or at least the sovereignty claims of the South China Sea. If this is the case, the US alliance may tremble, encouraging US partners and allies to pursue their own independent nuclear programs. The other road leads to the support of US partners and allies but without facing real possibilities of engaging in arms control negotiations with either China or Russia.</p>
<p>In other words, the status quo would be maintained. The Trump administration would need to start evaluating these two paths ahead, but partners and allies should also play their part to convince the administration that they are not a burden to carry, and that keeping the alliance alive will also benefit the United States in the short and long term.</p>

<p>The United States is a titan of technological innovation and military prowess. With a defense apparatus that leverages cutting-edge technology, including cyber capabilities, stealth technology, and unmanned systems, the Americans exemplify agility both in thought and action.</p>
<p>Its strength lies not just in its superior hardware but in its ability to integrate information warfare, space dominance, and artificial intelligence to outpace and outthink its adversaries. These strengths are also seen as weaknesses by the opponent, which they plan to exploit.</p>
<p><strong>The Challengers</strong></p>
<p>On the other side, China, Russia, Iran, and North Korea form an axis of strategic adversaries. Each brings unique strengths to the table. What holds this team together is shared desire to defeat the United States.</p>
<p>China, with its rapid military modernization and significant advancements in areas like hypersonic weapons and space technology, poses a multidimensional threat. With the second largest economy in the world and a population only rivaled by India, is should come as no surprise that China finds itself in the Super Bowl of Deterrence.</p>
<p>Russia, seasoned in electronic warfare, unconventional strategies, and disinformation brings a wealth of experience in disrupting adversary operations. Although Russia’s performance shows a weakened player, the United States can never forget Russia’s trump card, which it has yet to play.</p>
<p>Iran, with its asymmetric warfare tactics, proxies, and extensive international network, excels in creating unpredictable challenges. In short, Iran is an agent of chaos on the field.</p>
<p>North Korea, as the smallest player on the field, adds a wildcard element with its nuclear capabilities and cyber warfare tactics. America’s advantage against North Korea is that the North Korean objective is a simple one: preserve the regime.</p>

<p>The autocrats do not have a similar set of alliances and partnerships. With their team built on a mutual desire to defeat the United States, the same level of trust and cooperation the United States has with its allies does not exist. Thus, team cohesion is tenuous.</p>
<p><strong>Conditions for Victory</strong></p>
<p>Victory in the Super Bowl of Deterrence is measured not in points on a scoreboard but in the ability to maintain global stability and prevent conflict. The ultimate goal for the United States is to deter aggression and ensure that its adversaries think twice before acting. This includes employing a mix of diplomacy, economic power, and military forces to maintain the status quo and protect national interests.</p>
<p>For the autocrats, victory is the toppling of the American-led international order.
