Yet the conflict in Iran has exposed structural weaknesses in this regime, challenged long-standing assumptions about deterrence and diplomacy, and risked additional proliferation pressures in one of the world’s most strategically sensitive regions.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>

<p><span data-contrast="auto">Iran’s nuclear program has been at the center of international diplomacy for many years. The Joint Comprehensive Plan of Action (JCPOA), negotiated by the P5+1 countries in 2015, demonstrated that sustained negotiation could address nuclear activities through verification, inducements, and incentives. Its unraveling, however, weakened the credibility of diplomatic agreements and signaled to states worldwide that nuclear deals may be vulnerable to political shifts.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Current and historical animosities over a variety of issues have deepened skepticism about the effectiveness of multilateral agreements in containing proliferation. States observing this conflict may conclude that compliance with agreements is often a matter of perception, and that external actors may still resort to military force if threats are recognized despite formal commitments and diplomatic assurances. Conversely, states considering future negotiations may fear that concessions made today could be rendered meaningless by tomorrow’s geopolitical realignments. This erosion of trust undermines diplomatic tools that have historically underpinned nonproliferation efforts.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Over </span><a href="https://nolabels.org/the-latest/30-years-5-presidents-one-red-line-iran-cannot-get-a-nuclear-weapon/"><span data-contrast="none">three decades and six presidential administrations</span></a><span data-contrast="auto">, both Democratic and Republican, one fundamental national security principle has remained constant: The United States will not permit Iran to have a nuclear weapon under any circumstances.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Conversely, the war could hinder efforts to revive or renegotiate agreements with Iran and other nuclear-aspiring nations. Diplomatic efforts have been exhausted, and the political risks of making concessions have risen. Without credible negotiation pathways, countries may increasingly resort to unilateral actions, such as secretly advancing nuclear programs or emphasizing deterrence. Regarding Iran, the ruling elites, worn down by months of anti-regime strikes, are likely to delay denuclearization and other military restrictions.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>

<p><span data-contrast="auto">The Middle East has long been a region of latent nuclear potential. Several states possess advanced civilian nuclear infrastructures, and many have expressed interest in developing fuel</span>‑<span data-contrast="auto">cycle capabilities. The conflict with Iran has intensified these dynamics by heightening perceptions of vulnerability. Countries such as Saudi Arabia, Turkey, and Egypt may interpret the conflict as evidence that regional security guarantees are unreliable.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">As a result, they or others may pursue nuclear hedging strategies by developing civilian programs that shorten the timeline for potential weapons development without overtly violating the NPT. Others  may </span><a href="https://www.reuters.com/world/asia-pacific/saudi-arabia-nuclear-armed-pakistan-sign-mutual-defence-pact-2025-09-17/"><span data-contrast="none">sign mutual defense pacts</span></a><span data-contrast="auto"> with other nuclear-armed states. This hedging behavior could trigger a proliferation cascade, in which each state’s actions prompt others to follow suit.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">If multiple states in the region begin to pursue nuclear latency or weapons capabilities, the Middle East could become the world’s most volatile nuclear arena. <p><span data-contrast="auto">The conflict with Iran erupted amid intensifying competition among the United States, China, and Russia for international preeminence. These powers have distinct strategic interests in the Middle East and can use nuclear diplomacy as a tool of influence. Their rivalry and differing interests complicate efforts to build consensus on nonproliferation issues, including the ultimate determination about the status of Iran’s nuclear program.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Great</span>‑<span data-contrast="auto">power divisions have already weakened the effectiveness of institutions such as the UN Security Council. When major powers cannot agree on enforcement measures, sanctions, or diplomatic strategies, the credibility of the nonproliferation regime suffers. The war has amplified these divisions, making coordinated responses more difficult. As great</span>‑<span data-contrast="auto">power competition intensifies and long</span>‑<span data-contrast="auto">standing norms, such as the taboo against nuclear proliferation, may weaken. <p><span data-contrast="auto">War creates conditions that undermine the ability of the IAEA and other bodies to monitor nuclear activities. Inspectors may lose access to facilities, satellite imagery may be obscured by conflict, and supply chains for nuclear materials may become harder to track. Conflict zones are fertile ground for illicit networks seeking nuclear materials.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">In some cases, the breakdown of state authority increases the risk that sensitive technologies or materials could be diverted, stolen, or sold on the black market. Sanctions on regimes depend on stable political conditions and international cooperation. <p><span data-contrast="auto">In contrast to the above, major conflicts have sometimes encouraged breakthroughs in arms control. The Cuban Missile Crisis led to the Nuclear Test Ban Treaty; the Cold War produced the Strategic Arms Limitation Talks and other reduction treaties. The war in Iran may similarly prompt a reassessment of existing frameworks. The conflict could motivate states to explore new regional security architectures, such as a Middle East nuclear</span>‑<span data-contrast="auto">weapons</span>‑<span data-contrast="auto">free zone, or enhanced transparency measures.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Although politically challenging, such initiatives could reduce pressures to proliferate. <p><span data-contrast="auto">The war in Iran has brought the global nonproliferation regime to a crossroads. One path leads toward fragmentation: weakened norms, regional arms races, and diminished trust in diplomacy. The other path, albeit politically challenging, offers the possibility of progress with new agreements, modernized verification tools, and renewed commitment to cooperative security. Which path the international community ultimately follows will depend on states&#8217; willingness to learn from the conflict and recognize that nuclear stability cannot be taken for granted. If the wider postwar Middle Eastern political alignments sought by the Trump administration comes to pass, including a lasting rapprochement between Israel and Saudi Arabia, the nonproliferation regime may be a beneficiary from reduced regional political toxicity and increased regional military cooperation.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>

<p>As the world gears up for the 2026 Nuclear Non-Proliferation Treaty (NPT) Review Conference, a new and multifaceted factor is complicating the global strategic calculus: Artificial Intelligence (AI). The “<a href="http://www.nuclear-abolition.com/language/the-impact-of-artificial-intelligence-in-nuclear-decision-making/">nuclear-AI nexus</a>” has evolved from a niche technical interest to a prominent feature in global security discussions, with implications for every aspect of the NPT’s three pillars: non-proliferation, disarmament, and peaceful uses of nuclear energy. However, as experts recently cautioned at the “<a href="https://wise-materials.org/external/from-algorithms-to-atoms-machine-learning-meets-materials-science-2-2-3/">Atoms for Algorithms</a>” webinar, we need to cut through the speculative “AI hype” to ensure this technology remains a means for peace, not an avenue for unintentional escalation.</p>
<p>To regulate the nuclear-AI connection, we first need to understand the technology. As a United Nations Institute for Disarmament Research researcher, <a href="https://www.youtube.com/watch?v=6MuwZJ48cic">Dr. Yasmina Fina</a> suggests, AI is not a monolithic entity, but a “construct” and a “system of systems,” made up of code, software, data, hardware, and sensors. It is a system used to fulfill certain functions, not a threat capable of usurping human decision-making. The risk is the “<a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">speed and scale</a>” of AI, which can have myriad implications for performance and strategy. Moreover, Fina warns that comparing <a href="https://www.youtube.com/watch?v=6MuwZJ48cic">nuclear governance to AI governance</a> is unhelpful because the technologies are not the same; nuclear materials are limited and tangible, whereas AI is ubiquitous and digital.</p>
<p>In the context of non-proliferation, AI is touted as a game-changing <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">verification tool</a>. The International Atomic Energy Agency (IAEA) could potentially use “AI agents,” semi-autonomous machines capable of processing large <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">data streams and satellite images </a>to verify the accuracy of declarations by states at a pace humans cannot match. However, <a href="https://medium.com/@ian-j-stewart/generative-ai-and-weapons-of-mass-destruction-will-ai-lead-to-proliferation-c4476580bbc6">Dr. Ian Stewart</a>, Executive Director of the CNS Washington, states that AI will not help states develop nuclear weapons they could not otherwise build, for two physical reasons: AI cannot “magic up” <a href="http://www.nuclear-abolition.com/language/the-impact-of-artificial-intelligence-in-nuclear-decision-making/">fissile material</a>, and there is no evidence that large language models can transfer the “tacit knowledge” necessary for weaponization.</p>
<p>When it comes to AI and nuclear weapons, political concerns are high. States have been reluctant to allow the IAEA to use open-source data or “black box” algorithms. Should an AI detect an event, the absence of “explainability” or how the machine arrived at its decision could lead to a crisis of <a href="https://medium.com/@ian-j-stewart/generative-ai-and-weapons-of-mass-destruction-will-ai-lead-to-proliferation-c4476580bbc6">political legitimacy</a> for the safeguards system.</p>
<p>The most fraught part of the nexus is disarmament. We are now seeing a “<a href="https://www.sipri.org/publications/2025/sipri-insights-peace-and-security/advancing-governance-nexus-artificial-intelligence-and-nuclear-weapons">race to adopt</a>” AI in military strategies due to the perceived speed advantage it offers. AI can speed up threat identification and data integration, potentially freeing up more time for decision-making (or, on the other hand, reducing decision-making cycles to the point that humans are simply rubber-stamping decisions).</p>
<p>Aliche Sultini, senior research lead at the Rhode Island School of Design, explains that AI systems create new <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">levels of uncertainty</a>. If a state cannot grasp how an adversary’s AI operates in its decision-making, it might fall into worst-case scenarios, reinforcing alert postures that prevent disarmament. To <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">support disarmament</a>, AI must be used to enhance technical verification and confidence, not to shorten the path to war. Possibly the most disruptive aspect of this interaction is the NPT’s third pillar: peaceful nuclear energy applications. According to <a href="https://docs.un.org/en/NPT/CONF.2026/PC.II/INF/7">Mr. Shota Kamishima</a> of the IAEA, an “affinity” is emerging between nuclear power and AI. We are now moving into a world where energy-hungry AI data centers need the clean, scalable, and reliable power offered by nuclear power, and where nuclear generation and maintenance are improved through AI.</p>
<p>This alliance is especially important for the rollout of <a href="https://docs.un.org/en/NPT/CONF.2026/PC.II/INF/7">Small Modular Reactors</a> (SMRs), for which AI-optimized construction schedules and supply chains are critical. By enhancing predictability and avoiding cost overruns, a major issue for nuclear construction, AI could make nuclear projects more “bankable” and thus more attractive for the global shift towards clean energy. Despite technological progress, the experts agree: human responsibility is essential. Whether it is a safeguards inspector at the International Atomic Energy Agency (IAEA) or a human commander in a nuclear-armed nation, humans are the “<a href="https://docs.un.org/en/NPT/CONF.2026/PC.II/INF/7">last line of defence</a>”.</p>
<p>“Black box” systems are incompatible with a strong safety culture. <a href="https://unidir.org/event/the-nuclear-ai-nexus-implications-for-the-three-pillars-of-the-non-proliferation-treaty-review-conference/">Governance policies</a> must ensure that AI is implemented with transparency, traceability, and “explainability”. We must also be alert to the potential for AI to be employed by “agents” to monitor sites, which could result in disinformation and the distortion of threat perception through “<a href="https://unidir.org/event/the-nuclear-ai-nexus-implications-for-the-three-pillars-of-the-non-proliferation-treaty-review-conference/">anomaly detections</a>.” As the 2026 Review Conference draws near, policymakers’ mission should be to “denoise.” <a href="https://unidir.org/event/the-nuclear-ai-nexus-implications-for-the-three-pillars-of-the-non-proliferation-treaty-review-conference/">Nuclear policy decisions</a> must not be based on science fiction or fear of competition. Rather, we should prioritize “lower stakes” opportunities where AI can help us now, such as employing AI agents to navigate the overwhelming output of the NPT process — making it searchable and highlighting inconsistencies in delegation positions.</p>
<p>The relationship between nuclear and AI is not a bug to be fixed with more software, but a circumstance to be managed by the international community. By prioritizing evidence-based policy and law, human-in-the-loop systems, and the common ground of the peaceful <a href="http://www.nuclear-abolition.com/language/the-impact-of-artificial-intelligence-in-nuclear-decision-making/">“Atoms for Algorithms”</a> alliance, we can ensure that the digital revolution supports, rather than undermines, the global nuclear order. In the end, the fate of the NPT will not be determined by algorithms, but by human intelligence.</p>

<p>The nuclear Non-Proliferation Treaty (NPT) was intended to limit the spread of nuclear weapons, and it has achieved remarkable success. Since the treaty was entered into force in 1970, only three states have managed to acquire a nuclear weapons capability, namely India, Pakistan, and North Korea. The collective West initially opted for peaceful measures to ensure non-proliferation, such as the formation of <a href="https://www.armscontrol.org/act/2024-11/features/legacy-indias-nuclear-weapons-test">NSG</a> after India’s 1974 test aimed at limiting the flow of nuclear fuel and technology to “could be” nuclear states.</p>
<p>However, there have also been forceful measures to prevent nuclear proliferation. The U.S. and Israel have repeatedly engaged in counterproliferation (CP) and in some cases, “offensive counterproliferation” such as in <a href="https://www.dvidshub.net/news/529664/saddams-one-reason-dod-boosts-counterproliferation-push">Iraq</a>, and Syria, and most recently Iran. But does this forceful compliance achieve lasting non-proliferation goals? Or does it entrench the target state’s psychological dependence on nuclear weapons for survival?</p>
<p>As the decade of 1980s unfolded, non-proliferation efforts turned violent when the Iraqi nuclear reactor at Osirak was attacked by Israel and subsequently destroyed. Although the reactor program was severely damaged, Iraq continued to <a href="https://www.jstor.org/stable/41289690">pursue a nuclear weapon</a>. Thereafter, the Gulf-War of 1991 put an end to Iraq’s nuclear program forever. Although <a href="https://nationalinterest.org/legacy/the-osirak-fallacy-1093">Richard Betts</a> argues otherwise; he notes that Osirak was not the key component to weapons production.</p>
<p>Like Osirak, the <a href="https://www.nti.org/education-center/facilities/al-kibar-nuclear/">Al-Kibar</a> nuclear facility in Syria was targeted by Israeli airstrikes in 2007. The site was alleged to be a plutonium production facility based on a North Korean reactor. Syria, a signatory of the NPT, could not protest Israeli violation of its airspace and the destruction of a site undeclared to the International Atomic Energy Agency (IAEA). In 2008, the IAEA concluded, after a visit, that chemically processed uranium traces were found around the site of the destroyed reactor. The IAEA requested further inspection, but the Syrian government denied access. The attack on Al-Kibar demonstrates limited success in offensive CP. Although it is not yet certain whether Syria was close to making a bomb or even attempting to make one, the attack certainly imposed a logistical setback on Syria, triggered the IAEA inspections on a site which was undeclared to the agency, and resulted in greater international scrutiny of Syrian nuclear activities.</p>
<p>The most significant factor in the Israeli CP strategy is Iran. The CP strategy in Iran was marked by the targeted assassination of individuals associated with Iran’s nuclear program. Mohsen Fakhrizadeh, who was considered responsible for the Iranian nuclear weapons program, was <a href="https://www.aljazeera.com/news/2021/2/11/iranian-nuclear-scientist-killed-by-israeli-automated-gun-report">assassinated</a> in 2020. In addition to this, another peculiarity of the Iran CP involves the use of cyber-attacks to disrupt reactor operations. The infamous Stuxnet had damaged a considerable number of centrifuges in the Natanz nuclear facility and highlighted lapses and vulnerabilities in its cyber and operational security.</p>
<p>In 2025, Iranian nuclear facilities became targets of kinetic attacks by the U.S. and Israel. The U.S. claimed victory by announcing the <a href="https://www.kawc.org/npr-news/2025-06-26/obliterated-damaged-inoperable-whats-known-about-irans-nuclear-facilities">“obliteration”</a> of the targeted Iranian nuclear facilities. However, Iran, several independent analysts, and even the U.S. <a href="https://edition.cnn.com/2025/06/24/politics/intel-assessment-us-strikes-iran-nuclear-sites">Defense Intelligence Agency</a> (DIA) disagreed with the U.S. president. Nonetheless, the twelve-day war concluded in a ceasefire, which did not last and the U.S. and Israel resumed actions to curtail Iranian nuclear ambitions.</p>
<p>Contrary to the instances in Iraq and Syria, the IAEA agrees more with Iran than with the U.S. and Israel on matters of Iran’s enrichment, nuclear facilities, and nuclear weapons ambitions. As the war began in early hours of March 2026, the IAEA chief <a href="https://www.wsj.com/livecoverage/iran-israel-us-strikes-2026/card/iaea-chief-says-iran-has-no-structured-program-to-build-nuclear-weapons-currently-1IYdJPyg8uIZqlGS8Gni">Antonnio Grossi</a> said that Iran has “no structured program to build nuclear weapons”. Not to mention Iran is a signatory to the NPT, its government has no plans to acquire nuclear weapons, and the late Ayatollah Khamenei had even issued a <a href="http://english.khamenei.ir/news/8398/Religious-and-political-aspects-of-the-ban-on-building-nuclear">religious verdict</a>, acting as the principal block to Iran’s nuclear weapons.</p>
<p>In Iraq, Syria, and Iran, it can be argued that offensive CP yields unsatisfactory results and often backfires on legitimate, peaceful non-proliferation efforts. The 2003 U.S. invasion, which forced regime change in Iraq, was initiated under the pretext of Iraqi WMDs and nuclear weapons program. It was later concluded that <a href="https://web.archive.org/web/20120925111915/http:/www.usatoday.com/news/world/iraq/2005-09-02-WMD-indepth_x.htm">no substantial proof</a> existed that the Iraqi nuclear weapons program continued after the 1991 Gulf War. David Allison and Tyler Brown note that “The Gulf War destroyed much of Iraq’s ability to acquire material for a nuclear weapon, and the program was abandoned in the early <a href="https://www.penguinrandomhouse.com/books/833040/atomic-backfires-by-edited-by-stephen-herzog-giles-david-arceneaux-and-ariel-f-w-petrovics-foreword-by-scott-d-sagan/">1990s</a> in the face of international sanctions and inspections.”</p>
<p>But the Iranian case might become the most striking example of a failed offensive CP effort. The assassination of Iranian nuclear scientists, politico-military leadership, and nuclear facilities has only emboldened Iran and the hardliners within. According to John J. Mearsheimer, Iran’s new Ayatollah may consider <a href="https://www.youtube.com/watch?v=sl-sSsZnSP8&amp;t=1986s">going nuclear</a>. Although offensive CP may reduce a state’s opportunity to build a nuclear weapon, it always backfires as far as the willingness of the target country to acquire nuclear weapons is concerned. A state that becomes vulnerable to foreign invasions/surgical strikes will certainly be more inclined than before to acquire nuclear deterrence.</p>
<p>In conclusion, non-proliferation efforts tend to yield positive results if they remain peaceful. The NPT’s peaceful mechanisms have prevented even technologically capable states, such as Japan and Germany, from acquiring nuclear weapons. Moreover, it is to the NPT’s credit that Libya stopped its nuclear program. Ukraine was disarmed in 1994, and South Africa abandoned its fully operational nuclear weapons between 1989 and 1991. Using military means against a proliferator not only does not dismantle the target nuclear program but may instead bolster the target country’s resolve to rely more on nuclear deterrence to secure state sovereignty. The same effect is generated in other states too, those who may fear their survival and seek nuclear weapons to offset adversary disarmament or decapitating strikes. With treaties faltering, increased signaling, and continued breach of state sovereignty, states that subscribe to hardcore realist points-of-view will inevitably choose the nuclear route over arms control.</p>

										<content:encoded><![CDATA[<p>In the early morning hours of June 22, 2025, American aircraft engaged in direct operations against three Iranian nuclear facilities: Natanz, Fordow, and Isfahan. These attacks involved 125 aircraft and the use of GBU-57 massive ordinance penetrator (MOP) munitions. These attacks were designed to prevent Iran’s further development of nuclear weapons. Their ultimate result may not be that desired by President Donald Trump.</p>
<p>Little doubt exists that Iran was in violation of the Nuclear Non-Proliferation Treaty prior to American airstrikes. Although Iran is a signatory to the treaty, the International Atomic Energy Agency (IAEA) has long complained of Iranian efforts to hinder IAEA inspections. Iran started its nuclear energy program in the 1950s when President Dwight Eisenhower and the Shah had a good relationship and the Atoms for Peace program was a noble effort.</p>
<p>The relationship between Iran and the United States collapsed with the fall of the Pahlavi dynasty in 1979. When the Iranian government was overthrown by Ayatollah Ruhollah Khomeini, the US took on the moniker of “the Great Satan” and the Islamic Republic never stopped condemning the United States, all while spending the past four decades supporting terror groups that attack American targets. During the Iran-Iraq War (1980–1988), the Islamic Republic began looking into the development of nuclear weapons but did not <a href="https://www.timesofisrael.com/long-fraught-timeline-of-us-iran-tensions-as-nuclear-negotiators-meet/">take major strides</a> in that effort until after the American response to the September 11, 2001, attacks on the United States.</p>
<p>Given the long animosity between the United States and Iran, neither Israel nor the United States would have opposed regime change had the “Twelve Day War” led to such a result. A new, pro-American, regime would certainly desire a nuclear weapon less than the current regime. Ayatollah Ali Khamenei, the current ruler, was not toppled and is now cracking down on Iranian society as <a href="https://abcnews.go.com/International/iran-crackdown-deepens-speedy-executions-arrests/story?id=123253547">dissidents are rounded up</a> and often executed.</p>
<p>Although China and Russia did not intervene on Iran’s behalf during the war, within 24 hours of the American attack messages of <a href="https://www.msn.com/en-us/news/world/russias-lavrov-meets-irans-araqchi-renews-offer-to-help-solve-conflict/ar-AA1I4G3K?ocid=BingNewsSerp">support for the regime</a> were issued by authoritarians, like Russian president, Vladimir Putin. Set aside former Russian president and prime minister Dmitry Medvedev’s claim that “<a href="https://www.msn.com/en-us/news/world/putin-ally-doubles-down-on-iran-nuclear-weapons-warning-after-trump-reacts/ar-AA1HgUPO?ocid=BingNewsSerp">some countries</a>” might give Iran nuclear weapons because of the American strike. Such a remark was unserious. But Russia very well may help Iran reconstitute its nuclear program.</p>
<p>What does matter is that the post-war behavior of Ayatollah Khamenei shows a pattern of continued aggression in the face of defeat, which is supported by Russia for its own interests. It is unlikely Russia or China will play a constructive role in helping the United States find a lasting resolution to the Iran problem.</p>
<p>Israel’s recent air campaign and covert operations in Iran should shock the Iranian regime into reconsidering its fundamental approach, but Iran’s <em>raison d’etre </em>(reason for being) is to both fight the Americans and the Jews. It offers little else. Thus, making peace with the Gret Satan and “the Jews” challenges five decades of anti-American and anti-Jewish propaganda. For the Ayatollah and his regime, such a change in direction is destabilizing at best.</p>
<p>The Israeli assassination of key Iranian Revolutionary Guard Corps generals and Iran’s leading nuclear scientists was both a practical solution to a difficult problem and a warning to Israel’s enemies. Whether or not these assassinations have a long-term effect is uncertain.</p>
<p>There is certainly a pipeline of scientists training in China and Russia that will step in where their predecessors left off. Given their own interest in creating a distraction for the United States, China and Russia will likely continue to support Iran’s aspirations. So, too, will North Korea. This may allow Iran to learn from its recent experience and rebuild more effectively.</p>
<p>There is also the battle damage assessment, which, absent on-the-ground intelligence, can only make informed assessments about the destruction of facilities like Fordow. Undoubtedly, the American mission was impressive and executed flawlessly, but Iran always knew its facilities were an enticing target for American stealth bombers. Hopefully, American intelligence estimates are correct and the GBU-57s destroyed their intended targets, setting back the Iranian nuclear program for years. Better yet, enriched uranium is buried under hundreds of feet of debris.</p>
<p>However, should American and Israeli efforts fail, and Iran somehow reconstitutes its nuclear program and is able to field a working nuclear weapon, both Israel and the United States still have the ability to deter Iran from using such a weapon. Iranians are an ancient people who can trace their civilization back 3,000 years. When Darius the Great established the world’s greatest empire (522–486 BC), he set Iran on the path to becoming one of the planet’s great civilizations. Ayatollah Khamenei, for all his bluster, is not willing to see that history destroyed along with the Iranian people.</p>
<p>Unquestionably, the situation is complex and will continue to evolve. Let us hope that President Trump, Prime Minister Benjamin Netanyahu, and the president of Iran, Masoud Pezeshkian, can reach an agreement that ensures the security of all three countries. But if Iran refuses to negotiate in good faith, let us hope Israeli intelligence remains effective and Iranian air defenses are still unable to see American stealth bombers.</p>

										<content:encoded><![CDATA[<p>The world is entering a new era of nuclear disorder. This new era is characterized by several elements. They include the breakdown of nuclear (and conventional) arms control, the return of superpower competition, the return of conventional war, the normalisation of nuclear threats in both Europe and the Asia-Pacific, the rapid growth of Chinese and North Korean nuclear arsenals, and ongoing military modernization in the region.</p>
<p>A decade ago, Paul Bracken warned of such possibilities in his book, <a href="https://www.amazon.com.au/dp/1250037352?ref_=mr_referred_us_au_au"><em>The Second Nuclear Age</em></a>. Because deterrence theory went out of vogue for so long in the West, analysts are now woefully unprepared to think about these challenges and their implications. <span data-olk-copy-source="MessageBody">Today, all possible threats to our Western notions of peace and stability have been jumbled into one giant intellectual recycling bin of deterrence theory</span>. It is time to talk much more seriously about (1) the role of nuclear weapons in deterrence and (2) the role of nuclear deterrence in a new era of nuclear disorder in the Asia-Pacific.</p>
<p>Nuclear weapons play a unique and unprecedented role in how nations think about geopolitical order. They have fundamentally altered how countries think about alliances and the nature of international order. William Walker wrote about the establishment, in the late 1960s, of a nuclear order based on managed systems of deterrence and abstinence. The former was a system “<a href="https://academic.oup.com/ia/article-abstract/76/4/703/2434630?redirectedFrom=fulltext&amp;login=false">whereby a recognized set of states would continue using nuclear weapons to prevent war and maintain stability, but in a manner that was increasingly controlled and rule-bound</a>,” and in which there was a degree of familiarity in essentially dyadic deterrence relationships.</p>
<p>Nuclear abstinence consisted of a system “whereby other states give up sovereign rights to develop, hold, and use such weapons in return for economic, security, and other benefits,” concomitantly with the provision of nuclear umbrellas and a stable Nuclear Non-proliferation Treaty (NPT). It is a system whereby not only the possession, but also the use of nuclear weapons is controlled. According to Walker, the stability and robustness of these two systems would provide the rationale for many states in the international system to abstain from acquiring weapons and for states to rely on the US for their national survival.</p>
<p>There are several elements that gradually developed after the second world war that characterized this nuclear order—dissuading countries from developing nuclear weapons. First, the number of nuclear weapon states is relatively small. Second, nuclear weapons are no longer considered merely bigger and better conventional weapons. Third, there are strong norms against possession and the use of nuclear weapons. Fourth, there are no direct and immediate military threats to US allies. Fifth, war between major powers is relatively unlikely.</p>
<p>This and the prospects for nuclear proliferation are relatively limited. The Nuclear Non-proliferation Treaty (NPT) proposed in the late 1960s eventually attract more and more states, thus contributing to a norm against nuclear proliferation. It also contributed to nuclear and conventional arms control as concepts and policies in the international community. The world was able to more easily navigate crises and confrontations as thinking evolved about strategic theory and concepts and their application to real world politics and diplomacy.</p>
<p>The international (nuclear) order held together. It is now slowly eroding. China is <a href="https://dkiapcss.edu/Publications/SAS/ChinaDebate/ChinaDebate_Bitzinger.pdf">modernizing its conventional and nuclear forces</a>, all while growing increasingly bellicose and <a href="https://www.npr.org/2024/10/18/nx-s1-5147096/china-repeatedly-threatens-to-invade-taiwan-what-would-an-invasion-look-like">regularly threatening to invade Taiwan</a>.</p>
<p>Russia annexed Crimea in 2014. The West did nothing and never imagined this would be followed by a full-scale invasion eight years later—with regular Russian threats to use nuclear weapons.</p>
<p>Now, Australian academic Peter Layton is writing about “<a href="https://rss.com/podcasts/nuclearknowledge/1598900/">this nuclear threat business</a>.” Until recently, this behavior was reserved for rogue states like North Korea. Such behavior was beneath great powers such as Russia and the United States. Not only does the West have to think about deterrence in a multipolar setting, but it must face <a href="https://www.foreignaffairs.com/united-states/deterring-nuclear-dictators">nuclear dictators</a><em>.</em></p>
<p>Nuclear arsenals in Asia are also expanding. From China’s rapid <a href="https://www.cnn.com/2022/11/29/politics/china-nuclear-arsenal-military-power-report-pentagon/index.html">nuclear expansion</a> to questions about the future of <a href="https://www.reuters.com/world/pakistan-developing-missiles-that-eventually-could-hit-us-top-us-official-says-2024-12-19/">Pakistan’s nuclear posture</a>, the future is uncertain. There are renewed questions about the future of <a href="https://www.nytimes.com/2023/01/12/world/asia/south-korea-nuclear-weapons.html">South Korea</a> and nuclear weapons.</p>
<p>Arms control is also breaking down. Much to the chagrin of arms control careerists, who argue for unilateral, bilateral, and trilateral nuclear arms control as a public good <em>sui generis</em>, arms control is not carrying the day. Bereft of the intellectual foundations of deterrence that guided impressive negotiations in SALT I and II, and even START I, discussing nuclear strategy is now taboo in the West.</p>
<p>The nuclear order that existed during the Cold War and the post–Cold War peace dividend, especially in the Asia-Pacific, is eroding rapidly. For many nuclear <a href="https://www.tandfonline.com/toc/fjss20/39/4">historians</a>, this trend is not new. Now is the time to grieve the loss of the utopian dream and think seriously about how to navigate this new era of disorder and the role of nuclear weapons in deterring war and promoting peace.</p>

										<content:encoded><![CDATA[<p>Immediately after being sworn in as the nation’s 29th Secretary of Defense, Pete Hegseth established three guiding principles: (1) restore the warrior ethos in everything we do, (2) rebuild the military, and (3) reestablish deterrence. According to Secretary Hegseth, “<a href="https://www.youtube.com/watch?v=XxjK3bycsK4">We don’t want to fight wars; we want to deter them</a>.”</p>
<p>This captures the essence of the doctrine of “peace through strength.” As President <a href="https://www.rev.com/transcripts/trump-speaks-at-commander-in-chief-inaugural-ball">Trump described</a> during the commander-in-chief inaugural ball, “We will measure our success not only by the battles we win but also by the wars we end—and perhaps most importantly, the wars we never get into. It’s called peace through strength. Through our power and might, we will lead the world to peace, our friends will respect us, our enemies will fear us, and the whole world will admire the unrivaled greatness of the United States military.”</p>
<p>“Peace through strength” <a href="https://politicaldictionary.com/words/peace-through-strength/">refers</a> to accumulating and displaying forms of national power to create a favorable international environment. The phrase originates from the Roman Emperor Hadrian, who said, “Seek peace through strength, or failing that, peace through threat.” This concept shaped the strategy and goals of Western deterrence during the Cold War and should today. While America squandered its deterrence capabilities, its adversaries relentlessly pursued a deliberate strategy of “subjugation through intimidation.”</p>
<p>The ripening <em>entente</em> between Russia and China, alongside the alarming <a href="https://www.defense.gov/News/Speeches/Speech/Article/3241858/remarks-by-secretary-of-defense-lloyd-j-austin-iii-at-the-us-strategic-command/">rate of their expanding and diversifying nuclear arsenals</a>, is further complicated by an expanding <a href="https://crsreports.congress.gov/product/pdf/IF/IF10472">North Korean</a> nuclear capability. A <a href="https://www.ida.org/research-and-publications/publications/all/a/am/americas-strategic-posture">collaborative campaign of deliberate and opportunistic aggression</a> fueled by revisionist ambitions torments the South China Sea, is devastating Ukraine, and threatens Taiwan. These <a href="https://oxfordre.com/internationalstudies/display/10.1093/acrefore/9780190846626.001.0001/acrefore-9780190846626-e-607">malcontent states</a> seek to sow chaos, undermining the existing international order by altering its rules, resource distribution, recognition, territorial boundaries, and economic dominance. To impede these “mavens of malice,” the USA will need to rely on its most formidable hard-power option––nuclear weapons.</p>
<p>Secretary Hegseth must drive the urgent regeneration of America’s nuclear deterrence capability and credibility. This will require an expanded and more capable American nuclear arsenal to effectively counter the mavens’ growing forces. The ongoing <a href="https://nationalinterest.org/blog/buzz/american-nuclear-arsenal-guarantees-peace-213744/">$1.1 trillion nuclear enterprise modernization</a>, designed to meet the previous decade’s <a href="https://www.powerthesaurus.org/threatscape/definitions">threat</a>, is plagued by delays in nearly every major system and is insufficient to meet the growing threat of the next decade. The United States requires additional nuclear capacity to ensure deterrence tomorrow. Here are four proposals that President Trump and Secretary Hegseth could initiate tomorrow to enhance the warrior ethos and strengthen deterrence.</p>
<p>First, the United States should suspend participation in New START, as Russia <a href="http://en.kremlin.ru/events/president/news/70565">did</a> in February 2023. Regardless of Putin’s grievances, Russia’s actions purposefully undermine the rules-based international order. Given Russia’s consistent <a href="https://thehill.com/opinion/international/4443781-history-shows-that-no-ceasefire-or-treaty-with-russia-can-be-trusted/">history of treaty violations</a>, China’s <a href="https://nipp.org/wp-content/uploads/2021/11/Grant-OP-for-web.pdf">violation of Article VI of the Nuclear Non-Proliferation Treaty (NPT)</a>, and recent <a href="https://2021-2025.state.gov/2024-report-to-congress-on-implementation-of-the-new-start-treaty/">revelations</a> Moscow exceeded New START warhead limits in 2024, new arms control treaties are unlikely for the foreseeable future. Moscow perceives military and political advantage by not engaging in these matters, instead pursuing escalation dominance without fear of American reprisal. Participating in any treaty alone devalues the treaty process and demeans American credibility.</p>
<p>Second, the US must immediately cease all warhead dismantlement and begin urgent refurbishment of the remaining <a href="https://www.energy.gov/nnsa/transparency-us-nuclear-weapons-stockpile">2,000 retired warheads</a>. The provisions of the 2025 National Defense Authorization Act, including salvaging B83 nuclear bombs and W72-2 warheads from retirement, must be implemented immediately. In conjunction with the 2023 decision to build a <a href="https://www.defense.gov/News/Releases/Release/Article/3571660/department-of-defense-announces-pursuit-of-b61-gravity-bomb-variant/">B61-13</a>, the president should direct the reconditioning and deployment of every weapon in the active and inactive stockpiles to achieve full mission capability as soon as possible.</p>
<p>Third, the president should promptly adjust the posture of America’s current nuclear forces to strengthen deterrence. This includes redeploying stored warheads to re-MIRV the Minuteman III with <a href="https://www.twz.com/35352/test-of-minuteman-iii-icbm-with-three-reentry-vehicles-sure-seems-like-a-warning-to-russia">three warheads per missile</a>—as <a href="https://www.armed-services.senate.gov/imo/media/doc/24-07_02-29-2024_transcript.pdf">recently advised</a> by US Strategic Command’s commander, General Anthony Cotton. Adding nearly <a href="https://crsreports.congress.gov/product/pdf/IF/IF10519">800 warheads</a> demonstrates American resolve in the face of China’s and Russia’s nuclear modernization and expansion to reassure <a href="https://www.upi.com/Top_News/World-News/2024/02/06/Gallup-Chey-survey-North-Korea-nuclear-weapons-denuclearization/8841707211962/">allies whose populations</a> contemplate acquiring their own nuclear forces.</p>
<p>Reconfiguring denuclearized bombers to a nuclear-capable configuration and returning bombers to nuclear alert status is critical—with one-fourth of bombers postured for rapid takeoff to ensure survival. Dispersed bombers and supporting tanker aircraft on alert ensure a robust second-strike bomber capability, essential for credible deterrence, preserve employment options for the president, and complicate adversary targeting.</p>
<p>Adversaries cannot believe they can disrupt the crucial <a href="https://warontherocks.com/2019/08/america-needs-a-dead-hand/">detect-decide-direct </a>command and control chain necessary to respond to a nuclear first strike. They must never believe that a decapitating first strike could stop American retaliation. Therefore, alternative and mobile command centers should be continuously enhanced, staffed, and mobilized.</p>
<p>Fourth, rapidly deploying a sea-launched nuclear cruise missile (such as the TLAM-N or SLCM-N) is essential to counter the significant non-strategic nuclear weapons advantage held by both China and Russia. Former Secretary of Defense Casper Weinberger’s <a href="https://history.defense.gov/Portals/70/Documents/annual_reports/1986_DOD_AR.pdf?ver=2016-02-25-102404-647.">report</a> emphasized these systems’ significance over four decades ago. Since 1984, the US regarded nuclear SLCMs on submarines and surface ships as cost-effective and operationally efficient options against a wide range of targets.</p>
<p>Weinberger favored nuclear SLCMs across multiple vessel types to complicate an attacker’s planning and enhance overall survivability of the force. At a minimum, the Navy’s <a href="https://www.navy.mil/Resources/Fact-Files/Display-FactFiles/Article/2169613/guided-missile-submarines-ssgn/">four <em>Ohio</em>-Class guided-missile nuclear submarines</a> could be rearmed with refurbished TLAM-N nuclear cruise missiles that <a href="https://www.usni.org/magazines/proceedings/2020/august/tactical-nuclear-weapons-sea">retired from service</a> around 2011. This would enhance the potential at-sea deterrent by 28 percent until the future SLCM-N comes online. Deployment of larger numbers of SLCMs will dramatically increase the size of the survivable sea-based deterrent and provide a viable nuclear-limited strike capability.</p>
<p>Increasing the number of bombers, missiles, and warheads in the active force enhances American military capabilities. <a href="https://nipp.org/information_series/keith-b-payne-and-mark-b-schneider-u-s-nuclear-deterrence-what-went-wrong-and-what-can-be-done-no-601-october-7-2024/">Once removed</a> from the constraints of New START, the <a href="https://www.navy.mil/Resources/Fact-Files/Display-FactFiles/Article/2169580/fleet-ballistic-missile-submarines-ssbn/"><em>Ohio</em>-class submarines</a> could be restored to their original capacity of 24 missile tubes, adding 56 submarine-launched (MIRVed) ballistic missiles. B-1 bombers should be <a href="https://www.airandspaceforces.com/8th-air-force-commander-final-b-1-b-2-retirements/">retained rather than retired</a> and <a href="https://nautilus.org/wp-content/uploads/2015/07/b1rerole.pdf">reconfigured</a> for nuclear operations <a href="https://www.airandspaceforces.com/8th-air-force-commander-final-b-1-b-2-retirements/">to meet nuclear and conventional demand</a>s on an overburdened bomber force.</p>
<p>With global tensions escalating, the United States must reclaim its position of strength to maintain the peace through a powerful deterrent. Only swift and decisive action can preserve national security and safeguard the global order America forged. The strategic challenges presented by these mavens of malice demand the United States urgently strengthen its nuclear deterrent. Secretary Hegseth inherited a sluggish modernization effort that will not “<a href="https://www.airandspaceforces.com/hyten-says-us-must-be-clear-about-threats-and-act-faster/">go faster</a>”––unless it becomes a national priority.</p>
<p>A peace through strength doctrine urgently requires increased capacity and enhanced readiness. Suspending New START participation and returning to a pre-1991 deterrence posture sends a clear message. Any attempt to subvert the global order or threaten American interests will be met with resolute and overwhelming force.</p>
