<p>At the recent SAHA Expo 2026, Turkey <a href="https://www.defensenews.com/global/europe/2026/05/08/turkey-touts-propellant-breakthrough-for-yildirimhan-long-range-ballistic-missile/">unveiled</a> a mock-up of the Yildirimhan (Thunderbolt) and <a href="https://www.armyrecognition.com/news/army-news/2026/tuerkiye-unveils-yildirimhan-intercontinental-ballistic-missile-challenging-china-df-26-range">released</a> details about the long-range, four-engined, liquid-fueled ballistic missile. The designation “Yildirimhan” refers to Ottoman Sultan Bayezid I, known as “the Thunderbolt,” circa 1400 AD. The naming approach sends a geopolitical message as loud as the missile itself.</p>
<p>Turkey’s pursuit of an advanced long-range missile capability reflects a broader shift in its strategic ambitions, regional influence, and state security priorities. Once seen as sufficient to defend NATO’s southeastern flank but not fit for EU membership, Turkey has increasingly sought to redefine itself as an independent geopolitical power. No longer willing to be merely a buffer state for Western interests, Ankara is actively transforming into an independent, assertive geopolitical power capable of shaping the Middle East, the Eastern Mediterranean, the Black Sea, the Caucasus, Central Asia, and even Europe itself.</p>
<p>A key part of this transformation has been Turkey’s increasing focus on defense self-sufficiency, domestic military technology, and <a href="https://www.anixneuseis.gr/turkeys-defence-industrial-ambition-from-dependence-to-strategic-autonomy/">strategic autonomy</a>. Within this context, Turkey’s declared <a href="https://breakingdefense.com/2026/05/turkey-rolls-out-intercontinental-missile-with-purported-6000km-range/">goal to develop long-range ballistic</a> capabilities, including at Intercontinental Ballistic Missile (ICBM) levels, demands America’s full attention.</p>
<p>We may be witnessing the ultimate manifestation of a state seeking to decouple its sovereign interests in security and power projection from historical external arms dependence and traditional “alliance reliance” Western security guarantees.</p>
<p>Turkey’s missile ambitions are likely part of a broader effort to reduce its dependence on foreign defense suppliers that either <a href="https://nordicmonitor.com/2023/07/turkeys-defense-industry-suffers-from-undeclared-embargoes/">restrict access to advanced weapons</a> capabilities or sell suboptimal weapons systems that are difficult to integrate, costly to maintain, or are just ineffective. Turkish leaders have frequently expressed frustration with <a href="https://www.congress.gov/crs_external_products/R/PDF/R44000/R44000.97.pdf">arms embargoes, sanctions</a>, and <a href="https://nordicmonitor.com/2023/07/turkeys-defense-industry-suffers-from-undeclared-embargoes/">restrictions</a> imposed by allies during political disputes. These tensions have accelerated Turkey&#8217;s investment in domestic aerospace, drone, missile, and satellite-launch industries, framing these programs as symbols of national sovereignty, technological progress, and strategic independence.</p>
<p>Concurrently, Turkey’s increasingly unstable security situation has incentivized its need for long-range deterrent capabilities. Ankara is not only positioned at the crossroads of Europe and Asia, but it is also close to several regional flashpoints involving Ukraine, Russia, Iran, Iraq, Syria, and ongoing tensions in the Eastern Mediterranean. Turkey desires increased geopolitical influence and greater operational freedom. Developing long-range missile systems, therefore, has both military and political importance, boosting deterrence and signaling Turkey’s rise as a regional power capable of independent strategic action. In short, Turkey intends to shape these challenges moving forward, and more autonomy is the price of leadership.</p>
<p>Turkey’s long-range missile development, fueled by its <a href="https://www.invest.gov.tr/en/news/news-from-turkey/pages/president-erdogan-unveils-turkiye-2030-industry-technology-strategy.aspx">National Technology Initiative</a>, is part of a larger investment in <a href="https://www.iletisim.gov.tr/english/haberler/detay/we-want-to-maximize-our-technological-independence">civilian space and satellite launch</a> initiatives, which were officially presented as peaceful technological advancements designed to strengthen communications, scientific research, and national prestige. Turkey’s commitment to this effort is now on display in <a href="https://www.turkiyetoday.com/nation/turkiye-begins-construction-of-space-launch-facility-in-somalia-3211221">Somalia</a>, of all places, where it is constructing a spaceport to support future launch operations. The technologies required for satellite launch vehicles closely overlap with those needed for ballistic missile systems, including multi-stage rocket propulsion, precision guidance, and reentry vehicle engineering. As a result, advances in Turkey’s space program will expedite its long-range ballistic missile development.</p>
<p>Although Turkey does not possess nuclear weapons and is a signatory to the nuclear non-proliferation treaty, occasional statements by <a href="https://nordicmonitor.com/2025/07/turkeys-fm-criticizes-nuclear-weapons-treaty-as-unjust-questions-turkish-endorsement/">Turkish officials criticizing</a> the global nuclear order have fueled international speculation that Turkey might seek its own nuclear arsenal in the future. Any ICBM <a href="https://breakingdefense.com/2026/05/turkey-rolls-out-intercontinental-missile-with-purported-6000km-range/">capable of carrying</a> a 6,000-pound weapons payload over approximately 6,000 kilometers would have limited strategic value as a conventional weapon, but with a nuclear warhead, it would dramatically alter the strategic calculations across the region and beyond.</p>
<p>The possibility of a reduced American nuclear commitment to NATO Europe could increase Turkey’s importance in the same way. If European governments keep pushing Washington out of NATO, the result will be that Europe must pay for and <a href="https://www.armscontrol.org/act/2025-05/features/europe-moving-independent-nuclear-deterrent">develop its own nuclear capabilities</a>—another form of deterrence. France has introduced its <a href="https://warontherocks.com/disperse-to-survive-the-logic-of-french-forward-deterrence/">new doctrine of “forward deterrence,”</a> which <a href="https://www.atlanticcouncil.org/dispatches/what-macrons-changes-to-french-nuclear-policy-mean-for-european-security/">advocates</a> for an expanded nuclear arsenal and a broader nuclear deterrence umbrella over all of Europe, but only under French operational control. Both <a href="https://www.thetimes.com/world/russia-ukraine-war/article/nuclear-bombs-poland-germany-weapons-3pwvwdwhz?msockid=3393505b86306ec71fdc452087506f0e">Poland and Germany</a> have conveyed interest in alternative nuclear arsenals to bolster European deterrence. In this context, Turkey could see its long-range missile capabilities as an opportunity to fill the deterrence gap identified by other NATO leaders and as a pathway toward future nuclear delivery capability if political circumstances change.</p>
<p>At the same time, Turkey’s pursuit of advanced missile systems could generate tensions within NATO if those capabilities are not carefully integrated into the alliance’s broader strategic framework. Some European allies may view Turkish missile development—and any potential future nuclear ambitions—as destabilizing, given Ankara’s sometimes contentious relationships with other NATO members. Such developments would inevitably raise questions regarding missile security, command-and-control arrangements, escalation risks, and about whether Turkey’s long-term strategic objectives remain fully aligned with broader alliance priorities.</p>
<p>Whether Turkey ultimately seeks to develop an arsenal of nuclear-armed ICBMs remains uncertain. What is clear, however, is that Turkey’s long-range missile ambitions are real and appear to support both a broader long-term strategy of autonomous power projection and a more immediate effort to expand capabilities that could contribute to NATO’s evolving long-range strike and nuclear deterrence requirements.</p>
<p>Turkey’s growing missile capabilities reflect a clear strategic goal: to make itself an independent, technologically advanced, and influential military power in an increasingly unstable region; thereby, demonstrating that Turkey is not only a force to be reckoned with but also a partner to be allied with. Its growing missile ambitions reflect a strategic objective of establishing Turkey as an independent, technologically advanced, and regionally influential military power capable of operating with greater strategic autonomy in an increasingly unstable security environment. Turkey should not be viewed merely as a state to be reckoned with, but as an indispensable ally and arms supplier.</p>

<p>In his “Ile Longue” <a href="https://us.diplomatie.gouv.fr/en/speech-president-republic-frances-nuclear-deterrence">speech</a> on March 2, 2026, French President Emmanuel Macron delivered a message that will echo across European capitals for years to come. For the first time, a European leader publicly articulated that France’s nuclear deterrent carries a distinctly “European dimension.” While the ultimate authority to launch remains the prerogative of the French President, Macron made it clear that an attack on a key European partner could trigger a French nuclear response. This is not a symbolic gesture: it reflects a growing recognition that Europe can no longer rely solely on the United States to guarantee its security. In a world where great-power priorities are increasingly transactional, Europe is beginning to define its own strategic boundaries.</p>
<p>The <a href="https://www.epc.eu/publication/americas-new-defence-strategy-and-europes-moment-of-truth/">2026 U.S. National Defense Strategy (NDS)</a> reinforced this reality. By designating Russia as a “European responsibility,” the strategy signals a deliberate shift: Washington will focus its conventional forces on the homeland and the Indo-Pacific Theater, leaving Europe to confront the Russian threat largely on its own terms. The nuclear umbrella remains intact, but the implicit promise of automatic conventional reinforcement is fading. Even seemingly peripheral actions, such as elevating Greenland to a primary U.S. homeland interest alongside the Panama Canal, highlight an unmistakable message: European security is now secondary to America’s own global priorities. Transactions, not guarantees, define the relationship, and Europe is taking note.</p>
<p>This strategic recalibration has deepened a credibility gap that European policymakers cannot ignore. Repeatedly questioning of NATO’s relevance, combined with explicit demands for Europe to <a href="https://unn.ua/en/news/the-us-wants-europe-to-continue-buying-american-weapons-despite-the-eu-plan-reuters">“Buy American</a>,” has underscored a harsh truth: the U.S. is no longer a guaranteed partner for long-term security. <a href="https://www.bruegel.org/policy-brief/europes-dependence-us-foreign-military-sales-and-what-do-about-it#:~:text=The%20US%20organises%20the%20main,0.7%20percent%20of%20GDP%20now.">European arms imports from the U.S</a>. surged to $68 billion in 2024, a fivefold increase over the 2017–2021 average, while American threats of trade countermeasures in response to “Buy European” procurement rules have reinforced the perception that collective defense is contingent on economic acquiescence. For many in Berlin, Paris, and Warsaw, the lesson is stark: security can no longer be assumed; it must be actively prepared.</p>
<p>Europe’s response has been both practical and psychological. The continent is actively building a more integrated and networked continental defense architecture, driven by a growing demand for strategic autonomy—particularly in areas such as drone defense, air and missile defense, and long-range strike capabilities. This effort reflects a gradual shift toward forward deterrence, in which credible conventional capabilities are positioned to signal readiness and resilience in the face of potential aggression. Forward deterrence, therefore, is not simply about stationing troops or deploying hardware; it represents a broader strategic mindset in which Europe seeks to reduce its structural dependence on external guarantees. While European defense infrastructure is not yet fully independent of Washington, ongoing investments and integration efforts indicate a clear trajectory toward greater operational autonomy, with more robust capabilities expected to mature <a href="https://www.eeas.europa.eu/eeas/bolstering-european-defence-readiness-2030_en">between 2025 and 2030.</a></p>
<p>Meanwhile, France and the United Kingdom through the <a href="https://www.iiss.org/publications/strategic-comments/2025/09/the-northwood-declaration-uk-france-nuclear-cooperation-and-a-new-european-strategic-backstop/#:~:text=Download%20PDF-,The%20Northwood%20Declaration:%20UK%E2%80%93France%20nuclear%20cooperation%20and%20a%20new,non%2Dnuclear%20threats%20to%20Europe.">Northwood Declaration</a> are exploring ways to “Europeanize” their nuclear forces, offering broader protection to allied partners while retaining national control over launch decisions. Macron’s speech embodies this principle: <a href="https://www.aerotime.aero/articles/macron-outlines-expanded-european-role-for-france-nuclear-deterrence#:~:text=Macron%20rejected%20the%20notion%20of,maintained%20with%20the%20United%20States.">strategic assets</a>—including Rafale jets and the planned next-generation nuclear submarine, “The Invincible”—can now be dispersed across allied territory to provide strategic depth and complicate adversary calculations. For the first time, non-nuclear partners such as <a href="https://www.euractiv.com/news/france-germany-say-establishing-nuclear-steering-group/#:~:text=France%20and%20Germany%20have%20set,conventional%20capabilities%20with%20European%20partners.%E2%80%9D">Germany</a> and <a href="https://notesfrompoland.com/2026/03/02/poland-in-talks-with-france-over-joining-nuclear-deterrence-programme/#:~:text=Keep%20our%20news%20free%20from,never%20dare%20to%20attack%20us.%E2%80%9D">Poland</a> are participating in joint exercises that directly interface with French nuclear capabilities. The psychological message is clear: Europe is beginning to assert a sovereign layer of deterrence that complements, rather than replaces, NATO’s structures.</p>
<p>Poland’s recent statement that it may eventually seek its own nuclear weapons, <a href="https://www.japantimes.co.jp/news/2026/03/04/world/politics/poland-nuclear-weapons-tusk/">as President Tusk indicated</a>, also highlights the accelerating sense of urgency in Eastern Europe. So here the question arises that While Macron’s “Europeanized” nuclear deterrent provides a layer of strategic depth, then why Poland seeks to own nuclear weapons? The answer is that Macron’s forward deterrence is not scaled to cover the entire continent comprehensively, particularly in regions most exposed to Russia. For Warsaw, the calculus is simple: if U.S. guarantees are increasingly transactional, and if NATO’s nuclear planning remains centered in France and the U.K., then relying solely on allied deterrence is insufficient.</p>
<p>This development illustrates two broader dynamics. First, it highlights the limits of “second-layer” nuclear deterrence. Even with France operationally dispersing assets and including non-nuclear allies in exercises, some countries may feel compelled to consider independent capabilities to ensure credible protection. Second, it signals that Europe’s forward deterrence is moving from theory into practice, not only in doctrine and exercises but in actual national policy deliberations. Warsaw’s potential pursuit of nuclear weapons is less a provocation than a symptom of the same trend already evident in France and Germany’s expanded conventional and nuclear postures: Europe is taking responsibility for its own security.</p>
<p>Hence, Macrons’ speech represents a redefinition of European strategic autonomy. <a href="https://epthinktank.eu/2025/05/07/eu-member-states-defence-budgets/#:~:text=In%202022%2C%20collective%20annual%20EU,than%20a%20core%20budget%20rise.">Between 2021 and 2024</a>, EU defense spending rose by 30 percent, reaching €326 billion, signaling a growing recognition that reliance on Washington alone is no longer sustainable. European governments are investing not just in hardware, but in doctrine, interoperability, and the credibility of their deterrent posture. Strategic autonomy, once rhetorically flourishing, has become an existential imperative. Forward deterrence and strategic autonomy are complementary layers of security designed to mitigate the risk of over-reliance on an American partner whose priorities may shift.</p>
<p>Europe is thus navigating a delicate balance. It is neither abandoning NATO nor discarding the U.S. nuclear guarantee. Instead, it is learning to prepare for a future in which guarantees are no longer unconditional. The era of unquestioned extended deterrence is ending, and the continent must act with foresight. Forward deterrence is more than a strategic posture; it is a signal to Moscow, to Washington, and to Europe’s own citizens that the continent is willing and able to take responsibility for its own defense.</p>
<p>Europe is no longer a passive theater under American protection. It is a region preparing to defend itself, thoughtfully and decisively, in a strategic environment defined by uncertainty, transactional alliances, and shifting global priorities. Macron’s “Ile Longue” speech may have been delivered in France, but its message resonates across the continent: the future of European security will be determined not by the automatic extension of U.S. deterrence, but by Europe’s own willingness to claim responsibility for its survival.</p>

<p>There is a comforting fiction at the heart of much contemporary strategic thinking: conventional military capabilities can substitute for nuclear deterrence without requiring the same political will. It is a neat idea—reassuring, technologically optimistic, and politically convenient. It is also dangerously wrong.</p>
<p>Deterrence does not reside in platforms, precision, or posture. It resides in belief—specifically, the adversary’s <a href="https://www.nber.org/system/files/chapters/c5161/c5161.pdf">belief</a> that you are both capable of inflicting costs and willing to do so. Strip away that second element, and deterrence collapses into theater.</p>
<p>This is the central problem confronting Australia and its allies as they navigate a rapidly shifting Indo-Pacific security environment. As nuclear risks grow, particularly with China’s expanding arsenal, there has been a noticeable intellectual <a href="https://www.jstor.org/stable/26459146?seq=12">pivot</a> toward elevating conventional capabilities as a more “usable,” credible, and politically palatable form of deterrence. Long-range strike, autonomous systems, undersea warfare, and advanced ISR are all presented as tools that can impose meaningful costs without crossing the nuclear threshold.</p>
<p>However, this argument only holds if those tools are used. Too often, the debate stops at capability acquisition. Billions are spent, platforms are announced, doctrines are drafted. Yet, there is a conspicuous silence when it comes to the harder question: under what circumstances would Australia employ these capabilities in anger? What thresholds trigger their use? What risks are we prepared to accept in doing so?</p>
<p>Without clear answers, the signal sent to adversaries is not strength, but hesitation. Consider the logic from the perspective of a competitor. If Australia invests heavily in long-range strike but avoids articulating when it would employ it, an adversary may conclude that those capabilities are politically constrained. If grey-zone coercion, such as the deployment of sea mines, harassment of maritime assets, or interference with undersea infrastructure, does not elicit a forceful response, then the lesson learned is not deterrence, but permissiveness.</p>
<p>In this sense, ambiguity is not always stabilizing. It can just as easily invite probing. The uncomfortable reality is that conventional deterrence demands a level of resolve that many policymakers are reluctant to acknowledge. Unlike <a href="https://search.lib.uiowa.edu/primo-explore/fulldisplay/dedupmrg392884119/01IOWA">nuclear weapons,</a> whose very horror lends them a paradoxical clarity, conventional forces sit in a murkier space. They are more usable, but precisely for that reason, credibility hinges on demonstrated willingness.</p>
<p>A missile that will is restricted from use is not a deterrent. A submarine that will not be deployed into contested waters does not shape adversary behavior. A cyber capability that remains permanently in reserve does not impose costs. Deterrence, in the conventional domain, is performative. It must be signaled, exercised, and at times demonstrated.</p>
<p>This does not mean recklessness or a rush to escalation. It means recognizing that deterrence is not cost-free. If the objective is to prevent adversary action, then one must be prepared to act before the situation becomes intolerable. Waiting until costs are imposed on you, economically, militarily, or politically undermines the very logic of deterrence. This is where much of the current discourse falls short. There is a tendency to treat conventional capabilities as inherently stabilizing, as though their mere existence alters adversary calculations. But capabilities without credible intent are inert. Worse, they can create a false sense of security, masking the erosion of deterrence beneath a veneer of preparedness.</p>
<p>The challenge is particularly acute for middle powers like <a href="https://www.defence.gov.au/about/strategic-planning/2024-national-defence-strategy-2024-integrated-investment-program">Australia</a>, which rely heavily on alliances and extended deterrence. As questions grow around the credibility of U.S. nuclear guarantees, especially in a more contested and multipolar environment, there is an understandable desire to bolster national self-reliance through conventional means. This is a sensible objective. But it cannot be achieved through hardware alone.</p>
<p>If conventional forces are to serve as a substitute or even a supplement to nuclear deterrence, then they must be embedded within a clear framework of political resolve. This requires more than capability development. It requires declaratory policy, strategic signaling, and a willingness to accept escalation risks.</p>
<p>For example, if the <a href="https://www.youtube.com/watch?v=BJH3SiUWg6s">laying of sea mines</a> in Australian waters is deemed unacceptable, then that must be stated clearly and backed by a credible commitment to respond with force if necessary. Anything less invites incremental encroachment. Over time, such encroachment normalizes behaviors that would once have been considered intolerable.</p>
<p>History offers ample evidence of this dynamic. Deterrence erodes not in dramatic moments, but through a <a href="https://www.rand.org/content/dam/rand/pubs/research_reports/RR3100/RR3142/RAND_RR3142.pdf">series</a> of small, unchallenged actions that cumulatively shift the baseline of what is acceptable. By the time a clear red line is crossed, it is often too late as the adversary has already recalibrated expectations.</p>
<p>The solution is not to abandon conventional deterrence, but to take it seriously. This means confronting uncomfortable questions. Are we prepared to use long-range strike capabilities against an adversary’s military assets in the initial stages of a crisis? Would we target grey-zone actors operating below the threshold of armed conflict? How do we signal our intentions without triggering the very escalation we seek to avoid? There are no easy answers, but avoiding the questions altogether is not a strategy, it is an abdication.</p>
<p>Ultimately, deterrence is about shaping perceptions. It is about convincing an adversary that the costs of action will outweigh the benefits. This cannot be achieved through ambiguity alone, nor through capability acquisition in isolation. It requires a coherent <a href="https://www.jstor.org/stable/j.ctt5vm52s">integration</a> of means, messaging, and above all else, will.</p>
<p>If policymakers are unwilling to countenance the use of conventional force, then they should be honest about the implications. In such a scenario, conventional capabilities do not replace nuclear deterrence; they merely decorate its absence.</p>
<p>The risk is not just strategic failure, but strategic surprise. An adversary that perceives a gap between capability and intent will exploit it; once that perception is formed, it is exceedingly difficult to reverse.</p>
<p>Deterrence, in the end, is a test of credibility and resolve. It is not measured by what you possess, but by what an adversary believes you will do. In strategic competition, credibility is not claimed; it is proven and without resolve, deterrence is nothing at all.</p>

<p>Russia’s recent deployment of a <a href="https://united24media.com/latest-news/russia-sends-strike-submarine-to-indonesia-amid-bomber-base-plans-17561">conventionally armed, diesel-powered submarine to Indonesia</a> should not be dismissed as routine naval activity. It is a calculated strategic signal. One that highlights a growing challenge for Australia and calls into question the resilience of U.S. extended deterrence in the Indo-Pacific. While such deployments fall below the nuclear threshold, they reveal an emerging approach to strategic competition. The use of advanced conventional capabilities can undermine the systems that enable nuclear deterrence.</p>
<p>At the center of this challenge is the vulnerability of U.S. nuclear command, control, and communications (NC3) architecture. Facilities in Australia, including <a href="https://www.aspistrategist.org.au/pine-gap-50-controversy-lingers-utility-enduring/">Pine Gap</a> and Naval Communication Station <a href="https://nautilus.org/publications/books/australian-forces-abroad/defence-facilities/naval-communication-station-harold-e-holt-north-west-cape/">Harold E. Holt</a>, are integral to this architecture. They support early warning, signals intelligence, and communications with nuclear forces. As such, they are not only strategic assets but also potential targets. Modern diesel-electric submarines—quiet, survivable, and increasingly capable—can operate in Australia’s northern approaches and threaten these critical nodes with precision strike options or intelligence-gathering missions that enable future disruption.</p>
<p><strong>The Gray Zone Effect</strong></p>
<p>This development reflects a broader shift in adversary strategy. Rather than relying on overt nuclear coercion, states such as Russia are exploring how to achieve strategic effects through conventional means. By targeting <a href="https://www.congress.gov/crs_external_products/IF/HTML/IF10521.html">NC3 infrastructure</a> using submarines, cyber operations, or long-range precision strike, adversaries can degrade the credibility of nuclear deterrence without crossing the nuclear threshold. This approach exploits the grey zone between peace and war, complicates escalation dynamics, and introduces ambiguity into alliance responses. It is not escalation dominance in the traditional sense, but escalation manipulation, and shaping the environment so that nuclear deterrence becomes less certain, less credible, and therefore less effective.</p>
<p>Recent Chinese naval activity reinforces this concern. The <a href="https://www.defence.gov.au/news-events/news/2025-03-09/peoples-liberation-army-navy-vessels-operating-near-australia">PLA Navy’s circumnavigation of Australia</a> should not be viewed as routine presence or symbolic signaling alone. Rather, it demonstrates an emerging capacity to operate persistently along Australia’s littoral approaches and key maritime choke points—areas proximate to critical infrastructure that underpins U.S. and allied NC3. Such operations enable the mapping of undersea terrain, surveillance of communication pathways, and potential identification of vulnerabilities in systems such as subsea cables and relay nodes. In a crisis, these capabilities could be leveraged to conduct limited, deniable disruption of NC3 functions that degrade communication, delay decision-making, and complicate alliance coordination without crossing the threshold of armed attacks. In this sense, China’s activity mirrors and reinforces the broader trend: the use of conventional means to hold at risk the foundations of nuclear deterrence.</p>
<p>For Australia, the implications are significant. The traditional model of U.S. extended deterrence, anchored in the threat of nuclear retaliation, assumes that nuclear forces remain survivable, communicable, and politically usable. However, if NC3 systems are degraded or disrupted, that assumption weakens. Deterrence begins to erode not because nuclear weapons are absent, but because their employment becomes uncertain or delayed. In such a scenario, adversaries may calculate that they can act with greater freedom at the conventional level, confident that escalation can be managed or avoided.<strong> </strong></p>
<p><strong>Policy Recommendations</strong></p>
<p>This evolving threat environment demands a recalibration of Australia’s defense and deterrence posture. Nuclear deterrence remains essential, but it is no longer sufficient on its own. It must be reinforced by a comprehensive strategy that integrates conventional resilience, grey-zone competition, and a more explicit recognition of the role nuclear forces play in underpinning deterrence across all domains.</p>
<p>First, Australia should prioritize the hardening and resilience of NC3-related infrastructure on its territory. This includes enhancing physical protection, investing in redundancy and dispersal, and strengthening cyber defenses. Facilities such as Pine Gap and Harold E. Holt must be able to operate under contested conditions, ensuring continuity of communication and decision-making even in the face of sustained disruption. This may also require the development of alternative communication pathways, including space-based and mobile systems. Resilience is not merely a defensive measure; it is a core component of deterrence, signaling to adversaries that attempts at degradation will not succeed.</p>
<p>Second, Australia must significantly expand its undersea surveillance and anti-submarine warfare (ASW) capabilities. The ability to detect, track, and, if necessary, neutralize hostile submarines in Australia’s maritime approaches is critical to protecting strategic infrastructure. Investments should focus on <a href="https://aukusforum.com/aukus-news/f/enhancing-undersea-capabilities-a-key-focus-of-the-aukus-partner">integrated undersea sensor networks, maritime patrol aircraft, autonomous systems, and closer operational integration with allies</a>. A persistent and credible ASW posture will complicate adversary planning, increase operational risk, and reduce the feasibility of covert operations targeting NC3 nodes.</p>
<p>Third, Canberra should deepen strategic dialogue with Washington on the role of Australia within U.S. nuclear deterrence architecture. This <a href="https://ee.stanford.edu/~hellman/Breakthrough/book/pdfs/bracken.pdf">dialogue must move beyond general assurances and address specific contingencies, including how attacks on NC3 infrastructure in Australia would be interpreted</a>. Greater clarity around escalation thresholds, attribution challenges, and response options will reduce the risk of miscalculation and strengthen the credibility of extended deterrence. This should include regularized nuclear consultation mechanisms and scenario-based planning.</p>
<p>Fourth, Australia should take the lead in advocating for the development of an Indo-Pacific nuclear alliance. Such a framework that brings together the United States, Japan, South Korea, the Philippines, Papua New Guinea, and Australia, would formalize shared deterrence responsibilities and strengthen collective resolve. While politically sensitive, this arrangement could include elements of <a href="https://globalsecurityreview.com/beyond-a-pacific-defense-pact-4-blueprint-for-an-indo-pacific-nuclear-alliance/">nuclear consultation, planning, and burden-sharing, similar in principle to NATO’s nuclear sharing</a> arrangements. By distributing deterrence functions and signaling unity, such an alliance would complicate adversary calculations and reinforce the credibility of nuclear deterrence across the region.</p>
<p>Fifth, Australia must engage India more directly on the implications of Russian strategic behavior. As a key regional power with longstanding ties to Moscow, India occupies a unique diplomatic position. Canberra should clearly communicate its concerns regarding Russian military activities in the Indo-Pacific, including the risks posed to critical infrastructure and regional stability. In parallel, <a href="https://navalinstitute.com.au/russia-in-the-indo-pacific/">India should be encouraged to consider the broader consequences of a hypothetical Russian attack on Australia</a>, not only for bilateral relations, but for its strategic partnerships with both the United States and Australia. This dialogue would not seek to force alignment, but to underscore the interconnected nature of regional security and the potential costs of strategic ambiguity.</p>
<p>Sixth, Australia should explore options to visibly anchor U.S. nuclear deterrence in the region. This necessitates a proactive approach to alliance integration. Mechanisms such as <a href="https://www.tandfonline.com/doi/full/10.1080/25751654.2025.2521033#d1e232">enhanced consultation, increased transparency around nuclear policy, and potential participation in nuclear planning arrangements</a> could reinforce deterrence by demonstrating resolve and cohesion. Initiatives under AUKUS provide a foundation for this deeper integration and should be expanded to include broader deterrence considerations.</p>
<p>Seventh, Australian defense policy must explicitly recognize the interdependence of conventional and nuclear deterrence. Investments in long-range strike, cyber capabilities, and undersea warfare are essential, but they must be understood as part of a broader deterrence framework. These capabilities contribute to resilience and denial, but they are <a href="https://www.rand.org/content/dam/rand/pubs/historical_documents/HDA1600/HDA1631-1/HDA1631-1.pdf">ultimately underpinned by the threat of escalation</a>. Ensuring that this relationship is clearly articulated in strategy and doctrine will strengthen deterrence coherence and improve signaling to adversaries.</p>
<p>Finally, Australia must broaden its strategic focus to account for multiple nuclear-capable adversaries operating in the Indo-Pacific. While China remains the primary focus of defense planning, Russia’s increased presence in Southeast Asia underscores the need for a comprehensive approach. Strategic competition is no longer confined to a single actor or domain. It is multi-faceted, simultaneous, and increasingly coordinated. Australia’s deterrence posture must reflect this complexity.</p>
<p><strong>Conclusion</strong></p>
<p>The central lesson is clear. Deterrence in the 21st century cannot be treated as a layered system in which nuclear weapons sit passively at the top. Instead, nuclear deterrence must actively underpin and reinforce every level of conflict, including the conventional and grey-zone domains. Adversaries are increasingly seeking to exploit gaps between these layers, using conventional means to achieve strategic effects without triggering nuclear retaliation.</p>
<p>To respond to this challenge, Australia must take seriously the credibility of the nuclear deterrent on which it relies. This means investing in the resilience of critical systems, strengthening conventional capabilities, and engaging more deeply with allies and partners on the role of nuclear alliances and forces in regional security.</p>
<p>In an era defined by ambiguity and threshold management, the effectiveness of deterrence will depend on integration, clarity, and resolve. By advancing new nuclear alliance structures, deepening strategic dialogue, which includes India, and reinforcing both conventional and nuclear pillars of deterrence, Australia can ensure that sophisticated conventional threats do not undermine the stability of the broader strategic order.</p>

										<content:encoded><![CDATA[<p>This past week was maelstrom of activities in deterrence. We are seeing a shift of the forces reshaping deterrence across domains. Paramount is the urgency of integrating allied doctrine, accelerating resilient capabilities, and rigorously testing new systems to ensure credibility against adversaries. The future of deterrence will be secured not by isolated efforts, but by cohesive, rapid, and deliberate action.</p>
<p>Bottom line: The center of gravity in deterrence is shifting to space-enabled, long-range, rapidly replaceable kill webs, and our adversaries are acting as if they know it. NATO voices now openly frame space as a war-fighting domain, while Europe moves from point defense to deep strike, Washington debates force-design trades (B-52J vs. more B-21s), and Iran/Russia press for coercive advantage amid sanctions friction. The strategic task is to turn language and spending into tested, resilient, allied operational architectures, and fast.</p>
<p><strong>Unifying Trends</strong></p>
<ol>
<li>Space goes operational, not “supporting.”<br />
NATO leaders’ tone shift (Germany, France, Spain, Canada) treats space as a domain for defense and offense (“shield and sword”), demanding common doctrine, delegated authorities, and tactically responsive launch (&lt;96 hours) to restore/augment constellations under attack.</li>
<li>From point defense to deep strike.<br />
Denmark’s decision to field long-range precision fires (Tomahawk/JASSM-ER class and European options) reflects a continental realization: you can’t intercept your way out of massed salvos—you must hold launchers, C2, and magazines at risk.</li>
<li>U.S. force-design inflection.<br />
Cost/schedule breaches on B-52J upgrades collide with contested-airspace realities, strengthening arguments to expand and accelerate B-21. This is a survivability vs. standoff trade with industrial-base and budget consequences.</li>
<li>Great-Power coercion is coordinated.<br />
ISW’s readout on Moscow’s aims, Iran’s missile signaling and suspected tests, and Beijing’s pressure campaigns (incl. Taiwan wargaming counters) form a convergent pressure track seeking to outlast Western cohesion and exploit cost-asymmetry (cheap counter-space/EW vs. exquisite satellites).</li>
<li>Homeland defense as a system-of-systems problem.<br />
“Golden Dome” can work only if rigorous end-to-end (E2E) testing—across space sensors, comms, C2, effectors, cyber—starts now and leverages commercial testbeds/digital twins. Otherwise, the architecture risks beautiful fragility.</li>
<li>Forward posture debates return.<br />
Talk of re-entering Bagram underscores a broader theme: geography for deterrence matters again, but must be weighed against access, legitimacy, and escalation dynamics with the Taliban and China.</li>
</ol>
<p><strong>What This Means Operationally</strong></p>
<ul>
<li>Speed is deterrence. Time to detect-decide-deliver (and to replace space capacity) is now a primary measure of merit.</li>
<li>Proliferation beats pedigree. Multi-orbit, proliferated constellations with rapid reconstitution are more survivable than few exquisite assets.</li>
<li>Kill webs over platforms. Advantage will come from tested integration of sensors, AI-enabled C2, and multi-domain effectors, not any single “silver bullet.”</li>
<li>Allies are moving—synchronize them. Europe’s deep-strike pivot and NATO’s space posture create a window to standardize doctrine, data, and munitions.</li>
</ul>
<p><strong>Risks to Watch</strong></p>
<ul>
<li>Doctrine lag in space. Without common allied space ROE/authorities, response times will miss the fight.</li>
<li>Testing shortfalls. If E2E campaigns are under-funded or staged too late, integration debt will surface in crisis.</li>
<li>Budget whiplash. Raiding legacy accounts for survivable capacity is necessary—but undisciplined shifts can hollow critical standoff magazines and training.</li>
<li>Cost asymmetry. Adversaries’ cheap EW/dazzling/cyber vs. our pricey satellites remains a structural vulnerability.</li>
</ul>
<p><strong>Priority Actions (next 6–12 months)</strong></p>
<ol>
<li>Adopt an Allied Space Operations Doctrine 1.0<br />
Codify protect/defend, attribution thresholds, delegated authorities, and tactically responsive launch across NATO.</li>
<li>Stand up a Joint Tactically Responsive Space (TacRS) pipeline<br />
Contract now for rideshare, hot-spare payloads, and 96-hour launch/checkout drills; exercise quarterly.</li>
<li>Golden Dome: lock an Integrated Master Test Plan<br />
Fund E2E test events that include on-orbit sensing + ground C2 + live/interoperable interceptors + cyber red-teaming. Mandate industry-in-the-loop from day one.</li>
<li>Rebalance the bomber portfolio toward survivability<br />
Protect B-21 ramp; scrutinize B-52J scope/schedule to preserve standoff munitions buys and mission-planning AI.</li>
<li>European deep-strike integration<br />
Fast-track common mission planning, targeting data standards, and logistics for JASSM-ER/Tomahawk/European LR strike across F-35 and surface fleets.</li>
<li>Harden the space kill web<br />
Deploy optical crosslinks, jam-resilient waveforms, PNT alternatives, and autonomous battle management aids to ride through EW/cyber.</li>
<li>Tighten economic levers against Russia/Iran<br />
Enforce oil price caps/leakage, expand sanctions on dual-use microelectronics, and close maritime re-flag loopholes that fund attritional strategies.</li>
<li>Wargame access/logistics for any Afghanistan posture<br />
If Bagram re-entry is pursued, pre-plan overflight, basing, sustainment, and escalation controls; build non-permissive extraction branches.</li>
</ol>
<p><strong>Concrete Measures of Effectiveness</strong></p>
<ul>
<li>Time-to-Replace-On-Orbit (TTRO): target ≤ 96 hours from loss to restored coverage.</li>
<li>Find-Fix-Finish latency: median time from first detection to effect in minutes, not hours.</li>
<li>E2E test cadence: quarterly cross-domain integrated events; zero critical interoperability defects carried forward.</li>
<li>Allied deep-strike coverage: % of NATO targets held at risk at &gt;500 km with validated comms/targeting.</li>
<li>Resilience index: % of space services with disaggregated backups (multi-orbit/multi-vendor).</li>
</ul>
<p><strong>Longer Perspective</strong></p>
<p>Deterrence now hinges on resilient connections more than singular platforms: space that can fight and recover, kill webs that integrate fast, and alliances that can reach deep. If we test as we will fight, standardize with allies, and bias for speed and survivability, we deny adversaries the slow-motion coercion they seek—and keep escalation ladders short, clear, and in our control.</p>

										<content:encoded><![CDATA[<p>On the surface, the subject matters of drones and nuclear deterrence seem far apart.  Drones and other autonomous vehicle technologies already influence the conduct of war in a significant way. So far, drones’ impact is <a href="https://www.19fortyfive.com/2025/01/1200000-drones-ukraines-unmanned-weapons-are-transforming-warfare/">discussed</a> in the context of conventional war. They may also have potential impact on nuclear deterrence, altering nuclear strategy by undermining stable deterrence. This possibility has implications for future decisions concerning American nuclear modernization and for setting priorities in future arms control negotiations.</p>
<p>Their low cost, flexibility, and ability to operate without putting human pilots at risk make drones increasingly valuable in conventional military conflicts. Their capabilities already include reconnaissance and surveillance, long-range strike missions, electronic warfare, and precision killing.</p>
<p>With their precision-targeting ability, drones can be integrated into nuclear deterrence strategies. For instance, they could be used to ensure the survivability of a country’s nuclear forces by providing continuous surveillance and early warning against potential nuclear threats. Drones could also support a more viable second-strike capability, potentially increasing the credibility of nuclear deterrence by ensuring that a country retains a means to retaliate even after a nuclear first strike.</p>
<p>The use of drones in situations where nuclear escalation is a possibility could lead to unintended consequences. The increasing autonomy of drones raises the risk of misinterpretation, as drones could be perceived as a precursor to a larger attack, even when they are only conducting reconnaissance. This could trigger a preemptive nuclear strike by an adversary, leading to an inadvertent escalation into full-scale nuclear war. Cold War and subsequent histories show that the danger of inadvertent nuclear escalation is not trivial.</p>
<p>The possibility that expansion of the war in Ukraine from conventional weapons into nuclear first use could occur from Russian views of Ukrainian deep strikes into Russian territory, with NATO ballistic and cruise missiles, provides one example of concerns in this category.  Lewis A. Dunn <a href="https://www.foreignaffairs.com/united-states/last-chance-prevent-nuclear-anarchy">suggests</a> that President Donald Trump is faced with a world sliding into nuclear anarchy. He writes:</p>
<p>Brinkmanship among major nuclear powers is rising. China is relentlessly expanding its nuclear forces but rejecting serious engagement with the United States on arms control. US–Russia cooperation on nuclear matters, already in a dire state, has deteriorated further with President Vladimir Putin’s repeated nuclear threats in the course of Russia’s war in Ukraine. Recent reports based on information from senior US officials indicate that the United States, too, could modify its posture and expand its arsenal to strengthen deterrence of coordinated Russian, Chinese, and North Korean nuclear adventurism. All these developments have eroded critical pillars of nuclear order and raised the risk of nuclear warfare.</p>
<p>Drones are relatively fast, low-cost, and difficult to detect, which makes them ideal for preemptive strikes against high-value targets. In theory, a nation could deploy a drone strike against an adversary’s nuclear command-and-control infrastructure or missile silos, aiming to disrupt or neutralize a potential nuclear retaliation before it can be launched. In addition, drones equipped with nuclear payloads or advanced conventional weapons could be used as part of a disarming strike. The ability to carry out such strikes could shift the strategic calculations of nations, as adversaries might feel more vulnerable to a preemptive attack, especially if they believe their nuclear retaliation capabilities could be neutralized by <a href="https://thebulletin.org/2021/04/meet-the-future-weapon-of-mass-destruction-the-drone-swarm">fast-moving drone strikes</a>.</p>
<p>As drones become more autonomous, the risk of them making decisions without human oversight increases. In a nuclear context, where the consequences of any action are catastrophic, the delegation of decision-making to machines is highly controversial. The potential for autonomous drones to trigger a nuclear response or make fatal miscalculations due to algorithmic errors presents a <a href="https://www.nytimes.com/2025/01/27/opinion/ai-trump-military-national-security.html">possible threat to strategic stability</a>.</p>
<p>Given that drones can operate autonomously, one challenge is ensuring that their actions do not trigger unintended escalation. <p>Future generations of drones will interact with artificial intelligence that also supports other elements in the matrix of deterrence and defense. AI will privilege deterrence by denial compared to deterrence by credible threat of unacceptable retaliation. It will do so because states will have to quickly manage the deterrence and/or conduct conflicts in multiple domains: land, sea, air, space, cyberspace, and the information or knowledge domain. The knowledge domain wraps around all the others. It is the “gnostic center” that controls, connects, and prioritizes among the component parts of the various domains in order to provide for the correct response to threats or attacks.</p>
<p>AI-assisted attacks on the gnostic center will require immediate responses by AI-assisted defenses that can defeat or diminish the cost of those attacks. Absorbing the first blow and then retaliating may not be a choice that is available to beleaguered and time-pressed decision-makers. This situation poses an especially concerning challenge for nuclear deterrence. Decisions for or against nuclear war should allow policymakers sufficient time to deliberate alternatives with their advisors and to select the most appropriate option for the exigent circumstances. But the potential speed of AI-boosted attacks against space and cyber assets, together with the rising speed of kinetic strikes from hypersonic weapons, may leave leaders fearful of an enemy nuclear first strike to choose preemption instead of retaliation.</p>
<p>Just as we can conceive of drones as reconnaissance and strike platforms for offenses, it is also possible that drones can be part of any state’s comprehensive antimissile and air defense plan. One illustration is the use of drone swarms to defeat attacking drones tasked with reconnaissance or strike missions. Another example would be the use of drones for electromagnetic “hit to kill” within the atmosphere or, even more ambitiously, in midcourse intercept against attacking ballistic missile forces. Drones based on one or more lunar spaceports could protect American interests in cislunar space.</p>
<p>Futuristic drones with embedded AI and space-to-space weapons could defend orbital satellites against attack (so-called DSATs) or engage another state’s satellites that appear threatening (ASATs). Priority DSATs and ASATs would deter or defend against any threat to the viability of American satellites for warning and assessment; command, control, and communications; geolocation; and other missions.</p>
<p>Comparatively inexpensive drones could thus take over some of the strategic defense burden, otherwise requiring both upgraded terrestrial missile launchers and kill vehicles or, eventually, sophisticated ballistic missile defenses based on space-to-earth weapons such as lasers or particle beams. Future planners should expect a more crowded space domain, including newer generations of orbital satellites with diverse missions, space stations, and additional reconnaissance and strike weapons along with smarter drones and larger swarms.</p>
<p>The preceding discussion about drones and their possible relationship to nuclear deterrence has implications for nuclear arms control. It is important for a peace agreement to terminate the war in Ukraine for many reasons. One reason is so that the United States and Russia can resume negotiations about an arms control regime to succeed the New START agreement, due to expire in 2026.</p>
<p>The “beyond New START” consultations should include discussions about the two states’ arsenals of non-strategic nuclear weapons and protocols for nuclear first use. Vladimir Putin’s repeated warnings about the possibility of Russian nuclear first use in Ukraine is dismissed by some as bluffing for effect, a form of coercive diplomacy. On the other hand, Russia’s doctrinal shifts appear to move toward a more permissive standard as the war continues. In addition to clarifying this matter, the United States and Russia must acknowledge that China is an aspiring nuclear peer and include China in discussions about nuclear policy issues, including transparency about force structures and military doctrines. China is unlikely to be interested in arms reductions per se, but dialogue should be initiated at the expert level to clarify China’s thinking about strategy, arms control, and related issues.</p>
<p>The character of war changes with the advent of new technologies and strategic thinking.  But the nature of war is perennially the environment of competition and conflict, uncertainty, chance, and friction. The relationship between drones and nuclear deterrence represents a mixed blessing for military planners and arms control. Drones have the potential to enhance nuclear deterrence, but they also introduce significant risks in terms of escalation control and first-strike stability. As drone technology advances, it will be critical for policymakers to develop strategies that account for the unique challenges drones pose in nuclear deterrence and, as well, their future roles in space and cyber wars.</p>
