<p>Traditionally, major nuclear powers have developed and deployed strategic nuclear forces across three legs. This configuration, known as a <a href="https://www.acq.osd.mil/ncbdp/nm/NMHB2020rev/chapters/chapter3.html">nuclear triad</a>, includes land-, sea-, and air-based strategic nuclear forces designed to ensure a survivable deterrent by complicating an adversary&#8217;s ability to eliminate a country&#8217;s nuclear retaliatory capability in a single attack.</p>
<p>First, the land-leg consists of silo-based and/or road-mobile intercontinental ballistic missiles (ICBMs). The benefit of this leg is responsiveness in a <a href="https://warontherocks.com/launch-under-attack-a-sword-of-damocles/">launch-on-warning</a> scenario and survivability for dispersed <a href="https://cgsr.llnl.gov/sites/cgsr/files/2024-08/2024-05-supplemental-second-strike.pdf">road-mobile ICBMs</a>. Some posit that the silo-based systems also function as a <a href="https://www.atlanticcouncil.org/wp-content/uploads/2021/04/Nuclear-Force-Sizing-IB-042021.pdf">“warhead sink”</a>, targets meant to absorb an attacker’s first strike. Second, the sea-leg entails long-range submarine-launched ballistic missiles (SLBMs). Due to the concealed nature of ballistic missile submarines (SSBNs), the advantage of this leg is <a href="https://www.acq.osd.mil/ncbdp/nm/NMHB2020rev/chapters/chapter3.html">survivability</a>. Third, the air leg comprises strategic bombers with air-launched cruise missiles (ALCMs) or bombs. The additional value of this leg is <a href="https://www.acq.osd.mil/ncbdp/nm/NMHB2020rev/chapters/chapter3.html">flexibility and visibility</a>. In other words, an air leg is useful for signaling resolve toward adversaries and reassuring allies. There are thus reinforcing military-strategic reasons to have these different capabilities.</p>
<p>In February 2024, the U.S. <a href="https://www.csis.org/analysis/there-path-counter-russias-space-weapons">claimed</a> that Russia is developing a nuclear anti-satellite capability. Such a capability could put current U.S. space-based nuclear command, control, and communications (NC3) at risk, and in the future, space-based components of the <a href="https://www.atlanticcouncil.org/in-depth-research-reports/issue-brief/golden-dome-is-the-missile-defense-the-us-needs/">Golden Dome</a> missile defense shield. Such a capability could enhance the effectiveness of the other legs of Russia&#8217;s strategic deterrent, for example, by disabling or destroying space-based missile-defense and warning assets prior to a ballistic missile strike. In short, Russia is adding a space-based leg to its strategic forces, thereby moving towards a nuclear tetrad posture. Subsequently, this commentary will focus on the novel capabilities intended to bolster Russia’s strategic forces.</p>
<p><strong>Recent Russian Tests</strong></p>
<p>During the past few months, Russia has been testing multiple novel, destabilizing nuclear capabilities that are intended to overcome U.S. missile defense systems. First, on October 21, 2025, Russia seemed to have successfully tested the 9M730 <a href="https://www.iiss.org/online-analysis/missile-dialogue-initiative/2025/11/russias-burevestnik-and-poseidon-tests/">Burevestnik/Skyfall</a> ground-launched, nuclear-armed, and nuclear-powered cruise missile. Chief of the General Staff of the Russian Armed Forces, Valery Gerasimov, claimed that the missile flew 14,000 kilometers in 15 hours. While the system is slow, its extremely long range can result in an unpredictable flight path, evading missile defense, or even lingering over a specific area as a deterrence signal. Moreover, intercepting such a system can be challenging due to the nuclear-powered engine and subsequent radiation hazard.</p>
<p>A test of the <a href="https://www.iiss.org/online-analysis/missile-dialogue-initiative/2025/11/russias-burevestnik-and-poseidon-tests/">Poseidon/Kanyon</a> long-range, dual-capable, nuclear-powered uninhabited underwater vehicle (UUV) occurred at the end of October 2025. The Poseidon will be deployed on specific nuclear-powered submarines, such as the operation Belgorod and the future Khabarovsk, which is under construction. The obvious advantage of a nuclear-armed, nuclear-powered UUV is that it cannot be intercepted easily, but the potential targets are confined to naval assets, such as a carrier strike group, and coastal areas.</p>
<p>More recently, Russia successfully tested the new <a href="https://www.iiss.org/online-analysis/missile-dialogue-initiative/2026/05/russias-sarmat-missile-success/">RS-28 Sarmat</a> heavy ICBM on May 12, 2026. According to Russian media, this system can carry different payloads, such as “10 large nuclear warheads, 16 smaller ones, a combination of warheads and countermeasures, or hypersonic boost-glide vehicles.” Notably, President Putin mentioned that the missile could strike targets “over 35,000 kilometers” and maintain a “suborbital” trajectory.</p>
<p>A suborbital trajectory may reference either the <a href="https://missilethreat.csis.org/missile/avangard/">Avangard</a> nuclear-capable, hypersonic boost-glide vehicle. However, the open-source range is only over 6,000 kilometers. Or it could indicate that Russia is potentially redeploying a so-called Fractional Orbital Bombardment System (FOBS) capability. Such a system was deployed by the <a href="https://www.iiss.org/online-analysis/online-analysis/2021/10/is-china-gliding-toward-a-fobs-capability/">Soviet Union</a> from 1968 to 1983, namely the R-36-O (RS-SS-9 Mod 3 Scarp). While it only covers a fraction of an orbital trajectory, a FOBS can be considered as a space-based weapon. <a href="https://www.iiss.org/online-analysis/online-analysis/2021/10/is-china-gliding-toward-a-fobs-capability/">China</a> is similarly developing a FOBS. An additional theoretical space-based nuclear capability is a multiple-orbit bombardment system (MOBS). The <a href="https://www.thespacereview.com/article/4466/1">difference</a> between FOBS and MOBS is that the latter system would “complete one or more orbits before descending on its target.”</p>
<p>As stated in the introduction, Russia is developing a proper space-based option, specifically <a href="https://www.newsweek.com/russia-space-satellite-csis-cosmos-2553-2065082">a nuclear anti-satellite capability</a>. Many details of the program remain classified. However, on April 25, 2025, U.S. officials <a href="https://www.reuters.com/business/media-telecom/russian-satellite-linked-nuclear-weapon-program-appears-out-control-us-analysts-2025-04-25/">reported</a> that a Russian satellite involved in the development of a space-based nuclear weapon, named Cosmos 2553, was <a href="https://www.newsweek.com/russia-space-satellite-csis-cosmos-2553-2065082">malfunctioning</a>. This is concerning because a nuclear detonation in space can result in a <a href="https://www.swp-berlin.org/publications/products/comments/2025C21_RussianNuclearWeaponsSpace.pdf">variety</a>  of effects depending on the altitude. For example, a detonation in medium Earth orbit (MEO), at altitudes between 2,000 and 36,000 kilometers, could disrupt navigation systems such as the U.S. Global Positioning System and the European Galileo Global Navigation Satellite System.</p>
<p>Beyond MEO are the geosynchronous and geostationary Earth orbits, used by the U.S. Space Force’s <a href="https://www.spaceforce.mil/About-Us/Fact-Sheets/Article/2197713/advanced-extremely-high-frequency-system/">Advanced Extremely High Frequency System</a>, which is a joint service satellite communications system for tactical and strategic forces, and the <a href="https://www.congress.gov/crs-product/IF11697">Space-Based Infrared System</a> that detects and tracks ballistic missile launches. With a MEO system Russia can hold an asymmetric advantage, as it can threaten the satellite capabilities on which the U.S. and NATO depend heavily. While this nuclear anti-satellite capability, once operational, probably will not stay permanently in orbit, the potential to launch such a system during conflict or war gives Russia an extra option to escalate. In other words, moving from a triad to a tetrad sends a clear strategic message to the adversary and add another way to “escalate to de-escalate.”</p>
<p><strong>The U.S. Response</strong></p>
<p>Given the second Trump Administration’s decision to create the Golden Dome, <a href="https://www.war.gov/News/Releases/Release/article/4193417/secretary-of-defense-pete-hegseth-statement-on-golden-dome-for-america/">described</a> by Secretary of War Pete Hegseth as “a next-generation missile defense shield,” the U.S. may have calculated that the renewal of the strategic triad is insufficient to face the two-peer nuclear challenge. Nonetheless, with recent adversary developments of novel capabilities, such as the Burevestnik, Poseidon, and FOBS, and the move towards a nuclear tetrad which include a nuclear anti-satellite capability, Russia can undermine the credibility and effectiveness of such a deterrence-by-denial capability. Therefore, deterrence by punishment, or having credible retaliatory strategic forces, should remain the backbone of U.S. and allied security.</p>

										<content:encoded><![CDATA[<p>The <a href="https://www.whitehouse.gov/videos/breaking-president-trump-announces-the-golden-dome/">announcement</a> of Golden Dome in May 2025 has reinvigorated discussions around the often-maligned concept of space-based missile defenses. Ever since President Reagan’s 1983 <a href="https://www.americanrhetoric.com/speeches/ronaldreagansdi.htm">speech</a>  announcing the Strategic Defense Initiative (SDI), space-based missile defenses have been opposed by some as unrealistic. Although SDI was successful in bankrupting the Soviet Union, many in Congress never viewed SDI as legitimately achievable. The noble aim of irradicating threats from intercontinental missiles has often been lost to those who seek to question not only the technical feasibility but also their impact on nuclear deterrence. Yet following the announcement of Golden Dome by President Trump, Congress <a href="https://www.aip.org/fyi/lawmakers-seek-next-steps-on-golden-dome">allocated</a> $25 billion for program development and initial deployment, suggesting the government is finally moving in the direction of supporting a robust homeland defense capability through the deployment of an SDI concept now technically ready for use: Brilliant Pebbles.</p>
<p>The fundamental aim of Golden Dome is to protect the United States from air or space-based missiles armed with a variety of warheads: nuclear, chemical, biological, or conventional. Golden Dome will be made available to key allies should they deem it necessary for their own defenses in an increasingly complex global security environment. However, the level of <a href="https://www.atlanticcouncil.org/blogs/new-atlanticist/golden-dome-creates-a-new-missile-defense-bargain-with-us-partners/">interest</a> these allies have in negotiating the terms of missile defenses from the U.S. remains to be seen.</p>
<p>While moving beyond the technical development of SDI, Golden Dome is not ushering a new age of missile defense strategy. A national missile defense policy has been in place since the 1990s following a hotly debated period in Congress where a “placebo defense” was finally deployed. The term “placebo defense” was coined by prolific political strategist <a href="https://www.missiledefenseadvocacy.org/advocacy/tributes/dr-william-van-cleave-1935-2013/">Dr. William Van Cleave</a>, who advocated for a layered concept of missile defense while he was a member of “<a href="https://www.commentary.org/articles/richard-pipes-2/team-b-the-reality-behind-the-myth/">Team B</a>.” Team B was commissioned by the-then Director of Central Intelligence, President George H.W. Bush for the purpose of providing the government with alternative intelligence assessments and policy guidance regarding the Soviet strategic threat.</p>
<p>Dr. Van Cleave first used the term “placebo defense” in lectures at the Department of Defense &amp; Strategic Studies at Missouri State University in 1996. While not officially defined in any academic paper, “placebo defense” describes the U.S. policy of deploying limited missile defenses incapable of defending against significant ballistic missile attack from either Russia or China. Rather, such limited missile defenses instead minimize the threat by rogue states like North Korea and Iran. The goal in part was to silence the critics who claim the U.S. must at least be able to defend itself from those rogue nations more likely to launch one or two missiles at U.S. forces overseas, or key coastal areas of the country.</p>
<p>The Team B concept of layered missile defense was supported by former SDI officials who <a href="https://www.laserwars.net/p/strategic-defense-initiative-space-based-laser-interview">advocated</a> for a space-based laser (SBL) system to provide the most effective method of intercepting ballistic missiles. While this would be ideal for balancing technical feasibility and overall program cost, SBLs were not supported by Congress and follow-on administrations. Valuable research and development have since been neglected, making SBLs unlikely achievable anytime soon.</p>
<p>Golden Dome is now poised to move forward with some of the Team B concepts and additional strategists since the 1990s. To move Golden Dome forward rapidly, it is time to reconsider Brilliant Pebbles, which is also referred to as Future Space-Based Interceptors. <a href="https://www.llnl.gov/archives/1980s/brilliant-pebbles">Designed</a> by Lawerence Livermore National Laboratory, Brilliant Pebbles envisioned placing small space-based interceptors (weighing around 10 kilograms) in Low Earth Orbit (LEO) capable of colliding with intercontinental ballistic missiles during the boost-phase of their trajectory. These interceptors would remain in orbit for only 18 months. Brilliant Pebbles was cancelled in 1993 due to a lack of political support in Congress despite some strategists <a href="https://www.wsj.com/opinion/why-did-brilliant-pebbles-fail-to-launch-reagan-bush-cost-tech-6b252ad7?gaa_at=eafs&amp;gaa_n=AWEtsqeRShKMKVoHpHRmxitIdjsAUq0dzPI98tD0e4UXU_DkgUP_xGEdbWkd3bPKpBY%3D&amp;gaa_ts=695ae1e0&amp;gaa_sig=mGYrAI49uoHw2veffOK--WZ07WTjuvwmQnC4CWamEUa95fmPmtWRDs_9MTYuB7krBLSTaScIIEnfU7uoDyqMDA%3D%3D">arguing</a> the technical feasibility of the program and its technical readiness for deployment in the near term.</p>
<p>Since the program’s end, the technical efficiency of small pump-fed engines and the impulse of solid axial engines, the areas of technological development that limited the concept in the late 1980s, have improved. It is now possible for an interceptor to reach 20g acceleration and cover a range of 800 km, well beyond the capabilities in the original project. Further mission analysis is still needed to determine the number of Brilliant Pebbles required to provide adequate missile defenses within the Golden Dome strategy. Furthermore, the cost to deploy Brilliant Pebbles using this concept will also be <a href="https://www.careyaya.org/resources/blog/spacex-s-radical-reduction-in-launch-costs-and-lessons-for-innovation">vastly reduced</a> using current U.S. space launch capabilities provides by companies such as SpaceX and Blue Origin.</p>
<p>The ability of Golden Dome to effectively protect the U.S. from air and space missile threats fundamentally relies on selecting the most effective space-based missile defense system. Brilliant Pebbles is a system whose maturity can be advanced quickly and cost effectively to provide a boost-phase intercept capability. This could finally put to an end to the “placebo” missile defense system which leaves the U.S. insufficiently defended.</p>

										<content:encoded><![CDATA[<p>Extended nuclear deterrence is a central tenet of America’s post–World War II strategy. For the first time however, it is being <a href="https://www.realcleardefense.com/articles/2025/02/24/ukraine_and_the_international_nuclear_order_1093381.html">seriously questioned</a> in <a href="https://www.france24.com/en/europe/20250301-macron-reopens-debate-on-european-nuclear-umbrella-after-trump-zelensky-showdown">both Europe</a> and the <a href="https://www.lowyinstitute.org/the-interpreter/why-south-korea-might-go-nuclear-trump-s-term">Asia-Pacific</a>.</p>
<p>The international system is now <a href="https://direct.mit.edu/isec/article/49/2/7/125214/Back-to-Bipolarity-How-China-s-Rise-Transformed">firmly bipolar</a>, with China’s global power rapidly increasing at a time when Russia <a href="https://researchbriefings.files.parliament.uk/documents/CBP-9825/CBP-9825.pdf">regularly threatens</a> to use nuclear weapons against the North Atlantic Treaty Organization (NATO), influencing the administration of President Donald Trump. The combined Chinese and Russian threats are leading President Trump <a href="https://www.ndtv.com/world-news/donald-trump-says-world-war-iii-not-far-away-7758523">to warn</a> of a possible World War III.</p>
<p>American power is increasingly contested, bringing <a href="https://ndupress.ndu.edu/Media/News/News-Article-View/Article/3679143/preventing-the-nuclear-jungle-extended-deterrence-assurance-and-nonproliferation/">new operational</a> challenges to extended deterrence. A fundamental question is now in play—should the US abandon the Nuclear Non-Proliferation Treaty (NPT) it created in 1960s and instead push its allies to field nuclear weapons?</p>
<p>Allies are already reconsidering their nuclear stance. In the Asia-Pacific, American ally Australia provides useful <a href="https://www.amazon.com.au/Australia-Bomb-C-Leah-ebook/dp/B00RZU46PS">historical insights</a>.</p>
<p>From the late 1940s to the early 1970s, Australia <a href="https://nsarchive2.gwu.edu/nukevault/ebb253/doc16d.pdf">sought to acquire</a> nuclear weapons in response to an unstable international order where it felt threatened by China. In 1967, Secretary of US Defense Robert McNamara <a href="https://www.taylorfrancis.com/chapters/edit/10.4324/9781315536576-13/unusual-suspects-australia-choice-nonproliferation-treaty-christine-leah">said it would</a> be “entirely natural” and “an obvious thing to happen” for Australia to acquire nuclear weapons in response to China developing them. He also <a href="https://www.cornellpress.cornell.edu/book/9780801456756/nuclear-statecraft/">expressed interest</a> in establishing a collective nuclear organization <a href="https://medium.com/war-is-boring/yes-australia-still-needs-nukes-29f06bb7bbe">for the Far East</a>, “starting with Australia and the Philippines.”</p>
<p>Indeed, Secretary of State Dean Rusk earlier <a href="https://history.state.gov/historicaldocuments/frus1964-68v11/d50">suggested</a> a “US-supplied Far Eastern nuclear stockpile” open to Japan and India. In 1958, others proposed the US could base intercontinental ballistic missiles (ICBMs) in Australia, in the event the US decided to keep tight control of nuclear weapons in its own hands and actively worked to push its allies to agree to the NPT treaty.</p>
<p>There were similar debates around friendly nuclear proliferation in Europe around the same time. Aiming to regain leadership in Europe, the US <a href="https://history.state.gov/historicaldocuments/frus1961-63v13/d173">proposed</a> a multilateral nuclear force within NATO. While <a href="https://www.usni.org/magazines/proceedings/1965/april/nuclear-control-and-multilateral-force">there were doubts</a> over its military utility, the diplomatic discussions that started around sharing nuclear hardware and control did allow time to develop a European non-proliferation solution. In 1966, the NATO nuclear planning group <a href="https://www.nato.int/nato_static_fl2014/assets/pdf/2020/3/pdf/200305-50Years_NPG.pdf">was established</a>, allowing some European allies to be involved in how and under which circumstances American weapons might be used.</p>
<p>The structural changes in the international system that prompted these earlier ideas are happening again. It is time to start thinking seriously about the next steps to take. The nuclear history noted suggests three broad approaches.</p>
<p>First, allies might build their own nuclear forces. The logic is that in a high-intensity conflict between the US and a nuclear power, the adversary may target American allies with nuclear weapons. Such an escalation demonstrates an adversary’s willingness to coerce allies into ceasing support for the United States.</p>
<p>This is the worst-case scenario that extended deterrence was created to prevent. If allies seriously doubt American credibility, fielding independent nuclear forces is a solution.  Indeed, economically challenged Pakistan and North Korea took this path already. For America’s allies, acquiring nuclear forces may be a lower cost option than growing their conventional forces.</p>
<p>Second, allies might work together to devise a modern multilateral nuclear force as considered in 1960s Europe. In the Pacific, Australia considered working with Britain on nuclear weapons in the late 1940s and 1950s; <a href="https://www.lowyinstitute.org/the-interpreter/buying-wrong-submarine">some still</a> favor this effort. In that regard, Japan and Australia have recently acquired Tomahawk cruise missiles, which the US armed with nuclear warheads to deter Russia in the 1980s. Such weapons might be a starting point for an allied nuclear force in the eastern Pacific. As noted, the US considered deploying ICBMs in the Australian outback.</p>
<p>Third, another option, arguably better for American global leadership, is to address the allies’ deepening concerns over extended deterrence. This would involve the current administration actively reassuring allies that it still places importance on existing security treaties, increasing nuclear sharing and including more nations in nuclear planning, especially in the Pacific. Such steps would be at marginal cost to the US.</p>
<p>The most important might be <a href="https://armscontrolcenter.org/wp-content/uploads/2021/08/NATO_NSNW_factsheet.pdf">nuclear sharing</a> as this appears a tangible example of commitment. Of course, nuclear sharing is actually a misnomer since the US shares in the employment of certain nuclear weapons. It retains full control of the weapons prior to an authorization to strike a target.</p>
<p>The US could increase nuclear sharing with Pacific allies, such as Australia, Japan, and South Korea, and broaden out to other NATO nations <a href="https://www.iiss.org/publications/strategic-comments/2023/polands-bid-to-participate-in-nato-nuclear-sharing/">like Poland</a> and the <a href="https://foreignpolicy.com/2024/02/09/scandinavia-nato-military-war-russia-sweden-finland-arctic/">Scandinavian nations</a>, which appear to be Russia’s next target after Ukraine. These nations could then reciprocate in hosting US nuclear weapons as Belgium, Germany, Italy, and the Netherlands do now.</p>
<p>This discussion hinges on American ambitions for global leadership. As the Trump administration pushes allies to bare a greater share of their own security while attempting to close a $2 trillion annual deficit, the US must necessarily cut costs everywhere. Thus, American allies must take a realistic look at what President Trump is seeking to accomplish with the federal budget and understand that they must step into the breach while the US sets its house in order.</p>
<p>Sometimes, a great power must admit that it may be in its interests to change direction and push its allies down a new, different path. In that case, the Trump administration might declare the NPT finished and instead encourage its allies to go nuclear.</p>
