<p>As the world gears up for the 2026 Nuclear Non-Proliferation Treaty (NPT) Review Conference, a new and multifaceted factor is complicating the global strategic calculus: Artificial Intelligence (AI). The “<a href="http://www.nuclear-abolition.com/language/the-impact-of-artificial-intelligence-in-nuclear-decision-making/">nuclear-AI nexus</a>” has evolved from a niche technical interest to a prominent feature in global security discussions, with implications for every aspect of the NPT’s three pillars: non-proliferation, disarmament, and peaceful uses of nuclear energy. However, as experts recently cautioned at the “<a href="https://wise-materials.org/external/from-algorithms-to-atoms-machine-learning-meets-materials-science-2-2-3/">Atoms for Algorithms</a>” webinar, we need to cut through the speculative “AI hype” to ensure this technology remains a means for peace, not an avenue for unintentional escalation.</p>
<p>To regulate the nuclear-AI connection, we first need to understand the technology. As a United Nations Institute for Disarmament Research researcher, <a href="https://www.youtube.com/watch?v=6MuwZJ48cic">Dr. Yasmina Fina</a> suggests, AI is not a monolithic entity, but a “construct” and a “system of systems,” made up of code, software, data, hardware, and sensors. It is a system used to fulfill certain functions, not a threat capable of usurping human decision-making. The risk is the “<a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">speed and scale</a>” of AI, which can have myriad implications for performance and strategy. Moreover, Fina warns that comparing <a href="https://www.youtube.com/watch?v=6MuwZJ48cic">nuclear governance to AI governance</a> is unhelpful because the technologies are not the same; nuclear materials are limited and tangible, whereas AI is ubiquitous and digital.</p>
<p>In the context of non-proliferation, AI is touted as a game-changing <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">verification tool</a>. The International Atomic Energy Agency (IAEA) could potentially use “AI agents,” semi-autonomous machines capable of processing large <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">data streams and satellite images </a>to verify the accuracy of declarations by states at a pace humans cannot match. However, <a href="https://medium.com/@ian-j-stewart/generative-ai-and-weapons-of-mass-destruction-will-ai-lead-to-proliferation-c4476580bbc6">Dr. Ian Stewart</a>, Executive Director of the CNS Washington, states that AI will not help states develop nuclear weapons they could not otherwise build, for two physical reasons: AI cannot “magic up” <a href="http://www.nuclear-abolition.com/language/the-impact-of-artificial-intelligence-in-nuclear-decision-making/">fissile material</a>, and there is no evidence that large language models can transfer the “tacit knowledge” necessary for weaponization.</p>
<p>When it comes to AI and nuclear weapons, political concerns are high. States have been reluctant to allow the IAEA to use open-source data or “black box” algorithms. Should an AI detect an event, the absence of “explainability” or how the machine arrived at its decision could lead to a crisis of <a href="https://medium.com/@ian-j-stewart/generative-ai-and-weapons-of-mass-destruction-will-ai-lead-to-proliferation-c4476580bbc6">political legitimacy</a> for the safeguards system.</p>
<p>The most fraught part of the nexus is disarmament. We are now seeing a “<a href="https://www.sipri.org/publications/2025/sipri-insights-peace-and-security/advancing-governance-nexus-artificial-intelligence-and-nuclear-weapons">race to adopt</a>” AI in military strategies due to the perceived speed advantage it offers. AI can speed up threat identification and data integration, potentially freeing up more time for decision-making (or, on the other hand, reducing decision-making cycles to the point that humans are simply rubber-stamping decisions).</p>
<p>Aliche Sultini, senior research lead at the Rhode Island School of Design, explains that AI systems create new <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">levels of uncertainty</a>. If a state cannot grasp how an adversary’s AI operates in its decision-making, it might fall into worst-case scenarios, reinforcing alert postures that prevent disarmament. To <a href="https://thebulletin.org/2025/12/lessons-from-the-uns-first-resolution-on-ai-in-nuclear-command-and-control/">support disarmament</a>, AI must be used to enhance technical verification and confidence, not to shorten the path to war. Possibly the most disruptive aspect of this interaction is the NPT’s third pillar: peaceful nuclear energy applications. According to <a href="https://docs.un.org/en/NPT/CONF.2026/PC.II/INF/7">Mr. Shota Kamishima</a> of the IAEA, an “affinity” is emerging between nuclear power and AI. We are now moving into a world where energy-hungry AI data centers need the clean, scalable, and reliable power offered by nuclear power, and where nuclear generation and maintenance are improved through AI.</p>
<p>This alliance is especially important for the rollout of <a href="https://docs.un.org/en/NPT/CONF.2026/PC.II/INF/7">Small Modular Reactors</a> (SMRs), for which AI-optimized construction schedules and supply chains are critical. By enhancing predictability and avoiding cost overruns, a major issue for nuclear construction, AI could make nuclear projects more “bankable” and thus more attractive for the global shift towards clean energy. Despite technological progress, the experts agree: human responsibility is essential. Whether it is a safeguards inspector at the International Atomic Energy Agency (IAEA) or a human commander in a nuclear-armed nation, humans are the “<a href="https://docs.un.org/en/NPT/CONF.2026/PC.II/INF/7">last line of defence</a>”.</p>
<p>“Black box” systems are incompatible with a strong safety culture. <a href="https://unidir.org/event/the-nuclear-ai-nexus-implications-for-the-three-pillars-of-the-non-proliferation-treaty-review-conference/">Governance policies</a> must ensure that AI is implemented with transparency, traceability, and “explainability”. We must also be alert to the potential for AI to be employed by “agents” to monitor sites, which could result in disinformation and the distortion of threat perception through “<a href="https://unidir.org/event/the-nuclear-ai-nexus-implications-for-the-three-pillars-of-the-non-proliferation-treaty-review-conference/">anomaly detections</a>.” As the 2026 Review Conference draws near, policymakers’ mission should be to “denoise.” <a href="https://unidir.org/event/the-nuclear-ai-nexus-implications-for-the-three-pillars-of-the-non-proliferation-treaty-review-conference/">Nuclear policy decisions</a> must not be based on science fiction or fear of competition. Rather, we should prioritize “lower stakes” opportunities where AI can help us now, such as employing AI agents to navigate the overwhelming output of the NPT process — making it searchable and highlighting inconsistencies in delegation positions.</p>
<p>The relationship between nuclear and AI is not a bug to be fixed with more software, but a circumstance to be managed by the international community. By prioritizing evidence-based policy and law, human-in-the-loop systems, and the common ground of the peaceful <a href="http://www.nuclear-abolition.com/language/the-impact-of-artificial-intelligence-in-nuclear-decision-making/">“Atoms for Algorithms”</a> alliance, we can ensure that the digital revolution supports, rather than undermines, the global nuclear order. In the end, the fate of the NPT will not be determined by algorithms, but by human intelligence.</p>

<p>In his “Ile Longue” <a href="https://us.diplomatie.gouv.fr/en/speech-president-republic-frances-nuclear-deterrence">speech</a> on March 2, 2026, French President Emmanuel Macron delivered a message that will echo across European capitals for years to come. For the first time, a European leader publicly articulated that France’s nuclear deterrent carries a distinctly “European dimension.” While the ultimate authority to launch remains the prerogative of the French President, Macron made it clear that an attack on a key European partner could trigger a French nuclear response. This is not a symbolic gesture: it reflects a growing recognition that Europe can no longer rely solely on the United States to guarantee its security. In a world where great-power priorities are increasingly transactional, Europe is beginning to define its own strategic boundaries.</p>
<p>The <a href="https://www.epc.eu/publication/americas-new-defence-strategy-and-europes-moment-of-truth/">2026 U.S. National Defense Strategy (NDS)</a> reinforced this reality. By designating Russia as a “European responsibility,” the strategy signals a deliberate shift: Washington will focus its conventional forces on the homeland and the Indo-Pacific Theater, leaving Europe to confront the Russian threat largely on its own terms. The nuclear umbrella remains intact, but the implicit promise of automatic conventional reinforcement is fading. Even seemingly peripheral actions, such as elevating Greenland to a primary U.S. homeland interest alongside the Panama Canal, highlight an unmistakable message: European security is now secondary to America’s own global priorities. Transactions, not guarantees, define the relationship, and Europe is taking note.</p>
<p>This strategic recalibration has deepened a credibility gap that European policymakers cannot ignore. Repeatedly questioning of NATO’s relevance, combined with explicit demands for Europe to <a href="https://unn.ua/en/news/the-us-wants-europe-to-continue-buying-american-weapons-despite-the-eu-plan-reuters">“Buy American</a>,” has underscored a harsh truth: the U.S. is no longer a guaranteed partner for long-term security. <a href="https://www.bruegel.org/policy-brief/europes-dependence-us-foreign-military-sales-and-what-do-about-it#:~:text=The%20US%20organises%20the%20main,0.7%20percent%20of%20GDP%20now.">European arms imports from the U.S</a>. surged to $68 billion in 2024, a fivefold increase over the 2017–2021 average, while American threats of trade countermeasures in response to “Buy European” procurement rules have reinforced the perception that collective defense is contingent on economic acquiescence. For many in Berlin, Paris, and Warsaw, the lesson is stark: security can no longer be assumed; it must be actively prepared.</p>
<p>Europe’s response has been both practical and psychological. The continent is actively building a more integrated and networked continental defense architecture, driven by a growing demand for strategic autonomy—particularly in areas such as drone defense, air and missile defense, and long-range strike capabilities. This effort reflects a gradual shift toward forward deterrence, in which credible conventional capabilities are positioned to signal readiness and resilience in the face of potential aggression. Forward deterrence, therefore, is not simply about stationing troops or deploying hardware; it represents a broader strategic mindset in which Europe seeks to reduce its structural dependence on external guarantees. While European defense infrastructure is not yet fully independent of Washington, ongoing investments and integration efforts indicate a clear trajectory toward greater operational autonomy, with more robust capabilities expected to mature <a href="https://www.eeas.europa.eu/eeas/bolstering-european-defence-readiness-2030_en">between 2025 and 2030.</a></p>
<p>Meanwhile, France and the United Kingdom through the <a href="https://www.iiss.org/publications/strategic-comments/2025/09/the-northwood-declaration-uk-france-nuclear-cooperation-and-a-new-european-strategic-backstop/#:~:text=Download%20PDF-,The%20Northwood%20Declaration:%20UK%E2%80%93France%20nuclear%20cooperation%20and%20a%20new,non%2Dnuclear%20threats%20to%20Europe.">Northwood Declaration</a> are exploring ways to “Europeanize” their nuclear forces, offering broader protection to allied partners while retaining national control over launch decisions. Macron’s speech embodies this principle: <a href="https://www.aerotime.aero/articles/macron-outlines-expanded-european-role-for-france-nuclear-deterrence#:~:text=Macron%20rejected%20the%20notion%20of,maintained%20with%20the%20United%20States.">strategic assets</a>—including Rafale jets and the planned next-generation nuclear submarine, “The Invincible”—can now be dispersed across allied territory to provide strategic depth and complicate adversary calculations. For the first time, non-nuclear partners such as <a href="https://www.euractiv.com/news/france-germany-say-establishing-nuclear-steering-group/#:~:text=France%20and%20Germany%20have%20set,conventional%20capabilities%20with%20European%20partners.%E2%80%9D">Germany</a> and <a href="https://notesfrompoland.com/2026/03/02/poland-in-talks-with-france-over-joining-nuclear-deterrence-programme/#:~:text=Keep%20our%20news%20free%20from,never%20dare%20to%20attack%20us.%E2%80%9D">Poland</a> are participating in joint exercises that directly interface with French nuclear capabilities. The psychological message is clear: Europe is beginning to assert a sovereign layer of deterrence that complements, rather than replaces, NATO’s structures.</p>
<p>Poland’s recent statement that it may eventually seek its own nuclear weapons, <a href="https://www.japantimes.co.jp/news/2026/03/04/world/politics/poland-nuclear-weapons-tusk/">as President Tusk indicated</a>, also highlights the accelerating sense of urgency in Eastern Europe. So here the question arises that While Macron’s “Europeanized” nuclear deterrent provides a layer of strategic depth, then why Poland seeks to own nuclear weapons? The answer is that Macron’s forward deterrence is not scaled to cover the entire continent comprehensively, particularly in regions most exposed to Russia. For Warsaw, the calculus is simple: if U.S. guarantees are increasingly transactional, and if NATO’s nuclear planning remains centered in France and the U.K., then relying solely on allied deterrence is insufficient.</p>
<p>This development illustrates two broader dynamics. First, it highlights the limits of “second-layer” nuclear deterrence. Even with France operationally dispersing assets and including non-nuclear allies in exercises, some countries may feel compelled to consider independent capabilities to ensure credible protection. Second, it signals that Europe’s forward deterrence is moving from theory into practice, not only in doctrine and exercises but in actual national policy deliberations. Warsaw’s potential pursuit of nuclear weapons is less a provocation than a symptom of the same trend already evident in France and Germany’s expanded conventional and nuclear postures: Europe is taking responsibility for its own security.</p>
<p>Hence, Macrons’ speech represents a redefinition of European strategic autonomy. <a href="https://epthinktank.eu/2025/05/07/eu-member-states-defence-budgets/#:~:text=In%202022%2C%20collective%20annual%20EU,than%20a%20core%20budget%20rise.">Between 2021 and 2024</a>, EU defense spending rose by 30 percent, reaching €326 billion, signaling a growing recognition that reliance on Washington alone is no longer sustainable. European governments are investing not just in hardware, but in doctrine, interoperability, and the credibility of their deterrent posture. Strategic autonomy, once rhetorically flourishing, has become an existential imperative. Forward deterrence and strategic autonomy are complementary layers of security designed to mitigate the risk of over-reliance on an American partner whose priorities may shift.</p>
<p>Europe is thus navigating a delicate balance. It is neither abandoning NATO nor discarding the U.S. nuclear guarantee. Instead, it is learning to prepare for a future in which guarantees are no longer unconditional. The era of unquestioned extended deterrence is ending, and the continent must act with foresight. Forward deterrence is more than a strategic posture; it is a signal to Moscow, to Washington, and to Europe’s own citizens that the continent is willing and able to take responsibility for its own defense.</p>
<p>Europe is no longer a passive theater under American protection. It is a region preparing to defend itself, thoughtfully and decisively, in a strategic environment defined by uncertainty, transactional alliances, and shifting global priorities. Macron’s “Ile Longue” speech may have been delivered in France, but its message resonates across the continent: the future of European security will be determined not by the automatic extension of U.S. deterrence, but by Europe’s own willingness to claim responsibility for its survival.</p>

<p>With the New START’s expiration on <a href="https://thebulletin.org/2026/02/nuclear-arms-control-and-disarmament-after-new-start/">February 5, 2026</a>, the world has entered a new era in nuclear arms control, reflecting the evolving realities of the contemporary nuclear order. The United States believes that nuclear limits on warheads and launchers imposed under the New START no longer serve its interests, or those of its nuclear adversaries, highlighting Washington’s lack of appetite for a renewed bilateral arrangement. <a href="https://www.state.gov/biographies/christopher-yeaw">Dr. Christopher Yeaw</a>, the U.S. Assistant Secretary of State for the Bureau of Arms Control and Non-Proliferation, shared the U.S. perspective at the Conference on Disarmament (CD), shifting from exclusive U.S.-Russia strategic constraints toward a more inclusive yet complex multilateral framework that could shape the future of global nuclear stability. This transition shows a broader shift in arms control policy of the U.S., emphasizing the need for a new arms control arrangement that reflects a transition from a bilateral framework to a multilateral charter, holding all five nuclear-weapon states under the Treaty on the Non-Proliferation of Nuclear Weapons (P-5) equally responsible for making serious efforts toward nuclear disarmament.</p>
<p>While addressing the CD, Dr. Yeaw used the shortcomings of the New START to advance a broader strategic argument rather than merely listing Russian violations. By emphasizing Russia’s sizeable stockpile of non-strategic (theatre) nuclear weapons that are estimated to be around <a href="https://www.tandfonline.com/doi/full/10.1080/00963402.2025.2494386">2,000 warheads</a> and the production of novel systems like nuclear-armed <a href="https://www.tandfonline.com/doi/full/10.1080/00963402.2025.2494386">Skyfall cruise missile</a> and the nuclear powered <a href="https://www.tandfonline.com/doi/full/10.1080/00963402.2025.2494386">Poseidon torpedo</a>, Washington aimed to highlight that New START was overly focused on deployed strategic warheads and completely overlooked the full range of modern nuclear risks.</p>
<p>Dr. Yeaw further linked these loopholes with China’s emergence as a <a href="https://www.state.gov/biographies/christopher-yeaw">major nuclear actor</a>, arguing that the New START bilateral structure left a structural gap by excluding Beijing at a time of unprecedented expansion in its nuclear arsenal. While projecting on China’s official defense white papers, he cautioned that Beijing could attain strategic parity in the next <a href="https://thedefensepost.com/2026/02/24/us-china-nuclear-expansion/">four to five years</a> and may possess fissile material sufficient for more than <a href="https://www.fmprc.gov.cn/mfa_eng/xw/wjbxw/202511/t20251127_11761653.html">1,000</a> warheads by <a href="https://www.fmprc.gov.cn/mfa_eng/xw/wjbxw/202511/t20251127_11761653.html">2030</a>, which was roughly <a href="https://www.fmprc.gov.cn/mfa_eng/xw/wjbxw/202511/t20251127_11761653.html">200</a> at the time the treaty was signed in 2010. Additionally, he highlighted concerns about Russian cooperation on China’s <a href="https://www.heritage.org/global-politics/commentary/russia-helping-china-speed-its-nuclear-buildup-us-unprepared-counter-it">CFR-600 reactors</a>, framing this collaboration as further complicating U.S. threat perceptions. Through these arguments, Washington justifies a shift from a bilateral arms control framework with Russia toward a multilateral platform that includes additional nuclear stakeholders, reflecting a recalibration of the U.S. arms control policy in the contemporary multipolar nuclear landscape.</p>
<p>The U.S. believes that New START’s expiration arrived at the fortuitous time, urging all states, not just the nuclear-weapon states, to strive for a better arms control framework. Under the new proposal, Washington aims to transition from a bilateral arms control agreement with Russia to a multilateral platform as a necessary next step in ongoing arms control discussions. Such a multilateral format can prevent an unmitigated nuclear arms race, restrain the build-up of nuclear arms, and address issues surrounding non-NPT states with nuclear weapons. In a multilateral format, the Trump administration says all options are on the table as it discusses the future of nuclear arms control in the current security environment. Washington wants to conduct negotiations on strategic stability and arms control on multiple avenues, including the <a href="https://www.armscontrol.org/act/2025-03/features/potential-p5-process">P5 forum</a> where NPT-recognized nuclear-weapon states already meet to discuss issues of strategic importance. The Trump administration maintains that all five nuclear-weapon states (P5) are under <a href="https://www.armscontrol.org/act/2025-03/features/potential-p5-process">an obligation</a> to negotiate nuclear disarmament in good faith under <a href="https://treaties.unoda.org/t/npt">Article 6</a> of the Nuclear Non-Proliferation Treaty (NPT), and that disarmament efforts are not limited to those states with the largest arsenals. Under this new proposal, the U.S. wants nuclear weapon states like Russia and China to participate in a multilateral process for effective debate on the elements of arms control arrangements.</p>
<p>In the evolving multipolar nuclear order, bringing together all five <a href="https://geneva.usmission.gov/2026/02/23/statement-by-u-s-assistant-secretary-of-state-for-the-bureau-of-arms-control-and-nonproliferation/">nuclear-weapon states to the NPT</a> &#8211; Russia, China, France, the United Kingdom, and the U.S. admits that today’s strategic stability extends beyond Russia-U.S. dynamics. This forum could prove effective in preserving normative commitments under the Nuclear Non-Proliferation Treaty. However, asymmetries in nuclear capabilities and divergent threat perceptions limit the viability of such a multilateral forum. The U.S. and Russia still possess <a href="https://thebulletin.org/2026/02/nuclear-arms-control-and-disarmament-after-new-start/">80 percent</a> of the global nuclear arsenal, while Beijing would resist numerical limits without prior reductions by the U.S. and Russia. France may support such a multilateral dialogue with other P5 states, maintaining its independent nuclear deterrent. However, Paris would likely resist any binding multilateral commitments that could limit its small arsenal. The United Kingdom may support the U.S. initiative for expanding P5 engagement.</p>
<p>The imperative of arms control is encouraging, but given the evolving global nuclear order, where New START failed to achieve its objectives, it is difficult to see how the proposed multilateral, modernized approach might succeed soon. In this scenario, a multilateral forum like the P5 would remain a consultative platform rather than serve as a substitute for enforcing arms control agreements.</p>
<p>In conclusion, after New START’s expiration, the U.S. has moved from bilateral arms control with Russia to a broader multilateral strategy, encouraging all NPT nuclear-weapon states, through forums like the P5, to share responsibility for strategic stability. This favors a more flexible approach to multilateral engagements over the binding bilateral constraints of the past in a changing security environment.</p>
