Humans remain indispensable to targeting. What has evolved is not the elimination of human involvement, but the rapid synthesis of intelligence with target acquisition. That distinction matters because many assume there is little or no review before a strike is done. However, no systems make decisions independently. They supplement human decision-making by sorting and ranking information to generate recommended outcomes that must still meet rigid criteria. Analysts verify intelligence, legal teams conduct reviews, commanders make the final decision, and human beings remain responsible for the outcome.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Critics often point to </span><a href="https://warontherocks.com/autonomous-weapon-systems-no-human-in-the-loop-required-and-other-myths-dispelled/"><span data-contrast="none">ambiguity</span></a><span data-contrast="auto"> in strategic-level U.S. directives. The Department of War </span><a href="https://www.esd.whs.mil/portals/54/documents/dd/issuances/dodd/300009p.pdf"><span data-contrast="none">Directive 3000.09</span></a><span data-contrast="auto"> attempted to regulate certain AI-enabled systems, though the technology at the time was far less sophisticated than it is today. Military doctrine undermines the myth of autonomous targeting as well. The Army’s </span><a href="https://armypubs.army.mil/epubs/DR_pubs/DR_a/ARN39048-FM_3-60-000-WEB-1.pdf"><span data-contrast="none">FM 3-60</span></a><span data-contrast="auto"> frames targeting as an iterative command process and states that commanders remain the final approval authority for targeting activities and acceptable levels of risk. Machines may assist with detection, but they do not inherit command responsibility. The result is that humans remain in the loop because targeting is still a command process, not an autonomous one. Military doctrine frames targeting as a cycle of deciding, detecting, delivering, and assessing, but commanders retain authority over acceptable risks. AI can compress and organize the data, but it cannot make strategic or moral judgments.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">AI models remain central to identity-based targeting and advanced decision support. </span><a href="https://www.theguardian.com/technology/2026/mar/01/claude-anthropic-iran-strikes-us-military"><span data-contrast="none">Open-source reporting</span></a><span data-contrast="auto"> indicates that sophisticated models, such as </span><a href="https://claude.ai/login"><span data-contrast="none">Anthropic’s Claude</span></a><span data-contrast="auto">, integrated into systems such as </span><a href="https://www.heise.de/en/news/Palantir-US-Department-of-Defense-makes-Maven-Smart-System-the-standard-11220659.html"><span data-contrast="none">Palantir designed Maven Smart System</span></a><span data-contrast="auto">, have enabled rapid conversion of vast amounts of intelligence, surveillance, and reconnaissance (ISR), signals intelligence, and behavioral data into target packages.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Human productivity has also increased. Tasks that once required weeks and a large staff can now be completed in minutes with fewer personnel. However, speed and efficiency do not mean AI independence. It does not change what Clausewitz described as the </span><a href="https://www.militarystrategymagazine.com/article/Reconsidering-Wars-Logic-and-Grammar/"><span data-contrast="none">“grammar of war.”</span></a><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">The most consequential shift in conflict today is the compression of time within the targeting cycle and its integration into intelligence. In the past, high-value or high-payoff targets were often missed because manual processes relied heavily on human operators and overwhelming amounts of ISR data. Past conflicts reflected these limitations. During Operation Desert Storm, Iraqi mobile Scud launchers exploited delays by firing and relocating before U.S. forces could strike them. Kinetic precision still frequently exceeds intelligence fidelity. A munition could hit its coordinates perfectly while the underlying intelligence remained flawed. The use of intelligence to target enemy combatants predates modern technology. AI did not invent decapitation strategies; it made them more data-driven and less dependent on purely human intelligence sources. The Information Age once overwhelmed operators with data. AI now provides a way to navigate that environment. This is why cyber intelligence and persistent access are essential to modern targeting. Pattern-of-life targeting relies on multiple streams of surveillance and behavioral data. AI’s greatest strength is its ability to combine these streams on a scale that would overwhelm most military units. Yet the central question remains unresolved by algorithms alone: should the target be neutralized? That decision is legal, moral, political, </span><i><span data-contrast="auto">and </span></i><span data-contrast="auto">strategic.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">A clear example of AI-integrated intelligence limits came on the first day of the 2026 Iran War, when a U.S. missile </span><a href="https://www.theguardian.com/world/2026/mar/11/iran-war-missile-strike-elementary-school"><span data-contrast="none">struck an elementary school</span></a><span data-contrast="auto"> in Minab, Hormozgan province, killing civilians, including children, in one of the war’s deadliest civilian incidents. The incident underscored a basic truth: AI-enabled targeting is only as dependable as its data. Here, the system likely </span><a href="https://www.nbcnews.com/world/iran/old-intelligence-likely-led-us-strike-iran-elementary-school-rcna262967"><span data-contrast="none">relied on outdated intelligence</span></a><span data-contrast="auto"> that missed the school’s proximity to an Islamic Revolutionary Guard Corps compound.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">AI was not the likely source of failure. More likely, flawed intelligence and the fog of war were to blame. <p><span data-contrast="auto">The episode showed both the limits of AI models and the need for human review. <p><span data-contrast="auto">The effectiveness of any algorithm depends entirely on the intelligence architecture and data supporting it. AI does not create certainty; it produces probability. If the underlying data is manipulated, incomplete, stale, or inaccurate, the output will reflect those flaws. The greater danger is not the removal of the human in the loop, but the compression of human judgment into groupthink. AI-generated recommendations can create an aura of probabilistic certainty that encourages agreement instead of scrutiny. Human operators may still make the final call, but the risk is that they increasingly validate model logic rather than independently challenge it.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>

<p>Nigeria’s worsening security crisis is, at its core, a story of military breakdown. The Islamic State West Africa Province (ISWAP) <a href="https://issafrica.org/iss-today/lake-chad-basin-s-military-bases-in-iswap-s-crosshairs">overran</a> at least 15 military bases in 2025, captured and executed a brigadier general, and deployed armed drones that outmatched the defending units. The pattern of base overruns, mass desertions, and failure to reinforce troops under attack points to deep organizational failure.</p>
<p>Events like the February 2026 Kwara massacre, in which jihadists killed over 200 people as well as the December 2025 <a href="https://www.africom.mil/pressrelease/36158/us-africa-command-conducts-strike-against-isis-in-nigeria">U.S. Tomahawk cruise missile strikes</a> on Nigerian soil and the <a href="https://www.africanews.com/2026/03/22/us-troops-in-nigeria-using-drones-to-detect-and-disrupt-terrorist-activity/">deployment</a> of American troops amount to the clearest sign yet that Africa’s most populous nation can no longer secure itself.</p>
<p><strong>The Mosul Parallel</strong></p>
<p>Iraq, before the fall of Mosul in 2014, offers the closest comparison. When 1,500 ISIS fighters routed 60,000 Iraqi soldiers, the collapse came not from lack of firepower but from corruption. The Iraqi military had roughly <a href="https://www.aljazeera.com/news/2014/12/11/how-iraqs-ghost-soldiers-helped-isil">50,000 ghost soldiers</a> on its payroll, troops who existed only on paper so commanders could pocket their salaries. Nigeria faces the same problem. <a href="https://www.declassifieduk.org/ghost-soldiers-britains-shadow-war-in-west-africa/">Leaked</a> UK diplomatic cables found that of the 20,000 troops Nigeria claims to deploy in the northeast, the real number is significantly lower, with thousands of ghost soldiers generating salaries collected by officers. The corruption is not incidental; it is systemic. <a href="https://ti-defence.org/gdi/">Transparency International</a> gave Nigeria’s defense sector an ‘E’ rating for “very high” corruption risk.</p>
<p>The human cost falls on ordinary soldiers. A Nigerian private earns $31 to $38 per month. Soldiers spend three to five years <a href="https://www.genocidewatch.com/single-post/documentary-reveals-low-morale-in-nigerian-army">deployed</a> without rotation, creating conditions for mass desertion. Iraq’s military eventually reformed after Mosul through fingerprint-based troop verification and coalition mentoring, but that reform only happened because Mosul was a shock too large to ignore. Nigeria faces a harder problem, a slow bleed rather than a single catastrophe, which gives political leaders room to delay action indefinitely.</p>
<p><strong>ISWAP’s Tactical Evolution and the Sahel Corridor</strong></p>
<p>ISWAP’s 2025 “Camp Holocaust” campaign has been the most successful in the group’s history. ISWAP systematically <a href="https://adf-magazine.com/2025/08/iswap-assaults-target-military-bases-in-lake-chad-region/">destroyed</a> forward operating bases across the Lake Chad Basin using drones, night-vision gear, and coordinated swarm attacks. The capture and execution of Brigadier General Musa Uba in November 2025 was not simply a battlefield loss. It revealed that ISWAP now operates with better intelligence than the forces it fights. ISWAP <a href="https://saharareporters.com/2025/11/17/nigerian-army-commander-brig-gen-uba-killed-iswap-after-terrorists-intercepted-his">intercepted</a> his communications and tracked his position after his convoy was ambushed 88 kilometers from regional military headquarters in Maiduguri. A force with 230,000 troops and a multibillion-dollar budget could not locate its own brigade commander.</p>
<p>The broader Sahel security framework has collapsed around Nigeria, and the timing could not be worse. Niger’s <a href="https://www.military.africa/2025/03/niger-withdraws-from-mnjtf-counter-terror-coalition/">withdrawal</a> from the Multinational Joint Task Force in March 2025 ended joint border patrols along a vast open frontier. Into this gap has moved <a href="https://thesoufancenter.org/intelbrief-2026-february-6/">Lakurawa</a>, an Islamic State Sahel Province subgroup operating across Sokoto and Kebbi states with surveillance drones. Al-Qaeda affiliate JNIM launched its first recorded <a href="https://www.counterextremism.com/blog/sahel-monitoring-may-2025">attack</a> on Nigerian soil in 2025.</p>
<p><strong>The Air Power Deficit</strong></p>
<p>The Nigerian Air Force shows what happens when procurement runs ahead of maintenance capacity. Three JF-17 fighters from Pakistan were delivered in 2021. By May 2023, only one could still fly. The result is an air force that cannot protect civilians or support ground troops. SBM Intelligence estimates over 400 Nigerian civilians <a href="https://impactpolicies.org/news/483/zamfara-airstrike-tragedy-understanding-civilian-casualties-and-security-challenges-in-nigeria">killed</a> in erroneous military airstrikes between 2017 and 2025. The <a href="https://www.crisisgroup.org/anb/africa/nigeria/massacre-kwara-state-heightens-nigerias-security-challenges">February 2026 Woro massacre</a> showed what this means in practice. A military aircraft appeared overhead during a ten-hour attack that killed at least 162 civilians but did not engage.</p>
<p><strong>External Partners and the Limits of Assistance</strong></p>
<p>The United States launched <a href="https://www.cnn.com/2025/12/25/politics/us-strikes-isis-nigeria">16 Tomahawk cruise missiles</a> against Lakurawa camps in Sokoto State on Christmas Day 2025 and deployed troops to Bauchi Airfield. <a href="https://www.csis.org/analysis/why-did-united-states-conduct-strikes-nigeria">CSIS assessed</a> that one-off strikes are unlikely to reduce the terrorist threat significantly. The pattern is familiar: outside firepower treats the symptoms while the underlying disease, institutional corruption, goes unaddressed. Nigeria’s own Defense Minister Christopher Musa has acknowledged that military action addresses only 30 percent of the conflict. The <a href="https://reliefweb.int/report/nigeria/africa-report-n-237-nigeria-challenge-military-reform">International Crisis Group’s 2016 reform blueprint</a> called for fingerprint-based troop verification and open defense spending records. It remains unimplemented a decade later.</p>
<p><strong>The Coup Question and the Criminal-Terror Nexus</strong></p>
<p>Recent history across the Sahel makes this risk real. In Burkina Faso and Mali, troops who felt abandoned by civilian leaders seized power. Nigeria shows each of these warning signs. Soldiers earn $31 a month while generals oversee billions in unchecked spending. The Nigerian Armed Forces mostly ruled the country between 1966 and 1999, and the memory of military government has not faded.</p>
<p>A second risk deepens the picture. ISWAP brings in an <a href="https://www.thenewhumanitarian.org/analysis/2025/07/24/when-rebels-rule-iswap-formula-winning-support-nigeria-northeast-tax-control">estimated</a> $191 million per year by taxing trade across the Lake Chad Basin, ten times what the Borno State government collects. Furthermore northwest bandit networks took in an estimated <a href="https://thesoufancenter.org/intelbrief-2025-november-25/">$1.42 billion in ransom</a> in a single year.</p>
<p>Every overrun  base sends vehicles, weapons, and ammunition to ISWAP and other groups, fortifying their governance with economic and military assets. This is the critical danger: the longer reform is delayed, the more these groups entrench themselves as alternative governments with independent revenue. Once that happens, as Sudan’s civil war has shown, the window for reversing the trend narrows sharply.</p>
<p><strong>Outlook</strong></p>
<p>The 2026 Nigerian defense budget includes <a href="https://statehouse.gov.ng/president-tinubu-presents-%E2%82%A658-18-trillion-2026-appropriation-bill-vows-stronger-discipline-in-budget-execution/#:~:text=%E2%80%9CThese%20outcomes%20are%20not%20accidental,revenue%20of%20%E2%82%A634.33%20trillion.">5.41 trillion naira ($3.9 billion)</a>. However, 62 percent goes to personnel costs and the naira’s collapse has cut real spending power by two-thirds since 2023. Nigerian President Tinubu’s security emergency declaration has not changed the picture. At least 316 civilians were killed across 15 states in the 71 days that followed.</p>
<p>Three patterns deserve attention: the self-arming cycle, where weapons from overrun bases fuel the next attack; the intelligence gap, where ISWAP knows more about the military than the military knows about ISWAP; and the governing contest, where ISWAP’s services undercut public trust in the state. Until the corruption at the heart of Nigeria’s military is confronted, no amount of outside help will change the course. The question facing Abuja is whether reform comes through deliberate action or through the kind of devastating loss that forced Iraq’s hand after Mosul.</p>

<p><span data-contrast="auto">Technological advances and rising military expenditures in recent years have accelerated the development of Lethal Autonomous Weapon Systems (LAWS). Though this technology is still in its infancy, it has already transformed modern warfare. LAWS, when fully evolved, will provide means for precise and independent selection and engagement of targets without exposing soldiers to battlefield dangers. A 2025 Congressional Research Service report titled </span><a href="https://www.congress.gov/crs-product/IF11150"><span data-contrast="none">Defense Primer: U.S. Policy</span></a><span data-contrast="auto"> on LAWS classifies it as “a special class of weapon systems that use sensor suites and computer algorithms to independently identify, target and employ an onboard weapon system to engage and destroy it without manual human control.” The US Department of Defense </span><a href="https://www.esd.whs.mil/portals/54/documents/dd/issuances/dodd/300009p.pdf"><span data-contrast="none">Directive 3000.09, Autonomy in Weapon Systems (2023)</span></a><span data-contrast="auto">, defined LAWS as systems that, once activated, “can select and engage targets without further intervention by a human operator.” This concept, known as “human out of the loop” or “full autonomy,” involves target selection and engagement based on inputs from artificial intelligence (AI), big data analytics, and sensor-based identification.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">According to </span><a href="https://www.datamintelligence.com/research-report/autonomous-weapons-market"><span data-contrast="none">Data M Intelligence</span></a><span data-contrast="auto">, the global autonomous weapons market reached USD 14.2 billion in 2024 and is expected to grow to USD 33.47 billion by 2032, with a compound annual growth rate of 11.39 percent during 2025-2032. Simultaneously, global civil society initiatives are advocating a ban on fully autonomous systems. In October 2012, Amnesty International launched the </span><a href="https://www.stopkillerrobots.org/stop-killer-robots-x-amnesty-international/"><span data-contrast="none">Stop Killer Robots</span></a><span data-contrast="auto"> campaign, an alliance of over 180 organizations across 65 countries, calling for an international law on autonomy in weapon systems to ensure machines are not allowed to make decisions that affect life and death.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Concerns have arisen over unsupervised use and the potential for system errors that can cause unintended civilian casualties, escalate conflicts, and threaten global peace and security. The increasing integration of autonomous weapon systems in combat has already been highlighted by their reported use in Ukraine conflict and in Gaza. A February 2025 </span><a href="https://media.setav.org/en/file/2025/02/deadly-algorithms-destructive-role-of-artificial-intelligence-in-gaza-war.pdf"><span data-contrast="none">report</span></a><span data-contrast="auto"> by the Foundation for Political, Economic and Social Research titled </span><i><span data-contrast="auto">Deadly Algorithms: Destructive Role of Artificial Intelligence in Gaza War</span></i><span data-contrast="auto"> revealed that Israel employed AI-based systems, Lavender and Habsora, to identify and attack human targets. The report states that Lavender can approve targets within 20 seconds, often without substantive human review. Since October 2023, the system has compiled a list of 37,000 potential individuals labelled as Hamas members without verifying their military profile.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Since 2014, the United Nations Convention on Certain Conventional Weapons (UN CCW) has debated the regulation of LAWS. In May 2024, Arms Campaign Director Steve Goose of Human Rights Watch </span><a href="https://www.dailymail.co.uk/news/article-13374209/chinese-russian-ai-nukes-ww3-fears-missiles-america.html"><span data-contrast="none">warned</span></a><span data-contrast="auto"> that “the world is approaching a tipping point for acting on concerns over autonomous weapons systems,” underscoring the urgency of an international legal instrument. On 2 December 2024, the UN General Assembly adopted </span><a href="https://documents.un.org/doc/undoc/gen/n24/391/35/pdf/n2439135.pdf"><span data-contrast="none">Resolution A/RES/79/62</span></a><span data-contrast="auto"> on LAWS by 166 votes in favor, 3 against, and 15 abstentions. The resolution marked a decisive step in acknowledging global concerns over autonomous weapon systems, affirmed the applicability of international humanitarian law (IHL) and called for further consultations in 2025. The </span><a href="https://www.stopkillerrobots.org/news/dynamic-consultations-demonstrate-a-clear-need-for-all-states-to-have-a-seat-at-the-table/"><span data-contrast="none">first UNGA meeting</span></a><span data-contrast="auto"> on autonomous weapons, held on 12-13 May 2025 and attended by 96 countries, including representatives from the International Committee of the Red Cross (ICRC) and civil society, reinforced momentum to prohibit and regulate LAWS. On that occasion, UN Secretary-General António Guterres advocated for a legally binding instrument to </span><a href="https://www.stopkillerrobots.org/news/un-secretary-general-calls-for-new-international-law-to-regulate-and-prohibit-killer-robots-by-2026/"><span data-contrast="none">ban LAWS by 2026</span></a><span data-contrast="auto">, describing them as “politically unacceptable and morally repugnant.”</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">Despite global concerns, progress on a legally binding treaty on LAWS remains elusive due to divergent strategic interests of major powers. The </span><a href="https://www.reuters.com/world/progress-rules-lethal-autonomous-weapons-urgently-needed-says-chair-geneva-talks-2026-03-03/"><span data-contrast="none">US continues to resist</span></a><span data-contrast="auto"> codification of a new binding framework, emphasizing the adequacy of national weapons review mechanisms to preserve strategic and technological flexibility. While the US maintains that it does not currently possess LAWS, senior military leaders have acknowledged that Washington may be compelled to develop them if adversaries do so. </span><a href="https://www.reuters.com/world/progress-rules-lethal-autonomous-weapons-urgently-needed-says-chair-geneva-talks-2026-03-03/"><span data-contrast="none">Russia has opposed</span></a><span data-contrast="auto"> any binding treaty, while </span><a href="https://un.china-mission.gov.cn/eng/chinaandun/disarmament_armscontrol/202510/t20251024_11739691.htm"><span data-contrast="none">China</span></a><span data-contrast="auto"> supports negotiations on the CCW and the development of norms “when conditions are ripe.” </span><a href="http://www.eeas.europa.eu/delegations/un-new-york/eu-statement-%E2%80%93-united-nations-1st-committee-thematic-discussion_en"><span data-contrast="none">The European Union</span></a><span data-contrast="auto">, in contrast, advocates for a legally binding international instrument, emphasizing Meaningful Human Control (MHC) and compliance with IHL. The EU’s approach seeks to differentiate between systems that incorporate human oversight and those that operate without it.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">The integration of artificial intelligence into weapon systems also presents an increasing challenge to nuclear deterrence and strategic stability. For instance, during the sidelines of the Asia-Pacific Economic Cooperation (APEC) Summit in Peru in November 2024, the then US President Joe Biden and China’s President Xi Jinping jointly </span><a href="https://www.reuters.com/world/biden-xi-agreed-that-humans-not-ai-should-control-nuclear-weapons-white-house-2024-11-16/"><span data-contrast="none">pledged not to integrate AI</span></a><span data-contrast="auto"> in nuclear command-and-control systems, recognizing the catastrophic risks of automation in nuclear decision-making. However, as AI rapidly improves surveillance, missile guidance and targeting systems, it is unclear whether this restraint will hold.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">The integration of AI in nuclear forces may introduce instability into deterrence dynamics by reducing decision-making time and increasing challenges caused by algorithmic bias in early warning systems, posing the threat of false nuclear alarms. Cold War history reminds us of human judgment, central to nuclear stability, and averted catastrophes. During the Cuban Missile Crisis, </span><a href="https://nsarchive.gwu.edu/briefing-book/russia-programs/2022-10-03/soviet-submarines-nuclear-torpedoes-cuban-missile-crisis"><span data-contrast="none">the B-59 submarine incident</span></a><span data-contrast="auto"> on 27 October 1962 brought the two superpowers close to nuclear exchange when a Soviet submarine commander considered launching a nuclear-tipped torpedo under the mistaken belief that hostilities had commenced. The refusal by Vasily Arkhipov to authorize the attack prevented a potential nuclear war. Similarly, Stanislav Yevgrafovich Petrov, a lieutenant colonel in the Soviet Air Defense Forces, chose to disregard a false early-warning alert indicating an incoming US nuclear strike in 1983, </span><a href="https://www.armscontrol.org/act/2017-10/news-briefs/man-who-saved-world-dies-77"><span data-contrast="none">preventing</span></a><span data-contrast="auto"> a global nuclear disaster. Such decision-making underscores the indispensable role of human rationality in nuclear command-and-control systems.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
<p><span data-contrast="auto">As LAWS presents multifaceted threats to international peace and security, states need to consider negotiating a legally binding instrument that ensures MHC over autonomy in weapon systems. Enhancing transparency, accountability, and rigorous weapons reviews are essential to prevent destabilization and ensure that technological progress does not outpace the human element in the use of force. Confidence-building measures, such as transparency in military AI, the establishment of international verification mechanisms and a moratorium on the development and deployment of LAWS, could help mitigate future dangers.</span><span data-ccp-props="{&quot;201341983&quot;:0,&quot;335559739&quot;:0,&quot;335559740&quot;:240}"> </span></p>
