<p>The war was not won by overwhelming force—it was won by precision, persistence, and a new kind of visibility. This shift was not just tactical; it was existential. Drones lowered the cost of engagement and shattered the old logic of deterrence. Military planners who once relied on large arsenals and conventional firepower now face a battlefield defined by bandwidth, optics, and algorithms. Nagorno-Karabakh was not an anomaly; it was a preview of what is coming.</p>
<p><strong>Drones Tilt the Balance of Power</strong></p>
<p><a href="https://www.washingtonpost.com/world/europe/nagorno-karabkah-drones-azerbaijan-aremenia/2020/11/11/441bcbd2-193d-11eb-8bda-814ca56e138b_story.html">Azerbaijan’s drone fleet</a>, led by Turkish-made Bayraktar TB2s and Israeli loitering munitions, did more than support ground troops. These drones destroyed tanks, artillery, and air defense systems with surgical precision.</p>
<p>Drone footage flooded social media and state television, galvanizing public support and intimidating adversaries. The battlefield became a stage and drones the lead actors in a performance of technological supremacy.</p>
<p>This was not a remote skirmish; it was a full-spectrum demonstration of how drones can tilt the military balance. Azerbaijan used converted Soviet-era aircraft as bait to expose Armenian air defenses, then struck with precision-guided drones. Air dominance was no longer reserved for wealthy superpowers; it was achieved through strategy and innovation.</p>
<p><strong>Deterrence No Longer Works the Way It Used To</strong></p>
<p>Deterrence did not fail for lack of firepower; it failed because the rules changed faster than anyone could adapt. Armenia’s conventional forces, built on Cold War assumptions, could not withstand the precision and persistence of drone strikes. The belief that large-scale military assets could prevent escalation collapsed under the weight of smaller and smarter systems.</p>
<p>This was not just a tactical failure; it was a conceptual one. Drones lowered the threshold for engagement and allowed Azerbaijan to strike decisively without risking pilots or exposing vulnerable assets. <a href="https://www.c4isrnet.com/battlefield-tech/2023/10/05/israeli-arms-drones-quietly-helped-azerbaijan-retake-nagorno-karabakh/">Deterrence</a>, once rooted in overwhelming retaliation, now faces a new reality: speed, precision, and deniability.</p>
<p><strong>Hybrid Warfare Is the New Normal</strong></p>
<p>The war was not fought only in the skies; it unfolded across screens, networks, and supply chains. Azerbaijan blended conventional ground operations with cyber tactics, <a href="https://www.bbc.com/news/world-europe-54614392">information warfare</a>, and economic pressure. This hybrid model reflects a broader shift in twenty-first century warfare, where victory depends as much on narrative as on firepower.</p>
<p>Azerbaijan’s goals were clear: reclaim a contested enclave and secure vital energy corridors. But its drone-led offensive carried a deeper message—technological capability is political will. The signal to adversaries was unmistakable: resistance will be met with precision, persistence, and total visibility.</p>
<p><strong>Small States Can Now Challenge Big Powers </strong></p>
<p><strong>            </strong>For Armenia, Nagorno-Karabakh represents cultural survival and historical identity. Its defense relied on asymmetrical tactics and guerrilla resilience. But against a technologically superior adversary, these methods faltered. Civilians and soldiers alike were left exposed, sheltering under skies that no longer offered cover.</p>
<p>This vulnerability is not unique to Armenia. Small states with access to drones can now challenge larger powers. Taiwan, for instance, is rapidly scaling up domestic drone production to counter China and support Western allies. Its “<a href="https://www.politico.eu/article/taiwan-eyes-war-drones-to-counter-china/">Drone National Team</a>” initiative aims to produce 15,000 drones per month by 2028, positioning the island as a global hub for secure, AI-enabled drones.</p>
<p><strong>Deterrence Must Be Reimagined</strong></p>
<p>Nagorno-Karabakh may be the first war won by drones, but it will not be the last. The conflict offers a sobering lesson; deterrence must evolve or risk obsolescence. Integrated deterrence—blending military, economic, cyber, and diplomatic tools—is no longer optional. Unlike nuclear weapons, drones are accessible, scalable, and deniable. Their proliferation is horizontal, not vertical, spreading across small states, insurgent groups, and private firms.</p>
<p>As drone technology spreads, so does the risk of escalation, miscalculation, and asymmetric retaliation. The battlefield is no longer bound by geography; it is shaped by bandwidth, optics, and algorithmic intent.</p>
<p><strong>Conclusion</strong></p>
<p><strong>            </strong>Nagorno-Karabakh was not just a battlefield; it was a turning point. It exposed how technological agility can dismantle legacy doctrines and how drones, once tactical novelties, now shape strategic outcomes. In this new era, deterrence is not about mass or might; it is about adaptability, integration, and speed. For nations still clinging to Cold War paradigms, the message is clear: evolve or be outmaneuvered. The future belongs to those who understand not just how to fight, but how to think in bandwidths, algorithms, and stories that shape the battlefield before the first shot is fired.</p>
<p>Evolution demands more than procurement; it requires imagination. Nations must rethink not only how they defend, but what they defend and why. As drones blur the line between war and surveillance, between deterrence and provocation, the strategist of tomorrow must be fluent in both geopolitics and code. The age of <a href="https://researchcentre.army.gov.au/library/land-power-forum/how-are-drones-changing-modern-warfare">unmanned warfare</a> is here and it is rewriting the rules faster than most doctrines can keep up.</p>

Collectively, these works offer critical insights and recommendations on optimizing the sustainment process, ensuring readiness and effectiveness in a changing security landscape.</p>
<p>This passage highlights a significant juxtaposition of key themes present in the Secretary of Defense’s goals and Gen. Miller’s examination of Air Force sustainment challenges. To navigate these challenges effectively, specific focus must be placed on three pivotal areas: restoring the warrior ethos, rebuilding the military, and reestablishing deterrence.</p>
<p>In the effort to restore the warrior ethos, the military needs skilled personnel, modern facilities, and a sustainable defense industrial base. Workforce retention and a shortage of technical expertise undeniably impact operational readiness. According to the Secretary of Defense’s mandate, there is a pressing need to “revive the warrior ethos and restore trust in our military.”</p>
<p>Miller’s analysis reveals that the sustainment workforce is facing severe challenges such as an aging workforce, a lack of recruitment, and significant technical expertise gaps. <a href="https://www.google.com/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwjLxI_1gO6LAxUTElkFHeEwDmYQFnoECCUQAQ&amp;url=https%3A%2F%2Fwww.afsc.af.mil%2F&amp;usg=AOvVaw0NR4JOXP31-7yi8FPQ96DQ&amp;opi=89978449">The Air Force Sustainment Center (AFSC)</a> is currently experiencing a 30 percent shortage in experienced depot maintenance personnel. This shortfall adversely affects the maintenance and throughput of mission-critical aircraft. A 2022 report by the <a href="https://www.gao.gov/products/gao-23-105571">Government Accountability Office (GAO) reported</a> that workforce shortages at Air Logistics Complexes (ALCs) contribute to an average delay of 20 percent in aircraft depot maintenance cycles, diminishing operational readiness.</p>
<p>Transitioning from a counterterrorism focus to one that emphasizes great power competition necessitates a sustainment workforce capable of advanced manufacturing and software maintenance, but current training pipelines struggle to produce such expertise. The implications are stark; a degraded sustainment workforce directly undermines operational readiness, particularly in maintaining high-end platforms like the F-35, which are essential for effective deterrence.</p>
<p>In relation to rebuilding the military, the defense industrial base faces significant hurdles due to aging infrastructure, inefficient procurement processes, and inconsistent funding. Secretary Hegseth emphasizes the importance of this rebuilding process, stating the need to match threats with capabilities. Gen. Miller’s assessments indicate that the Air Force’s sustainment infrastructure is outdated and that funding for depot modernization is inconsistent. The average age of Air Force maintenance depots exceeds 60 years, with several facilities dating back to World War II. Supply-chain vulnerabilities also arise. Significant dependence on a sole supplier for 67 percent of critical spare parts for legacy aircraft creates potential crises during conflicts. Moreover, extended procurement cycles often delay readiness enhancements, averaging 8 to 10 years from requirement to fielding for sustainment modernization projects.</p>
<p>Thus, without rapid modernization of sustainment infrastructure and necessary acquisition reform, the Air Force will struggle to maintain aging fleets while simultaneously integrating essential next-generation capabilities for initiatives like joint all-domain command and control (JADC2) and agile combat employment (ACE).</p>
<p>Reestablishing deterrence requires a comprehensive assessment of readiness to ensure that sustainment capacity effectively aligns with the threats posed by nations such as China and Russia. As stated in the SECDEF mandates, deterrence must be reestablished through defense of the homeland and collaboration with allies. However, Miller’s 2022 assessment points out a disconnect between current sustainment funding models and the operational requirements of deterrence in contested environments. For instance, from 2012 to 2022, the <a href="https://www.google.com/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=&amp;cad=rja&amp;uact=8&amp;ved=2ahUKEwj27azYge6LAxVNEVkFHbfnNVUQFnoECBQQAQ&amp;url=https%3A%2F%2Fwww.airandspaceforces.com%2Fair-force-mission-capable-rates-fiscal-2024%2F&amp;usg=AOvVaw2KqGvEhWtyOQhQbIcC9ztO&amp;opi=89978449">readiness rates</a> for the USAF fighter fleet plummeted from 75 to 57 percent, with sustainment backlogs contributing significantly to non-mission-capable status. Only 40 percent of American sustainment infrastructure is currently forward-positioned in the Indo-Pacific, which is crucial for countering aggressive actions from adversaries.</p>
<p>To counter these challenges and bolster national defense strategy, courses of action should be implemented. First, revitalizing the sustainment workforce through expanded training and technological improvements is essential. According to projected outcomes, this could reduce depot maintenance delays by 15 to 20 percent within five years while raising mission-capable rates for advanced platforms.</p>
<p>Second, prioritizing infrastructure and acquisition reform will require streamlining procurement processes and integrating industry best practices. This reform could lead to a reduction in aircraft downtime and enhance rapid repair capabilities essential for operating within geographic regions such as the Indo-Pacific. Finally, adopting a risk-based resource-allocation strategy aligned with high-threat mission areas can significantly strengthen deterrence, ultimately raising mission-capable rates of critical platforms.</p>
<p>By aligning sustainment actions with the objectives of the <em>National Defense Strategy</em>, the Air Force can demonstrate improved deterrence capabilities, build enduring advantages, and modernize its force. An immediate investment in revitalizing the sustainment workforce, modernizing depot infrastructure, and aligning resources with operational needs is imperative. A reformative approach to sustainment is not merely an operational necessity; it constitutes a vital aspect of maintaining peace through strength. Without these necessary adjustments, the Air Force risks facing severe mission degradation in high-threat scenarios, ultimately jeopardizing national defense.</p>

										<content:encoded><![CDATA[<p>Imagine drones are forced to land. Rockets are deflected. Electrical grids, telecommunications, and transportation systems are degraded. Airliners are driven off course. Interference with Global Positioning System (GPS) signals is a fact of everyday life, and things are only getting worse.</p>
<p>One example is instructive. The rate at which aircraft locations are electronically manipulated, “spoofed,” increased 500 percent in the first three quarters of 2024. An average of 1,500 flights a day were impacted by the beginning of September. In a <a href="https://ops.group/blog/gps-spoofing-final-report/">recent survey of almost 2,000 flight crew members</a>, 70 percent described their concerns about the impact on aviation safety as either “very high” or “extreme.”</p>
<p>The world depends upon signals from GPS and other global navigation satellite systems (GNSS) to underpin virtually every technology. Yet the essential positioning, navigation, and timing (PNT) service they provide is incredibly vulnerable.</p>
<p><strong>Weak and Vulnerable Signals</strong></p>
<p>These signals from space are, of necessity, very weak. The sun shining produces stronger radio signals than a GPS satellite. Yet, through a miracle of technology, receivers on earth can find coded signals in the radio noise floor, decipher them, and tell Americans where they are and the exact time.</p>
<p>Exceptionally weak signals mean that almost any interference on the right frequency can prevent them from getting through. For less than ten dollars, delivery drivers looking to electronically hide from their employers, people worried about being tracked by their spouse or the government, and bad actors wanting to disable receivers can buy a GPS “jammer” from any number of internet vendors. Such sales are illegal in most countries, as is the use of such devices. However, enforcement is almost always lax or nonexistent.</p>
<p>Keep in mind, signal specifications were made public as part of GPS becoming America’s “gift to the world,” with the US government encouraging GPS’s broad use. Other GNSS operators did the same.</p>
<p>While incredibly successful in promoting the wide adoption of signals, it has also facilitated spoofing. Compounding the problem, advances in digital technology brought inexpensive software-defined transmitters into the world. Now, for a few hundred dollars, a reasonably sophisticated hobbyist can easily imitate GPS and other satellite navigation signals.</p>
<p>The necessity of PNT services for everyday life and over-reliance on GPS/GNSS for PNT makes the vulnerability of signals to denial and imitation a primary weapon in conflicts around the globe.</p>
<p>This impacts millions of those not involved in these conflicts because any receiver within line-of-sight of the interfering transmitter can be affected. Thus, cell phone systems in Finland are degraded by drone defenses in St. Petersburg. First responders across the Middle East must use paper maps because of ongoing conflicts. Ships and aircraft, hundreds of miles from military actions, lose their navigation and collision avoidance systems. Given the number of conflicts around the planet, many regions of the world are adversely affected.</p>
<p>To date, appeals by international maritime and aviation professional organizations have failed to make an impact on the problem. The same is true for resolutions by the United Nation’s International Maritime Organization and International Civil Aviation Organization. The International Telecommunications Union (ITU), which seems to have the principal jurisdiction for this, is proving similarly ineffective.</p>
<p>At its World Radio Conference in December 2023, ITU delegates approved what, at first glance, appears to be a strong<a href="https://www.itu.int/dms_pub/itu-r/opb/act/R-ACT-WRC.16-2024-PDF-E.pdf"> resolution enjoining member states to refrain from interfering with GNSS</a> signals. The only way the resolution could pass was with an exception allowing interference “for security or defense purposes.” It is hard to imagine any other reason for which a state would disrupt signals.</p>
<p>Despite the failures of international diplomacy to mitigate this growing problem, there is likely a path for it to be much more successful. Attacks on GPS and other GNSS signals are useful only because most nations and systems over-depend on them with few alternatives.</p>
<p>Fortunately, many countries are actively considering establishing robust and resilient terrestrial PNT systems to complement signals from space. These can provide GPS-like information, but do not have common vulnerabilities and failure modes with GNSS.</p>
<p>The US Department of Transportation, the lead in America for civil PNT issues, said that intelligently using a combination of independent signals from space, terrestrial broadcast, and fiber cable can be the foundation of a resilient national PNT architecture.</p>
<p>Establishing such a system of systems will not make the services invulnerable. However, it will make them hard enough to disrupt so that antagonists will look elsewhere for opportunities to create mischief. Some nations are already taking significant steps toward achieving such resilience.</p>
<p>South Korea and Saudi Arabia field high-power terrestrial systems that provide PNT. The United Kingdom fields a partial system and seems poised to expand it, as well as a deployable capability. Much of Russia is also served by such a system.</p>
<p>China has the world’s most complete and advanced resilient PNT architecture. It includes three constellations of satellites in different orbital planes, an extensive terrestrial broadcast system, and a 20,000-kilometer fiber timing network with 295 “timing stations.”</p>
<p>Yet much of the world remains vulnerable to disruption. Those who interfere are therefore incentivized.</p>
<p>International diplomacy, in the form of the United Nations, can help improve the inevitable transition to resilient PNT by encouraging states to implement sovereign terrestrial systems. These systems will complement and cooperate with GNSS, while also operating independently.</p>
<p>As part of this effort, international standards can be developed to ensure aircraft, ships, and vehicles are able to seamlessly transit between nations. Technical assistance can be provided to nations with little local expertise in the field.</p>
<p>These efforts will greatly reduce the incentive to interfere with GNSS, thereby making it safer and more reliable. It will also reinforce the sovereignty and security of every involved nation.</p>
<p>The alternative is to continue down the path of increasing interference and increasing risk to life and property. Safety margins are already impacted. Ships are already colliding, and passenger aircraft are nearly straying, unannounced, into hostile airspace, all because of spoofing. It is only a matter of time before the world witnesses an avoidable tragedy.</p>
<p>The international community, perhaps in the form of a United Nations task force, must intervene to protect these fragile signals from space and disincentivize future disruptions.</p>
<p>Safer and more reliable signals from space and resilient sovereign terrestrial PNT are in the long-term interest of every nation. Diplomatic efforts must illuminate that shared interest bring parties together and nurture progress for everyone’s benefit.</p>

										<content:encoded><![CDATA[<p>The American Enterprise Institute’s (AEI) new report, <em>Building an Enduring Advantage in the Third Space Age</em>, is a well-written report, authored by the well-known and respected Todd Harrison. Found in its pages are several assessments and recommendations on areas such as space launch rates and commercial expansion of the overall satellite constellation, as well as many other items. All of these areas are of great importance and magnitude for building the nation’s space infrastructure to further American advantage on earth and in space.</p>
<p>However, one area the report does not cover is how the United States can ensure the advantages created by an expanding critical space infrastructure will remain “enduring” under direct threat of space attack without the weapons systems capable of deterring or defeating such aggression. Without a US Space Force capable of achieving measurable space superiority against a continual growth in Chinese and Russian space attack forces, new technologies and capabilities for terrestrial advantage will create more targets and vulnerabilities.</p>
<p>At present, there is much to do in space to continue to maintain what advantages and leadership the United States has managed to keep in the past twenty years of passivity and talk. At present the Space Force and its combatant command cousin US Space Command, while capable organizations for enabling terrestrial actions and providing situational awareness of space activities, are fully incapable of addressing the threat of armed aggression in and from space. Having an ability to take a hit and not proactively retaliate in and from space creates more, rather than less, vulnerability for exploitation and weakness in times of conflict. Would the nation take this type of approach with other services? Take the Air Force as an example.</p>
<p>Suppose the US was seeking to maintain its airpower advantage through the improvement of fuel efficiency, navigation routes, wing design, air traffic control modernization, and speed and distance characteristics of aircraft. Meanwhile, the enemy is building vast integrated air defense systems of missiles and fighter-interceptors, and long-range bombers, to take out the industrial and operational infrastructure of American civil and military aviation.</p>
<p>While the US has the advantage of outstanding technology in the air, the adversary fielded an ability to deny, degrade, and destroy that advantage in rapid fashion. Instead of building a US Air Force that fights, the nation responds by building an Air Force that can conduct limited electromagnetic jamming, overhead reconnaissance, and movement of equipment.</p>
<p>The Air Force’s position is that the service can take the hits and replace the airplanes in a reasonable time frame. All the while, in a great-power war, airports, air bases, and aircraft that provide an enduring advantage in economic and military support are now smoking debris. Regardless of the advantage airpower provides in this scenario, the United States possesses no means for strategic attack or air superiority.</p>
<p>This is exactly where the nation is with the Space Force. The urgency of the times is having little effect in shaping the actions of planners or political leaders.</p>
<p>At the low end, the Space Force has a very small number of electromagnetic jammers and geolocation systems. While such a small number was good for rotating them over time into a largely uncontested Middle East operating environment in the Global War on Terror, such numbers are wholly inadequate for requirements in the Indo-Pacific theater, much less the entirety of combatant command requirements worldwide.</p>
<p>The United States lacks options that are known to friends, neutrals and enemies alike with a clear declaratory policy highlighting American willingness and ability to project force in and from space to deter or win a conflict in space. Knowing what is happening in space is important, but there is no such thing as deterrence by attribution. Americans knew the Russians were amassing troops outside Ukraine and communicated that publicly, but Putin still invaded. The United States is pushing for norms of behavior and bans on destructive ASAT testing—to mitigate long-lived debris fields—but Russia and China oppose these efforts and continue to test, deploy, and use their space forces on a near daily basis, as former Vice Chief of Space Operations, General David Thompson, noted before his retirement.</p>
<p>The time has come to fix this and to do so publicly and aggressively. Passivity and resiliency alone will not defend America’s critical space infrastructure and the advantage that it provides. Only with a force projection capability that can achieve space superiority in and from space, as the Chinese and Russians both believe is key to deterrence, can the nation achieve credible deterrence in the minds of our adversaries.</p>

As <a href="https://www.newsweek.com/us-sends-antony-blinken-china-amid-geopolitical-tensions-1894189">tensions rise</a> and threats from Russia, China, North Korea and Iran evolve, it is paramount that the nation ensure it possess the strength needed to defend against adversary aggression. Central to this effort is the need to foster competition in key areas of the defense industrial base, including naval shipyards, intercontinental ballistic missile (ICBM) manufacturing, nuclear weapons design and manufacturing, and aircraft production. Such investments are not only vital for maintaining America’s military edge but also for safeguarding our nation against emerging threats.</p>
<p>Encouraging competition and redirecting investments away from major defense contractors such as <a href="https://www.rtx.com/">Raytheon</a>, <a href="https://www.gd.com/">General Dynamics</a>, <a href="https://www.lockheedmartin.com/en-us/index.html">Lockheed Martin</a>, <a href="https://www.boeing.com/">Boeing</a>, and <a href="https://www.northropgrumman.com/">Northrop Grumman</a>, towards emerging companies (<a href="https://www.spacex.com/">Space X</a>, <a href="https://lookingglassusa.com/">Looking Glass</a>, <a href="https://kodiak.ai/">Kodiak</a>) with innovative approaches and cost-effective capabilities, can enhance national security. This shift has the potential to lower defense procurement costs, provide technological advantages, and reduce the <a href="https://www.sanders.senate.gov/op-eds/defense-contractors-are-bilking-the-american-people/">monopolistic control</a> and <a href="https://www.cbsnews.com/news/pentagon-budget-price-gouging-military-contractors-60-minutes-2023-05-21/">price gouging</a> these major contractors have over government defense contracts.</p>
<p><strong>Shipyards</strong></p>
<p>Naval shipyards are the backbone of maritime defense, yet their <a href="https://www.nationalreview.com/2024/04/the-navys-shipbuilding-doldrums-have-been-mostly-self-inflicted/">capacity and efficiency were challenged in recent years</a>. Currently, the top military shipbuilding corporations are General Dynamics, <a href="https://hii.com/">Huntington Ingles</a>, Lockheed Martin, Northrop Grumman, and Raytheon. The nation cannot continue to rely on these companies to produce cost-effective, on-time results for the Navy. The simple truth is almost every contract awarded to these companies ends up <a href="https://news.usni.org/2024/03/15/aircraft-carrier-enterprise-delivery-delayed-by-18-months-says-navy?utm_source=USNI+News&amp;utm_campaign=f741cbf602-USNI_NEWS_DAILY&amp;utm_medium=email&amp;utm_term=0_0dd4a1450b-f741cbf602-231849665&amp;mc_cid=f741cbf602&amp;mc_eid=1f01aea19e">over budget and delayed years</a>.</p>
<p>By fostering competition among up-and-coming companies we can revitalize our shipbuilding industry, introducing new technologies and innovative approaches that improve cost-effectiveness and speed of construction. Paramount to the issue, the US needs to <a href="https://www.usni.org/magazines/proceedings/2024/february/united-states-must-improve-its-shipbuilding-capacity">invest in developing additional shipyards</a> to combat the <a href="https://www.businessinsider.com/us-navy-shrinking-china-biggest-fleet-shipbuilding-taiwan-2024-4">growing Chinese capabilities</a> as a new maritime superpower. This will not only strengthen the US naval fleet, but also allow the Navy to counter the rising threat and reverse the nation’s downward trajectory, creating jobs and stimulating economic growth.</p>
<p><strong>ICBM Manufacturing</strong></p>
<p>Enhancing ICBM manufacturing capabilities is essential for maintaining a strong nuclear deterrent. Currently, Boeing is responsible for producing key components for US and UK <a href="https://missilethreat.csis.org/missile/trident/">Trident II (D5) missiles</a> and <a href="https://www.afnwc.af.mil/Weapon-Systems/Minuteman-III-LGM-30G/">US Minuteman III ICBMs</a>, while General Dynamics manufactures key components for US and UK Trident II (D5) missiles. Lockheed Martin plays a role in upgrading Trident II (D5) missiles for the US and UK, as well as Minuteman III, and also manages a UK nuclear weapons laboratory along with several US nuclear weapons facilities.</p>
<p>Northrop Grumman is involved in similar activities, including Trident II (D5) missile upgrades for the US and UK, Minuteman III, and management of some US nuclear weapons facilities. Additionally, in 2020, Northrop Grumman was awarded a sole-source $13.3 billion contract for engineering and manufacturing <a href="https://www.northropgrumman.com/space/sentinel">Sentinel missiles</a> to replace the current arsenal of 400 deployed Minuteman III ICBMs. They have also acquired Orbital ATK, which has similar involvements.</p>
<p>Unfortunately, every nuclear modernization project went <a href="https://www.armscontrol.org/act/2024-04/news/us-nuclear-costs-projections-continue-rise">over budget</a> and was<a href="https://www.gao.gov/blog/over-budget-and-delayed-whats-next-u.s.-nuclear-weapons-research-and-production-projects"> delayed</a> despite tens of billions of dollars pledged towards the modernization goal. Ultimately, increasing competition in this sector can spur innovation, resulting in more dependable and advanced missile systems at a more cost-effective price. Encouraging companies like <a href="https://www.spacex.com/">SpaceX</a>, <a href="https://www.blueorigin.com/">Blue Origin</a>, and <a href="https://www.virgingalactic.com/">Virgin Galactic</a> to invest in defense manufacturing of rocket technology, possibly through government contracts, could drive progress. Furthermore, diversifying the manufacturing base can mitigate the risk of supply-chain disruptions, ensuring a consistent supply of these critical weapons.<strong> </strong></p>
<p><strong>Nuclear Weapons Facilities</strong></p>
<p>Nuclear weapons design and manufacturing facilities are another area where competition can yield significant benefits. Currently, the <a href="https://www.dshs.texas.gov/texas-radiation-control/emergency-preparedness-radiation-control-program/pantex-nuclear-weapons-facility#:~:text=Pantex%20Plant%20is%20America's%20only,Highway%2060%20in%20Carson%20County.">Pantex Plant</a> in Amarillo, Texas, is the only nuclear weapons assembly and disassembly facility. The nation needs more than a single facility for this task. This is a national security concern. Any issue with this facility, and assembly and disassembly of nuclear weapons is hampered. By encouraging competition, the nation can modernize the nuclear arsenal, ensuring it remains safe, secure, and effective. Moreover, competition in the assembly and disassembly process can lead to cost savings, which enables the nation to allocate resources to other pressing defense needs.</p>
<p><strong>Aircraft Manufacturing</strong><strong> </strong></p>
<p>The need for a robust aircraft manufacturing capability is paramount. Navy Adm. John C. Aquilino, the head of US Indo-Pacific Command said, in recent congressional testimony, that <a href="https://www.airandspaceforces.com/indopacom-boss-china-soon-world-largest-air-force/">China has the world’s largest navy and is soon to be the world’s largest air force</a>. With potential adversaries <a href="https://www.businessinsider.com/china-fighter-jet-fleet-growing-size-capability-pentagon-2023-10">investing heavily in advanced aircraft</a>, America must maintain a competitive edge. With the looming prospect of having to fight and fund a three-front war (Ukraine-Russia, Israel-Iran, and China-Taiwan), the US needs to maintain its ability to obtain and provide air superiority in whatever conflicts it enters.</p>
<p>By fostering competition, we can spur innovation in aircraft design and production, ensuring air superiority in future conflicts. Investing in <a href="https://www.axios.com/2024/03/15/drone-swarms-ai-military-war">cost-effective drone swarms</a> and continued advancements of our <a href="https://www.f35.com/f35/about/5th-gen-capabilities.html">5th- and 6th-generation fighters</a> is essential. Furthermore, the US must increase the number of strategic stealth bombers in its arsenal from 20 to 200 to 300. Development and purchase of 100 <a href="https://www.northropgrumman.com/what-we-do/air/b-21-raider">B-21 Raider</a>s is a good start, but there needs to be more competition or <a href="https://www.airandspaceforces.com/northrop-grumman-1-56-billion-loss-b-21/">manufacturing supply-chain issues</a> will continue to plague this modernization process.<strong> </strong></p>
<p><strong>Fallout Shelter Investments</strong><strong> </strong></p>
<p>Investing in a more robust fallout shelter system is crucial for ensuring the safety and protection of the American population in the event of a nuclear attack or other catastrophic event. While <a href="https://dahp.wa.gov/sites/default/files/FamilyShelterDesigns.pdf">government efforts have historically been the primary driver of fallout shelter development</a>, there is also a role for private entities to play in this important endeavor.</p>
<p>During <a href="https://www.history.com/news/cold-war-fallout-shelter-survival-rations-food">the Cold War, the United States undertook a massive effort to build fallout shelters</a> in anticipation of a potential nuclear conflict with the Soviet Union. <a href="https://www.orau.org/blog/museum/the-history-of-fallout-shelters-in-the-united-states.html#:~:text=We%20never%20got%20to%20see,rooms%20as%20they%20were%20decommissioned.">The government constructed thousands of public fallout shelters</a> in buildings such as schools, government offices, and subway stations. Private individuals and organizations also built their own shelters to protect against nuclear fallout.</p>
<p>The government entities involved with fallout shelters are the <a href="https://www.fema.gov/sites/default/files/2020-03/publication-one_english_2010.pdf">Federal Emergency Management Agency (FEMA)</a> and the <a href="https://www.defense.gov/">Department of Defense (DoD)</a>. FEMA is responsible for coordinating federal government efforts in disaster response and recovery, including the development and maintenance of fallout shelters. The DoD is involved in the construction and maintenance of fallout shelters, particularly those designed to protect military personnel and assets such as the <a href="https://www.northcom.mil/CheyenneMountain/">Cheyenne Mountain Complex</a>.</p>
<p>The primary private entities involved in developing and manufacturing fallout shelters are <a href="https://atlassurvivalshelters.com/">Atlas Survival Shelters</a>, <a href="https://risingsbunkers.com/">Rising S Company</a>, and <a href="https://www.hardenedstructures.com/">Hardened Structures</a>. Atlas Survival Shelters specializes in the design and construction of underground shelters for protection against nuclear, biological, and chemical threats. Rising S offers a range of underground bunkers and shelters for protection against various threats, including nuclear fallout. Similarly, Hardened Structures provides custom-designed shelters and bunkers for protection against nuclear, biological, and chemical threats.</p>
<p>While the <a href="https://www.newsweek.com/where-are-all-nuclear-bunkers-1761447">number of public fallout shelters declined</a> since the end of the Cold War, there are still thousands of designated shelters across the country, although most are unknown, rundown, and primarily used for storage. They should be refurbished and updated to properly address the sheer number of citizens that would be required to shield from not only the initial blast, but any possible fallout.</p>
<p>Ultimately, it is essential that efforts to develop and maintain fallout shelters continue, as the threat of nuclear conflict remains a major concern in today’s world. By fostering competition in this sector, the nation can drive innovation and ensure that every American has access to adequate protection in the event of a nuclear attack or other catastrophic event.<strong> </strong></p>
<p><strong>Conclusion</strong></p>
<p>The United States must prioritize investments in fostering competition and innovation across key areas of the defense industry to strengthen national security. By redirecting investments from major defense contractors towards emerging companies with cost-effective military capabilities, the nation can enhance its military edge, reduce costs, and mitigate the near-monopolistic control of government defense contracts.</p>

The <a href="https://ahf.nuclearmuseum.org/ahf/location/tinian-island/">history</a> of the United States military’s affiliation with Tinian is closely tied to the island’s strategic importance during World War II. Prior to the war, Tinian, along with the rest of the Mariana Islands, was under Japanese control. Japan established military installations on the island, including airfields and defensive fortifications, as part of its efforts to expand influence across the Pacific.</p>

<p>Beyond the successful termination of World War II, Tinian remained under American control as part of the Trust Territory of the Pacific Islands, which was administered by the United States. The island’s military installations were maintained and utilized for various purposes, including training exercises, logistics support, and surveillance activities during the Cold War.</p>
<p>In the modern era, Tinian continues to host military activities, although on a smaller scale. The island’s airfields are still used for military and civilian flights, and the United States maintains a presence in the region to support its security interests in the Pacific.</p>
<p>Overall, the history of American military affiliation with Tinian reflects the island’s strategic significance as a key outpost in the Pacific theater during World War II and its continued importance in maintaining American military presence and influence in the region.</p>
<p>Tinian’s location in the Pacific makes it strategically important for maintaining a presence in the region. It provides a strategic foothold for the United States in the western Pacific, enabling rapid response to regional security challenges and ensuring stability.</p>

It also plays a role in strengthening alliances and partnerships with regional allies, such as Japan and South Korea, by demonstrating American commitment to regional security and stability. Though Tinian played a vital role in supporting American interests for decades, re-establishing a strategic airfield on Tinian Island presents several challenges for the United States.</p>
<p>First, Tinian’s existing infrastructure needs significant upgrades and expansion to accommodate American bombers. This includes runways, taxiways, hangars, fuel storage facilities, and other support infrastructure. Constructing and maintaining these facilities is costly and time-consuming.</p>

Its historical significance, particularly as a pivotal base during World War II, underscores its enduring importance in shaping regional security dynamics.</p>

From the need for significant infrastructure upgrades to addressing environmental concerns and local opposition, establishing and maintaining a strategic airfield on Tinian requires careful planning, coordination, and cooperation among various stakeholders.</p>
<p>Despite these challenges, the strategic imperatives driving the United States’ presence on Tinian Island are clear. As geopolitical dynamics in the Indo-Pacific region continue to evolve, Tinian’s role as a forward-operating base for American forces remains indispensable for deterring potential adversaries, safeguarding regional stability, and protecting vital national interests.</p>
